1 WV Shooting & Hunting News Official Publication of the West Virginia State Rifle and Pistol Association October 2016 President s Take Aim Message Well, shooting enthusiasts the summer weather is quickly disappearing from us, along with the long daylight hours as is most shooting events, making way for great fall weather and the time to put to use our shooting skills in the field. As we look forward to a bountiful fall harvest of game with family and friends to rekindle ourselves with nature, let s all remember our most basic of shooting talent.. SAFETY! Most of the summer s shooting events had wrapped up with many West Virginia Junior shooting teams making their mark again at the weeklong Camp Parry Nationals event. We ve received wonderful comments and cards from junior shooters we helped sponsor who attended Camp Perry, letting us know about the long lasting friends they ve made and their reinforced love of shooting. Although we are into the 3 rd quarter of this year s Association business, there is still much to be done and accomplished to further our Purposes and Objectives of our great organization. The most relevant issue is always membership. If you haven t done so already, please have your area director come to your club meeting for a short update about YOUR Association, what it offers and to provide membership information. A quick update on a few items discussed at the 3 rd Board of Directors meeting held September 24th included: Discussion on the formation of a new financial donation/assistance request form to make it easier for clubs and teams to seek financial assistance from the association. Restocking of our fundraising materials such as T-shirts, decals and a new bumper sticker to show your support of the association and the 2 nd amendment. New location for our annual meeting in March as the Shock-N-All Conference Center is closed. Stayed tuned for more details in upcoming newsletters. Our 4 th quarter Board of Directors meeting will be December 10, 2016 at noon at the Weston Steer Steakhouse, Market Place Mall, Weston. If there s something you would like the Board to know about or have concerns please contact your area director to make your voice heard. Your area directors are listed in the back of the newsletter or visit our website at for their contact information. Please remember to vote in the upcoming November election to protect your 2 nd amendment rights and the heritage of West Virginia gun owners and the shooting sport. Jim Canon National Hunting & Fishing Days During two very busy days at Stonewall Resort, hosting our booth at the National Hunting & Fishing Days, Association President, Jim Canon and Treasurer, Tom Hayden welcome back, for the third time, one extremely interested ticket buyer for the M1 rifle.

2 West Virginia Shooting and Hunting News October Page 2 (M1 ticket buyer comes back to booth three times to increase his chances of winning the M1 rifle) Pennsylvania for the second leg of the match. The Little Kanawha Club came away with the cup in a close win with a 2-match combined score of 1387 points, winning by just 10 points. The scores are a combined total for the top 3 shooters in the Custom Class, the top shooter in the Factory Custom Class and the top shooter in the Factory Class. There are many good shooters in each club and the competition is both good friendship and an enjoyable social get together. I m pleased to report we ve had another successful ticket sales event at the National Hunting & Fishing Days on our two gun raffles. The majority of tickets sold were on the M1 rifle, mostly to men, young and old, while the Ruger 1911 Commander light weight was the favorite of the many ladies who bought tickets. Many Veterans who stopped to admire the rifle, were very happy to share their many personal stories of carrying the M1 across France. We had numerous individuals interested in what our association is about who took brochures and plan to visit our website to further check us out for possible future membership. I would like to thank Tom Hayden for his dedicated commitment to make the 4 plus hour trek from the eastern panhandle to help man the booth. Drawing for both guns will be held at our annual meeting, March, Winner does not need to be present. LOCAL SHOOTERS SHINE AT THE WV STATE GROUNDHOG CHAMPIONSHIPS Three local shooters from the Little Kanawha Rifle Club took honors at the WV State Groundhog Championships at the Harry Jones Memorial Range in Fairview, WV held this past August. Jason and Jan Williams took first and second place in the Custom Class with scores of 148-6X and 146-5X respectively and Ed Settle won the 100 yard Class with a score of 146-4X. Ed also won the Egg Shoot. Jim Canon, President District 1 News (Brooke, Hancock, Marshall, Ohio, Tyler, Wetzel) No report District 2 News (Calhoun, Gilmer, Plesants, Ritchie, Wirt, Wood) LITTLE KANAWHA RIFLE CLUB WINS THE 2016 GROUNDHOG CUP The Little Kanawha Rifle Club wins the Groundhog Cup this year in an annual friendly competition with the South Fork Rifle Club in Beaverdale, PA. This competition is based on one match shot at each club during the year. In May, members of South Fork club came down to shoot in our local match and in September, 18 members of the Little Kanawha club made the trip to Jan and Jason Williams

We kicked off the season shooting the Remington High Power Classic Match at Reade, PA. For some it was their first match! They held their average! They came in 2 nd place in the 4 man team match. At the awards ceremony all the juniors brought home prizes such as gun cases / cleaning gear / mats, all which was shared with the PA Junior Team. Mr. Dick Whiting was awarded a Remington 1911 for his service and hard work he has done for Junior Programs over the years. Well Done Dick! The team move on the next few weeks shooting at Warrior Hill Range, MD, training for Camp Perry! Many times Robert McClain took High Junior or winning the match! They just finish shooting Maryland State Service Rifle Championship! Aaron Flowers takes High Junior Shooter! Robert McClain Wins the match the second day! Our new girl shooter moving up from air gun shooting her first match shoots a 411. And another new shooter first match breaks a 360. shooting in Small Arms Firing School! Aaron Flowers / Robert McClain / Coach Whiting take 2 nd Place Two Man Jr Team Match Aaron / Robert / Coach Moore take 3 rd place in the Whistler Boy Match. There was Four Junior Teams this year at Camp Perry. Team two finished 46 th place; team three finished 61 st place; and team four finished 70 th place. There were a total of 84 teams competing. The Six Man Team finished 12 th place with 3 new shooters on the team. Aaron Flowers receive 10 points in NTI match! Three other junior and one Dad receive 4 points The Greater Huntington Friends of NRA banquet was held on June 3, 2016 at the Pumpkin Park in Milton, WV. Participants enjoyed a delicious steak dinner and had the chance to take part in a variety of drawings, games, and auctions. Attendees included U.S. Representative Evan Jenkins. District 9 News (McDowell, Mingo, Raleigh, Wyoming) NRA-ILA Defend America The Mountaineers are Always Free committee held an NRA/ILA Defend America fundraising event in July in Daniels, WV. We had 30 attendees and we were able to raise $10,000 for the NRA-ILA. District 10 News (Greenbrier, Mercer, Monroe, Summers) Senator Bill Cole won this beautiful Mountaineer Rifle in our Silent Auction. Our Guest Speakers included Bryan Hoover NRA Eastern Region Director; Bill Miller Member NRA Board of Directors; and Daniel Hall NRA- ILA Liaison for West Virginia Southern WV Friends of NRA The Southern West Virginia Friends of NRA Committee held their annual fundraising banquet in September at the Resort at Glade Springs. We had 143 in attendance and we were able to raise more money for the NRA Foundation than we d ever done before. Thank you to our Banquet Sponsor, Shooter s Roost, Eric Stratton, Beckley, WV. The Seneca Trail Friends of NRA held it's 15th annual banquet on Friday, September 9, 2016 in the WV Building at the State Fair grounds. The flood that occurred in Greenbrier County earlier this summer caused the committee great concern as to the attendance and outcome of this banquet. However, nearly 350 dinner tickets were sold and a High Caliber Club status was obtained. Hats off to the committee members for a successful banquet. The West Virginia 4-H Sporting Clays Championships were conducted on Saturday, September 10, The Greenbrier County 4-H sporting clays team won the 2016 championship. It's neighboring county, Monroe County 4-H sporting clays team, had won the championship the previous year in On a final note, the WVU Marching Band and "Ginny" Virginia Thrasher, WVU Rifle Team member and 10 meter air rifle gold medalist at Rio, attended the West Virginia State Fair this past August. The band gave a wonderful performance and Ginny signed many autographs. Congratulations also to the WVU Rifle Team for winning the 2016 NCAA Championships and for the 18th time. SMALL BORE The Beckley Gun Club The Beckley Gun Club hosted their annual Glock Sport Shooting Foundation match in August. We had 434 entries (about 150 individual shooters). Competitors came from Alabama, Georgia, North Carolina, South Carolina, Virginia, Pennsylvania, Maryland, New York, Ohio, Kentucky, etc. It was a fast paced 2 days of shooting fun! This is the only GSSF match held in WV. The 2017 match is scheduled for August 5 & 6, There is no running involved. The only requirement is a Glock pistol must be used (any Glock pistol there are multiple divisions to shoot in). All are welcome to shoot. We had both novices and 1. Upcoming Events: Buckeye Junior Rifle OSU 16 October November December 2016 Zippy University of Akron 19 November 2016 Friday the 16 th available for sight-in, practice, camping setup and walkup registration. 33 competitors representing the states of Maryland, New York, Ohio, Pennsylvania, Virginia and West Virginia traveled to the Brassmasters Range located at the White Horse Center to vie for one or more of the various awards presented to the winners. 1 st Relay awaiting range commands In addition to the 2700 Precision Pistol Matches held over two days of the event, CMP EIC Service Pistol and.22 Rimfire Leg Matches were held along with an NRA Distinguished Revolver Match. Saturday s competition culminated with a delicious catered dinner for competitors and their guests. Although the weather turned out to be a nonfactor in this year s event, Brassmasters range personnel kept their collective fingers crossed hoping that the weather forecast, which held a strong probability of rain each day of the event would not materialize. Fortunately, only a few intermittent sprinkles occurred Saturday and we experienced a light and brief shower during the last match of the day on Sunday then, the sun reappeared for the awards ceremony, 50/50 and door prize drawings. Submitted by Bill Shank 2016 ANNUAL ED WILLIAMS MEMORIAL WEST VIRGINIA STATE PRECISION PISTOL CHAMPIONSHIPS This annual three day Fall event was held on Saturday and Sunday, September 17 th & 18 th, with Saturday s ominous sky did not produce the forecasted rain

A 50/50 drawing is held at both the Spring Regional and Fall State Championships, with proceeds donated to support the West Virginia State Pistol Teams at the National Precision Pistol Championships, held annually at Camp Perry, Ohio. William Murphy of Looneyville, WV held the winning ticket and in what appears to have become a regular occurrence among winning ticket holders, Murf graciously donated his share of the winnings to support the state pistol teams. In addition to typically attracting some of the best Precision Pistol Competitors in the nation to this event, we were pleased to welcome Glenn Zimmerman of Waterville, Ohio, the 2016 National Junior Pistol Champion. Although a junior shooter, he holds a master classification and posted a score in the 2700 event of x and then, in the CMP.22 Rimfire EIC Match he fired a 281-5x, out of a potential 300 to finish second to the highest scorer of the event, his mentor James Moorman s x. The 12-year-old who attends Clay-Battelle, was recently awarded the 2015 I.B.S. 1,000-yard Junior Shooter of the Year as well as 2015 I.B.S. 1,000-yard Female Shooter of the Year. WV Metro News Lincoln County teen shocks the range his first time out By Chris Lawrence in Outdoors July 25, 2016 Some of the best shooters in America were on hand July 16th at the White Horse Firearms and Outdoor Education Center in Upshur County for a high profile NRA Regional match. Some competitors in the F/Class series were looked upon as heavy favorites that morning. It s a Regional tournament sanctioned through the NRA and consists of three strings of 20 for record

7 West Virginia Shooting and Hunting News October Page 7 instead of just two. That makes your match a 600 rather than a 400 score, said J.C. Jarrell President of the White Horse facility. We had an F/Class shooter out of Wisconsin, a couple out of Pennsylvania, and one out of Maryland. There were several good shooters there. Weston Dunlap, 18, (near) focuses on the target at the White Horse Firearms and Outdoor Education Center Also entered in the competition was Weston Dunlap, 18, of Sod, W.Va. Nobody thought much about Weston s chances since it was his first ever competition in the F/Class series. It was a regional match and very prestigious, so yeah I was kind of nervous about how I would do, Dunlap said. But I told myself I was just there to have fun and if I won that was fine and if I didn t win that was fine. Once you get to the point you can mentally tell yourself not to get worked up, you ll perform better and that s what I did. He performed better. A LOT better. By the time the range was silenced at day s end and the smoke had cleared, Dunlap, in his first ever competition in the F/Class series shot a 589/600 and smoked the competition. His score shocked everybody at the range, but none more so than himself. Oh absolutely. I had no intention of winning that match. I was going to try my best, but I had no idea I was going to win, said Dunlap. His score bested the second place finisher by two shots and he was far ahead of the third place shooter. Adding to the amazing feat, it was the first time Weston had ever fired his 284 Winchester custom rifle from the ground. Although he had shot it numerous times from a bench, competitors shoot from the prone position for the competition. The rifle is a familiar one to Jarrell who actually helped build the gun and sold it to Weston. It s chambered for 284 Winchester with a nine twist Brux barrel, Jarrel explained. It s a super shooting rifle and once I got it together and saw how good it shot, Weston was all about wanting a rifle and I told his dad I d sell it to him. While it was Weston s first competition in the F/Class series, it was by no means his first shooting event. He s been shooting in the high powered classification in the junior division for several years. The high powered competition uses open sites with an AR-15 and is from the kneeling position with a strap to secure the rifle to your body. The F/Class event allows the use of telescopic sites, but with a much smaller target. Wind has everything to do with it, said Dunlap. A shooter s ability to read wind is what wins matches along with other conditions like humidity, mirage. There are some conditions out there you can never read. Dunlap said the White Horse range has a notorious wind element which can humble even the best long range shooters. I ve experienced it. It s the toughest range, he said. I guess in that valley the wind swirls between the mountains. There s no telling what it s going to do. Every range flag can be blowing in a different direction at the same time. But despite the difficulties, Weston managed to overcome all obstacles and defeat some of the best shooters to claim his title. Jarrell said the feat is made even more remarkable because Dunlap may now skip all of the normal progressions shooters go through the NRA classifications. Most shooters start once they are classified as a marksman then they move up to a sharpshooter and then expert' said Jarrell. Weston is probably not going to do any of this. With one more score as high as he shot in this competition he will go from unclassified to high master. You d be surprised in the NRA just how few high masters there are out there. Dunlap, who graduated in the spring from Lincoln County High School, will start his freshman year at WVU in a few weeks. Most observers believe his performance during his first competition was no fluke and will only improve as he continues shooting into the future. LEGISLATIVE Sixteen states have told the office of state Attorney General Patrick Morrisey they will recognize the provisional conceal carry licenses for 18-to-21-year-olds from West Virginia. A new state law allows those over 21 to carry a gun without a conceal carry permit. That same law also gives younger residents, 18-to-21, a provisional license. Under previous law you had to be 21 for a conceal carry permit. According to Morrisey s office,

8 West Virginia Shooting and Hunting News October Page 8 the following states have agreed to recognize both the state s traditional and provisional licenses: Alabama, Arkansas, Georgia, Idaho, Indiana, Kentucky, Michigan, Missouri, Montana, North Carolina, Ohio, Oklahoma, South Dakota, Tennessee, Utah and Wyoming.
