Please be aware that subj nominations are to be made directly by the nominator via the following link: a. or b. go to the Governor General of Canada website, to the horizontal drop-down menu and selecting Honours, then Nominate Someone. The instructions are straightforward and the process streamlined for efficient and rapid processing of nomination. No nominations for this medal are to be forwarded to RCSU Central for action, and any previous nominations submitted IAW the November 2017 deadline must be submitted through the aforementioned website by the nominator. High School Credit Opportunity for Cadet Summer Training (Co-op) 2. The intent is to continue the Cadet Summer Training High School Credit program for summer 2018 CTC, in ongoing collaboration between RCSU Central and the Upper Canada District School Board (UCDSB). This program enables Central Region cadets participating in certain cadet summer training activities to earn up to two secondary school co-op credits. To be eligible, a cadet must: a. be a registered student at any Ontario Ministry of Education recognized secondary school; 1/7 RO 02/18(Feb)
2 b. have already completed some secondary school credits (preferably including Career Studies GLC 20); and c. be accepted to one of the following summer training activities at a CTC in Ontario: 1) Staff Cadet, any six week course; 2) Advanced Aviation Course (3-wk in Trenton); 3) Advanced Aviation Technology Course (Airport Operations or Aircraft Maintenance offered at Canadore College); or 4) the Advanced Aerospace Course in St-Jean QC. 3. The cadet summer training activity is conducted as normal. To earn credit, cadets must complete some pre-course activities, perform some daily/weekly recording (journaling, log, Blog, personal reflections ) and submit a final project/presentation (PowerPoint presentation or similar). While some support will be offered by CTC staff, cadets are responsible for all coop program work and assignments, which must be completed in their free time. 4. Cadets should be informed of this opportunity now, while planning their summer training applications. Cadets applications/nominations to summer training are submitted in the usual manner through FORTRESS, and once they are selected and accept an offer of participation, they can apply for the co-op program separately through the UCDSB website. The UCDSB website will be updated and activated in late March to reflect the summer 2018 co-op semester and the associated cadet co-op offering. Questions can be addressed through your Z Trg O. J3 REGIONAL TRG Music Clinics Reference: CRCI 4503, Music Training 5. Music clinics are designed to supplement and enhance corps/squadron music training and are conducted annually between September and end-february. 6. Requests are to be completed using the Clinic Request form at Annex B to the CRCI to initiate the request.this form is to be submitted directly to the Area Music Co-Ordinator with a copy to the applicable Area Office, at least two months prior to the date(s) being requested. This form may be submitted electronically. 7. Hosting and participating corps/squadrons are responsible to complete and submit the Music Clinic Information Form not later than (NLT) 30 days prior to the clinic. Instructional support to music clinics is at the discretion of RCSU Central. This support may not be provided if the procedures and/or deadlines are not adhered to. 8. The Army Cadet has softened the selection criteria for the Quinn Award. The Level 5 musician requirement has been lifted to provide more flexibility in recognizing the contribution a cadet made to the music program. This change stays with the spirit of the Award. 2/7 RO 02/18(Feb)
3 10. IfRegions have cadets that, while not qualified Level 5, are participating well beyond what one would expect of a Level 5 cadet, by all means send in the nominations. I just ask that to compensate for the lack of qualification, a narrative is submitted to support nomination of the award. 11. The ACLC will try, as much as possible, to be as flexible as possible. The music program is one of the most expensive optional programs to run and one of the hardest to find qualified instructor s for. Sometimes we do get unique cadets, though lacking qualifications, do everything possible to get some sort of sound out of an instrument and support the local music program. The award was created as a legacy to his desire to promote music in the Army Cadet movement has established annual awards for outstanding Army Cadet Musicians. This isn t just about how well one plays an instrument. J5 AIR TRG PLANS National Course Interviews 12. National course interviews, including IACE, will be conducted on Saturday, 10 Feb 18. All cadets that have applied for a National Course must attend an interview as part of the selection process, EXCEPT those cadets that were not successful on their Flying Scholarship exam. The following National Courses require an interview: a. International Air Cadet Exchange (IACE); b. Power Pilot Scholarship (PPS); c. Glider Pilot Scholarship (GPS); d. Advanced Aviation Technology Course - Airport Operations (AATC-AO); e. Advanced Aviation Technology Course - Aircraft Maintenance (AATC-AM); and f. Advanced Aerospace Course (AASC). 13. Any cadet that did not pass their Flying Scholarship exam can no longer be selected for a Flying Scholarship and their application will be cancelled in FORTRESS. There will be no practice interviews allowed for cadets that were not successful on their Flying Scholarship exam or any cadet that has not applied for a National Course. 14. IAW CATO 51-01, Annex B, para 46(s), Cadets who are RTU from the GPS for lack of aptitude, motivation and/or application, misconduct, repeated air sickness, poor academic performance, failure on the TC written examination, failure to fly solo or failure to pass the final flight test, shall not be eligible for the PPS. Cadets who are RTU from the GPS for reasons out of their control (e.g. compassionate or medical), shall be eligible for the PPS. 15. An interview schedule will be provided from the ACL - Ontario Provincial Committee NLT 31 Jan 18. Please ensure that cadets and parents are aware of the date and location for their particular interview board, as we will not be able to re-schedule cadet interviews due to family commitments, squadron activities or miscommunication on the part of squadron staff. As the Regional Biathlon competition will be conducted on the same day, those cadets participating in the competition will be accommodated for an interview. 16. All Squadron COs/staff are to direct their questions regarding the National Course selection process to your applicable J3 Z Trg O first, after review of the OPC 2018 National Courses Handbook for SSC and Squadron Staff. J6 INFORMATION MANAGEMENT Official Communication 3/7 RO 02/18(Feb)
4 17. To comply with Treasury Board Policies and Standards, only official addresses, such as those ending use the DND signature block. 18. Personal accounts or servers are not official forms of communication and should not appear to be as they do not meet standards outlined in the Privacy Act or the Access to Information Act. Unclassified and Protected Information 19. Government organizations must adhere to the Privacy Act and protected information at a higher level than outside organizations or even themselves. While we may find information considered Protected A on the open internet, we must only store and transmit Protected A information on CCO Net or the DWAN. This includes using CCO Net Outlook account over personal s to transmit Protected A information. 20. Protected A information, if compromised, could reasonably be expected to cause minor and non-lasting injury to individuals or corporate bodies. Protected A information includes: a. personal information described in the Privacy Act (e.g. Race, national or ethnic origin, colour, age, education, marital status but NOT containing highly sensitive data); b. personal identifiers which include Service Numbers, PRI; c. an individual s linguistic profile; d. CF Members Military Personnel Record Resume (MPRR); and e. home address, phone number, personal address, relatives names of named individuals. 21. Protected B information can only be stored or transmitted using the DWAN and PKI Entrust. This information must not be stored or transmitted on CCO Net or personal accounts. 22. Protected B information is information that, if compromised, could reasonably be expected to cause serious injury to individuals or corporate bodies. Protected B information includes: a. legal records, including correspondence of legal assistance to DND/CF officials; b. letters of complaint, criticism or injury; c. information about law enforcement investigations; d. personal information concerning discipline, evaluation, grievance or harassment; e. information detailing financial matters about an individual (loans, debts, etc.); f. personal information regarding opinions, character references, personal evaluations or conflict of interest; g. personal medical records; and h. information relating to an individual s religious or political belief and associations or lifestyle. 23. Members can find more information in SharePoint on the designation and classification of information. An Aide Memoire on the classification and designation of information can be found in the SharePoint Library under 18 Information Management. 5 J8 FIN SVCS LSA and Training Claims 24. For all Areas except NGTA all claims related to training or LSA are to be submitted to the J8 Section of RCSU Central. NGTA still has a J8 representative embedded within the Area. 25. To date we have received relatively few LSA claims. Units are reminded that the allocation for LSA is Fiscal Year based. This means that the current allocation will not be available after this fiscal year ends (31 Mar 18). 26. LSA claims will need to be in to the J8 Section NLT 15 Feb 18.The J8 section cannot guarantee processing within the current fiscal year if claims are received after that date. 27. If claims are not processed within the current fiscal year (allocation) then the amount of the claim that did not meet the deadline will come from next fiscal year s allocation. Therefore itis in the Corps/Sqns best interest to submit claims as soon as possible. FIRST AID Interim First Aid (FA) Policy Guidance Central Region Refs: A. CMP Instr 03/16, First Aid and Cardiopulmonary Resuscitation Training, 30 Oct 16 B. CATO 14-15, First Aid Requirements and Training C. CRCI 3502, Reimbursement of Certification Fees D. CATO 21-03, Cadet Corps/Squadron Establishments, Staffing Priorities and Authorized Number of Paid Days E. DAOD , Cadet Organizations Administration and Training Service 28. St. John Ambulance (SJA) First Aid Instructor (FAI) is a national qualification granted by National SJA through DND Special Centre. A Military FAI is only permitted to instruct Military and CCO personnel; Cadets, CIs and League Partner (CV) personnel unless otherwise authorized and approved by the local community SJA branch. The course load for First Aid (FA) training is 1 instructor for 18 students, there are no exceptions. 29. CCO Units who wish to conduct FA Training must, as with any optional training activity, plan it in conjunction with the local sponsor and approved by the Area Office. Approval by Area does not constitute authorization or support under ref C. This requires that units and the instructor are on volunteer status for the attendance register for these activities. 30. Units who wish to avail themselves of ref C, which can include but is not limited to Specialist Pay and TD for the Mil FAI, and pay for the members outside of the normal pay envelope in ref D, must seek authorization from their respective Area Offices, notwithstanding ref E. An FAI may volunteer to instruct any CF unit (Reg F or P Res) at any time and request publications in support of FA training, but cannot seek any remuneration. If a unit other than a cadet corps/sqn wishes to make pay available to the FAI then approval must be sought as set in ref E through your Area Office and chain of command. 31. Corps/Sqns and FAIs may order FA student reference guides (FARG) and training equipment through their local RCSU Supply Warehouse to support FA training. Only an FAI may order exams, and instructor guides, in support of FA training; materials ordered are at no cost to the units. Maintenance and equipment deficiencies should be reported to both the RCSU Central Zone FAIT and respective supply sections. It is recommended that each Area Office have a supply of 40 FARGs available to support training. If an FAI requests training materials other than publications to support training for non CCO units (e.g. other CF Units) they must get approval from the Area Office due to the high maintenance cost. 5/7 RO 02/18(Feb)
6 32. FAI may be required to provide training materials (gloves, bandages, or splints, etc.) at own expense unless otherwise provided by Area supply, Blackdown CTC, or RCSU Central Stores. RCSU Central and CTCs have a very limited supply of gloves, face shields, bandages, and other materials available to support training. Each Area Office should have a list of available material to the FAIs in their Zone that may support training and, if opportunity funding becomes available, First Aid Training and supplies should be considered. Supply sections should consult with the local or Zone FAI/FAIT for recommendations. All FAI and FAIT should identify themselves to their respective Area Supply section to facilitate training. 33. All Central Region FAIs and FAIT are requested to self-identify to the CFB Borden/RCSU Central FAIT Coord, Mr. Mark Stark at Mark.Stark@forces.gc.ca or extension 3776 to ensure dissemination of information/directions received from DND Special Centre in a timely manner. 34. Ref C, Interim Guidance for CT s is NOT active and not to be followed. This document is awaiting removal. 35. Corps/Sqn may discuss with the FAI the type of FA training and tailor lessons taught to satisfy both refs A and B. 36. Mental Health module is mandatory for Standard First Aid, it is not required if Lesson 19 is taught to as part of the standard Reg F and P Res member course. PUBLIC AFFAIRS Monthly Theme 37.
