1 Twiss wins exciting spelling bee Page 3 30-win seasons 4 Panthers hit target; but none to state Sports The McLeod County Chronicle Wednesday, Feb. 29, 2012 Glencoe, Minnesota Vol. 115 No. 9 $1.00 Woman dies of wounds; boyfriend charged David Muniz Bustos of Silver Lake, who turns 44 today (Wednesday), has been charged with second-degree murder in the alleged stabbing death of his girlfriend, Domingo Limon, 40. According to a complaint filed in McLeod County District Court, Bustos and Limon were allegedly arguing Tuesday, Feb. 21, at about 11:10, at a residence on East 12th Street in Limon s daughter, Maria Sanchez, 20, was present at the home, as was Maria Sanchez younger brother. Maria Sanchez left the residence briefly to go to her car. She returned a short time later and, according to the complaint, saw through the window that the defendant was apparently striking Limon in the chest area. Bustos then allegedly raced out of the residence, and Maria Sanchez entered to find Limon on the floor, bleeding. The Glencoe Police Department was called and took Bustos into custody as he was running down the street. An officer noticed that the defendant had blood on his hands and an arm and, after entering the residence, discovered a bloody knife about 5 feet from where Limon was lying. Limon was taken to Glencoe Regional Health Services and then to Hennepin County Medical Center, where she was placed on life support. According to the complaint, Limon suffered at least 13 stab wounds, at least one of which penetrated her heart. Because of Limon s critical medical condition, the McLeod County Attorney s Office asked for, and was granted, an extension on filing charges in case they changed from assault to murder. By Rich Glennie Editor The McLeod County Republican Party faced a conundrum during its county convention Saturday in the Silver Lake Auditorium they will lose one of their state legislators. But which one? Local Republicans learned earlier in the week that the judicial panel in charge of redistricting Minnesota s legislative districts put two local Republican House members in the same district the newly realigned District 18B. That means three-term incumbent District 18A Rep. Ron Shimanski, R-Silver Lake, and freshman incumbent District 25A Rep. Glenn Gruenhagen, R-Glencoe, will now have to vie for the same District 18B House seat. Evidenced by comments at Saturday s county convention, both are well liked for their conservative records, and both indicated they will seek the party s endorsement at the March 24 endorsing convention. Therein lies the dilemma. As you can imagine, we will lose one of these gentlemen (Shimanski or Gruenhagen), said Craig Hoel, chairman of the county Republican Party. First of all it saddens me, Hoel said of losing one of those good representatives. He said both indicated they will seek the endorsement for District 18B and both will abide by the endorsement. The realignment also split Hutchinson in half and into two House districts. Larson gets good marks in city administrator job review Earlier in February, Glencoe City Council performed a closeddoor review of City Administrator Larson s job performance. Last Thursday, the Council released the results of Mark Larson that review. Mayor Randy Wilson stated in the review: Your performance was commendable, and you routinely exceed expectations and requirements. Wilson also stated that City Council also set four main goals for Larson in 2012: Review and prepare a plan for the Glencoe Liquor Store expansion. Work with the park board to determine a long-range plan for the city of Glencoe s parks, and identify matching grant sources for the Donald Hatz donation. Prepare and adopt a pavement, utility reconstruction plan and a funding arrangement for this plan. Even with the uncertainty of legislative funding, work with boards and commissions to develop 5- and 10-year plans for the city of Wilson added Larson does many functions that the public does not see. Mark is doing a very, very good job, Wilson added. Mark does exceed expectations. Larson has been Glencoe s city administrator for the past 23 years. Scott Newman Republicans: Keep majority in Legislature By Rich Glennie Editor McLeod County Republican delegates gathered for their county convention in the Silver Lake Auditorium Saturday and beat a steady drum over the need to maintain current majorities in both houses of the State Legislature as well as the need to defeat Democratic incumbents at the state and federal levels. While the recent state redistricting plan generated a lot of discussion Saturday, there were plenty of other topics discussed. District 18B State Rep. Dean Urdahl, R-Grove City, stressed that these are trying times for the state, and the governor and Legislature are locked in an epic battle over the future of Minnesota. While the area is well represented at the Legislature, Urdahl urged Republicans to work hard together for the values that are important to Minnesota. Work hard for jobs, the future of our families and what is right for people. District 18A State Rep. Ron Shimanski, R-Silver Lake, said he has been in the Legislature for six years, and has fought to bring back job opportunities for young people to come back to their communities. I m still concerned that rural areas are still losing population to the metro areas. He said his aim is to work to focus on what s important to rural Minnesota. Shimanski said he is the assistant House majority whip and sits on a variety of committees and commissions. Shimanski will face his friend and Republican House colleague, District 25A State Rep. Glenn Gruenhagen, R- Glencoe, for the newly aligned District 18B seat after the redistricting plans were announced. Both have announced intentions to run for the seat, and both indicated they will abide by the Republican endorsing convention. Gruenhagen said he has a strong passion to address the dire consequences of the federal Patient Protection and Affordable Care Act, Obamacare, national health care plan. He wrote a book Health Care in Crisis: Is Government the Solution or the Problem? Gruenhagen said his passion is high in opposing Obamacare. I believe Obamacare will seriously damage the medical device industry in Minnesota, Gruenhagen said. And the taxes need to pay for the District 18B Continued from page 1 18A, currently held by state Rep. Dean Urdahl, R-Grove City. Hutchinson east of Highway 15 will go with the rest of McLeod County into District 18B. The District 18 Senate seat held by State Sen. Scott Newman, R-Hutchinson, still includes all of McLeod County, but has added all of Sibley County as well. All legislative seats are up for election in November due to the redistricting process. Newman was elected to a two-year term in health care will very adversely affect Minnesota. It (Obamacare) has to be stopped. He said his book is aimed at educating the public on the impact it will have on you. Gruenhagen said health care will be the key issue in the fall elections. If Obamacare is not stopped, unelected bureaucrats will be deciding your health care. That s very un-american. He added that there are better private sector alternatives. District 18 State Sen. Scott Newman, R-Hutchinson, said his newly arranged Senate District still includes all of McLeod County, but now takes in Sibley County, too. His Senate district, which will remain 18, has increased in size. Newman called next November s elections the most important in our lifetimes. He said the loss of control of the Legislature would give Minnesota the most liberal in the country coupled with the most erratic governor still in office. Severson is seeking the GOP nomination to run against U.S. Sen. Amy Klobuchar, D- Minn. He said Severson was a top Navy fighter pilot for 20 years, has won four terms in the Legislature, but ran unsuccessfully for the Minnesota Secretary of State position in He s a true leader, Leidiger said of Severson, and he speaks for veterans. Leidiger called Klobuchar a lap dog for President Obama. Kyle Narison, speaking for Peter Hegseth, another Republican seeking the nomination to run for the U.S. Senate against Klobuchar, said Hegseth is a combat veteran from Stillwater, who did three tours of duty in Afghanistan. He has seen Al-Qaeda up close. Narison added that the country cannot afford another six years of Obamacare under Sen. Klobuchar. Bustos was charged under Minnesota Statute (1), with second-degree murder with intent to murder, but not with pre-meditation. The court set bail or bond at $750,000, assigned Bustos a public defender and scheduled an initial Rule 8 appearance for March 16 in McLeod County District Court. According to Minnesota court rules, a Rule 8 hearing advises a defendant of the charges, informs him or her of legal rights and allows them to enter a plea of guilty. Only a guilty plea can be entered at a Rule 8 hearing. If the defendant pleads guilty, the court case moves into the pre-sentencing and sentencing phase. If the defendant does not wish to plead guilty, the arraignment is continued to an omnibus hearing. An omnibus hearing determines the admissability of evidence, and whether there is probable cause to continue proceedings to a jury trial, as well as outlines other court procedures that may apply to the case. A second-degree murder conviction carries a sentence of up to 40 years in prison. The Glencoe Police Department was assisted in its investigation by the McLeod County Sheriff s Department and the Bureau of Criminal Apprehension. Only one student had fallen out of the race since round eight in the intense competition. But round 12 was a tough one, and four of the five finalists failed to correctly spell their word, expect for Aaron Giesen, an eighth grader from First Lutheran School. He was the last one standing and had to spell one more word correctly to win the spelling bee. Giesen was given the word rhinoceros. He missed. All of a sudden, Giesen s apparent title vanished, and all five finalists were tossed back into the fray to determine a champion and runnerup. The top two were needed to determine who would receive the new hard-cover dictionary for winning and who would get the new thesaurus as runner up. The annual spelling bee, sponsored by The McLeod County Chronicle, is open to students in grades 5-8 at Lakeside Elementary in Silver Lake, Lincoln Jr. High in Glencoe, and parochial schools at First Lutheran and St. Pius X in In all, 27 students participated in the spelling bee, which took 15 rounds and nearly two hours to determine Twiss as the champion speller. Given another chance, Twiss emerges with spelling bee title By Rich Glennie Editor It has been a number of years since last discussed, but improvements to the westend ditch resurfaced during Thursday night s Glencoe City Council meeting. City Administrator Mark Larson said the city approached the Buffalo Creek Watershed District (BCWD) to assist in improving the west-end ditch system that has plagued the city with flooding problems over the years. Last year, the city had to replace a blown out storm sewer in the cemetery, Larson said. The problem, Larson said, is that much of the west ditch lies outside Glencoe s city limits, and it has been difficult in getting adjoining property owners along the ditch to accept responsibility for improving the ditch that runs into Buffalo Creek in Larson said the city is asking the watershed district to assume responsibility for the ditch that lies outside the city limits, and the BCWD indicated it would look into taking over some of that responsibility. The west ditch handles runoff from a watershed that is estimated to be 4.2 square miles and lies north and west of Larson said the McLeod County Chronicle, annual sponsor of the spelling bee. Giesen got another shot, but hit the word tardigrade. Ouch! The look on his face was frustration. He had confidently cruised easily through the first 12 rounds, only to get hit with two of the toughest words of the competition. Before round 14 was over, Giesen, Maggie Petersen and Kenzie Boozikee also had fallen out of the competition, leaving Haley Kirchoff, a fifth grader, Katie Twiss, a seventh grader, remaining. In round 15, Twiss finally won the title by correctly spelling sophistication, and then sealing the win by correctly spelling jaundiced. The nearly two-hour marathon, that started with 27 contestants in grades 5-8 from area public and parochial schools, had finally ended. Rebecca Bartholmey- Suko, first-year English teacher at Lincoln, organized this year s spelling bee. It went well. The kids were amazing, Bartholmey-Suko said. Their spelling was above par for so many rounds. I m very proud of them. They were so composed. Bartholmey-Suko said the Lincoln spelling bee is just a local competition, but the winner may advance to regional competition next year. The field of this year s spelling bee included: Grade 5: Olivia Lemke, Krissy Major, Kirchoff, Jacob Reichow, Johnny Liestman, Elijah Essen and Lillian Nikkel. Grade 6: Mariah Koester, Hunter Eiden, Becky Lieser, Jack Gepson, Ellie Schmidt and Jessica Alsleben. Grade 7: Michael Meyer, Teanna Vorlicek, Petersen, Twiss, Jordan Kaczmarek and Hannah Kunkel. Grade 8: Alex Romano, Raymond Otto, Ryley Oliver, Mark Lueders and Lili Mallak. By the way, tardigrade means moving or stepping slowly. City, watershed district discuss improvements to west-end ditch city and BCWD also discussed the east-end ditch that runs through the city s industrial park and comes out near Pamida. In other matters, City Council: Heard from Mike Drew, park superintendent, that the Oak Leaf Park Shelter No. 2, which was recently sold, has already been paid for and removed. The park board appointed a building committee Council member Greg Copas and commission members Gloria Hilgers and Lawrence Winters to look at a new building on the site and present layouts at the Feb. 29 meeting of the park board. Drew said the aim is to present a design and plan for a new shelter house to City Council by its March 19 meeting. Approved the purchase of a replacement mower for the city park department for $10,634 to be paid for over two years. Low bidder was Midwest Machinery on a John Deere mower. Approved abating the penalty and interest on city property at 1324 Elliott Ave., which is being sold to the First Congregational Church. The property was condemned and torn down in 2008, but the property taxes, interest and penalties have accrued since. The abatement eliminates the city s penalty and interest. The church will pay $14,206 plus the delinquent taxes in its purchase agreement. Heard from David Meyer, Glencoe Light Plant manager, that bids were opened for the new transmission poles, conductors and insulators and that the bids came close to estimates. Meyer said the Light & Power Commission will award the bids at its Monday meeting. Meyer said bids for the rest of the new transmission line project, that will run from the Armstrong Avenue substation in Glencoe east along Highway 212 to a new substation along Diamond Avenue, east of Glencoe, will be opened on March 14. That includes construction of the new Diamond Avenue substation. Hopefully, the poles will start standing in August, Meyer said. Work on the substation could begin earlier. We re looking forward to moving forward on this. Heard that the city s application for the City Center to be placed on the National Register of Historic Places is proceeding at the state level. If approved, it would allow the project to tap into state Legacy funds and complete the north end of the City Center facility, Larson said. By Rich Glennie Editor Glencoe City Council, meeting in a rare Thursday session, approved the second reading of a charter amendment realigning its four precincts within the city. But the action came after a volatile public hearing in which Gary Ballard, a former council member, questioned the charter commission appointment process and the need for changing the precinct borders. Where s all the excitement? Ballard asked about the alignment that moves several blocks of residents from Precincts 2 and 3 to Precincts 1 and 4. He said he has heard no complaints about the current setup. Ballard told City Council that people are pretty let down about what happened with the charter commission appointments as well as the process. But Mayor Randy Wilson replied that the city had no choice by state statute and it needed to realign the precincts to provide equal representation to all its citizens. We have an obligation, Wilson said. We need to follow state statute. But Ballard persisted. The wards have not changed in 40 years, and questioned why they needed to now. It s about equal representation, Wilson answered. They are not equal now. He stated Precinct 1 has 1,240 residents, Precinct 2 has 1,574, Precinct 3 has 1,618 and Precinct 4 has 1,199. The charter commission, on a 10-1 vote Feb. 2, approved the minor changes that moved six blocks and 166 residents from Precinct 2 to Precinct 1. It also shifted 12 blocks and 210 residents from Precinct 3 to Precinct 4. That brought the precincts closer to the 1,407 goal for each district. But Ballard was unimpressed and said the changes are minor. Why get all worked up over these wards? It s a recommendation that came out of the charter commission, said council member Gary Ziemer. He sits on that 11-member commission. But Ballard pushed on and said the decision by the charter commission was all cut and dried before it met and the commissioners were not given any other choice. We discussed it fully, Ziemer shot back. He said another plan also was discussed. The vote was 10-1, Wilson added. But Ballard added that the charter commission was made up mainly of city officials or people appointed by the City Council. Ballard continued and questioned the application process that was closed earlier than announced. He said the whole process was railroaded through without us citizens having any say about this. Also questioned by Ballard was the need for an outside attorney to draw up the ordinance amendment when the city has its own attorney. I asked for the extra help, Wilson replied. It was my recommendation. Wilson also said he will take the blame for closing off applications before the announced deadline. That was a mistake. Wilson then asked Ballard if he had an alternative plan for balancing the four precincts. Rather than the jogs created in Precinct 2 and Precinct 3, Ballard said the precincts should follow streets to keep them straight and understandable. That doesn t make them even, Ziemer replied. He said the proposed changes were the easiest, most direct way to get almost identicalsized precincts. Wilson called the jogs not significant. Marie Thurn, who also sits on the charter commission and cast the lone dissenting vote, said the reason she voted no was that the map was already drawn up and the ordinance (change) was ready. There was no time to have a reasonable discussion. Wilson reminded Thurn that the charter commission was under a time constraint in approving the precinct map, and that is why the City Council meeting was held on a Thursday. Thurn said she hoped, in the future, that the charter commission could see other information before making decisions. She asked that more research be done before decisions are made. All the charter members had the packets, a week before the meeting, Ziemer said of the precinct map options. He said the plans were suggestions and the commission members had ample time to discuss it. To imply this was a railroaded thing is an insult! Ziemer added. City Council approved the second reading 4-0 with council member Lori Adamietz absent. 4 O pinions McLeod, Sibley county delegates have tough decision to make Our view: Rep. Shimanski, Rep. Gruenhagen agree to abide by GOP endorsing process Redistricting every 10 years is an adventure for sitting elected officials, and for the constiutents they represent as well. The uncertainty can be nervewracking. About the only certain thing about the redistricting process is that the two major political parties will never agree, and the decision lands in the laps of a judicial panel. That is what happened again this year as the redistricting plans were announced last week. The odds-on bet prior to the announcement was McLeod County would return to the days when it was divided into three House districts and two Senate districts. That did not happen, but it was close. McLeod County was divided into two House districts 18A and 18B, and remains in Senate District 18. District 18 state Sen. Scott Newman, R-Hutchinson, will retain all of McLeod County, lose some of his constituents to the north, but gain Sibley County to the south. District 18A state Rep. Ron Shimanski, R-Silver Lake, and District 25A state Rep. Glenn Gruenhagen, R-Glencoe, however, face the unenviable task of vying for the same District 18B seat for the November election. Most of McLeod County remains in Shimanski s old District 18A, but a good chunk of Gruenhagen s District 25A in Sibley County moves north. Both form the new 18B House district. The other oddity is that Hutchinson will be divided into two House districts. Residents west of Highway 15 in Hutchinson will reside in House District 18A currently held by state Rep. Dean Urdahl, R-Grove City. Those lying east of Highway 15 in Hutchinson will be in new House District 18B (Shimanski or Gruenhagen). Redistricting and Hutchinson always seem to come up with unusual results. Hutchinson will now be represented by two House members. While District 18B is not alone in pitting two sitting incumbents against one another, the unusual part is the two incumbents have opted to take the high road and allow the county delegates to decide who they prefer. That is a classy way to settle a touchy political dilemma. But Shimanski and Gruenhagen have shown class before, and it should come as no surprise they would again. Their approach of talking to each other, praying together and remaining friends is an example of how it should be done. They agreed to abide by the wishes of the endorsing convention. Sadly, their amiable approach to the dilemma may be the exception this election year and not the rule. The county Republican delegates in McLeod and Sibley counties have a tough decision to make will it be three-term representative Shimanski, or freshman representative Gruenhagen? We can live with either one. Too bad we still cannot have them both. R.G. Guest column: Redistricting map finally unveiled; bills continue to work through House By Rep. Ron Shimanski, R-Silver Lake. The long-awaited redistricting plan was released this week. Gov. Dayton vetoed the Legislature s redistricting plan last spring. Thus by statute, Minnesota s Supreme Court Chief Justice, Lorie Gildea, appointed five judges to a redistricting panel to create and redraw the lines. New districts are drawn every 10 years after the U.S. census is taken. The lines are drawn according to geographic population to ensure equal representation for each district. Rep. HF 292, authored by Rep. Diane Anderson, requires parenting plans or orders to be created unless certain conditions are met by each parent. HF 322, authored by Rep. Peggy Scott, creates the Children s Equal and Shared Parenting Act and establishes a rebuttable presumption of joint legal and joint physical child custody. There were also a number of bonding requests in the House Transportation Committee this week. Many of these bonding requests are to repair local and state roads and bridges across Minnesota. An urgent bill was voted on during Monday s floor session to create more stringent community notification requirements for civilly committed sex offenders who are being provisionally discharged from the Minnesota Sex Offender Program (MSOP). The McLeod County Chronicle, Wednesday, February 29, 2012, page 4 Redistricting has made things interesting Chuck Warner Every 10 years, following the federal census, states are redistricted. The Legislature is charged with this task with the agreement of the governor. This year, due to the fact that the two couldn t agree, a judicial panel was set up. Its findings were released late last week. Residents of the state have come to expect changes in their legislative districts, and this year was no exception. One thing seemed to jump out for area residents: why was the city of Hutchinson split into two legislative districts? One can see why Minneapolis or St. Paul, Duluth, Rochester or St. Cloud might have to be put in multiple districts, but Hutchinson? Then, too, one wonders why McLeod County is carved up. It would seem it may have been better to leave the county whole, adding and subtracting a township or two, rather than shaving off a big chunk and then adding another county. Redistricting is not easy. In order to have districts of near equal size, population wise, some jurisdictions have to be split. Yet it would seem this carving up should be held to a minimum. The various political parties have endorsing conventions. Traditionally these meetings have been held county by county. As new voting areas, districts, are set up each 10 years, party faithful gather with new groups to set up their candidates. It certainly would be neater if old district lines could be the basis for new ones with as little change as possible. Hutchinson Mayor Steve Cook came up with a good view on what happened with his city. He felt, maybe they d have additional clout in the Legislature with two representatives. Kinda like Hutchinson having a leg up on the rest of the county as it has three commissioners with Hutchinson addresses. Could be. But Mayor Cook might find that Hutchinson could be outvoted in both districts and end up with no voice. Redistricting often brings incumbents together against each other. Our legislative district, the new one, will have Ron Shimanski of Silver Lake, who has been our representative for several terms, in the same district as Glenn Gruenhagen of Both are Republicans. Both have many friends and supporters in the community. And both tend to be quite conservative. It will be interesting to see what happens here. While several Minnesota congressional districts ended up with two incumbents, our district remains pretty much the same. Collin Peterson, a blue dog Democrat, has been in office for quite some time. It would appear he enjoys support from the majority in the district, and the GOP has had a difficult time coming up with a candidate that commands districtwide support. Especially in legislative races, redistricting in Minnesota could well make for many interesting matchups. Things could get interesting in November. Chuck Warner, former owner/publisher of the Brownton Bulletin, is a member of the Brownton City Council. 5 Permit for coal-transfer station approved by county planners Application forwarded to county board By Lori Copler Staff Writer A conditional use permit for a coal-transfer station to be located just east of Stewart was approved by the McLeod County Planning Advisory Commission Wednesday morning, Feb. 22. The permit will be forwarded to the McLeod County Board of Commissioners for final approval on March 6. The facility will be located between 75th Street and Highway 212 on property owned by Arvin Buss, about a mile east of Stewart. The facility will be owned and operated by Gascoyne Materials Handling & Recycling (GMHR) of Dickinson, N.D. William Pladson, president of Gascoyne, said the intent of the facility is to build a railroad spur that will allow trains to leave the main Twin Cities & Western (TCW) track and dump coal into a pit, from which it will be augered out and stockpiled. The coal will then be loaded onto semis for transport to both the east and west, typically toward the Rochester and Willmar areas. The coal will come from the Wyoming and Montana area, Pladson said. Pladson said coal is still an economical fuel source for many industries, because the price does not fluctuate much. Pladson said he expects about 10 trains a year to dump coal, and that the stockpile will never exceed 15,000 tons. About 20 to 25 semis will enter and leave the station on a daily basis. Pladson expects the facility to employ five to six people and run 24 hours a day, to split up the truck traffic. We ll run about two-thirds of the trucks during the day and about one-third in the evening, because traffic in the evening is a lot less, said Pladson. The coal will be loaded onto the semis with a frontend loader, but if noise becomes an issue, the company will use a surge system to load the trucks, Pladson said. The proposed facility will be located across the highway from the Bruce Kasal property, which also is home to Stewart Energy. Marc Telecky, assistant zoning administrator, said the proposed facility has received approval from the Minnesota Pollution Control Agency, which is mostly concerned with water issues. Gascoyne agreed to treat groundwater through storm ponds and to monitor the water. Larry Gasow, zoning administrator, said the Minnesota Department of Transportation has asked Gascoyne to build a right-turn lane off Highway 212 to accommodate the facility. All truck traffic also is required to enter and exit the property from Highway 212, and not from 75th Street. Gasow also said Gascoyne will have to comply with any permits or conditions required by state agencies. Gasow pointed out that Gascoyne will be leasing the property for the station from Buss and asked about cleanup of the property if Gascoyne ever decides to abandon the facility. Pladson said he will address that issue in his lease contract with Buss and let you folks look at that before the matter comes before the County Board March 6. No adjacent property owners were at the hearing on the permit, but Gasow said he had a letter from one resident who supported the project because it will be bringing jobs to the area. City of Biscay gets $342,000 grant for septic drainfields By Lori Copler Staff Writer The city of Biscay has received a $342,000 grant from the Board of Water and Soil Resources to address its failing septic system. The McLeod County Board, at its Feb. 21 meeting, heard from Roger Berggren, county environmentalist, that the city will use the grant to buy property outside the city limits, and develop clustertype drainfields to accommodate about 30 homes in the city. Berggren brought the matter to the Board of Commissioners because the city is asking the county to act as the fiscal agent to administer the grant. Berggren said the grant doesn t allow the city of Biscay to administer these funds, but does allow the county to act on behalf of the city. Berggren said County Auditor-Treasurer Cindy Schultz had agreed to allow her office to administer the grant. Berggren said Biscay has a number of failing septic systems, some of which currently discharge into the Crow River. About 30 homes have no room to install a mound septic system, which is why the city is buying property to develop cluster drainfields. The grant program is run through the Board of Water and Soil Resources, with funding coming from an abatement grant program funded by the Clean Water Legacy amendment. In other business, the County Board: Adopted its five-year highway maintenance and construction program. County Highway Engineer John Brunkhorst said the 2012 projects are in place, and the Board passed several resolutions for bidding dates for the projects. The biggest project in 2012 will be the reconstruction of County State Aid Highway (CSAH) 111 in Stewart, toward which the county has dedicated about $1.4 million. The project will be in conjunction with a city utility improvement project. Brunkhorst said projects in County planners approve permit for new electrical substation for MCPA By Lori Copler Staff Writer McLeod Cooperative Power Association (MCPA) will be building a new substation just northeast of Brownton to accommodate the new United Farmers Cooperative (UFC) grain-handling facility currently under construction. The McLeod County Planning Commission approved a conditional use permit for the substation, to be located on the east side of Highway 15 directly across from the facility, at its Feb. 22, meeting. Because there were no objections to the substation, the permit will be on the County Board s consent agenda March 6 for final approval. Darrel Beste, representing the association, said the MCPA is already providing temporary electrical service to the UFC facility during its construction phase, and, therefore, already had permission from the Minnesota Department of Transportation to bore under Highway 15. Beste said the new substation will not only supply electricity to the UFC facility, but provide a backup in case MCPA substations to the north or south fail for some reason. We will be able to backfeed to other customers in the event of problems to our other substations, said Beste. The substation will be located on about an acre and a half of land and be fully enclosed by a fence, Beste said. It will be located in the highway right-of-way. In related business, the commission heard that UFC will be before the commission in March for a proposed natural gas line between the Hutchinson Utilities main between Brownton and Stewart to the new facility. UFC also is considering extending the line to the city of Brownton, Zoning Administrator Larry Gasow said. Man arrested after car chase MEEKER COUNTY The Enterprise-Dispatch of Dassel-Cokato reported that Benjamin Berry, 26, of Lester Prairie, was arrested Feb. 17 after fleeing in stolen vehicle that led the chase. The chase ended when Berry crashed the Jeep Wrangler, stolen earlier in Hutchinson, into a tree in Dassel and tried to flee on foot. the five-year plan for 2013 and beyond may change depending on funding, adding that the five-year plan is a guideline for the highway department. Heard that this year s mild winter helped balance out the cost of last year s record-breaking snowfall in terms of snow removal costs. The winter, between November and February, cost the county $494,706. For the same period in , the cost has been $114,409. Agreed to continue the McLeod University program to provide training to supervisory employees. Rescinded the award of the legal newspaper bid to the Herald Journal of Winsted and approved the bid of The McLeod County Chronicle. County Administrator Pat Melvin said county administration miscalculated the bid criteria when awarding the original bid. The Board also agreed to reimburse the Herald Journal $100 for a printer s bond it was required to purchase for being the county s legal publication. TSE to close Arlington plant ARLINGTON The Arlington Enterprise reported that Technical Services for Electronics (TSE) announced plans to close its Arlington manufacturing plant by the end of the year, and transfer the majority of its products to a larger facility in Jackson. The closure will impact 92 employees at the Arlington facility. Norovirus caused illness GAYLORD A norovirus is believed to have caused the massive number of illnesses at the Sibley East Elementary School in Gaylord recently, the Arlington Enterprise reported. The illnesses apparently began after lunch on Feb. 14 with about 10 students becoming sick. A larger outbreak was reported Feb. 15. Overall, 178 students and seven teachers were absent from school on Feb. 15, and the Minnesota Department of Health was notified. A thorough cleaning of the school building began that night. A norovirus is spread person-to-person, through contaminated food or water, and by touching contaminated surfaces. Hand washing is vital in stopping its spread. A 2007 Chevrolet pickup truck driven by Tim Ardolf of Glencoe hit three deer on 100th Street about a quarter-mile west of Dairy Avenue on Feb. 18. The child reported that a male was punching her mother, and her mother had blood all over her face. When police arrived, a women was found unconscious, and a male was apprehended and handcuffed. Glencoe business receives SWIF microenterprise loan Chester Hoernemann of Step by Step Behavioral Counseling of Glencoe recently received loan assistance from the Southwest Initiative Foundation s (SWIF) Microenterprise Loan Program for the start-up of his mental health counseling business in Hoernemann provides a variety of services, including individual and couple counseling, psychological testing/diagnostics and evaluation, pre-surgery bariatric testing and evaluation, anger management counseling and domestic abuse counseling, Hoernemann is fully licensed and certified by the national board and has worked in the field for the past year and a half. SWIF is pleased to assist Chester in this business, said Kurt Thompson, SWIF program officer. He is a capable, hard-working and determined individual who will do well in the community. Dahlke and his wife, Jean, will attend the 95th-annual International Convention of Lions Clubs International in Busan, South Korea, where he will be installed as district governor on June 26, with his term ending June 30, Among his duties as district governor, Dahlke will visit each of the 68 Lions, Lioness and Leo clubs in the district, preside at four quarterly district cabinet meetings, and attend three fall region meetings, nine fall zone meetings and nine spring zone meetings. In addition, he will represent the district at quarterly Multiple District Council of Governors meetings for the Lions of Minnesota, Manito- Ron Dahlke ba and northwest Ontario. Flag and club pledges were led by Matthew Dahlke and Axel Schultz. Roll call was to name something red. Birthdays for February were Matthew Dahlke and Ben Donnay. Secretary s and treasurer s reports were approved as read. Matthew Dahlke talked about shooting sports and Jenaya Posusta talked about the county bowling that was held in January in Hutchinson. 7 Obituaries Lester William Arlt, 69, of St. Cloud Funeral services celebrating the life of Lester William Arlt, 69, of St. Cloud, were held Monday, Feb. 27, at the Miller-Carlin Funeral Home in St. Cloud. The Rev. Nicole Schmidt officiated. Mr. Arlt died peacefully in his home surrounded by his family Lester Arlt Wednesday morning, Feb. 22, Burial will take place at a later date. Mr. Arlt was born Feb. 1, 1943, to Arnold and Esther (Alsleben) Arlt in He grew up in Glencoe, but after marriage lived in Columbia Heights, Washington, D.C., San Francisco, and Funeral services for Herald Marvin Barton, 97, of Silver Lake, were held Monday, Feb. 20, at the First Congregational United Church of Christ in Hutchinson. The Rev. Brian Brosz officiated. Mr. Barton died Wednesday, Feb. 15, 2012, at his home in Silver Lake. The organist was Herald Barton Pearl Seale. The soloist was the Rev. Brosz, who sang The Lord s Prayer and Ten Thousand Years. He was accompanied by Sharon Barton. Special music by Elmer Howe, accordion, and the Rev. Brosz, guitar, was Silent Night. Congregational hymns were Just as I Am and How Great Thou Art. The reader was Mark Rivers. Pallbearers were Eve Lee, Katie Rehmann, Paul Barton, Michael Barton, Josiah Rehmann, David Barton, Amy Barton and Anna Barton. Military honors were by the Silver Lake American Legion Post 141. Interment was in the Congregational Church Cemetery in Silver Lake. Mr. Barton was born July 2, 1914, in Silver Lake, to Joseph H. and Katherine (Pipal) Barton. He was baptized as an infant Sept. 6, 1914, by the Rev. Edmund Wrbitzky and confirmed in his faith as a youth. He later served as elder in the Silver Lake Congregational Church. Mr. Barton attended District 27, Silver Lake Public School and later graduated from the University of Minnesota School of Agriculture in Mr. Barton entered active military service in the U.S. Army on July 15, 1942, and served his country during World War II. He was stationed at several army bases Coon Rapids before moving to St. Cloud, where he lived the rest of his life. He attended Glencoe High School, graduating in the class of He furthered his education by attaining a degree in sociology from the University of Minnesota in Mr. Arlt married the love of his life, Jean Miller, on Sept. 5, 1964, in He enlisted in the Navy, in which he served as an officer aboard the USS Enterprise from during the Vietnam War. He worked for DeZurik Corp. as a purchasing manager from 1974 until retiring in Mr. Arlt held various positions after his retirement; the one he enjoyed the most was driving the Care Cab wheelchair van. He always enjoyed as a cook, along with his brother Dan. Mr. Barton also was in charge of rations for 3,000 German prisoners in Louisiana. He received an honorable discharge on Dec. 19, On June 25, 1941, Mr. Barton was united in marriage to Beatrice Marie Urban in Holdingford. This marriage was blessed with three sons, William, Robert and Barry. The Bartons resided in Silver Lake until 1951, when they moved to Mrs. Barton s home farm in Hale Township, McLeod County. They shared 65 years of marriage before Mrs. Barton died Dec. 25, Mr. Barton s uncle, Frank Barton, started a hatchery in the basement of his home in 1928, which later became known as the Silver Lake Hatchery. Herald Barton began working with his uncle in the hatchery and took over the business after Frank Barton died in He continued to expand the Silver Lake Hatchery and Breeding Farm. There they propagated parent stock for the Shaver Starcross 288 Leghorns. In 1939, he also opened an International Harvester Implement Store in Silver Lake. In 1948, Mr. Barton began farming on wife s home farm. Of all of his occupations, farming was his first and foremost enjoyment. Years later, while combining corn, he would notice too many cobs breaking off and falling on the ground. This led him to invent the Corn Shield in Mr. Barton was a member of the First Congregational United Church of Christ in Hutchinson. He also was a member of the Silver Lake American Legion Post 141 for 67 years, and he held offices in the Minnesota Poultry Hatchery Association and was on the Minnesota Poultry Improvement Board under three yard work, gardening and pondering under the oak tree at the cabin. Survivors include his wife, Jean Arlt, St. Cloud; his children, Darrin (Michelle) Arlt, Saginaw, Mich., and Becky (John) Youngdahl, Champlin; his siblings, Norm (Quink) Arlt, Aurora, Colo., Nancy (Dick) Carsberg, Dunnellon, Fla., and Cindy Arlt, Maple Grove; and his grandchildren, Emma, Hanna and Megan Arlt, and Alec and Ryan Youngdahl. He was preceded in death by his parents, Esther and Arnold Arlt. In lieu of flowers, the family would request donations be made to the Coborn Cancer Center, St. Cloud Hospice, or the MS Society. Arrangements were with the Miller-Carlin Funeral Home of St. Cloud. Herald M. Barton, 97, of Silver Lake A Mass of Christian Burial for Katherine J. Daak, 80, of Buffalo Lake and formerly of Olivia, was held Friday, Feb. 24, at St. Boniface Catholic Church in Stewart. The Rev. Zachary Peterson officiated. M r s. Daak died Saturday, Feb. 18, 2012, at the Buffalo Lake Healthcare Center in Buffalo Lake. The organist was Marjorie Navara. Pallbearers were Tyler Eisenschenk, Dustin Daak, Brent Daak, Nathan Daak, Andrew Folsom, Loren Daak and Brittany Daak. Interment was in the church cemetery. Katherine J. Kissner was born Oct. 20, 1931, in Winsted, to Joseph and Ann (Garlig) Kissner. She was baptized in Winsted. She grew up in the Stewart area, and attended St. Boniface Parochial School. She was confirmed in her faith at St. Boniface Catholic Church. On Jan. 28, 1953, Katherine Kissner was united in marriage to Clinton Daak at St. Anastasia Catholic Church in Hutchinson. Eight children were born to their marriage. Through the years, Mrs. Daak lived in the Buffalo Lake-Hector area, Bird Island and Olivia. She enjoyed her role as a homemaker, and kept busy with gardening, canning and baking. Her fried chicken was everyone s favorite dish. Mrs. Daak was a seamstress, a talent she used in her employment with Fingerhut. She loved her family and all the time she could spend with them. Mrs. Daak moved to Park View Village in Olivia in October 2009, and spent her last few months at the Buffalo Lake Healthcare Center. Survivors include her children, Charles Daak of St. Cloud, Richard (Alice) Daak of Stewart, Diane (Mark) Eisenschenk of St. Joseph, governors. The Bartons enjoyed many fishing trips to Canada, Many Point and locally to Lake Koronis. He especially enjoyed the 1975 trip to Alaska, and the many winters that he and Beatrice spent being snowbirds in Mission, Texas. Mr. Barton also enjoyed watching RFD TV, Wheel of Fortune, church services, listening to old-time music and photography. He loved the time he spent with his children, grandchildren and greatgrandchildren. Herald would most want to be remembered for believing in a positive attitude and sharing it with others, which came from his faith in Jesus Christ. Vollmer was born to Peter and Nellie (Grimm) Vollmer on Sept. 3, 1923, in On Feb. 8, 1942, Helen Vollmer was united in marriage with Leslie Les Fruetel at Friedens County Line Church by the Rev. Nussmann. The couple made their home on a farm in Young America Township and later Hutchinson before moving to Alamo, Texas. Mr. Fruetel died in November Since April 2008, Mrs. Fruetel has been a resident of Sterling House of Blaine. Mrs. Fruetel enjoyed quilting, crocheting and sewing. She loved the time spent in her flower and vegetable gardens, attending Bible studies, volunteering for church activities, and visiting with friends. She loved being a mother and grandmother and cherished the time with her family. She was very proud of going back to school at age 50 to earn her GED. Mr. Raduenz held employment at Green Giant and then was a mechanic at Glencoe Motors in Glencoe for 22 years and Hutchinson Auto Center, previously known as Plowman s, in Hutchinson until he retired at the age of 64. He was a member of First Evangelical Lutheran Church in Mr. Raduenz enjoyed the outdoors, especially deer hunting, fishing, snowmobiling, four-wheeling, camping and gardening. He also enjoyed spending time with his brother chopping wood and doing woodworking projects. He loved collecting tractors and adding them to his wonderful collection. He especially cherished the time spent with his family and friends. She received her education in Allentown and was a graduate of the Allentown High School class of On June 7, 1952, Betty Evanchuck was united in marriage to Curtis Kemmerer at Trinity Memorial Lutheran Church in Allentown. This marriage was blessed with two children, Lori and David. The couple made their home in Allentown and Lake Hauto, Pa. They shared almost 52 years of marriage before Mr. Kemmerer died March 4, In September 2006, Mrs. Kemmerer moved to Lester Prairie. In addition to being a loving homemaker and mother, Mrs. Kemmerer held employment at Western Electric Company for 10 years. She was a member of St. Paul Evangelical Lutheran Church in Lester Prairie. She was also a Lioness and volunteer for the American Cancer Society. Mrs. Kemmerer enjoyed shopping, playing cards and Mahjong, going to garage sales and out to eat. Her 1932, both at First Evangelical Lutheran Church in He received his education in Glencoe and was a graduate of the Glencoe High School class of On May 5, 1942, Mr. Knick enlisted in the U.S. Coast Guard in Omaha, Neb. Serving initially as an apprentice seaman, he underwent training in New York and at Groton, Conn., and served during World War II both in Port Huron, Mich., and aboard the USS Bisbee, which was home ported in Seattle, Wash. He was honorably discharged as a motor machinist mate third class on Sept. 27, On Dec. 12, 1942, Mr. Knick was united in marriage to Betty Drew at the Church of Peace parsonage in This marriage was blessed with one son, Robert. The Knicks made their home in Glencoe and shared 69 years of marriage. Mr. Knick held employment at Green Giant in Glencoe for over 30 years as a foreman. He was a member of Church of Peace in Glencoe, where he was very active through the years holding many positions. They farmed in Washington Lake Township until She then took a job with Fingerhut for five years, and moved on to ITT Thermotech in Hopkins, where she was employed until her retirement. How many of you know that fear is an incredible motivator. For me I know that it has motivated me to avoid certain situations in my life. Case in point, I am so scared of snakes that I refuse to go near the tanks they live in at the pet store. I know they are behind glass, but I still can t help but feel like I can t breathe. That fear motivates me to avoid that portion of the store. Fear is something that kills our faith. Faith usually takes a step into the unknown, and fear is always there fighting to keep us from stepping out in faith. Fear keeps us from those opportunities that God has put in our path, because we fear the faith it takes to walk into those opportunities that God has for us. 1 John 4:18: There is no fear in love. But perfect love drives out fear. Fear distracts us from that which God has for us, as we stay focused on what we fear rather than the opportunity God has provided. In the Old Testament the Israelites forfeited the Promised Land the first time around, as they feared the giants that lived there, they focused more on the size of the obstacle rather than focusing on the Promised Land God had given them. God is going to give you opportunities, just remember opportunities rarely come at opportune times. So stay focused on opportunities and not the fear that distracts from them.
