1 DEPARTMENT: POLICE DIVISION: OPERATIONS DEPUTY POLICE CHIEF CHARACTERISTICS OF THE CLASS Under the general direction of the Chief of Police, is responsible for supervisory and administrative activities of the Police Department. In the absence of the Chief, may be asked to command the department. Supervises subordinates through personal observation, written reports, and results obtained. Performs other work as required. EXAMPLES OF DUTIES A. ESSENTIAL FUNCTIONS Coordinates activities of Commanders, Lieutenants, Sergeants and non-sworn managers and supervisors; reviews departmental activities with respect to overall goals and makes necessary recommendations. In absence of Chief, if assigned, assumes command of department. Assists Chief in all duties including budgetary, administrative, and procedural. Supervises and participates in the activities of the assigned units. Assists with the development and implementation of department policy and procedures. Meets with civic groups, news media, and other groups to discuss police department goals, activities, and programs. Meets all standards for Police Officer certification under Florida law. Read, analyze, and respond to daily administrative paperwork. Construct Department operating budget and capital outlay schedule for each fiscal year. Enforce all applicable State and Federal laws, municipal ordinances, and Departmental Policy. Coordinate all internal affairs investigations within the Department.
2 Oversee activities of emergency response teams (SWAT, Dive, Crisis Negotiations, etc). Assume operational command of all sworn personnel during disaster operations. Research and respond to complaints or questions involving the False Alarm Ordinance. B. MARGINAL FUNCTIONS Assume command of other bureau/divisions in absence of Commander. Maintain the ability to complete the job tasks of Commander, Lieutenant, Sergeant, or Police Officer. Develop specifications for specialized equipment bid process. Prepare and approve Department purchase orders. Perform routine and unannounced inspections of personnel, vehicles, and facilities within the Department. Review Federal, State, and local laws to include statutory changes and case law. Review vehicle usage/maintenance records on Department vehicles. Represent the Chief of Police at meetings, functions, and program presentations as requested. Operate office machines, to include personal computer, calculator, typewriter, telephone, etc. Compose items of correspondence as assigned by the Chief of Police. Research and prepare various reports as assigned by the Chief of Police. Complete mandatory training as required to maintain CJSTC certification. Administer and audit the Investigative Imprest Fund as required by Department policy. Collaborate with other law enforcement agencies. Any other duties deemed necessary by the Chief of Police.
3 REQUIREMENTS A. TRAINING AND EXPERIENCE Bachelor s degree from an accredited college and eight (8) years law enforcement experience or a Master s degree from an accredited college and six (6) years law enforcement experience. Experience must be in a state or local governmental law enforcement agency, four years of which are in management, budget supervision, or other general administrative functions. The individual must be certified as a Florida Law Enforcement Officer, or have the ability to obtain the certification from the Florida Department of Law Enforcement Criminal Justice Standards & Training Commission. Internal candidates must currently serve at the rank of Commander in the Melbourne Police Department and have successfully completed probationary status in the position. Must possess a valid State of Florida Drivers license. Applicants may possess a valid out of state driver's license and obtain the Florida license within 10 days of employment. B. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of department rules, regulations, and procedures. Knowledge of Federal, State, and local criminal, juvenile, and traffic laws. Knowledge of personnel resources allocation theories, methods, and procedures. Knowledge of management techniques, and of the principals and practices of leadership and supervision appropriate to management of large organizational units. Knowledge of court policy and procedures, of the laws and procedures of search and seizure, and of the laws and procedures of evidence and arrest. Knowledge of City budgeting and City/Department personnel rules and procedures. Knowledge of crime prevention; knowledge of criminal investigation theories, methods, and procedures. Knowledge of City geography. Ability to analyze situations and make decisions. Ability to express ideas clearly and concisely, both orally and in writing. Ability to interpret program objectives and policies. Ability to plan, assign, and supervise the work of others.
4 Ability to utilize effectively resources and manpower. Ability to establish and maintain an effective working relationship with others. Ability to apply principles to solve practical problems. Ability to define problems, establish facts, and draw valid conclusions. Ability to handle sensitive public contacts. Ability to analyze problems quickly and take action under stress. Ability to read, write, and speak in the English language. Ability to develop and implement long-range goals and objectives, and to develop the same skills in subordinates. Ability to recognize and resolve organization conflict. Ability to develop and maintain strong communication and interpersonal skills. C. PHYSICAL AND MENTAL REQUIREMENTS Ability to operate motor vehicles equipped with standard features and specialized emergency devices. Ability to hear and understand conversation in a normal tone of voice. Ability to use senses that include sight, smell, hearing and touch. Ability to see and read letters, numbers, words, characters, and symbols that are both large and small, as well as identify colors. Ability to print and draw letters, numbers, words, characters, and symbols. They must be legible and understood by others. Ability to move back and forth and sideways while in a bending, kneeling, or squatting position. Ability to stay in a bending, kneeling, or squatting position for periods less than 30 minutes. Ability to go from a standing or sitting position to a bending, kneeling, or squatting position, or vice-versa, periodically.
5 Ability to learn complex tasks and remember how to complete tasks without assistance once trained. Ability to walk, stand, or sit for periods longer than 30 minutes. Ability to lift, carry, push, or pull items which weigh up to 40 lbs. unassisted. Ability to hold items with weigh between 1-10 lbs. for a period less than 10 minutes. Ability to work at night in dimly lit conditions as necessary during inclement weather. Must be, or have the ability to be, respirator certified. Ability to qualify with firearm in accordance with state and department requirements. Ability to qualify with protective instruments in accordance with state and department requirements.
