4 San Diego County Sheriff s Department At NO OTHER TIME in HISTORY 1999 William B. Kolender, Sheriff At no other time in the history of the San Diego County Sheriff s Department have the lessons of the past and the challenges of the future converged at such a momentous point. Over the past 149 years, the San Diego County Sheriff s Department has evolved into a model law enforcement organization that constantly strives to improve upon a mission that is timeless in its simplicity. Working in partnership with our communities, we have continually provided the highest quality public safety services anywhere in this country. In keeping with our mission, 1999 will be regarded as a year of building on that foundation of service that will carry us into the new millennium. This level of service is most evident in what has become a decade long reduction in crime. From 1990, through 1999, the crime rate per 1,000 population has declined to a 10-year low. This is especially significant in light of the tremendous increase in population that has occurred throughout San Diego County. Although many factors account for the continuing reductions in crime, the importance of our Community Policing efforts have once again played a most significant role. Working in partnership with the residents of San Diego County this cooperative effort has established our deputy sheriffs as community-based problem solvers who clearly make our neighborhoods better and safer places in which to live and work. Our commitment to providing the highest quality public safety service anywhere extends to the role we play in detention services. Operating the fifth largest detention system in the United States, the San Diego County Sheriff s Department housed, fed and cared for an average daily population of 4,879 inmates in With an annual operating budget of approximately $117 million and a staff of 1,800 personnel, the Detentions Services Bureau comprises over 60% of the entire department. Many notable events occurred in 1999, however, one of the most significant events in our history occurred on December 30, 1999 when the San Diego County Marshal s Department merged with the San Diego Sheriff s Department. With the addition of 400 new members to our family, the San Diego Sheriff s Department saw its ranks grow to nearly 4,000 by the end of the year. These and many other events characterized a historical year that will certainly be remembered for the challenges we faced, the contributions we made and the future we embraced. We look forward to that future with great anticipation, great vision and a passion for doing business in an extraordinary way. 5 OFFICE of Annual Report 1999 the SHERIFF Jack Drown, Undersheriff As Undersheriff, Jack Drown manages the day-to-day operations of the fourth largest Sheriff s Department in the United States. With a budget in excess of $270 million and a staff approaching 4,000, the San Diego County Sheriff s Department serves a population of 798,598. Included in that population are the contract cities of Del Mar, Encinitas, Imperial Beach, Lemon Grove, Poway, San Marcos, Santee, Solana Beach and Vista. In addition to law enforcement services, the San Diego County Sheriff s Department operates one of the largest jail systems in the country, which houses an average population of 4,879 inmates. To meet the needs of this ever-growing population, the Office of the Sheriff oversees four main bureaus: Law Enforcement Services, Detentions Services, Management Services and the Human Resource Services Bureau. In addition, the department also provides a number of regional services including Arson/Explosives, Special Weapons and Tactics, Aviation Support and Crime Lab Services. To meet all of these needs, Undersheriff Drown also oversees and directs the department s Intergovernmental and Legislative Affairs Division, the Legal Affairs Division and the Public Affairs Division. After 27 years of dedicated service to the citizens of San Diego County, Jack Drown s professionalism and integrity is reflected in an organization that stands as a model for all others to follow. 5

8 San Diego County Sheriff s Department LAW ENFORCEMENT SERVICES BUREAU SHERIFF S JURISDICTION These commands are augmented by the Law Enforcement Support Bureau that provides regional specialized investigative support and highly technical emergency support to the contract cities and the unincorporated areas of San Diego County. The Northern and Southeastern Commands provide basic law enforcement services to nine contract cities, as well as the unincorporated areas of San Diego County. N ORTHERN COMMAND Under the direction of Commander Robert Apostolos, the Law Enforcement Services Northern Command provides for law enforcement services in the contract cities of Del Mar, Encinitas, Solana Beach, Vista and San Marcos. This command is also responsible for law enforcement operations in all of the unincorporated areas of Northern San Diego County. 8

9 Annual Report 1999 SOUTHEASTERN C OMMAND Under the direction of Commander Charles Lane, the Law Enforcement Services Southeastern Command provides for law enforcement services in the contract cities of Poway, Santee, Lemon Grove and Imperial Beach. Like the Northern Command, the Southeastern Command is also responsible for law enforcement operations in all of the eastern and southern unincorporated areas of San Diego County. SUPPORT COMMAND Under the direction of Commander Alan Fulmer, the Law Enforcement Support Command is comprised of five specialized divisions as well as the Crime Laboratory and the Traffic Services Coordinator. These divisions are Emergency Services, Special Investigations, Central Investigations, Communications and Licensing. Together, they contain 26 different specialized details that provide an extraordinary level of highly technical service to the citizens of San Diego County. 9

The cities of Solana Beach, Encinitas, Vista, San Marcos, Poway, Santee, Lemon Grove and Imperial Beach also contract with the San Diego County Sheriff s Department for law enforcement services. Together, these nine incorporated cities and their 369,000 residents receive high-quality, multifaceted and cost effective law enforcement services. Working in partnership with each city, the San Diego Sheriff s Department allows for each city s individual needs and expectations to be met. Whether it is the department s tremendous wealth of personnel and resources, or the continual atmosphere of cooperation and communications, contract law enforcement has provided exceptional service to the residents of San Diego County for the past 40 years. In addition to the services provided to the contract cities, 24 unincorporated communities, representing an additional 415,000 residents are also served by the San Diego Sheriff s Department. The residents in these communities enjoy a level of service that is characterized by a strong partnership with the Sheriff s Department that works together to identify, prioritize and solve contemporary problems. In meeting these challenges the department draws upon a staff of over 4,000 dedicated personnel and the resources associated with a budget in excess of $270 million. 12 San Diego County Sheriff s Department DETENTION SERVICES BUREAU 1999 Total Bookings 111,592 Average Daily Inmate Population 4,879 Total Meals Served 8,938,510 Under the direction of Assistant James Marmack, Assistant Sheriff Sheriff Jim Marmack, the Detentions Services Bureau is comprised of three main operational areas. Working with an annual budget of over $117 million, the Detentions Services Bureau s seven facilities housed, fed and cared for an average daily population of 4,879 inmates in 1999 at an average cost of $72.84 per inmate. In addition, more than 220,000 inmates were booked, transported and eventually released in As a result, the San Diego County Sheriff s Department ranks as the fifth largest detention system in the United States. 13 Annual Report 1999 In 1999 inmate workers saved the County an estimated $10,000,000 DETENTIONS OPERATIONS AREA 1 D ETENTIONS OPERATIONS AREA 2 Under the direction of Commander James Decker, Detentions Operations Area 1 is responsible for the operation of the Descanso, George Bailey and East Mesa Detention Facilities. On average, these three facilities house 2,300 inmates per day. In addition to the detention facilities, three other programs and services fall under Detentions Operations Area 1; they are Industry and Inmate Programs, Facility Services and Food Services. Under the direction of Commander William Flores, Detentions Operations Area 2 is responsible for the operation of the San Diego Central Jail, the Vista and South Bay Facility and the Las Colinas Women s Detention Facility. On average these four facilities house 2,500 inmates on any given day. In addition to these detention facilities, the Budget Management and Population Management divisions of the entire bureau fall under the command of Detentions Operations 2. 14 San Diego County Sheriff s Department HUMAN RESOURCE SERVICES BUREAU Total Number of Employees 3,939 Number of Job Classifications 148 Number of Hours of Training 223,794 Number of Employees Trained 4,255 Number of Internal Affairs Complaints Received 374 Thomas Zoll, Assistant Sheriff Under the direction of Assistant Sheriff Tom Zoll, the Human Resources Bureau is comprised of five major divisions. The Personnel Division is responsible for recruiting, testing and hiring the most qualified candidates for all 148 job classifications in the department. Within this division are several units, including Recruiting, Background Investigations and Career Path Assessment. The Sheriff s Training Division is broken down into the Regional Basic Academy, the Corrections Academy, In-Service Training and the Weapons Training Unit and ranges. Number of Internal Affairs Disciplinary Actions 127 Number of Risk Management Claims against the County 269 The Professional Standards Division is responsible for the health, safety and conduct of all 4,000 employees of the department. The Internal Affairs Division is responsible for investigating and properly adjudicating citizen complaints against department members. The fifth division, Risk Management,investigates claims against the department, including civil liability cases and workers compensation claims. This unit also serves as the department s liaison with the Citizens Law Enforcement Review Board (CLERB). 14

15 Annual Report 1999 MANAGEMENT SERVICES Susan Walton, Executive Director Under the direction of Executive Director Susan Walton, the Sheriff s Management Services Bureau is comprised of four main divisions that provide administrative, technical and operational support to the entire department. The Records and Identification Division maintains all criminal and jail booking records, as well as specialized information on pawned items, juvenile contacts, stolen vehicles and missing persons. This 7-day/24-hour operation is also responsible for fingerprint identification and maintaining a regional fingerprint database via the CAL-ID Unit. The Data Services Division provides automation support for all Sheriff s Department applications including the CAL-ID and mug-shot systems, computeraided dispatch, personnel records, child abuse tracking and reporting, field reporting and property and evidence tracking. In addition to providing financial and accounting support for the department, the Financial Services Division performs all accounts payable and receivable activity, purchasing and inventory, invoicing and collection and petty cash disbursement. This division is also responsible for all department travel, tracking law enforcement equipment and forecasting and establishing billing rates. The fourth division, Budget and Payroll, is responsible for developing the annual department budget for the Sheriff s 77 operational units. Additional responsibilities of the Management Services Division include the Office of Facility Planning and Acquisition/Grants, as well as the Internal Service Funds office. Records and Identification used 65,137 Crime Incident Report Numbers and made 148 Inquiry, Registration and Verifications against the CAL-ID Fingerprint Database Budget and Payroll processed payroll documents for over 3,800 employees and provided funding for 77 operational units. Financial Services managed a budget of $271,204,

16 San Diego County Sheriff s Department PROFESSIONAL STAFF The Professional Staff of the San Diego County Sheriff s Department comprise approximately one-third of the total organization. Assigned to 148 different classifications, these hard-working individuals reflect a level of excellence that is typical of this organization. Many of these hard-working individuals are assigned to 24-hour operations such as the Records Division, Detentions, Crime Laboratory and the Sheriff s Communications Division. Other personnel are assigned to various offices in all parts of San Diego County. In addition to the 24-hour positions, professional staff members are a valuable part of countless committees and teams that make decisions on issues affecting every member of this organization. Working in partnership with the Professional Sworn members of this department, our Professional Staff consistently provides the highest quality of service to the citizens of San Diego County. 18 San Diego County Sheriff s Department MAKING HEADLINES The Daily Californian Section A-1 February 15, 1999 Overall 10.3% drop in crime rate in the nine cities and unincorporated areas patrolled by the Sheriff s Department. The Daily Californian Section A-1 March 9, 1999 Sentencing of Howard Pritchett for 1998 shooting of Deputy Rob Hobson, who was one of the arresting officers (Officer Hobson was awarded a Silver Cross for his actions during the incident). San Diego Union-Tribune Section B-8 April 17, 1999 Armed standoff near Lake Calavera between John Kelly and police from several jurisdictions. Among those involved were Sheriff s SWAT officers, ASTREA, K-9 units and negotiators. The Daily Californian Section A-1 April 30, 1999 Marilla Sundance Apartments qualified as a Crime Free Multi-Unit Housing Community. The certification was the first COPPS awarded. North County Times Section A-1 May 20, 1999 Among the details surrounding a 911 call to the Sheriff s Department was the caller s age. When Sarah Cousins mother collapsed, 3-year-old Sarah made the call. 18

North County Times Section B-3 August 6, 1999 Sheriff s Department s introduction of computer-based communications technology for patrol cars. The Daily Californian Section A-1 September 10, 1999 Conviction of Susan Eubanks, arrested by Sheriff s deputies for killing her four sons. The Ramona Sentinel Section A-8 August 26, 1999 Ramona s crime rate has dropped from sixth highest to the lowest in the county. San Diego Union-Tribune Section B-1 October 1, 1999 Sheriff s Department investigation of Basketball Coach Jeffrey Gagne s relationship and disappearance with a 16-year-old student. North County Times Section B-1 November 19, 1999 The County of San Diego developed pilot Domestic Violence First Response Team program. The Alpine Times Section B-3 December 30, 1999 Sheriff s Department s preventative measures against possible Y2K crimes. 19

20 San Diego County Sheriff s Department RESERVES SUPPORT DETAIL Law Enforcement Reserves 231 Search & Rescue Volunteers 117 Explorers 42 Total Number of Volunteers 390 Volunteer Hours 114,861 Savings $3,457, The Reserve Support Detail s primary mission is to provide additional trained resources to, and in support of, the San Diego County Sheriff s Department. This is accomplished with dedicated men and women volunteering their time, money and effort to provide responsive, professional law enforcement services to the people of San Diego County. C ITIZEN V OLUNTEERS Serving in a variety of functions, the ever growing cadre of Citizen Volunteers assist the Sheriff s Department in such areas as search and rescue, clerical support, underwater recovery and other vital support services. T HE EXPLORER PROGRAM Within the Reserve Support Detail, the Explorer Program offers young men and women under 21 years of age, the opportunity to examine their interest and aptitude for a law enforcement career. Created in late 1970 by then Sheriff John F. Duffy, the Explorer Program continues to play an important role in both the lives of young men and women, as well as the Sheriff s Department as a whole. 20

21 Annual Report 1999 SENIOR VOLUNTEER PATROL In 1999 over 237,000 hours of patrol were recorded, 28,000 office hours completed, 3,500 hours of special events held, The Sheriff s Senior Volunteer Patrol Program rose to nearly 400 participants in Designed to draw from the experience of citizens 55 years and over, this invaluable resource plays a significant role in the day to day operations of the San Diego County Sheriff s Department. Senior Volunteers perform a variety of duties including: Vacation home checks YANA (you are not alone checks) Issuing handicapped parking citations Abating abandoned vehicles Traffic control Citizen assists School patrols Graffiti abatement Fingerprinting Assisting with patrol, investigative, traffic and crime prevention functions. 25,000 vacation checks completed, and over 200 YANA checks conducted. By the end of 1999, nearly 400 volunteers were active in the program. Senior Volunteers also perform other important functions such as searching for missing juveniles, staffing storefronts, assisting with major events such as parades, fairs and community celebrations. Finally, Senior Volunteers have been actively involved in the Alzheimer s Safe Return Program as well as Operation Child Print. Our Senior Volunteer Program, a limitless pool of experience and a willingness to volunteer their time in service to the community. 21

22 San Diego County Sheriff s Department COMMUNITY ORIENTED POLICING & PROBLEM SOLVING T HE DEPARTMENT S COMMUNITY ORIENTED POLICING PHILOSOPHY IS BASED ON THE premise that both law enforcement and the community must work together to identify, prioritize and solve contemporary problems. As a result, this cooperative effort continues to improve the quality of life in our communities. The success of this program is evident in the department-wide commitment from all sworn and professional staff personnel who enthusiastically embrace the community policing philosophy in the course of their jobs. Our commitment to maintain an immediate and effective response to crime also encourages us to explore new methods of solving problems before they occur. Community Oriented Policing also relies on establishing COPPS personnel as independent problem solvers in permanent beats, where they enjoy the freedom and autonomy to operate as community-based problem solvers who work directly with the community, thus making our neighborhoods better and safer places in which to live and work. 22

23 Annual Report 1999 CUSTOMER SERVICE QUALITY IMPROVEMENT PROCESS (CSQIP) I N OUR SECOND FULL YEAR OF THE CSQIP, we took bold steps to shift the framework of past practice and organizational culture. The CSQIP has provided a blueprint for all current and future employees and will equip all of us to move together confidently and with a sense of purpose into the 21st Century. In the 149 years that this organization has existed, the one constant has been the certainty that continuous change has challenged our understanding of the basic foundation of this organization our mission, vision and core values and will continue to do so into the future. These elements are important in how we treat each other and help us understand the fundamental changes that need to occur within our organization to face the challenges of the future. With acceptance of a shared fate, progress and achievements will come from within us. The commitment of the men and women who work in this organization, regardless of their responsibilities, will remain steadfast for years to come. 23

24 San Diego County Sheriff s Department DEPUTY SHERIFFS ASSOCIATION DSA President Rusty Burkett ESTABLISHED IN 1954, THE SAN DIEGO County Deputy Sheriffs Association saw its membership rise to 2,000 deputies and corrections deputies in In addition to supporting and enhancing the lives of its members, the DSA continued to play an important leadership role in the community during the last year. This leadership role resulted in over $10,000 being donated to such benefactors as Crime Stoppers, the March of Dimes and the Veterans Hospital. Other donations were distributed to various youth organizations, senior homes and schools. THE SAN DIEGO COUNTY DEPUTY Sheriffs Association remains committed to enhancing the collective and individual welfare of its members as well as maintaining its strong partnership with the community. HONORARY DEPUTY SHERIFFS ASSOCIATION F OUNDEDIN1974BYSHERIFFJOHNF. Duffy, the Honorary Deputy Sheriffs Association is a prestigious organization of business and community leaders dedicated to supporting law enforcement countywide. These monies have helped to build and maintain such facilities as Duffytown and the Regional Firearms Training Center at Otay Mesa. IN ADDITION, THE HDSA HAS DONATED AN IMPRESSIVE list of equipment and supplies to such operations as HDSA President Robert Schwartz Crime Prevention, the Aviation Division, Search and Rescue, Juvenile Division, Special Investigations, the Narcotics Task Force and the 911 Communications Center. ASIDE FROM FACILITIES AND EQUIPMENT, the HDSA maintains the HDSA Education Foundation which offers scholarships for law enforcement administrators in the area of management and high technology training. WITH A MEMBERSHIP OF OVER 500, THE SAN DIEGO County Honorary Deputy Sheriffs Association has unselfishly given of themselves in order to make our community and our society a better place to live. 24
