1 Minutes of the Meeting of THE CENTRAL COMMITTEE OF THE ROYAL HORSE ARTILLERY ASSOCIATION held on Saturday 24 th September 2016 at Newcome Hall, Larkhill by kind permission of the Commandant 1. The Meeting opened at 1130hrs and the Chairman welcomed everyone and thanked them for taking the time and effort to attend the meeting. 2. Minutes of the previous meeting. Proposed by Brig (Retd) M S Rutter-Jerome, seconded by Lt Col D Penniall that the minutes of the previous meetings, held on the 18 th May 2016, be accepted as a true record. 4. Matters arising. a. DVD Right of the Line. The Chairman gave an update on the DVD from Bill Clarke who has requested to carry on with the project. The CCM agreed to write off the project, and that Bill Clarke should submit the DVD in its current format to the Association. 5. The Chairman. The Chairman announced the arrival of the new Chairman Lt Col Grant Ingleton MC RHA. The formal handover will be at the end of the CCM. 6. The Honorary Secretary. The Hon Sec was asked to review the events, calendar and battle rhythm of the Association, the proposals are as follows: a. Spring time CCM plus Dinner in Trowbridge, (or another location Copthorne Hotel Dudley, central location) dinner to include award ceremonies (Whips, Best RHA soldier etc). 1
2 b. Autumn time CCM plus AGM, venue to be held at Regt l Lines, (Sgts Mess?) on a rotation basis or respectfully ask RASM to use Central Mess. c. There might be scope to have the AGM on the back of a Regt l or RA Regt l event, (families days, Pirbright Passout Pdes, Kings Troop events). Action: The Hon Sec will send out to all committee members a list of options for the way forward. The AGM and Dinner for 2017 would be combined and held at Trowbridge, date to be confirmed. 7. The Honorary Treasurer. A separate report is attached to these minutes, at Annex A. The following points were discussed: a. It was agreed at the CCM that 75,000 would be transferred into the RAI Portfolio to get a better rate of interest. The Treasurer attended the RAI AGM to see where the money would be invested under the Portfolio. Currently RAI investments are attracting around 3.5%, but are not guaranteed, however this represents a far greater return from Lloyds of 0.5%. Once we have had the investment for a year the Treaurer will get a better feel on how much interest we can make. b. We are looking at closing the two National Saving Deposits and moving them into the RAI Portfolio but leaving 10,000 in the main Bank account with Lloyds, to cover all day to day costs. This was put to the committee as a proposal: Proposed by: Lt Col S P Andrews Seconded by: WO2 Morris Kings Tp RHA 8. The Membership Secretary. a. A separate report is attached at Annex B to these minutes. 9. The Welfare Secretary. There has been no welfare cases to report. 10. The Dinner Secretary. The available dates for the Annual Dinner 2017 at Trowbridge are as follows: Sat 11 Mar Sat 25 Mar Sat 13 May Sat 20 May Sat 3 Jun Noting the comment from the last meeting, from attendees that they preferred the May dates due to the lighter nights. Ticket prices will most likely go up, we mentioned 20 ahead they have been 18 for a number of years. A proposal was put to the committee to vote across a sum of 4000 to assist in the costs of the Annual Dinner Proposed by: Lt Col D Penniall Seconded by: Brig (Retd) M S Rutter-Jerome The Goods Secretary. All shop goods have been handed to Lt Col D Penniall. A vote of thanks is to be recorded to Mr Tony Darby for all the hard work he has carried out as the Goods Member over the years. On a separate note, if no alternative arrangements have been made, the Web Master is happy to volunteer to produce/edit the next newsletter toward the end of this year. If that is the case, he will need to start receiving contributions from November if it is to be ready for publishing in February Proposed by: Lt Col S P Andrews Seconded by: Brig (Retd) M S Rutter-Jerome A vote of thanks was to be recorded to Mr Joe Dey for all his hard work he continues to do as the Web master. Proposed by: Mr P Hollebon Seconded by: Lt Col (Retd) D J Bender 13. The Serving Soldiers Representative. Units are reminded to nominate a unit rep in order to be the point of contact to the RHAA. Action: RSMs are asked to forward names to Sgt Charlton, copy-in Hon Sec. 14. Unit Representatives. The following points were made by the unit reps: a. Kings Tp RHA. Requested better publicity of the RHAA web page, a suggestion was to publicise on the unit web sites, and that it would be better in this tech age for new members to be able to subscribe, (including payment) online. Action: The Hon Sec will contact each unit web master in order to promote the RHAA web page. The Membership Sec is to investigate the process of a complete online subscription for new members. b. 1 RHA. WO2 (BSM) Jones outlined the difficulty of encouraging young Gunners to subscribe to the RHAA, a suggestion was made that the CCM should visit the unit, (particularly the Sgts Mess) in order to promote the Association. There was a feeling that holding an event on a rotational basis at units would be advantageous. c. 3 RHA. Sgt Toma is currently serving in the Phase Two recruit Battery. He is willing to promote the RHAA to new recruits, this was seen as a good initiative. Action: RSMs of 1 RHA, 7 Para RHA & Kings Tp RHA, (3 RHA already submitted) are to forward possible dates within the next 6 months where the President and selected committee may visit the unit. 15. RA Remembrance Day, Hyde Park 2016 Wreath & Standard Bearer in Attendance. Mr G Toseland and Mr A Darby has agreed to represent the RHAA at the event. 16. Newsletter The Honorary Treasurer will lead on scoping a publisher for the next annual newsletter. He will not coordinate the production and distribution, this function is still required to be nominated. 17. Selection of Royal Horse Artillery Association Committee members for 2016/17. 5 Annex A to RHAA CCM Dated 24 Sep 16 RHAA HONORARY TREASURER - NOTES FOR ANNUAL GENERAL MEETING 24 SEP The last annual Audit completed by RAO 14 Regt RA is attached. I next audit will be completed within the current financial year (ending 31 Mar 17). Lt Col Peter Barrett has retired and the new RAO has just moved into the post. I include financial accounts as follows: a. Expenditure Oct 15 Aug 16. b. Audit by RAO 14 Regt RA as at 31 Oct Auditor s observations: a. Para 3. The account is being run in line with Service Fund Regulations. b. Para 5. All previous observations have been addressed c. The outstanding Kings Troop debt of 7, has been written off by the Committee. d. Shop Stock. The RAO made a suggestion on a revised electronic format on accounting for Shop Sales. This has been instigated. 3. Treasurer s observations: a. It was agreed at the CCM that 75,000 would be transferred into the RAI Portfolio to get a better rate of interest. I attended the RAI AGM to see where the money is invested under the Portfolio. There is a Review of all Training and support taking place in Larkhill and until the Report is completed in Oct they cannot commit or estimate a price as their future role is not secured. d. Actual annual expenditure exceeded income ( 5, (NS&I interest) against 7,272.8, so expenditure is greater than income. e. Annual Subscriptions are down this year. NEW MEMBERS Since the last AGM in Sep 15 the association has had 3 new members: Patrick Garnett (R), Thomas Waghorn (KT) & Alan Gore (KT). 3. INCREASED MEMBERSHIP SUBSCRIPTIONS Since the last AGM in Sep 15, 2 members have increased their annual subscriptions. 4. SUBSCRIPTION / ANNUAL DONATION The Association annual subscription remains at 3 per annum although as a result of members generosity the average amount received is c Mrs Margaret Hawken (Widow) Member 4717 continues to donate 50 to the association in memory of her husband Jim Hawken. 5. CHANGE OF ADDRESS (CoA) The membership secretary continues to experience difficulty in keeping the Association records up to date with regard to member s addresses. Since the publication of the Newsletter 16 members have contacted the membership secretary to update their addresses. Members, 8
9 especially serving members, are requested to inform the membership sec of change of address and or address. 6. 10 Annex C to RHAA CCM Dated 18 MAY 16 Royal Horse Artillery Association Website Report Period: June 2016 to August 2016 Prepared by: Joseph Dey (Web Master) Prepared for: The Royal Horse Artillery Association Mr Chairman, General, Brigadier, Members, Abstract This report has been written for the Royal Horse Artillery Association s annual general meeting and central committee meeting in September It covers the activities and actions associated with the use and maintenance of the RHAA website during the period Jun to Aug A statistical analysis of the usage and traffic through the website is provided at Appendix A. The billing statements for the renewal costs linked to the website is at Appendix B. Registration/Membership Registering onto the site remains optional and membership of the RHA Association is not a requirement allowing anyone from anywhere in the world to access and view our site. There are currently no closed or private pages. There are currently 58 registered users: in the previous report I reported 48 users, therefore, subscriptions to the website has increased by almost 21% which is consistent with a 20% increase in membership over the previous period and a 19% increase in the period before last. While these are moderate increases in website registrations it is going in the right direction. Annex A shows the website has been frequently visited and well used throughout this year. As might be expected, over the holiday period unique visitor numbers have reduced from their highest in May (1195) by 50% to (596) in August. The busiest period for unique visitor numbers is between May and June, declining in July and August but is again increasing in September now that the holiday period is coming to an end. Website Additions There have been no enhancements to the website over the reporting period. It has been maintained monthly as required and has been continually available to members 24/7 throughout the reporting period. 10
11 Website & Domain Renewal Annex B shows that both the website and domain name have been renewed for a further year. The web master has received a cheque covering the total annual renewal fees from the treasurer. My thanks to the committee for their speedy decision making and action in this regard. Should the treasurer require detailed billing and payment details I should be happy to make them available. Usage The shop, newsletter, Battery tables, and images remain the most popular pages. Memorium The memorium page continues to be immediately updated as and when I receive notifications from committee members. Future Enhancements Committee members who wish to have additions to their respective pages or who have ideas for general additions such as articles of special/historical interest are encouraged to contact me (phone/ /skype) to discuss them. Summary The website continues to attract new users enjoying a 20% increase in registrations over the previous period. Over the summer holiday period website usage has declined but is again rising to normal numbers throughout September (Appendix A). Whilst there has been little change to the overall content of the site it has been maintained each month and has been continuously available to users since it went live in The most popular pages seem to those which provide information or services.
