3 Cass County, North Dakota Sheriff since 2007 Each day I back out of my driveway, I tell myself that today is another day to show the people of Cass County they picked the right man for the job! My personal philosophy is Servant Leadership; that is, I belong to the community and I must give them the best I can give them each and every day I don the uniform of the Cass County Sheriff. Through this philosophy, and the dedicated men and women of the Cass County Sheriff s Office, we are able to bring the best of the best to serve the people who count on us every day. 7 - Continued - Work Release Program In 2013, 145 inmates were granted work release while residing at the Cass County Jail. Inmate eligibility for the Work Release Program: 1. Minimum security inmate 2. No escape convictions 3. No holds from other jurisdictions 4. Clean drug test 5. Prefer a current, full time and verifiable job Mental Health 24/7 Sobriety Program SCRAM Bracelet Drug Patch Twice-a-Day Breath Test Cass County Sheriff s Office has one Clinical Mental Health Coordinator (CMHC). In 2013, 3,405 individuals booked into the Jail and Juvenile Detention were flagged for a mental health assessment and 2,523 were seen by the CMHC. CIT Training, which is training for criminal justice personnel in responding to people in mental health crisis, was provided regionally three times in Inmate Projects (Volunteer Work) Fairground & Horse Park maintenance & sandbagging during 2013 flood: 1,474 hours Page 7
8 - Continued - Jail Chaplains is a 501( c)3 non-profit which partners with the Sheriff s Office to provide faith based program in the Cass County Jail. All services are provided by private financial donations Dessert Social & Fundraiser Chaplain Mike Sonju, Chaplain Elizabeth Williams and a team of twenty-five volunteers lead 20+ hours of faith based programs in the jail each week. Programs include: Bible studies Mom s In Touch / Dad s In Touch Celebrate Recovery Anger Management Knitting Church Services. Attendance at the Jail Chaplains programs in 2013 was 7,345. Their volunteer team invested 1,430 hours leading the faith based programs and sharing the love of Jesus with the inmates. CCSO Family Night at Thunder Road The unique partnership between the Sheriff s Office and Jail Chaplains is an important part of the goal set forth by Sheriff Paul Laney to give men and women the opportunity to leave the jail healthier members of society than they were upon arrival. The Jail Chaplain team brings hope of a brighter future! Jail Chaplains also supported the Sheriff s Office team by hosting a family event at Thunder Road for the team to play together. Page 8

Ed is certified for Narcotics Detection through the US Police Canine Association and the National Police Canine Association. Ed was deployed in 2013 and alerted to narcotics, which resulted in the seizure of $2,730. Page 9
10 - Continued - Motorcycle Patrol The Motor Unit conducted over 148 hours on enforcement efforts in target locations within Cass County. An additional 51 hours were dedicated to public relations and community events. To include: 61 for 61 Escorting the Patriot Flag Tour ABATE Open House Davenport Community Days Night to Unite Events throughout Cass County Fargo Police Community Picnic Investigations / Narcotics New cases assigned: 219 Narcotics cases: 51 Search warrants served: 24 Operation Rover Rescue: In 2013, deputies responded to an animal welfare call for service in rural Wheatland, ND. An investigation resulted in the seizure of over 170 dogs, very much in the need of evaluation and treatment. The dogs were treated at the Casselton Veterinary Clinic. The dogs were put up for adoption and placed in loving homes with the assistance of 4 the Luv of Dog Rescue in Fargo. Page 10
11 - Captain Mike Argall - Training Firearms Training: Tactical Training: 492 hours 292 hours Corrections Emergency Response Team (CERT) 44 hours Airboat Training 88 hours Sheriff s Reserve Unit Citizen s Academy Thirty-three citizens completed the Cass County Sheriff s Office Citizen s Academy during a fall & spring of In 2013, 27 individuals served in the Sheriff s Reserve Unit, volunteering their time for a total of 7,896 hours. School Resource Deputy Program Two SRDs are assigned to rural Cass County Schools. Classroom : 487 hours Mentoring: 910 hours Law Enforcement: 334 hours Administrative/ 863 hours Advising hours: In 2013, SRDs conducted an AT&T Texting Campaign, organized guest speakers within their schools, implemented school safety strategies and regular involvement in child welfare cases. Cass County Government participated in the 2013 United Way Campaign Page 14
15 Casselton, ND Train Derailment On December 30, 2013 at approximately 2:13pm, a westbound grain train derailed 1/4 mile west of Casselton, ND. An eastbound oil train struck the derailed grain train causing the oil train to also derail, thus releasing approximately 450,000 gallons of bakken crude oil. The rupture of 18 tank of the 20 cars carrying the oil resulted in fire and numerous explosions. Thankfully, there were no injuries as a result of this incident due to the combined efforts of BNSF employees, local first responders, local, state and federal assistance/resources and the citizen s of Casselton, ND. First responders arrived on the scene of the wreckage within minutes. The intense heat and explosions prohibited first responders from battling the flames. Incident command was set up at the Casselton School with Cass County Sheriff Laney in command. A recommended evacuation of Casselton was issued due to the health hazards created from the burning oil. Burlington Northern Santa Fe Railway representatives assisted in strategizing a response. The extremely cold temperatures and the engulfed, unstable wreckage limited fire fighting options. The fire was ultimately monitored and allowed to burn out. Clean up from this incident continued well into the spring of N.T.S.B. invested the derailment and deemed the initial derailment was caused by a broken axel. Page 15

Sworn deputies serving the Cass County Sheriff s Office in a distinguishable manner for 20 years or more are also eligible to receive this award.
