1 REPORT OF THE NCAA DIVISION I WOMEN'S VOLLEYBALL COMMITTEE FEBRUARY 13-15, 2017, MEETING ACTION ITEMS. 1. Legislative items. None. 2. Nonlegislative items. a. Automatic qualification. (1) Recommendation. That the following 32 conferences receive automatic qualification privileges for the 2017 championship: America East Conference, American Athletic Conference, Atlantic Coast Conference, Atlantic Sun Conference, Atlantic 10 Conference, Big East Conference, Big Sky Conference, Big South Conference, Big Ten Conference, Big 12 Conference, Big West Conference, Colonial Athletic Conference, Conference USA, Horizon League, The Ivy League, Metro Atlantic Athletic Conference, Mid-American Conference, Mid-Eastern Athletic Conference, Missouri Valley Conference, Mountain West Conference, Northeast Conference, Ohio Valley Conference, Pac-12 Conference, Patriot League, Southeastern Conference, Southern Conference, Southland Conference, Southwestern Athletic Conference, Sun Belt Conference, The Summit League, West Coast Conference and Western Athletic Conference. (2) Effective date championship. (3) Rationale. All eligible conferences are being recommended for automatic qualification similar to past years. (4) Estimated budget impact. None. (5) Student-athlete impact. None. INFORMATIONAL ITEMS. 1. Review agenda and meeting schedule. The committee reviewed the agenda and meeting schedule and made no adjustments. 2. Review of 2016 championship.

2 Page No. 2 a. Review of evaluations. No student-athletes responded to the survey sent to them at the conclusion of the championship. NCAA staff will send a reminder in the future after student-athletes have returned back to campus. b. Championship assets. The timing of the autographs sessions at the final site were late this year because of the later start times in the Eastern time zone. The committee would like to continue with the autograph sessions in the future and noted that student-athletes have a day of recovery if they advance to the national championship. The location of autographs sessions will be based on the layout of the facility. The addition of in-venue activations to the red carpet arrivals were well received. Team photos and the format of the banquet provided a positive student-athlete experience. The committee asked NCAA staff to explore options for a local voice to announce starting line-ups next year. Hosts should make ice baths available for use at all rounds and sites. c. Media coordination review. The committee reviewed the media coordination survey results and the change to move cheerleaders behind photographers was well received this year. The committee commended Sahar Abdur-Rashid and the work she did as the media coordinator for the championship. d. Practice. Practice on the day of the first-round match and the regional semifinal should be 60 minutes. Practice on the day of the second-round match, regional final and national championship should be 90 minutes and these practices should begin seven hours before the start of the first match. Additionally, teams are allowed a walk-through the day before regional competition begins if match times are early for regional semifinals. e. Selections/Rankings. The committee reviewed the process and tools used during selections and asked NCAA staff to create a historical document identifying where teams have traveled in the past. The committee decided to move the first Regional Advisory Committee teleconference to September and begin ranking teleconferences in October. The committee will continue to evaluate the tools provided to them throughout the selections process and review them on the first ranking teleconference. f. Manual revisions. Feedback from site representatives is that the manuals contain too much information and some of the information is contradictive. The committee discussed creating an executive summary that highlights new changes each year. It is preferred that the NCAA blue disc patch be placed on the front of the student-athlete uniforms, but they may also be placed on the sleeve of the uniforms. g. Front row seats. If the front row in a facility has a restricted view for visiting teams, it must be removed from the ticket manifest and not sold to the teams and/or public. A request for this information will be added to the bid process.

3 Page No. 3 h. Volleymetrics video exchange review. This year s use of volleymetrics was a step in the right direction for video exchange. For 2017, the committee will allow teams to chose any two matches that they would like to exchange with an opposing team. For regional rounds, they will have access to two matches of their choosing as well as all the matches in the tournament. Staff will work with Volleymetrics on increased service to the membership on this initative. 3. Automatic qualification. The committee reviewed the conferences eligible for AQ and recommended all 32 conferences for the 2017 championship. 4. Officials and national coordinator report. Anne Pufahl, NCAA national coordinator of officials, provided a summary of the 2016 championship. Ms. Pufahl served in this role on an interim basis for one year. The selection process for a new national coordinator has started and this position will be named in the coming month. The recruitment of new officials continues to be a priority for the officiating program along with the education, selection and advancement of current officials. The committee commended Ms. Pufahl and the four regional advisors for their work. 5. Rules. The length of intermission was discussed by the committee given that the current playing rule allows for flexibility between three and 10 minutes. The committee took no action, but will continue to monitor it along with overall match times as the challenge review system is implemented at preliminary rounds. 6. Challenge review system. The challenge review system will be implemented at regionals in 2017 and at first and second rounds in It is required that hosts sites have a minimum of four cameras in order to host the preliminary rounds nonpredetermined regional sites review. Neutrality was discussed and the committee will implement a new best practice to review the host s run of show to confirm it is inclusive of the visiting team. The committee s goal is to create an equal environment at all sites. Sport Court was able to send courts to each of the four regional sites which added to the championship experience for teams and fans. The committee reviewed the minimum guarantees and took no action. 8. First/second rounds. The committee voted to change the squad size to 16 and the travel party to 23. The bench size will be 26. This will allow for seven administrative personnel on the bench within the 23. Above that, two (2) additional student-athletes will be allowed and one administrative personnel to make up the bench size of Television. The committee met via conference call with staff from ESPN to review the championship from a television point of view. The addition of the committee chair on the selection show was very successful. The committee will work closely with ESPN to decide which match is the best one during the season to release the mid season top 10. The implementation of non predetermeind regional sites resulted in a rating increase across all the regional matches. The committee appreciated the great partnership with ESPN throughout the season.

4 Page No Committee update. The committee reviewed the new regional alignments and will revisit once new committee members are identified. 11. Site selection. The committee fianalized their site recommendations for the bid cycle of Those recommendations will go to the Championships Oversight Committee for final approval and annoucment in April. 12. Other business. Representatives from the American Volleyball Coaches Association joined the committee to discuss the recent championship. Hotel availability and locations relative to the championship facility have an impact on the number of attendees at the coaches convention which are two items the committee will consider for future site selection. Non-predetermined regional sites were well received this year which will continue to be evaluated in the future. Adding one day between the preliminary round competition dates was discussed to allow student-athletes one day of recovery between games and additional preparation. The selection process was discussed and specifically whether or not the number of teams that are seeded can be increased. Next year s annual meeting is scheduled for February 5-7 in Indianapolis. 13.
