As I reflect on our accomplishments, 2006 was a phenomenal year for public safety improvement in San Diego County. The alliances forged by the hard work of our personnel have served the citizens and visitors of the county well. The addition of the Fallbrook Heliport, enhancements to the inmate re-entry programs, our partnerships with the local Native American governments and improvements at the crime lab, are just a sampling of last year s achievements. Quality leadership and dedicated employees are the driving force behind our success. Our volunteers have logged hundreds of thousands of hours, serving the department and the communities, from the chaplains in the field and jail Sheriff William B. Kolender

5 Annual Report facilities, to the incredible contributions by the Honorary Deputy Sheriffs Association. The round-the-clock service provided by this department involves thousands of people, from the financial services section, who oversee our one half of a billion dollar budget, to the detention deputies maintaining order in our jails, to the patrol deputies keeping our neighborhoods safe. I would like to thank Walt Ekard, the County Chief Administrative Officer, his staff and the County Board of Supervisors for their unwavering support of this department and for public safety in San Diego County. They genuinely put safety and security first. Over the past twelve years, we have made great strides in collaborative efforts with law enforcement throughout the region. It is an honor to be Sheriff and I look forward to serving another term.

6 SAN DIEGO COUNTY SHERIFF S DEPARTMENT OFFICE OF THE SHERIFF Undersheriff Gore oversees a model law enforcement agency... Assisting the Sheriff with the overall management of the department is Undersheriff Bill Gore, responsible for the day-to-day administration and operations of the San Diego County Sheriff s Department. With a budget in excess of $560 million and a staff of nearly 4,000 employees, Undersheriff Gore oversees a highly professional law enforcement agency, spanning 4,200 square miles and serving a population of over 841,000. Included in that population are the contract cities of Vista, San Marcos, Santee, Lemon Grove, Imperial Beach, Poway, Encinitas, Del Mar and Solana Beach. Undersheriff Gore provides oversight to five operational bureaus Law Enforcement Services, Detention Services, Court Services, Human Resource Services and Management Services, as well as the Office of the Sheriff including, Media and Public Affairs,Legislative/Intergovernmental Affairs and Legal Affairs. 9 Annual Report MANAGEMENT SERVICES BUREAU MSB s divisions work to fulfill the department s Mission Statement. Under the direction of Executive Director John Chuck Gaines, the Sheriff s Management Services Bureau impacts every division and employee within the department. This bureau is responsible for financial and grant activities, budget preparation, payroll, central purchasing and supplies. In addition, the bureau is responsible for facility planning, construction and management, the regional CAL-ID program, criminal records and identification, information technology services, fleet management and inventory control. In 2006, the operating budget for the Sheriff s Department was $540 million, offset by $346 million in program revenues. The Contracts Management Division oversaw $100 million worth of revenue contracts and negotiated new law enforcement agreements with the North County Transit District, Barona Indian Nation, Grossmont School District and Imperial County. The Data Services Division launched a new civil accounting system in the Court Services Bureau and embarked on a program to systematically replace aged mobile computers and upgrade the wireless networks. The Jail Management System also underwent several changes to improve their overall performance and reliability while reducing operational costs. The Facilities Management Division MSB Executive Director John Chuck Gaines supervised the completion of the worked tirelessly in 2006, maintaining Fallbrook Heliport, improvements for 1,380 Sheriff s vehicles. Under the direction of Assistant Sheriff Earl Wentworth, the Law Enforcement Services Bureau operated with a budget of $178,147,318 and a staff of 1,334 sworn and support personnel. LESB provided law enforcement services to 465,553 residents of the unincorporated areas of San Diego County and to 410,008 residing in our nine contract cities. The success of LESB s mission in 2006 is due to the combined efforts of its diverse law enforcement teams. ASTREA AND FIRE / RESCUE The Sheriff s Aerial Support Detail has been in operation for 35 years, supplying air support services to all regional public safety agencies. ASTREA currently maintains an operational fleet of six MD 500 series helicopters, as well as two Bell 205 (Huey) helicopters. The Bell 205 helicopters have completed their second full fire season here in San Diego County. Throughout 2006, ASTREA fire crews responded to 298 fire incidents, delivering approximately 473,678 gallons of water. ASTREA pilots and crews were solely responsible for the aerial containment of several potentially dangerous vegetation fires during the past year. The Cold Case Forensic Team combines forensic and investigative resources to search for biological evidence, where testing capabilities at the time of the crime lead to a forensic dead end. The project is funded by a federal grant, with the San Diego Sheriff s Crime Lab becoming the first in the State of California to institute such a systematic program. The Crime Lab has also taken steps to use DNA technology to aid in solving street crimes. Criminalists from the lab s DNA section are examining burglary, robbery, and auto theft scenes for the presence of biological evidence. Their efforts yield DNA profiles that are matched against known suspects or submitted to California's DNA database. The result has been numerous matches or hits, that have led to suspect dentification and subsequent arrest. In cases where DNA hits do not occur, criminalists and investigators work with the District Attorney s Office to issue John Doe warrants. This new program takes the DNA profile from crime scene evidence and substitutes it for the name of the suspect. Once a warrant is issued, the statute of limitations on the crime stops running, meaning that the suspect, when identified and apprehended, will not escape prosecution. Once again, San Diego County is leading the way, being the first jurisdiction in California to use the John Doe Warrant Program. HORSE FIRE On July 23, 2006, the Horse Fire ignited in the east county and quickly grew from a local and state incident into a Type I Fire that utilized federal resources. The fire burned for 8 days and scorched 16,681 acres in the Cleveland National Forest. The Horse Fire exemplified our great working relationship with multi-jurisdictional agencies on the local, state and federal level. LATINO OUTREACH PROGRAM The Vista Station developed a comprehensive Latino Outreach Program designed to improve the quality of life for its residents and fostered working relationships with the San Diego County Office of Education, the Vista School District, the City of Vista, and the community. Together, they have taken a proactive approach to develop and sponsor educational workshops and training sessions with minority and community groups. Their goal is to promote a common understanding, improve cooperation, and reduce tensions within the city. The Vista Station has also taken an aggressive stance to protect the citizens of Vista, from violent crime, gang activity and drug abuse by adopting a zero tolerance policy. VALLEY CENTER SUBSTATION The Rincon Tribal Government donated $100,000 to the department in appreciation for our presence following a February 2006 triple-homicide. For nearly three weeks, the Valley Center Substation provided saturation patrols. They continue to work with the tribal government and social agencies to positively impact youth and prevent future violence.

12 SAN DIEGO COUNTY SHERIFF S DEPARTMENT DETENTION SERVICES BUREAU Nearly 100,000 new bookings were accepted at San Diego County jails... Under the direction of Assistant Sheriff Al Guerin, the Detention Services Bureau is comprised of three main operational areas. With an annual budget of $190 million, the Bureau s seven facilities accepted 100,000 new bookings which housed, fed and cared for an average daily population of 5,175 inmates, at an approximate cost of $100 per inmate, per day. In addition, the central kitchen prepared 28,000 meals each day at a median cost of 86 cents per meal. In 2006, a multidisciplinary behavioral group was formed at the Vista Detention Facility. The group was comprised of sworn, medical, and mental health staff, whose goal was to develop treatment plans for inmates with disciplinary issues. As a result, there was a dramatic reduction in the number of disciplinary interventions with this population. DSB Assistant Sheriff Al Guerin The Inmate Services Division recidivism through the development and completed the $1.4 million Family improvement of life skills necessary TIES grant, funded by the US for reintegration of adult prisoners Department of Education, to reduce into society. Working in conjunction with the Department of Corrections and Rehabilitation, San Diego

13 Annual Report County Probation, the District Attorney s Office and the Office of the Public Defender, a pilot program was developed that provides a continuum of services, beginning with early assessment of nonviolent felony offenders and culminating with graduation and re-entry into the community. The Las Colinas Detention Facility was awarded a two-year accreditation with special recognition for health services by the Institute for Medical Quality Health Care Committee. Also, the women s sewing program formed a partnership with the National Breast Cancer Education Foundation and began sewing 2,000 comfort pillows and cases for newly diagnosed cancer patients as part of the foundation s special Care Bag.

14 SAN DIEGO COUNTY SHERIFF S DEPARTMENT COURT SERVICES BUREAU CSB provides security for the third largest court system in the United States. Under the direction of Assistant Sheriff Jim Cooke, the Court Services Bureau operates with a budget of $50 million and provides security for the third largest court system in the United States. The San Diego Superior Court is comprised of 154 judges, commissioners and referees who reside in ten court facilities and service a region that spans over 4,200 square miles containing 3 million residents. This system manages over 600,000 civil and criminal case filings each year. $30 million of the Bureau s budget is derived from a contract between the Superior Court and the Sheriff s Department. 15 Annual Report 400 full-time employees, 283 of which are assigned to provide Court Security Services, making it the largest service contract managed by the Sheriff s Department. In 2006, the Court Services Bureau partnered with Superior Court, members of the Courthouse Tenants, and the Major Users Security Committee to focus on exterior door access at court facilities. Based on this collaboration, a new card tracking system was installed which resulted in a drastic reduction of access cards. The weapon screening stations had 4 million individuals pass through and detected over 19,000 potential weapons. The Bureau investigated 36 judicial threats, conducted 1,250 follow-up investigations and processed 743 extradition cases. Under the leadership of Assistant Sheriff Michele Braatz, The Human Resource Services Bureau is responsible for managing the department s most valuable resource: its employees. Human Resources impacts every facet of our employees career from recruiting, hiring and training, to payroll, discipline and, ultimately, retirement. In 2006, the Personnel Division hired 204 sworn and 239 professional staff members. They continue to take an aggressive stance to attract and retain qualified candidates to fill vacancies. The Payroll Unit ensured accurate and appropriate compensation for all employees while tracking the hours spent on specific work assignments and incidents. The Professional Standards and Training Division had 68 law enforcement deputies and 128 detentions/ courts deputies graduate from four academies and acquired 21 laterals in This unit also provided 292,000 hours of training to 5,899 department employees, meeting on-going mandates and training requirements. The Internal Affairs Division conducted 271 investigations and sustained charges in 133 cases. The Labor Relation Division provided instruction on basic workers compensation rules and mandated sexual harassment training to all department members. HRSB Assistant Sheriff Michele Braatz The Human Resource Services Bureau also managed 131 civil claims against the department and 101 CLERB complaints.

17 Annual Report DEPUTY SHERIFFS ASSOCIATION 2006 was both an exciting and challenging year for the entire DSA membership. The DSA and Sheriff s Department continue to enjoy open avenues of communication. We agreed to a two year extension of our contract which secured all of the present benefits for everyone in the membership. Our ability to recruit and retain new hires (including laterals) was strengthened with the inclusion of the county picking up the five and one-half percent retirement offset that was previously paid by employees. The County Law Enforcement Peace Officer Memorial is closer to becoming a reality with ground breaking scheduled to take place in May 2008 following the formal dedication in September of The location and memorial itself will be a true symbol of respect and gratitude to those in our profession whom have paid the ultimate price for keeping our communities safe. DSA President Ernie Carillo As the new incoming president of the Deputy Sheriffs Association of San Diego County, I look forward to continuing the open lines of communication with both Sheriff Kolender and the Board of Supervisors.

18 SAN DIEGO COUNTY SHERIFF S DEPARTMENT SHERIFF S MUSEUM & EDUCATIONAL CENTER Pride in our past promises hope for our future. ~ Former Sheriff John F. Duffy Centrally located in the heart of Historic Old Town and 100 feet from where the first cobblestone jail stood, you ll find the Sheriff s Museum and Educational Center. The museum opened its doors on November 17, 2001, and has hosted thousands of visitors from all over the world. A total of 18+ volunteers provided over 4,000 hours of their time to help make 2006 another successful year for the Museum. Special thanks to the Honorary Deputy Sheriffs Association for their continued support and assistance. Our largest donor in 2006 was HDSA Member George Hage whose generosity will enable the Museum to keep admission free and help us maintain various educational programs for our youth and the general public.

19 Annual Report HONORARY DEPUTY SHERIFFS ASSOCIATION HDSA is uniquely positioned to offer assistance to local law enforcement agencies, enabling them to carry out their missions more safely and efficiently. HDSA President Jeff Basford The San Diego County Honorary Deputy Sheriffs Association (HDSA) was founded in 1974 by former Sheriff John F. Duffy to unify law enforcement supporters and have one organization that would expressly support deputy safety and training. Since then, the HDSA has been serving the San Diego County law enforcement community through its many projects and donations totaling nearly $4 million. With a growing membership of nearly 750, the HDSA is comprised of local business and community leaders committed to supporting law enforcement throughout San Diego County. Through the generous donations of time and money from the membership, the HDSA is uniquely positioned to offer assistance to local law enforcement agencies, enabling them to carry out their missions more safely and efficiently. Under the direction of our 2006 President, Mr. Jeff Basford, and our 2006 Board of Directors, the HDSA was once again able to make significant strides toward our goals of supporting local law enforcement. In 2006, the HDSA raised $100,000 for improvements to the San Diego Crime Lab in Kearny Mesa, $27,800 for officer tuition and training, and allocated $210,000 for continued major improvements to the Miramar Training Facility. Our 2007 Golf Tournament will raise additional funds for the Crime Lab. Additionally, the HDSA owns and operates the Sheriff s Museum and Educational Center in Old Town, which educates and provides a historical perspective of local law enforcement to the thousands of children, and citizens who visit each year and all new employees who join the Sheriff s Department. The HDSA is the premier Law Enforcement support organization in the country, and we are proud to be considered partners with our Sheriff s deputies. We are looking forward to another successful year in 2007 as we continue to look for opportunities to serve and support their mission.

22 SAN DIEGO COUNTY SHERIFF S DEPARTMENT F ACTS ABOUT US The San Diego County Sheriff s Department was founded in 1850, the same year California became a state. We are the fourth largest Sheriff s Department in the United States, and we provide law enforcement services to nine contract cities and the unincorporated areas of the county. On average, we house 5,175 inmates in our detention facilities, twenty-four hours a day, seven days a week. We keep safe 171 court rooms, at ten courthouses throughout the County.
