Air Cadet Dress Instructions CATO 55-04, Annex A 1. Squadron Standing Orders are issued under the authority of the Commanding Officer. These Standing Orders outline the established policies and procedures as carried out by the Squadron and are to be adhered to by all cadets, civilian instructors, and CIC officers. 2. The Standing Orders are to be reviewed by all members of the Squadron prior to 30 September of each training year. 3. All cadets, civilian instructors, and CIC officers will read the Standing Orders annually, and will comply with all articles contained within these subject orders. 4. All cadets, civilian instructors, and CIC officers who perceive a need to amend the Squadron Standing Orders may make application to the Commanding Officer, in writing, to amend the order(s) in question. At the discretion of the Commanding Officer, the Standing Orders will be amended and re-published accordingly. 5. The Standing Orders shall be reviewed on change of command by the incoming Commanding Officer. The incoming Commanding Officer shall issue amendments at his/her discretion. A. 7 1.1 COMMANDING OFFICER (CO) PART 1 TERMS OF REFERENCE OFFICERS The Commanding Officer shall carry out all duties as outlined in CATO 11-36, Annex S. He/She is responsible to the Region Cadet Officer (RCO), through the Detachment Commander (Det. Comd.), for all cadet matters, training and administration of: Cadet Instructors Cadre (CIC) Officers, civilian instructors, and cadets serving with the Squadron. 1.2 Deputy Commanding Officer (DCO) The Deputy Commanding Officer shall be responsible to the Commanding Officer for carrying out all assigned duties. He/She shall carry out all duties as contained in CATO 11-36, Annex T (when published) and shall: Assist the Commanding Officer with carrying out his/her duties; Carry out all duties of the Commanding Officer in his/her absence; Carry out the duties of the Standards Officer in his/her absence; and Carry out all other duties assigned to him/her by the Commanding Officer. 1.3 Training Officer (Trg. O) The Training Officer shall be responsible to the Commanding Officer for carrying out all assigned duties. He/She shall carry out all assigned duties as contained in CATO 11-36, Annex U (when published) and shall: Develop a training program in accordance with established cadet training directives as found in the CATOs; Prepare and maintain the annual training charts, DND 1964s, Individual Training Records, training files, and other associated records; Plan the yearly training schedule and assign qualified instructors to individual classes; Assist and supervise instructors and senior cadets in the preparation and presentation of their classes; Arrange to obtain guest speakers and other voluntary instructors to supplement squadron staff; Co-ordinate, and advise the Commanding Officer on, the Squadron s special training projects, exercises, and citizenship tours; Select and submit requests for training aids, office supplies, and materials to carry out the objectives of the training program; Issued: 6 Dec Last Updated: 6 Dec 2011

8 Ensure the Squadron is in possession of all required training material and reference manuals; Organize squadron drill, ceremonial parades, and inspections; Ensure that the training program is completed; Recommend individual cadets for promotion and summer camp positions; and Carry out all other duties assigned to him/her by the Commanding Officer. 1.4 Administration Officer (Adm. O) The Administration Officer shall be responsible to the Commanding Officer for carrying out all assigned duties. He/She shall carry out all duties as contained in CATO 11-36, Annex V (when published) and shall: Update all cadets, civilian instructors, and CIC officers personnel files; Register and file all incoming and outgoing mail; Confirm that all paid staff members complete monthly pay sheets on a weekly basis; At the end of each month, submit all necessary documents regarding pay to the Commanding Officer for his/her signature; Complete all applications, memoranda, and letters as assigned by the Commanding Officer; Distribute preliminary applications for Summer Training Courses to all cadets who show an interest in applying; and Carry out all other duties assigned by the Commanding Officer. 1.5 Supply Officer (Sup O) The Supply Officer shall be responsible to the Commanding Officer for carrying out all assigned duties. He/She will carry out all duties as contained in CATO 11-36, Annex W (when published) and shall: Ensure that all cadets who have completed their enrolment and have demonstrated an interest in remaining with the Squadron are issued uniforms; Prepare all necessary documents to acquire equipment and uniforms for Commanding Officer s signature; Maintain an updated record of all public property on the Squadron Distribution Account and all uniform parts belonging to the Squadron (issued and non-issued); Inform the Commanding Officer immediately of any lost or stolen public property or uniforms; and Carry out all other duties assigned to him/her by the Commanding Officer. 9 1.6 Training Level Officer (When this position becomes required) The Training Level Officers shall be responsible to the Training Officer for carrying out all assigned duties. He/She shall carry out the following duties: Assist and supervise senior cadets in the preparation and presentation of their classes; Assist the Training Officer with the Squadron s special training projects, exercises, and citizenship tours; Submit to the Training Officer any requests for training aids, office supplies, and materials required to carry out the training program; Recommend individuals to the Training Officer for promotion and summer training positions; and Carry out all other duties assigned by the Training Officer. In addition, the following weekly duties must be carried out by all Level Officers: Briefly examine lesson plans of instructors for upcoming lessons (all lesson plans to be reviewed a minimum of two weeks prior to the scheduled class); Ensure that all instructors have schedules and lesson plans a minimum of three weeks prior to scheduled classes; Ensure that there is adequate monitoring and evaluation of their level s instructors and quality of instruction; Ensure proper grading of cadet mutuals and tests; Record marks for the cadets in their training level; and Carry out all other weekly duties assigned by the Training Officer. 1.7 Band Officer (Band O) (When this position becomes required) The Band Officer will be responsible to the Commanding Officer for carrying out all assigned duties. He/She shall: Develop and maintain the band training program in accordance with established cadet band training directives; Ensure all band training parades and activities are properly supervised; Maintain records showing attendance and training progress of each band cadet; Assist and supervise instructors as required in the preparation and presentation of their lessons; Advise the Commanding Officer on exercises and citizenship tours as well as coordinating band special training projects; Ensure the squadron is in possession of all required band material and reference manuals; Issued: 6 Dec Last Updated: 6 Dec 2011

10 Ensure the ongoing individual training and development of all band instructional staff; Ensure that an adequate system of monitoring, examinations, or tests is used to verify the efficiency of training and the individual cadet s progress; Compile all band training and examination results; Organize any band competitions, concerts, and ceremonial parades; Select music for all squadron parades and concerts; and Carry out all other duties assigned to him/her by the Commanding Officer. 1.8 Flying Scholarship Instructor 1.9 Orderly Officer The Flying Scholarship Instructor shall be responsible to the Commanding Officer through the Training Officer in the effective development and execution of the Flying Scholarship Program as defined by CATO 54-20, CATO 54-27, and CRCOs pertaining to the Flying Scholarship Program. The Flying Scholarship Instructor shall: Develop a Flying Scholarship Ground School Program; Execute the Flying Scholarship Ground School Program from 01 October to 20 December each year in preparation for the January Flying Scholarship Entrance Exam; Provide a multitude of training aids to ensure that an understanding of the program material on the part of the cadets is achieved; Tutor and assist those cadets that require additional/remedial scholarship training; Develop and administer, at a minimum, four scholarship tests/exams prior to the completion of the course (the results of these tests/exams to be used for consideration in the selection process); Maintain a matrix to gauge the ongoing progress of the cadet participants so that problems can be addressed early in the course; Maintain a class attendance record to be submitted to the Training Officer upon completion of the course; Maintain a record of student marks to be submitted to the Training Officer upon completion of the course (marks, the consistency of marks, and the improvement of marks will be factored into the selection process); Motivate cadets to sell the maximum number of OPC Lottery Tickets possible; Together with the Commanding Officer and the Training Officer, prepare successful post-entrance exam candidates for interviews; As required, assist the Training Officer with weekly aviation-related training; and Carry out all other duties as assigned to him/her by the Training Officer. The Orderly Officer is responsible for the safe conduct and supervision of the cadets during regular parade nights. Orderly Officer duties will be assigned as needed and will include all uniformed officers and Civilian Instructors, excluding the Commanding Officer. 11 Ensure Opening and Closing Parades are conducted on time; Ensure all officers and cadets are on parade unless unable to due to illness; Ensure that the nightly schedule is adhered to; Ensure that the nightly attendance is collected and handed in to the Adm O; Ensure that guests and visitors are properly directed, and that they sign in and out if required; Ensure all Squadron regulations and policies are adhered to; Ensure all training areas are properly cleaned up and secured at the end of the night (all areas to be left in as good or better condition than they were found); Ensure that all cadets leave the premises at the end of each night; Bring to the attention of the CO/DCO any incidents requiring their attention; and Carry out any other duties assigned by the CO/DCO. 12 Part 2 Terms of Reference Cadets 2.1 Squadron Warrant Officer (SWO) The Squadron Warrant Officer shall be responsible to the Commanding Officer, through the Deputy Commanding Officer, for carrying out all assigned duties. He/She shall carry out the following duties: Assist in the implementation of the Squadron Training Program; Enforce all rules and policies outlined in these Standing Orders pertaining to all cadets in the Squadron; Ensure all cadets of the Squadron maintain a high standard of dress and deportment; Bring forth concerns and suggestions of fellow cadets to appropriate staff members; Keep all cadets of the Squadron informed of all events through appropriate Flight Commanders; Maintain a high standard of drill at all times; and Carry out all other duties assigned to him/her by the Commanding Officer or the Deputy Commanding Officer. 2.2 Deputy Squadron Warrant Officer (Dep. SWO) The Deputy Squadron Warrant Officer shall be responsible to the Squadron Warrant Officer for carrying out all assigned duties. He/She shall carry out the following duties: Assist the Squadron Warrant Officer with carrying out his/her duties; Carry out all duties of the Squadron Warrant Officer in his/her absence; Make recommendations for promotions and awards and submit substantiation to the Squadron Warrant Officer; and Carry out all other duties assigned to him/her by the Squadron Warrant Officer. 2.3 Flight Commander (Flt. Comd.) The Flight Commander shall be responsible to the Squadron Warrant Officer, through the Deputy Squadron Warrant Officer, for carrying out all assigned duties. He/She shall carry out the following duties: Ensure cadets are informed of all activities and of any changes to previously announced activities; Issued: 6 Dec Last Updated: 6 Dec 2011

13 Ensure cadets in their flight are in proper dress and are well turned out for training nights; Supervise all cadets in their flight; Handle minor disciplinary problems in their flight; Make recommendations to the Training Warrant Officer for promotions and cadet awards; and Carry out all other duties assigned to him/her by the Squadron Warrant Officer, through the Deputy Squadron Warrant Officer. 2.4 Flight Second-in-Command (Flt. 2IC) 2.5 Orderly NCMs The Flight Second-in-Command (2IC) shall be responsible to the Flight Commander for carrying out all assigned duties. He/She shall carry out the following duties: Assist their respective Flight Commander with carrying out his/her duties; Carry out all duties of the Flight Commander in his/her absence; and Carry out all other duties assigned to him/her by the Flight Commander Orderly Sergeant Orderly Corporal The Orderly Sergeant is responsible to the Orderly Officer for carrying out all assigned duties. Orderly Sergeant assignments will be on a rotational basis and all Sergeants are required to perform this task when scheduled. He/She shall carry out the following duties: Supervise the Orderly Corporal in the completion of his/her tasks; Assist the Orderly Officer with Opening and Closing Parades; Ensure that the nightly training is transitioning at the scheduled times; Collect the attendance records and submit them to the Orderly Officer; Ensure that guests and visitors are greeted and directed properly and in accordance with their rank and/or position; Ensure all cadets are in their assigned classes and that squadron regulations and policies are being adhered to; Assist the Orderly Officer with the clean-up and clearance procedure; and Carry out all other duties assigned to him/her by the Orderly Officer. The Orderly Corporal is responsible to the Orderly Officer, through the Orderly Sergeant, for carrying out all assigned duties. 14 be on a rotational basis and all Corporals are required to perform this task as part of their training. He/She shall carry out the following duties: Assist the Orderly Sergeant with administering the nightly routine; Collect all attendance records and ensure that they are delivered to the Orderly Sergeant; Assist in ensuring guests and visitors are greeted and directed properly and in accordance with their rank and/or position; Assist in ensuring that Squadron regulations and policies are adhered to; Help ensure that all cadets are participating in evening training; Assist the Orderly Sergeant with clean-up and clearance; and Carry out all other duties assigned to him/her by the Orderly Officer or Orderly Sergeant Supervision The Orderly NCMs are at the disposal of the officers only. Immediate supervision of the Orderly NCMs is by the Squadron Warrant Officer. 2.6 Cadet Duties and Responsibilities Notwithstanding the duties outlined above, all cadets have the following duties and responsibilities: Air Cadet (AC) An Air Cadet shall: Be responsible for reading and understanding the Squadron Standing Orders; Obtain information on upcoming activities, if not phoned; Inform the Squadron, through their Flight Commander, if they are going to be absent from a cadet activity (see section 4.7 below); Maintain a level of dress, drill, and deportment that is acceptable for appearance in public and on parades; Actively participate in unit activities and functions outside of cadets; and Perform all other assigned duties as required Leading Air Cadet (LAC) A Leading Air Cadet shall: Be responsible for reading and understanding the Squadron Standing Orders; Issued: 6 Dec Last Updated: 6 Dec 2011

15 Obtain information on upcoming activities, if not phoned; Inform the Squadron, through their Flight Commander, if they are going to be absent from a cadet activity (see section 4.7 below); Maintain a level of dress, drill, and deportment that is acceptable for appearance in public and on parades; Actively participate in unit activities and functions outside of cadets; Carry out basic supervisory duties as assigned; Ensure the well-being of all Air Cadet (AC) rank cadets and assist them as required; and Perform all other assigned duties as required Corporal (Cpl) A Corporal shall: Be responsible for reading and understanding the Squadron Standing Orders; Obtain information on upcoming activities, if not phoned; Inform the Squadron, through their Flight Commander, if they are going to be absent from a cadet activity (see section 4.7 below); Maintain a level of dress, drill, and deportment that is acceptable for appearance in public and on parades; Actively participate in unit activities and functions outside of cadets; Carry out basic supervisory duties as assigned; Ensure the well-being of all subordinate cadets and assist them as required; Carry out first level remediation; and Perform all other assigned duties as required Flight Corporal (FCpl) A Flight Corporal shall: Be responsible for reading and understanding the Squadron Standing Orders; Obtain information on upcoming activities, if not phoned; Inform the Squadron, through their Flight Commander, if they are going to be absent from a cadet activity (see section 4.7 below); Maintain a level of dress, drill, and deportment that is acceptable for appearance in public and on parades; Actively participate in unit activities and functions outside of cadets; Carry out supervisory duties as assigned; Ensure the well-being of all subordinate cadets and assist them as required; Carry out first level remediation; and Perform all other assigned duties as required. 16 2.6.5 Sergeant (Sgt) A Sergeant shall: Be responsible for reading and understanding the Squadron Standing Orders; Obtain information on upcoming activities, if not phoned; Inform the Squadron, through their Flight Commander, if they are going to be absent from a cadet activity (see section 4.7 below); Maintain a level of dress, drill, and deportment that is acceptable for appearance in public and on parades; Actively participate in unit activities and functions outside of cadets; Carry out supervisory duties as assigned; Ensure the well-being of all subordinate cadets and assist them as required; Be the direct liaison for the cadets to the Flight Commander and be prepared to assume that role should the Flight Commander be absent; Carry out first level remediation; and Perform all other assigned duties as required Flight Sergeant (FSgt) A Flight Sergeant shall: Be responsible for reading and understanding the Squadron Standing Orders; Obtain information on upcoming activities, if not phoned; Inform the Squadron, through the Deputy Squadron Warrant Officer, if they are going to be absent from a cadet activity (see section 4.7 below); Maintain a level of dress, drill, and deportment that is acceptable for appearance in public and on parades; Actively participate in unit activities and functions outside of cadets; Carry out supervisory duties as assigned; Ensure the well-being of all subordinate cadets and assist them as required; Train replacements and assist them as required; Inspect their flight on a weekly basis to ensure that a high level of dress and deportment is being met; Carry out first and second level remediation; Be the direct liaison for subordinate cadets to the Warrant Officer Second Class; Instruct as required; Notify superiors of absent cadets and the reasons for those absences; Assist as required in the planning and execution of squadron activities and exercises; and Issued: 6 Dec Last Updated: 6 Dec 2011

17 Perform all other assigned duties as required Warrant Officer Second Class (WO2) A Warrant Officer Second Class shall: Be responsible for reading and understanding the Squadron Standing Orders; Obtain information on upcoming activities, if not phoned; Inform the Squadron, through the Squadron Warrant Officer, if they are going to be absent from a cadet activity (see section 4.7 below); Maintain a level of dress, drill, and deportment that is acceptable for appearance in public and on parades; Actively participate in unit activities and functions outside of cadets; Carry out supervisory duties as assigned; Ensure the well-being of all subordinate cadets and assist them as required; Train replacements and assist them as required; Assist with NCM inspections on training nights prior to flight inspections; Carry out first and second level remediation; Be a direct liaison for all Flight Sergeants to the Warrant Officer First Class; Instruct as required; Notify superiors of absent cadets and the reasons for those absences; Assist as required in the planning and execution of squadron activities and exercises; and Perform all other assigned duties as required Warrant Officer First Class (WO1) The Warrant Officer First Class shall: Be responsible for reading and understanding the Squadron Standing Orders; Obtain information on upcoming activities, if not phoned; Inform the Commanding Officer/Deputy Commanding Officer if they are going to be absent from a cadet activity (see section 4.7 below); Maintain a level of dress, drill, and deportment that is acceptable for appearance in public and on parades; Actively participate in unit activities and functions outside of cadets; Carry out supervisory duties as assigned; Ensure the well-being of all subordinate cadets and assist them as required; Train replacements and assist them as required; Conduct NCM inspections on training nights prior to flight inspections; Carry out first, second, and third level remediation; Issued: 6 Dec Last Updated: 6 Dec 2011

18 Instruct as required; Notify superiors of absent cadets and the reasons for those absences; Make recommendations for promotions and awards and submit substantiation to the Commanding Officer and Deputy Commanding Officer; Take a leading role in the planning and execution of squadron activities and exercises; Convey the Squadron s status to the Commanding Officer and Deputy Commanding Officer; Be in direct contact with the Commanding Officer and Deputy Commanding Officer; Inform the Commanding Officer and Deputy Commanding Officer of any unusual occurrences; Establish an Orderly NCM roster for Corporals and Sergeants to assume Orderly NCM duties; Coordinate the operation of the Squadron with the Squadron staff and subordinates; and Perform all other assigned duties as required. 19 Part 3 Dress and Deportment 3.1 Dress All members of the Squadron will adhere to the following squadron dress regulations: All cadets shall conform to the Air Cadet Dress Instructions, CATO 55-04, while in uniform. All CIC Officers shall conform to the Canadian Forces Dress Instructions. Under no circumstances shall civilian articles of clothing be worn with any part of an Air Cadet or Canadian Forces uniform. All items of uniform are to be marked with the name of the member to whom they were issued with a permanent, indelible marker. All Civilian Instructors shall wear appropriate, business casual attire during squadron training nights and training activities. The following orders of dress will be used during squadron training: Cadets Officers Civilian Instructors Regular Training Night (Winter) Regular Training Night (Summer) CO s Parade C-2 3C C-2B 3B C-1 1D Business casual Business casual Semiformal See Annex A at the end of these standing orders for the full Cadet Dress Regulations and the complete descriptions of the above-mentioned Cadet Orders of Dress. Each cadet is to ensure that they are in possession of all required uniform articles and that each article fits correctly. If necessary, cadets are to contact the Supply Officer, through the chain of command, and arrange for items to be replaced. 20 3.2 Deportment All members of the Squadron (including cadets, civilian instructors, and CIC officers) shall conduct themselves in a professional and responsible manner at all times. Cadets and CIC officers, while in uniform, shall not chew gum, slouch, saunter, place hands in pockets, smoke, walk arm in arm, or display similar deportment that would detract from a military bearing in the eyes of the public. All cadets, officers, and civilian instructors are expected to show proper courtesy to others. All Officers and Warrant Officers will be addressed by both their rank and surname (e.g. Warrant Officer Jones ) or as Sir/Ma am. All other NCMs will be addressed by their rank and surname. Cadets and LACs will be addressed by their surname, preceded by the word Cadet or the acronym LAC. 3.3 Paying of Compliments The terms Salute and Saluting, as referred to in the drill manual and any other training manual, mean saluting with the hand. Cadets in uniform, while wearing headdress, will salute all Commissioned Officers of the Canadian Forces wherever and whenever they are recognized, whether the officer(s) is/are in uniform or not. As per the Canadian Forces Manual of Drill and Ceremonial (CFP 201): When in uniform and not wearing headdress, compliments shall be paid by standing at attention. If on the march, arms shall be swung and the head turned to the left or right as required. When dressed in civilian attire, all members shall stand at attention and male members (less Sikhs) shall remove headdress, on any occasion when a salute would be correct in uniform and extreme weather conditions allow. On the march, the headdress is raised or removed, if applicable, and the head turned right or left. When headdress is not worn, it is correct to turn the head as required and offer a polite greeting. 21 Part 4 Squadron Policy 4.1 Supervision of Cadets 4.2 Smoking 4.3 Alcohol 4.4 Drugs 4.5 Harassment Cadets shall be supervised at all times while on cadet duty, this includes anytime that are gathered as a formation in an authorized meeting and is not limited to parade nights. Supervisors shall have had there Vulnerable Sector Screening (VSS) completed by the Local Authorities in there home location prior to any exposure to cadets. All Military Officers and Civilian Instructors shall have this Screening renewed every five years. Volunteers of the Air Cadet League shall have the renewals done at the end of each volunteer agreement and at a minimum every five years, and have in there possession an Air Cadet League Membership card at all times. Further Volunteers of the Air Cadet League are not authorized to be alone with any cadets until such time as they complete a Military volunteer agreement and have it approved by the Air Cadet League. Under no circumstances shall cadets smoke or be in possession of tobacco products. NO staff, including civilian instructors and CIC officers, shall smoke in the presence of the Squadron or any other squadron s cadets. No cadet shall consume or be in possession of alcoholic beverages or be intoxicated during squadron activities. No squadron staff member, including civilian instructors or CIC officers, shall consume or be in possession of alcoholic beverages or be intoxicated while performing their duties as a civilian instructor or CIC officer. No member of the Squadron, including cadets, civilian instructors, and CIC officers, shall be under the influence of or be in possession of any illegal drug or narcotic of any kind. The Commanding Officer shall immediately notify appropriate local authorities of any breech of this policy. Under no circumstances shall members of the Squadron, including cadets, civilian instructors, and CIC officers, exhibit conduct that offends, demeans, belittles or humiliates another person. 22 4.6 Abuse All infractions of DAOD Harassment Prevention and Resolution (formerly CFAO Canadian Forces Policy on Personal Harassment) will be reported to the Commanding Officer or the immediate supervisor (i.e. officer) of the harassed. Under no circumstances shall members of the Squadron, including cadets, civilian instructors, and CIC officers, abuse (or be abused by) another member, whether it be emotionally, physically, verbally, or sexually. All infractions of CATO Harassment Prevention and Resolution will be reported to the Commanding Officer or the immediate supervisor (i.e. officer) of the abused. 4.7 Fraternization 4.8 Attendance Under no circumstances shall members of the Squadron display or engage in any act of a sexual nature. Cadets shall not openly display acts of affection while participating in any squadron activity, either in or out of uniform. All squadron cadets must maintain a minimum 60% attendance rate throughout the cadet training year. NCMs are expected to maintain a minimum of 75% attendance. Subsequent to paragraph a. (above), any cadet who is absent for three or more consecutive training nights shall be SOS (i.e. Struck off Strength) and recovery action for uniform articles will be initiated. It is the responsibility of the individual cadet to inform the Squadron, through the chain of command (see subsections above), of their absence and the reason(s) for their absence from a squadron training night or other mandatory training activity. A voice message may be left at the Squadron Telephone Number if attempts to contact the appropriate superior have been unsuccessful. Attendance figures will be used to assist in deciding participation on certain tours and trips, as well as eligibility for promotions and squadron awards. A Leave of Absence may only be approved by the Commanding Officer, and will initially be for a period not exceeding six weeks in length. 23 4.9 Electronic Devices All cadets are discouraged from bringing electronic devices to any cadet activity. These include, but are not limited to, cellular phones, digital cameras, MP3 players, and personal video game systems. If cadets choose to bring electronic devices to cadet activities, they do so at their own risk. 242 Ross Ferguson Squadron cannot, and therefore will not, be held responsible for any lost or stolen electronic devices. The following expectations will be adhered to by all cadets with regards to electronic devices: Upon arriving at a cadet activity, all electronic devices will be turned off and put away (e.g. in a backpack, briefcase, or handbag); and The use of electronic devices will be limited to those times outside of regular training hours for the cadet activity in question (e.g. during a long bus ride or during free time/evening hours). The above expectations will ensure that effective training can take place on the part of all members without undue distraction. Electronic devices deemed to be a distraction will be confiscated and returned only after there has been a discussion with the cadet regarding this section of the Standing Orders. Should repeated occurrences occur, the confiscated items will only be returned to the parents or guardian of the cadet Use of Internet and other Media 4.11 Promotions All Squadron Cadets and Staff are reminded as follows regarding internet Use. Although the Internet is a widely used Media for Information It is also a Public forum accessible by everybody, therefore the following restrictions shall be abided by. 1/ Cadets are not authorized to create and or maintain publically accessible information sites pertaining to any and all cadet activities. This includes but is not limited to Facebook, My Space, Yahoo Groups etc. Unless Authorized by the Commanding Officer 2/ Any posting of Squadron Information shall be limited to a Squadron information site, administered by an Authorized persons only. The squadron promotion policy is set by National Standards. 24 Air Cadet (AC) Upon enrollment and submission of all required papers. Leading Air Cadet (LAC) Upon completion of 5 months of Training after enrollment and maintaining a 60% attendance record. Corporal (CPL) Upon successful completion of the Level 1 Training Program. Flight Corporal (FCPL) Upon successful completion of the Level 2 training Program. Sergeant (SGT) Upon successful completion of the Level 3 training Program. Flight Sergeant (FSGT) Upon successful completion of the Level 4 Training Program and obtaining Enhanced proficiency in 2 Modules as outlined in the CPU training Program. Warrant Officer 2 nd class (WO2) Upon successful completion of 6 months at the Substantive rank of Flight Sergeant. Each cadet eligible for this rank must be interviewed by a Merit Review Board as outlined in the full promotion policy, and an available vacancy must exist at the Squadron according to the Quota as established by the Central Region Cadet Detachment. Warrant Officer 1 st Class (WO1) Upon successful completion of 6 months at the Substantive rank of Warrant Officer 2 nd Class. Each cadet eligible for this rank must be interviewed by a Merit Review Board as outlined in the full promotion policy, and an available vacancy must exist at the Squadron. The final authority for promotion rests with the Commanding Officer Squadron Awards In order to recognize the achievements of squadron cadets, a number of awards are presented to deserving cadets during the squadron s Annual Review. Its goal is to encourage cadets and develop their skills and abilities, with disciplinary action being required in only those cases that cannot be corrected First Stage Remediation Can be administered by all NCMs and officers. It is to be administered in the following way: Identify that a cadet is not performing an action or activity correctly; Stop the cadet from proceeding with the action or activity; Ask the cadet if he/she is aware that they were doing something incorrectly; Instruct the cadet in the proper way of performing the activity or to change his/her actions accordingly; and Follow up with the individual cadet and praise them for their improved performance Second Stage Remediation Can be administered by FSgts, WOs, and officers. It is to be administered to a cadet who has already been through First Stage Remediation and who may have little regard for the safety of others. It is to be administered in the following way: Identify that a cadet is still not performing an action or activity correctly; Stop the cadet from proceeding with the action or activity; Ask the cadet if he/she is aware that they were doing something incorrectly; Speak to the cadet to determine if the problem relates to some other issue within the squadron; Instruct the cadet in the proper way to perform the activity or change his/her actions accordingly and explain why it will benefit them to do so; Write a report on the incident and explain the action taken (submit the report to the Squadron Warrant Officer who will submit it to the Deputy Commanding Officer); and Follow up with the individual cadet and praise them for their improved performance Third Stage Remediation Can be administered by the WO1 and officers. It is to be administered to a cadet who has already been through First and Second Stage Remediation and who may display blatant disregard for the safety of others. This level usually constitutes a cadet s final opportunity to change their behavior before being taken to the Commanding Officer. 26 Identify that a cadet is still not performing an action or activity correctly; Stop the cadet from proceeding with the action or activity; Ask the cadet if he/she is aware that they were doing something incorrectly; Speak to the cadet to determine if the problem relates to some other issue within the squadron; Inform the cadet of where they stand within the squadron and that appropriate disciplinary action may need to be taken; Instruct the cadet in the proper way to perform the activity or change his/her actions accordingly and explain why it will benefit them to do so; Write a report on the incident and explain the action taken (submit the report to the Deputy Commanding Officer); and Follow up with the individual cadet and praise them for their improved performance Redress of Grievance Should a cadet have a grievance, he/she must report to his/her Flight Commander to inform them of the issue and to see if the issue can be dealt with at that level. If he/she is dissatisfied with the result, he/she must then report to the Warrant Officer who will then try and resolve the problem. If a satisfactory result is not arrived at, the cadet may request the Warrant Officer to parade him/her to the Commanding Officer. If a cadet has a problem that he/she feels cannot or should not be handled by an NCM, then he/she should bring it directly to an officer. Cadets may have disciplinary action redressed, if they feel they have been wrongly disciplined. This will consist of the cadet putting their request in writing for a review by the Commanding Officer. All requests must be substantiated and thoroughly detailed. Once reviewed by the Commanding Officer, an interview will be conducted to determine if appropriate action was taken. The decision of the Commanding Officer is final Fire Orders All members of the Squadron shall be familiar with the Fire Orders and Fire Exit routes/plan specific to the building or site in which they undergoing training. Although the general tone and content of these orders will not vary from one building/site to another, the specific fire routes and exits will differ. The Commanding Officer will ensure that his/her officer staff and CIs are aware of the Fire Orders for the building/site in which they are conducting training. Issued: 6 Dec Last Updated: 6 Dec 2011

27 The Squadron Warrant Officer will ensure that his/her cadets are aware of the Fire Orders for the building/site in which they are undergoing training. Should a fire Alarm sound All personnel are to immediately proceed to the nearest exit in a calm and quiet manner. Once outside they are to form up in the middle of the Parking Lot directly on the East side of the Legion Building. A roll call will be made to insure that everybody is accounted for. Under no Circumstances is anybody to return to the building without Authorization of the Commanding Officer. 29 5.2 Phoning and Communication The primary means of communication with cadets outside of regular training nights is the phoning system. In order for this system to function effectively, it must adhere to the following policies and procedures: For the purposes of Getting the calling done in a simple and efficient manner it must be noted that in no way is the calling system to rely on the Rank structure, rather it should put the information out in the most timely and efficient manner. This may require having cadets of a lower rank calling to senior cadets in order to expedite the information. All messages will originate with the Commanding Officer or his/her designate. They will be relayed to the Squadron Warrant Officer who will then relay it to both the Deputy Squadron Warrant Officer who will pass the information through the calling system. No single cadet should phone more than a handful of other cadets, and every member of the Squadron must be called. When on the phone, good manners and professionalism will be used. There are to be no arguments or improper comments made at any time. When a cadet is being called, the caller will identify himself or herself as follows: Hello, this is <Rank, Surname> calling from 242 Squadron. Is <Rank, Surname> there please? Always be polite. When receiving information pertaining to cadet operations, it will be written down and repeated back to the caller. When giving information over the phone, the caller will ensure that the message is written down and repeated completely and correctly. The Write-Repeat system is to be used at all squadron levels. When a cadet cannot be reached by phone on the first attempt, further attempts will be made. Being unable to reach anyone will not be tolerated as an excuse. If a cadet knows they will be unreachable for phoning, it is their responsibility to contact their Corporal, Flight Corporal, or Sergeant, as appropriate. No phone calls are to be made past 2130 hours, unless it is an emergency. 30 Part 6 Squadron Training 6.1 Local Squadron Training Regular Parade Nights The Squadron parades at Branch 442 Royal Canadian Legion (9 Dundas St, Erin, Ontario) on Tuesday evenings between 1830 and 2130 hours. The participants and staff of any Squadron Extracurricular activities will determine the scheduling and timings of these activities at the beginning of each training year Parade Timings 1830 NCM Fall-In / Roll Call / Inspection Cadet Fall-In / Roll Call / Inspection Opening Parade Period One Period Two Break Period Three Dismissal Legion Facilities Fall-In / Closing Parade / Announcements The Building will be treated with care and respect; no willful damage will be tolerated. The building is out of bounds to anyone (including cadets) not participating (or authorized to participate) in squadron training. Access to the building is permitted through the Main doors only. The Administration Office is used as the Staff Office and is out of bounds to cadets who are not on official business. All cadets entering the Staff Office will come to attention at the door and salute. They will then wait for permission to enter. Upon leaving, they will once again come to attention and salute. 31 The second floor hall at Branch 442 Royal Canadian Legion serves as the Squadron Parade Square between 1830 and 2130 hours on Tuesday evenings. Cadets will march on the Parade Square at all times, unless receiving training Lecture Rooms When an officer, CI, or superior training NCM enters a lecture room, the first cadet to see them will call Room only if instruction is not taking place. Occupants will come to attention and remain so until told to Carry on. If instruction is underway, the class will proceed without interruption. When entering a room occupied by a superior, the cadet shall come to attention at the door and ask permission to enter. When entering a lecture room, always remove headdress Squadron Offices The Administration and Supply offices are located at various rooms at Branch 442 Royal Canadian Legion. These rooms are on loan to the Squadron and shall be treated with Respect Saluting Zones The whole school is to be considered a saluting zone. The only locations where personnel are not required to salute are: The Staff Office as noted above in 6.1.3; and The canteen area, when the canteen is in operation. For example, if the canteen is set up the main hallway in front of the Administration Office, while the canteen is open/running, the area will be considered a non-saluting zone. At all other times, this area will be a saluting zone. 6.2 Summer Training Courses: A listing of available Summer Training courses and the prerequisites for them will be made available as soon as it is available. 32 All cadets may only apply for summer courses for which they are qualified. An application by a cadet does not guarantee that cadet a spot on their chosen course. While every effort is made to secure as many summer training positions as possible, there will always be some cadets who do not attend summer training in a particular summer. When the camp loading information is received we will advise all the cadets Summer Training Dates and Pre-requisites Summer training dates change from year to year and will be published by the squadron as soon as the information is received. In addition, pre-requisites for each camp are subject to change as the Air Cadet program changes.
