On October 19 21, 2012, over 10,000 Scouts, Scouters and guests from across the Mid South will converge upon the Paul Battle Arena and the Tunica Exposition Center for America s second largest Scouting event, ScoutBase This year s theme The Call of the Wild and The Open Road, will bring the best that Scouting has to offer. Events and activities spanning from Scouting s beginning to the present have been designed to energize, educate and inspire young minds and will appeal to our youngest Tiger Cub to the most experienced Eagle Scout. 4 ScoutBase 2012 Program Activities GENERAL The program has something for everybody. Activities for ScoutBase 2012 are designed to blend old and new reflecting Scouting s timeless values. Scouts will have the opportunity to experience skills and activities that Scouts years before their time were required to achieve for various ranks. They will also be given the opportunity to attend classes to accelerate their own activities toward their Trail to Eagle. VENTURING BOY SCOUTS CUB SCOUTS The program for Tiger s, Cub s and Webelos will cover a broad range of activities. Cub Scouts will have the ability to work on select Belt Loop activities, competition activities as well as general fun activities. Cubs will also have a special Shooting Sports area as well as the opportunity to participate in various activities for a special ScoutBase patch. Loads of fun for Cubs of all ages. Boy Scouts will enjoy activities for the more experienced. Boy Scouts will have the opportunity to work on over 50 merit badges, ride mountain bikes, climb rock walls, transmit messages using semaphore/morse code, build fires, and navigate GPS courses. Scouts will also have opportunities to build structures using pioneering skills, test confidence on low COPE courses as well as participate in an awesome Boy Scout aged shooting area with new features.. Venturing Scouts will participate in Boy Scout activities throughout the day; but, will also have the opportunity to participate in a special evening activity, VENTURING THROUGH THE NIGHT! Boy Scouts ages 14 and up, with permission of their Scoutmaster, will be allowed to participate in this activity. These Scouts should learn the details and obtain their pass at the Venturing booth. OA The Order of the Arrow Service Corps will be on hand to participate and assist in events. Join your fellow brothers for fun and fellowship. 4

6 ScoutBase 2012 Program Activities for All SHOOTING SPORTS AQUATIC CENTER Ready! Aim! Fire! Cub Scout Shooting Area: Features multiple shooting lanes for BB guns and archery. Boy Scout Shooting Area: Features a high powered pellet rifle range, action shooting area and multiple shotgun shooting stations with 20 gauge shotguns. The G. W. Henderson, Sr. Aquatic Center is Mississippi s largest natatorium. The 39,000 sq ft. state ofthe art Aquatic Center features a 2,000 sq. ft. children s play pool with spray features, an 8 lane, 50 meter, Olympic competition pool with 17 ft. diving well, 1 and 3 meter springboards and 5, 7.5, 10 meter platforms. The Aquatic Center contains men s, women s, and family locker rooms, all equipped with private showering and personal lockers. Bring your swimsuits! TOWERS & BOULDERING LAKE ACTIVITIES Popular climbing walls will be on hand for Scouts to climb. In addition, this year we will have multiple bouldering walls for even more Scouts to participate in climbing activities. Grab a hold and climb! Boldering Walls are Cool!! 6 Bait a Hook Bait your hook and catch a fish or paddle a canoe! Our facility hosts two lakes where Scouts will enjoy lots of boating action including canoes & kayaks! 7 ScoutBase 2012 Shows and Special Events Official Opening Ceremony ScoutBase 2012 will officially kick off at 8:30 am in front of the Paul Battle Arena. The Mid south Naval band will be on hand providing a concert and color guard for the opening ceremonies. Council Executive Board The Executive Board of the Chickasaw Council will hold its bi monthly meeting at ScoutBase. The Board will meet with Council President Jason Hood for lunch at the Paul Battle Arena at 11:30 am. Following the meeting, Board members will tour ScoutBase to talk with participants. Off Site Activities ScoutBase extends beyond the natural encampment site to the Tunica Museum, Tunica Air Center and River Park. Bus transportation is available to these nearby attractions. Order of the Arrow Nothing goes straight to the heart of Scouts like Ice cream! There will be an OA ice cream social at ScoutBase look for details at the Information Booth. Saturday Evening Show Two traditional Boy Scout campfires will be held at ScoutBase. to allow all Scouts to participate. The times will alternate 7

8 ScoutBase 2012 Registration Guidelines The Chickasaw Council, BSA is pleased to present ScoutBase, a jamboree style Scouting event located in the Tennessee Arkansas Mississippi tri state area. We are pleased to invite other Scout councils to attend this event. ScoutBase evolves much like a National BSA Jamboree, taking years of planning to develop. Overnight the ScoutBase site transforms from a horse show arena and soccer complex into an 8,000 10,000 person multi night Scouting encampment. For full details go to Registration Documents The most accurate, complete and current source for information about Scoutbase Registration is the Registration Information Page of the ScoutbaseBSA web site. Registration Process Scoutbase 2012 encourages all Scout Units to use the Online Registration System. All early registration incentives are designed to encourage the use of the online Registration system. When using the online Registration system, you may conveniently pay online by credit card. You may also pay online by electronic debit/check against your bank account. All electronic payments made using the online registration system use secured, encrypted transmissions. You may still pay offline by manual check, but you must allow time for your payment to arrive at the Chickasaw Council Scout Office prior to any registration deadlines. Make your manual check payable to Chickasaw Council BSA and mail the check to the Chickasaw Council Scout Service Center, 171 S. Hollywood, Memphis, TN When you are ready to enter actual registrations, look for the Registration Portal link on the Registration Information Page. The registration process is broken into a few small transactions: Provide basic Scout Unit and Leadership Information (only once) Provide your Camping/Day Trip Status and pay your Camping fee (only once) Register and Pay Fees for Participants (several times, as needed) 8

9 ScoutBase Fees ScoutBase takes substantial resources to deliver a quality program to our Scouts. Registration fees cover all ScoutBase activities and include a 2012 event patch. No refunds can be extended. $30 Scouts (all Youth: Scouts, brothers, sisters and friends) $30 Scouters (all Adults: registered Scouters and non registered Adults) All registered participants will be issued a color coded wristband. These wristbands must be worn to participate in ScoutBase activities (some activities are restricted for youth of certain ages). Advance Registration Incentives Avoid onsite registration lines. All registered participants with fees paid and receipted by September 28, using the online registration system, will receive a free ScoutBase 2012 t shirt. This incentive is available to all Scouts, Scouters and those registered using the Family Registration process. Unpaid youth under 5 years of age, will not receive the free t shirt, even as part of a family registration. A single order for t shirts will be placed on October 2. No subsequent orders for free t shirts will be placed. Participants who missed the Advance Registration date, may purchase t shirts and event patches at the ScoutBase Trading Post or at the Chickasaw Council Scout Shop while supplies last. Pick up of Patches, T Shirts and Wristbands Chickasaw Council units should pick up their packages of patches, t shirts and wristbands from the Scout Service Center on October Units not able to pick up their packages at the Scout Service Center can pick up their package at ScoutBase at Onsite Registration, located near the arena box office. Special Family Registration Fee Scouting families are encouraged to attend ScoutBase. Families with multi member participants may register as a family for $90. This fee includes free patches and t shirts (if the September 28 deadline is met) for each family member, except for youth under 5 years of age. Any combination of adults and youth, all belonging to the same family, may be registered via this process. The first three members of each family will pay the $30 individual registration fee. Additional family members may be registered for free. See the Registration Guidelines and Registration FAQs (online) for more information about family registration. Brothers, sisters or friends who will participate in Boy Scout events or Cub Scout events must be registered and paid, based on age as: a Cub aged youth or a Boy aged youth. This means that some boyaged youth might be registered with a Cub Scout Pack, or vice versa. Brothers, sisters or friends aged four or less (under 5 years), may be registered at no charge. They will be given a Cub youth wristband and may participate in age appropriate events. Day Trip Participants 9

10 Units who plan to attend ScoutBase only on October 20, should also take advantage of the advanced registration process and avoid all registration lines at Scoutbase. These may also register and pick up their packages of patches, t shirts and wristbands from the Scout Service Center on October Units who do not register in advance, must register at ScoutBase at Onsite Registration, located near the arena box office. ScoutBase 2012 Camping Regulations Scouts and Scouters are guests of the Tunica County community. Camping onsite at ScoutBase is a privilege. The goal of the camping experience at ScoutBase is to provide a safe environment allowing participants to sleep, relax, cook and meet near the ScoutBase activities areas. Units desiring to camp at ScoutBase should follow Registration instructions. Campsites will be assigned by the ScoutBase staff and communicated to units beginning Oct 6. Council Commissioners will be on hand to assist in unit arrival. Camping at ScoutBase Units are encouraged to establish camp and enjoy the camping experience at ScoutBase; however, because of the size of the facility there are a limited number of campsites. Units can request the opportunity to camp by paying the required $50 campsite reservation fee. Units will be assigned campsites based on the paid unit registration totals (not estimated) as of October 5th. Regular campsites are 50 x 50 and will camp approximately 25 participants. Smaller campsites are 40 x 40 and will camp approximately 16 participants. Larger units will be assigned multiple campsites. There are several jumbo campsites that will camp over 100 participants. Some units may be asked to share a campsite; however, both units are required to pay the reservation fee. Campsites will be assigned by ScoutBase staff beginning October 6. Campsite assignments will be available online on the Campsite Information page. Arrival and Parking Units may arrive at the ScoutBase camping areas on October 19, after 3 pm. Upon arrival, the unit leader should check in with one of the Council Commissioners who will be onsite near the entrance to the camping area. Because of the very compacted camping area, units will only be allowed a brief unloading time, and should pre load vehicles accordingly. Vehicles transporting unit gear may proceed into the camping area to drop the gear and may park on the eastern and western edge of the camping area. If room permits in the camping area unit trailers can remain in the site; if not, they may be parked on the eastern and western edge of the camping area. 10

11 Vehicles transporting Scouts, should not drive into the camping area; instead, these vehicles should park in a parking lot and the Scouts walk to the camping area. Camping Rules At no time should vehicles drive on the sidewalks. A sub camp commissioner will be assigned to each area. The sub camp commissioner s campsite is designated on campsite maps. If a problem develops and he or she is unavailable, feel free to contact the camping headquarters, any staff member or ScoutBase Security. No open campfires are allowed at ScoutBase! This is a close quarter camping environment, only stove and charcoal cooking is allowed. Charcoal fires must be in fireproof containers and above the ground. All ashes must be stone cold and removed from the campsite. No digging is allowed at ScoutBase. All participants are encouraged to use low impact camping guidelines. Leave no Trace camping is in effect. Please dispose of trash in the large dumpsters located adjacent to camping areas. Do not leave leftover food on the ground. Dispose of properly. Please follow all waste disposal directions. Do not pour dirty water on the ground. Dispose of properly in gray water sinks. All hazardous materials must be stored properly and disposed of properly. Report hazardous spills to the ScoutBase camping staff. Taps is at 11:00 pm. 11

12 ScoutBase 2012 Safety & Security at ScoutBase To ensure a safe and successful ScoutBase, the following Safety & Security Plan is in effect. All Scouts, Scouters and invited guests participating in ScoutBase activities are asked to comply with this plan, as well as the policies, procedures and values of the Boy Scouts of America. Reporting Emergencies In case of law enforcement or medical emergency call 911. Notify the Operator I want to report an emergency at ScoutBase, and provide the exact location and specific necessary details. Callers should stay on the telephone and follow 911 operator instructions. The 911Operator will set in motion prearranged plans for dealing with the particular problem. The 911 Operator is in contact with ScoutBase officials. Onsite Security at ScoutBase ScoutBase has its own Security team. ScoutBase Security will assist with traffic, parking and security needs at ScoutBase. Members of ScoutBase Security will patrol the encampment day and night throughout the event. If you have a problem contact a ScoutBase Security member, any ScoutBase staff member or go to any Information Booth. An Emergency Operation Center (EOC) will be staffed 24 hours a day from Friday October 19, 5pm, through Sunday, October 21, 10 am, with representatives of BSA and authorities. EOC is located in the center of the Pavilion Building. The EOC is the central point to handle minor medical emergencies and ScoutBase security issues. In addition to the EOC, there is a separate First Aid location near the entrance to the C camping area. Law Enforcement ScoutBase activities take place primarily at the Tunica Arena & Exposition Center, located on property that is just outside the municipal city limits Tunica in Tunica County, MS. As such, the Tunica County Sheriff s Office has law enforcement responsibility at the encampment. Tunica County Sheriff s Deputies will be onsite at ScoutBase during the entire event. Medical Services Minor cuts and scratches should be taken care of on the unit level or referred to the ScoutBase EOC or ScoutBase First Aid location (identified by the star of life symbol). Advanced Life Support (ALS) ambulances are available at ScoutBase, in case of life threatening injury or incidents. These may be alerted by contacting 911 to report the incident. Should a medical transport become necessary, ambulances will be dispatched to Baptist (Desoto) Medical Center. When such service is needed to facilitate treatment of injuries, air ambulance service is available. 12

13 ScoutBase 2012 General Information Uniform of the Day The official uniform for the weekend including Saturday activities is the ScoutBase t shirt and Scout pants, or a full complete Scout uniform. Unit leaders are encouraged to help enforce this policy. Religious Services Jewish, Protestant, and Catholic worship services will be held during the weekend activity. All Scouts and units are encouraged to participate in their faith religious observance. Units are also encouraged to conduct their own faith services if desired. Trading Post A fully stocked trading post will be available throughout the event. A large selection of commemorative ScoutBase 2012 merchandise will be available including t shirts, caps, mugs, patches, and hatpins. Home Away From Home Spending too much time walking to and from camp for the littlest things? Back by popular demand is Home Away From Home. Upon request each unit will be assigned a covered 10x10 stall at no additional cost in which they can store unit gear, lunches, or anything else the unit wishes to access easily during activity hours. This also provides a meeting place that is just feet away from the center of excitement. Units will need to provide their own lock if desired. ScoutBase is not liable for any missing or stolen items. All stalls must be cleaned out prior to departure on Sunday. Bus Transportation There will be bus transportation to all of the site venues. There will be no charge for this service. Leader Orientation Receive last minute details and enjoy the fellowship of hundreds of other unit leaders. The leaders will be held beginning at 9:30 pm on Friday, October 19 in the Paul Battle Arena. Food Service and Concessions Concessions will be available for all meals all weekend. However, units may certainly provide their own meals to members and families, as long as the fire policy is followed. Youth Protection Policy in Effect Child abuse is against the law! The Boy Scouts of America does not tolerate any form of child abuse. Completion of the BSA s Youth Protection Training for Volunteer Leaders is required for every unit attending ScoutBase. 13

14 All units are responsible for administrating this training, which helps prepare leaders to fulfill the youth protection responsibilities of the leader s position. The training contains information to enable leaders to identify and report suspected child abuse. It also sets forth in details BSA s Youth Protection policies. Leaders must report all cases of suspected abuse to a BSA professional. It is the leader s responsibility to believe any youth s claim of sexual molestation or abuse of any kind. Youth will only tell leaders whom they feel have their trust, and leaders must respect that trust. BSA requires compliance to Youth Protection policies through the reporting any disclosures to a designated BSA professional. Lost and Found A Lost and Found area will be located in the EOC in the center of the Pavilion Building. Persons seeking lost articles should report to the Lost and Found area and complete an identification card describing the missing item. Insurance & Claims Secondary accident insurance will be provided to registered Scouts and Scouters attending ScoutBase. The insurance will be effective during travel from their homes to the ScoutBase site, while at the site and during the return trip. As in the case of all insurance policies, prompt notice of any insured loss is necessary. Forms are available at the EOC or the Service Scout Center. Restricted Items Firearms, live or blank cartridges, and explosives of any kind (including fireworks) are not permitted at ScoutBase. Additionally, personal bicycles, skateboards, roller skates, and in line skates will not be permitted. Alcohol and illegal narcotics are prohibited. Pets With the exception of ADA animals; pets are not allowed at ScoutBase. For additional information, visit us on the web at 14
