4 ATHLETICS PERSONNEL -- CONDUCT OF ATHLETICS PERSONNEL -- RESPONSIBILITY OF HEAD COACH Intent: To specify that an institution's head coach is presumed to be responsible for the actions of all assistant coaches and administrators who report, directly or indirectly, to the head coach; further, to clarify that a head coach shall promote an atmosphere of compliance within his or her program and shall monitor the activities of all assistant coaches and administrators involved with the program who report, directly or indirectly, to the coach. 6 RWG 11-3-B ATHLETICS PERSONNEL -- SCOUTING OF OPPONENTS -- IN-PERSON SCOUTING PROHIBITED Intent: To prohibit off-campus, in-person scouting of future opponents (in the same season) except for scouting future opponents participating in the same tournament at the same site or the same double header event at the same site. 7 RWG 11-4 ELIMINATION OF LIMITATIONS ON NUMBER OF OFF-CAMPUS RECRUITERS AT ANY ONE TIME Intent: To eliminate the limitations on the number of coaches who may recruit off campus at any one time. Source: Rules Working Group. Effective Date: August 1, 2013.

9 RWG 12-1 AMATEURISM -- DEFINITIONS AND APPLICATIONS -- ACTUAL AND NECESSARY EXPENSES Intent: To establish a uniform definition of actual and necessary competition-related expenses. Source: Rules Working Group. Effective Date: August 1, 2013.
10 RWG 12-2 AMATEURISM -- DEFINITIONS AND APPLICATIONS -- CALCULATION OF ACTUAL AND NECESSARY EXPENSES Intent: To specify that in individual sports the calculation of actual and necessary expenses shall be based on expenses incurred during each calendar year (January - December), rather than on an event-by-event basis. Source: Rules Working Group. Effective Date: August 1, 2013.
11 RWG 12-3 AMATEURISM -- DEFINITIONS AND APPLICATIONS -- LIMITED BENEFIT Intent: To specify that prior to initial full-time enrollment at an NCAA institution, if an individual receives expenses from a permissible source (e.g., event sponsor, club team) that exceed actual and necessary expenses by $300 or less, the eligibility of the individual shall not be affected; further, to specify that if a SA engages in permissible outside competition and receives expenses from a permissible source (e.g., event sponsor, club team) that exceed actual and necessary expenses by $300 or less, the eligibility of the SA shall not be affected and the institution is not required to submit a self-report of the infraction.

13 RWG 12-4 EXPENSES, AWARDS AND BENEFITS -- COMPETITION-RELATED EXPENSES FROM OUTSIDE SPONSOR Intent: To permit an individual to receive actual and necessary expenses from an outside sponsor other than from an agent, a representative of an institution's athletics interests or a professional sports organization, as specified. Source: Rules Working Group. Effective Date: August 1, 2013.
14 RWG 12-5 AMATEURISM -- PAYMENT BASED ON PERFORMANCE -- FROM AMATEUR TEAM OR EVENT SPONSOR Intent: In sports other than tennis, to specify that an individual may receive payment based on performance or given on an incentive basis up to actual and necessary competition-related expenses from an amateur team or a sponsor of event; further, in tennis, to specify that after initial full-time collegiate enrollment, an individual may accept prize money based on place finish or performance in an athletics event. 15 RWG 12-6 GENERAL REGULATIONS -- EXCEPTION FOR TRAINING EXPENSES -- GOVERNMENTAL ENTITIES Intent: To specify that an individual may receive actual and necessary training expenses to cover developmental training, coaching, facility usage, equipment, apparel, supplies, comprehensive health insurance, travel, room and board that are provided by a governmental entity. 17 FRESHMAN ACADEMIC REQUIREMENTS -- EARLY ACADEMIC CERTIFICATION -- EFFECTIVE DATE Intent: To amend the effective date of the early academic certification exception requirements to August 1, 2013; for SAs initially enrolling full time in a collegiate institution on or after August 1, Source: NCAA Division I Academic Cabinet. Effective Date: August 1, 2013, for SAs initially enrolling full time in a collegiate institution on or after August 1, 2013.
18 TWO-YEAR COLLEGE TRANSFERS -- ELIGIBILITY FOR FINANCIAL AID, PRACTICE AND COMPETITION -- ACADEMIC REDSHIRT Intent: To clarify the following: That an academic redshirt is eligible for institutional financial aid and practice in the first academic year in residence without having to satisfy the two-year college transfer requirements. The criteria that an academic redshirt must satisfy in order to be eligible for competition in the first year of residence at the certifying institution as a two-year college transfer student.
19 TWO-YEAR COLLEGE TRANSFERS -- ELIGIBILITY FOR FINANCIAL AID, PRACTICE AND COMPETITION -- ACADEMIC REDSHIRT Source: Academic Cabinet. Effective Date: August 1, 2016, for SAs initially enrolling full time in a collegiate institution on or after August 1, 2016.
20 FRESHMAN ACADEMIC REQUIREMENTS -- CORE-COURSE GPA CALCULATION Intent: To specify that additional core courses (beyond the 16 required) may not be used to meet the initial-eligibility core-curriculum GPA and to change the voting line of NCAA Bylaw from common to federated. Source: NCAA Division I Committee on Academic Performance. Effective Date: August 1, 2016; for SAs initially enrolling full time in a college institution on or after August 1, 2016.
21 FRESHMAN ACADEMIC REQUIREMENTS -- CORE COURSE REQUIREMENTS AND INITIAL-ELIGIBILITY INDEX Intent: To revise the initial-eligibility index that shall be satisfied for an entering freshman with no previous full-time college attendance to be eligible for financial aid, practice and competition during the first academic year in residence; as specified. Source: Committee on Academic Performance. Effective Date: August 1, 2016; for SAs initially enrolling full time in a college institution on or after August 1, 2016.

24 A MEN'S BASKETBALL -- ON-COURT PRACTICE -- ELIMINATION OF 5 P.M. START TIME ON FIRST PERMISSIBLE PRACTICE DATE Intent: In men's basketball, to eliminate the 5 p.m. start time on the first permissible practice date. Source: NCAA Division I Championships/Sports Management Cabinet. Effective Date: August 1, 2013.
25 MEN'S BASKETBALL -- ON-COURT PRACTICE DAYS OF COUNTABLE ACTIVITIES WITHIN 42 DAYS PRIOR TO FIRST CONTEST (AS AMENDED) Intent: In men's basketball, to specify that an institution shall not commence on-court preseason basketball practice sessions prior to the date that is 42 days prior to the date of the institution's first regular-season contest; further, to specify that an institution shall not engage in more than 30 days of countable athletically related activities prior to its first regular-season contest.
26 MEN'S BASKETBALL -- ON-COURT PRACTICE DAYS OF COUNTABLE ACTIVITIES WITHIN 42 DAYS PRIOR TO FIRST CONTEST (AS AMENDED) Source: Big South Conference. Effective Date: August 1, 2013.
27 PLAYING AND PRACTICE SEASONS -- SUMMER ATHLETIC ACTIVITIES -- WOMEN'S BASKETBALL Intent: In women's basketball, to permit a SA to participate in eight hours per week of required weight-training, conditioning and skill-related instruction (not to exceed two hours per week) during an eight-week period during the summer, as specified. 29 RECRUITING -- STUDENT HOST -- ACADEMIC REDSHIRT PROHIBITION Intent: To specify that an academic redshirt may not serve as a student host during his or her first academic year in residence. Source: Academic Cabinet. Effective Date: August 1, 2016, for SAs initially enrolling full time in a collegiate institution on or after August 16, 2016.
30 RECRUITING -- CONTACTS AND EVALUATIONS -- EVALUATIONS ON THE SAME DAY AS A PERMISSIBLE CONTACT Intent: In sports other than football, to specify that an evaluation that occurs on the same day as a permissible in-person, off-campus contact does not count toward the limit on the permissible number of recruiting opportunities. 37 RWG 13-1 RECRUITING -- PROSPECTIVE STUDENT-ATHLETE -- EXCEPTION -- AFTER SIGNING NATIONAL LETTER OF INTENT Intent: To specify that after an individual has signed an NLI or the institution's written offer of admission and/or financial aid or after the institution has received his or her financial deposit in response to its offer of admission, the individual shall no longer be subject to the restrictions of Bylaw The individual remains a PSA for purposes of applying the remaining provisions of Bylaw 13 and other bylaws.
38 RWG 13-1 RECRUITING -- PROSPECTIVE STUDENT-ATHLETE -- EXCEPTION -- AFTER SIGNING NATIONAL LETTER OF INTENT Intent: Further, to specify that an individual who officially registers, enrolls and attends classes during the certifying institution's summer term prior to his or her initial enrollment at the certifying institution shall no longer be considered a PSA; finally, to specify that an individual who reports to an institutional orientation session that is open to all incoming students within 14 calendar days prior to the opening day of classes of a regular year term shall no longer be considered a PSA.

45 RWG 16-2 AWARDS, BENEFITS AND EXPENSES -- EXPENSES TO RECEIVE NONINSTITUTIONAL AWARDS Intent: To specify that a conference, an institution, the U.S. Olympic Committee, a national governing body or the awarding agency may provide actual and necessary expenses for a SA to receive a noninstitutional award or recognition for athletics or academic accomplishments; further, to specify that actual and necessary expenses may be provided for the SA's parents (or legal guardians), spouse or other relatives to attend the recognition event or awards presentation.

63 POSTSEASON BOWL GAMES -- CONFERENCE CHAMPION AND DESERVING TEAM THAT LOSES CONFERENCE CHAMPIONSHIP Intent: In FBS football, to specify that an institution that finishes its regular season having met the definition of a "deserving team" but loses its conference championship game shall continue to be considered a deserving team; further, to specify that if a conference champion is scheduled contractually to participate in a bowl game, the team that is the conference champion shall be eligible to participate regardless of its won-lost record.
