1 MINUTES OF 25 TH ANNUAL GENERAL BODY MEETING OF ARMY SERVICE CORPS ASSOCIATION (REGISTERED) HELD AT CENTRAL ASC OFFICERS MESS ON 19 MAR th Annual General Body Meeting of Army Service Corps Association was held on 19 Mar 17 from 1100h onwards at Central ASC Officers Mess. 118 officers, both serving and retired, attended the meeting. Following were present on the dais:- (e) (f) President Vice-President Secretary Member Delhi Chapter Member Gurgaon Chapter Member Noida Chapter 2. Tribute to Departed Souls. Before the beginning of the meet, the Secretary requested all members to rise and pay homage to 22 members who had left for heavenly abode since the last ASCA meet. The names of members were displayed on the screen. The same areatt as Appendix. Address by the President 3. The President, in his opening address, extended a very warm welcome to all members especially veterans attending the AGM. He further updated the veterans as per details in succeeding paras:- 4. Imp Issues Concerning ASC. Restoration of supvr staff of ASC Bn (InfDiv). A Case for grant of 2,700/- as animal handling allce to ASH pers is under process. Promotional prospects of ASC offrs (addl allocation of vacs in select rk). Posting of ASC offrs at Cat A Est and Equestrian related appts. 6. Database of JCOs & OR. Website of ASC Records (South) and ASC Records (AT) launched. Facilities. (ii) (iii) (iv) (v) (vi) e-part II Orders. e-broadcast (SMS) (For postings, ACR due, DO II Rejection etc). e-liaison Cell. e-grievances Redressal, Mgt Sys. e-do II Rejection. /mobile Registration. E-Aadhar Registration.

2 2 7. Skill Development of retiring JCOs/Ors. Skilling and transition pgme under aegis of National Skill Development Council (NSDC) and Dte of Indian Army Veterans (DIAV). Courses at ASC Centre (South) being the Nodal Agency. Courses offered. Retail. (aa) (ab) Distr Salesman. Retail Entrepreneur (Self, Micro, Small & Medium). (ii) Lgs. (aa) (ab) (ac) Tpt Manager. Warehousing in charge. Inventory Manager. (e) Seven batches for 114 prospective retirees conducted till date. A Seminar being org on 25 Mar 2017 for job distribution. 8. Misc. Transfer of 360 Nk/Skt vacs for Sep/MT and Sep/ASH for 4 years. 260 to MT and 100 to ASH. Sep/MT & Sep/ASH now being promoted to Nk at 15 yrs 7 months and 15 yrs & 4 months respectively. Case of restoration of about 1200 vacs of Hav/MT supervisory staff optimised earlier. (e) Case taken up with MoD for grant of 4 grade pay structure to civ Ck in ASC at par with cks in IAF. 9. Proc through NCDEX e Marketing Ltd (NeML). MoD sanction to proc CP rations through NeML. Pilot proj completed successfully. One year sanction received. Transparency, economy & faster contractual process. 10. Incr in Vendor Base for CP Items. Revising parameters of QR for vendors. Advt and wide publicity of APO proc to encourage vendors. Opening up of proc process in two bid system allowing unregistered firms to participate.

3 3 11. Sups & FOL. For , APO has concluded all dry ration items contracts less Barley & most of LP has been ceased. LP of Barley and variety of pulses likely to stop by Apr 17. Proc for has commenced. Contracts of maj dry ration items have already been concluded. (e) Stks being stgfwd for AMS/AWS as per timelines. Seven lakh brls proc. 12. Sports. Taekwondo Fwg NCOs of 2 ATC represented India in the 6 th Tirak Taekwondo International Championship conducted at Bangkok (Thailand) from 22 Oct to 23 Oct 2016 and won medals:- Hav Navjeet Mann - Gold Medal (ii) Hav Akshay Kumar - Gold Medal (iii) Hav Abrar Khan - Silver Medal National Aquatic Championship(24 Sep to 28 Sep 16). The fwg ASC personnel were achievers in the National Aquatic Championship held from 24 Sep to 28 Sep 2016:- Hav Sandeep Das - Gold Medal in Diving (1 mtr Springbd) (ii) Hav Pushkar Meitei - Bronze medal in diving (Fix bd) (iii) Hav R Banerjee - Silver medal in 4x100 mtr relay Durand Cup (28 Aug to 11 Sep 16). Army Green Football Team trained/maint under ASC Centre & College won the Durand Cup trophy in which there were six ASC players. 12 teams participated in the event. Thailand Open Fencing Championship (16 to 20 Sep 16). Lt Shreya of 5014 ASC Bn represented India and won bronze medal in senior category. 16 countries participated in the championship. (e) Bangalore Polo Season. ASC team won the ARPA Cup, GyanJyoti Cup, Bangalore Polo Cup and Riders Cup. (f) Polo. ASC Polo team won DGRVS Cup- 2017third time in a row and were runners up in the Army Polo Championship (g) Equestrian Activities. Coaching Camp for Asian Games Trials from 20 Feb 17 to 31 Mar 17 is being conducted under the aegis of MOW by the foreign coach Mr Ralph Ehrenbrink at Meerut. (h) 14 th Desert Storm Car Rally 2016 (03 Apr to 11 Apr 2016).ASC Car Rally team under the leadership of MajTaposh Boseand Sub/MT D Ramanjan secured 3 rd position in the Extreme Cat in which 29 teams participated. 13. Agenda Item No 1 - Confirmation of Minutes of AGM held on 20 Mar The Secretary info the members that the minutes of the last AGM were circulated well in advance to all the members and that the minutes were also uploaded on ASCA website. The progress/follow up actions on the points of last AGM were read out as given in succeeding paras. 16. Point No 1. Uploading of policy letters on ASC on Indian Army Web. Dirns. Point No3. One ASC unit in each stn be nominated to associate with retd ASC Offrs. Dirns. Necessary instrs issued to ASC units to interact with ASC veterans of the stn. 19. Point No 4.Need to initiate adequate No of citations for ASC units/indls. Dirns.Being done. 5 20. Point No 5. ASC dvrs should be nominated to appear in screening test for foreign mission to Afghanistan. 5 Dirns. Dvrs selected for msn perform dual duty of dvrs & protection duties as clarified by AG. 21. Point No 6.Achievements of wards of ASC pers getting laurels in sports should be highlighted during such meetings /get-togethers. Dirns.Names of young achievers excelling in national and international level sought from all Comds. Miss Rakshita D/o Col Vikram Singh was Runnerup in Open Ladies Amateur Golf Championship org at AEPTA Delhi. 22. Point No 7.Colour presentation to unit. Dirns.Case under process for colour presentation during 11 th Reunion in Agenda Item No 2 - Perusal of Minutes of Managing Committee Meeting held on 16 Mar The Secretary informed the AGM that the Managing Committee Meeting was held on 16 Mar 17. He further stated that 84 officers had applied for the membership of ASCA during It was also informed that a sum of Rs.75,900/- had been paid to HQ Commands Rs.75/- per member. Agenda ItemNo 3- Review of ASCA FundPosn From 01 Apr 15 To 31 Mar The Secretary info the members that auditor s report has been hosted on the website and also placed in the Hall. All fixed deposits have been re-invested in time to avail higher rates of interest. The accounts were then passed by the AGM. Agenda Item No 4 - Pts from Chapters and Members 25. No points recd from chapters and members. Agenda Item No 5- Open House 26. Brig Gulati from Bombay Chapter brought out the following points:- ASC officers going for attachment with Inf immediately after commissioning should be att with ASC Centre before proceeding on Inf att. Dirns The President explained that the case has already been taken up with AG s Branch but it was turned down. ST Dte is still persuing the case. Instructions have been issued to all second line ASC BnCos to write DO letters to ASC offrs on att in the stn and they should be called for ASC get-togethers and Corps Day functions. Permission to be granted to at least two reps from Southern, Northern, and EasternASCA Chapters to attend the ASCA AGM and thes reps should be provided accn and fare for AC 2 Tier travel. Dirns The President brought out that there is a clear instruction to all chapters to org at least two meetings in a year. We can host persons from chapters and provide accommodation for at least eight to ten pers in the Central ASC offrs mess for the AGM. The transportation cost should be borne by the individual/chapter attending the same. From next year instructions for the AGM should be issued well in advance so that chapters can plan to send their reps for AGM in time. 27. Maj Gen Rajpal (Retd) brought out the following:- Passing out parade of Recruits at the Centre should be reviewed by Senior offrs like Comdt ASC Centre and College/Col Comdt/ComdtCentres and prizes for best cadets should also be instituted.

6 6 Dirns ADGST (FT) brought out that the parades for the recruits are already being conducted. He info everyone that he had reviewed the passing out parade of the Recruits in the month of Feb 2017 where parents of the recruits were also invited and tea was org with parents after passing out parade. He added that best cadets awardshavealready been instituted by the Centres. Information regarding promotion/time of promotion be provided to those Havildars who have done the JCOs Cadre by giving a datum line. Dirns Dir Pers explained that it is not possible to give a datum line in this regard as various parameters are involved in promotion and such date can only be confirmed on conclusion of promotion board. 28. Lt Gen Jagdish Chander (Retd), PVSM, AVSM, VSM brought out the following points:- Unit cook houses should be mechanised to improve the std of cooking especially in view of the likely downsizing of certain trades. Org like AkshayPatra and Gurudwaras prepare food for approx1 lakh people within 3 hours with minimal manual effort whereas the approx str of Army cook houses is only Hence, Mechanised cooking should be implemented to improve the standard of food and give some respite to the cooks. Dirns. ADGST (CP&PM) brought out that the auth of cook in Air Force and Navy is 1:25 whereas in Army it is 1:45. A case has been taken up to increase the ratio of the cooks from 1:45 to 1:25. The President conveyed thanks to Lt Gen Jagdish Chander (Retd), PVSM, AVSM, VSM for the innovative idea and agreed to take up the case and conduct a study to institutionalise the system in the Army. It has been seen that income to the ASCA Fund is very minimal as it is wholly dependent on interest from the FDs and contribution from newly commissioned offrs. Voluntary contributions from members/organisations should be accepted. Dirns. The President appraised the house that rule position on accepting voluntary contributions will be checked and if it is possible it will be conveyed to ASCA Chapters. Instead of subscription from the members it should be a voluntary contribution. 29. CO Army HQ Tpt Unit brought out following pts:- ASC Centre & College should conduct coaching classes for the wards of our JCOs/OR for SSB/Mil School/Sainik School. It will be a great help for the aspirants and give them an added advantage. A suitable offr who has previous experience of SSB should be posted by the MS Br so that coaching can be conducted as a routine manner by the Centres. Many JCOs/OR are fighting case for pension related issues in the courts but many of them are not able to afford the same as the legal fees is very high. Therefore, law qualified veterans should provide free legal aid to them. It has been noticed that ASC Dvrs with good amount of service are failing in the test conducted by RTO. ASC Centres should conduct dvrs test akin to the test being conducted by the RTOs so that there is no problem in getting a civil license. Election of Col Comdts is being conducted by the Dte Gen as and when there is vacancy. It has been noticed that the sroffrs are approaching the jroffrs for canvassing for votes and it looks very embarrassing and demeaning to the offrs. It is recommended that the election process should be stopped and col comdt should be appointed as per seniority, if the offr is meeting the reqd QR. Dirns. The president clarified that the above pts will be considered and a common consensus from the environment will be taken before projecting the pts to the higher ups for necessary action.

7 7 Agenda Item No 7 - Election of Three Retired Officers for the Managing Committee 30. Following members of the Managing Committee were unanimously elected:- Maj Gen IC Malhotra (Retd) - Delhi Chapter Col BM Sharma (Retd) - Noida Chapter Col SN Yadav (Retd) - Gurgaon Chapter 31. Vote of Thanks. The meeting ended with a Vote of Thanks to the existing Managing Committee.
