3 Northeast Florida Healthcare Coalition NEFLHCC Board Meeting August 15, 2018 Meeting Notes The Board Meeting of the Northeast Florida Healthcare Coalition was held at the Orange Park Medical Center at 1:30 pm. CALL TO ORDER The meeting was called to order by Chair Rich Ward with a validation of a quorum, with the following Board members present: Clay County Sonny Rodgers Nassau County Mike Godwin St. Johns County Tim Connor Hospitals Rich Ward EMS Joe Stores Emergency Management Jeff Alexander, Vice Chair (via phone) Home Healthcare Kristy Seibert Flagler County Ed Baltzley (alternate) Long Term Care Jeff Markulik (via phone) Public Health Robert Snyder (via phone) Absent Baker County Joshua Allen Duval County Richard Ward A sign in sheet is attached for all other attendees. Introductions Mr. Ward called for introductions. Approval of Minutes The minutes from the July 18, 2018 meeting were made available online and provided at the start of the meeting. Mr. Ward called for a motion for approval of the July 18, 2018 meeting minutes. Mike Godwin moved approval; Tim Connor seconded. Motion carried. FINANCIAL *Budget Report The finance report through the month of July 2018 was presented. This represents the first month of the new fiscal year of Staff time is the primary use of funds for the month of July. With no questions, Ed Baltzley moved for acceptance of the July 2018 budget report, Kristy Seibert seconded. Motion carried. 1
4 Northeast Florida Healthcare Coalition *Expenditure Requests Ms. Payne requested the funds to purchase signage for the Coalition, in the form of a banner. This could be displayed at meetings and events. The estimate cost is between $200 and $300. Tim Connor moved to approve the requested expenditure request for a banner for the Coalition, at a cost not to exceed $400. Mike Godwin seconded. Motion carried. Management and Administration Update Ms. Payne presented the following: Staff has been working with the new marketing firm, Blueprint Creative. This includes converting the membership forms for the Coalition websites, streamlining the membership lists to be more user friendly, surveying the Coalition boards for their opinion on needed marketing services and beginning work on a media campaign for the Stop the Bleed program to coincide with back to school. Staff is finalizing all logistics for the August 21 Training Summit at UNF. Registration is closed and filled. The September 19 meeting will serve as the general membership meeting. Amy DeYoung, from Orlando Health, will be the guest speaker, to discuss how her hospital handled victim identification and family reunification during the Pulse Nightclub shooting. BUSINESS *Approval of General Membership Requests As required by the bylaws, the Board must approve all membership requests. Since the last meeting, there are 12 new member requests. The list is provided in the meeting packet. A motion was made by Kristy Seibert and seconded by Mike Godwin to approve the membership list as presented. Motion carried. Update on Distribution of Additional Stop the Bleed kits Ms. Payne informed the Board that 5 of the 6 counties have received the additional kits and provided the Coalition with distribution plans. More specific distribution lists will be provided as kits are delivered to recipients within each County. Ms. Payne is coordinating with Baker County on pickup of their additional kits. Also discussed were some of the innovative placements of kits in the 18 county region. Several counties in North Central are placing their kits on school buses and training bus drivers. Ms. Payne is keeping track on the placement of the kits in hopes of writing a white paper or best practices guide in the future. Operational Plan Working Group Ms. Payne provided an overview of the Operation Plan deliverable for this year. She included the federal guidance document in the agenda packet for reference. A working group is needed (across the 18 counties) to facilitate ideas on how the Coalition should approach this plan. Ms. Payne asked for 2
5 Northeast Florida Healthcare Coalition volunteers. A meeting will be held in late fall. Current Training and Exercise Calendar Eric Anderson provided an overview of the training and exercises identified in the Training and Exercise Plan. A year of time has passed since the development of the Plan, so this was an opportunity to revisit and prioritize the training and exercise opportunities that would be offered by the Northeast Florida Healthcare Coalition. The overview consisted of free training, paid training, and exercises. Here are the priorities based on consensus of the membership in attendance. Free Training: Stop-the-Bleed Basic Healthcare Emergency Management Advanced Healthcare Emergency Management MGT Disaster Preparedness for Hospitals and Healthcare Organizations within the Community Infrastructure (TEEX 16-hour course) MGT Community Healthcare Planning and Response to a Disaster (NCBRT-LSU 16-hour) Run, Hide, Fight DHS Course Paid Training: One (1) Hospital Incident Command Systems (HICS) Three (3) Nursing Home Incident Command Systems (NHICS) Exercises: CMS Exercises Quarterly exercises + County support for Hurricane Preparedness Exercises Coalition Surge Tool Exercise (Target of March, 2019) Staff will take this guidance and begin work on implementation of the Training and Exercise Plan. Upcoming Events The next event on the horizon is the Annual Training Summit on August 21, MEMBER REPORTS Board Member Reports Clay County provided information on exercises they completed with flu vaccinations at public schools. To date the County DOH has provided over 900 vaccinations. 3
