5 Foreword Cadets are a wonderful resource and range in age from years old. The cadet program instills leadership, core values, character development, aerospace education, physical fitness, and drug demand reduction. STEM (Science, Technology, Engineering, and Math) and aviation are integrated throughout the cadet curriculum. Until now, the CAP flight training program for cadets has been limited to five (5) power orientation flights, five (5) glider orientation flights, and week-long glider or power flight academies located across the country for which the cadets compete for slots. These academies provide a platform for the cadet to solo the craft. Full private pilot scholarships awarded cadets from various sources are few. This schedule of training does not meet the needs of the volume of cadets interested in the aviation experience and those seriously considering an aviation career. Thus, CAP is working to enhance the cadet flight program. The National Advanced Flight Academy (NAFA) is a new initiative developed by Civil Air Patrol (CAP). A consortium of residential flight schools across the country and financial donors forms the basis for which up to 500 qualified cadets receive flight training scholarships to earn a Private Pilot license each summer This handbook is a guide to establishing and operating this program. Coordination will include participation of the NHQ Legal Officer, Cadet Programs, National Stan/Eval Officer, and CAP Foundation. The goal is to recruit a sufficient number of residential flight schools to handle this demand and to find financial donors to provide the scholarship money. There will be contracts signed with all participating partners. It is also critical to establish standards to qualify cadets who apply for the program, an application review board to handle the volume as well as boards to interview candidates, and an administrative team to coordinate these tasks. The handbook is a guide to accomplishing this work. It is important to understand that, while CAP is coordinating the consortium to provide flight training scholarships, the flight training will take place at civilian facilities and will not be the responsibility of CAP. 3

7 Forming the Consortium Training Facilities In order to meet the expected volume of demand for this program, NAFA is based on providing residential flight school training for cadets to earn their Private Pilot certificates. The advantage to this structure is three fold. 1) The training facilities are already structured to meet FAA training standards and are accredited by AABI (Aviation Accreditation Board International) 2) The cadet can concentrate on flight training tasks without interruption and 3) Established flight schools have the staff and equipment to conduct flight training on this scale. The following steps will be taken in the selection process. The AIL (Aviation Industry Liaison) Staff will research and identify potential partnerships with residential flight training schools across the country. Data collected includes a total package price per cadet to include training expenses, housing, a nd food plan (if applicable). The AIL will also establish the number of students the school can handle and estimated training time for full time students. National Staff members can ensure that each school is recognized for its participation. Site Acceptability There are two types of institutions which meet the general criteria for suitable physical facilities. These are: University/College Aviation Programs with dormitories Flight Training Facilities with contracted hotel arrangements Regardless of the type of facility chosen, accommodations must meet an acceptable level of comfort and convenience. Housing, dining, classrooms, and the airport location distances will be considered. Are there telephones in the housing and academic areas? Is there Internet access, and if so, is there a fee to use it? All efforts will be made to ensure a safe environment for cadet training and living arrangements. Transportation to and from residences, class rooms, and the airport must be available to the student. 5
8 Date Selection Although facilities may vary on their start times, June, July, and August will be designated as NAFA flight training months. Financial Donors The AIL staff will research and identify potential partnerships with aviation and aerospace industry leaders willing to invest in the future of these cadets, and seek a multi-year commitment. The staff will explore STEM support grants from government agencies. Each scholarship will be named for the donor. Cadets will be required to establish a personal connection by contacting a donor s representative to express appreciation and, if desired by the donor, to provide progress reports throughout the training process. Each donor will be recognized publicly for its participation. All donations will be submitted to the CAP Foundation and designated for NAFA Scholarships. Through this mechanism, all donations are considered tax free donations to a non-profit organization. To get the program started, CAP and the CAP Foundation will sponsor 5 cadets in support of the NAFA program. 6
9 Program Structure Policies All donations will be processed through the CAP Foundation. Cadet Qualifications Required 1. Be at least 16 ½ by the application deadline. This will ensure that the individual, if selected, is 17 or older when the training begins in the summer, per FAA regulations. This program is only for cadet participation. 2. Read, speak, write, and understand the English language in accordance with FAA regulations (14 CFR 61.83). 3. Possess a Class III Medical Certificate/Student Pilot Certificate 4. Have attained the Billy Mitchell Award and be a current CAP member. 5. Have completed the FAA Private Pilot Airplane Knowledge Exam with a passing score (It is not necessary for a cadet to have a test score by time of application, but it will be required for evaluation.) 6. Have gained aeronautical experience (e.g. power orientation flights, participated or graduated from CAP Power Solo Flight Academy, have flown solo in a powered aircraft, other aviation related experiences) 7
10 Procedures 1. Spring. Begin advertising. National Headquarters publicizes the NAFA program as part of its overall college and flight scholarship campaign. a) Add NAFA to list of current flight scholarships and highlight b) Publicize with 15 min ad at Summer National Flight Academies c) Use all CAP mass notification systems for announcements 2. Summer and Fall. Applicants start the vetting process. During this period Wing Commanders are encouraged to support cadets efforts to pass the FAA Private Pilot Knowledge Exam by assisting with ground schools or by mentoring. (Please note this timeline is approximate. See capmembers.com/scholarships website for most current timeline.) 3. December. a) The CAP Foundation provides NHQ/CP with the total dollar amount available for NAFA scholarships. b) 1 December to approximately 15 January: Applicants apply through the College and Flight Scholarship module in eservices, following the on-screen instructions. Attachment #1 provides the applicant scorecard, which identifies the data and documentation applicants must provide.. c) The NAFA Program Manager estimates the likely training costs, sets the scholarship values accordingly, and determines how many scholarships are to be provided, given the CAP Foundation s maximum authorization. 4. By 15 February. Wings endorse or disapprove applications via eservices. If wings choose to conduct inperson selection exercises, they must be held between 16 January and 15 February. 5. By 17 February. Run auto-scoring program to select semi-finalists. Applicant scoring criteria is found in 8

12 . By 20 February. Hand score subjective criteria to select finalists 7. By 15 March. The National College and Flight Scholarship Committee reviews and scores applications. Semi-finalists will participate in interviews via the Internet. Upon concluding their interviews, the committee rank orders the applicants. 8. By 30 March. The NAFA Program Manager announces NAFA scholarship winners, via the affected wing commanders. Winners have 30 days to accept the scholarship and provide documents verifying their application materials. In the event that a winner cannot accept a scholarship, the Program manager offers it to the next individual listed on the committee s rank order list. 9. April. Verify awardees applications and school selection. Verify that awardee has personally contacted a representative of the scholarship donor to thank them for the scholarship. This is not to be done by or other electronic media. Contacting the donor s representative is an important factor in the acceptance of each scholarship. 10. Summer Training. NAFA-sponsored flight training is conducted from June to August, with dates varying based on facility. 11. Close-Out. 1 June to 30 September, the NAFA Program Manager collects end-of-program surveys from participants, which tracks completion of the flight training, and generates a report. Parental Waiver Flight training facilities are civilian operated and not associated with Civil Air Patrol. A signed parental waiver will be required for all scholarship winners. CAP cannot be held responsible for anything that occurs at the flight training facilities. 10
13 TSA Requirements for Flight Training Applicants Each scholarship awardee must provide the flight school with proof of citizenship before flight training may begin.. If time permits, the cadet should obtain or renew a US Passport as soon as possible. Attachment #2 provides an in-depth explanation of these requirements Scholarship Cancellation If a cadet leaves flight training for any reason before completing the course, the flight school and residential authority will notify the CAP Foundation immediately. The remainder of the scholarship will be rendered void and only those expenses previously invoiced or in the process of being invoiced will be paid. The remainder of unused scholarship funds will remain in the CAP Foundation s NAFA account for later distribution. Job Descriptions National Aviation Industry Liaison Coordinates the establishment of the NAFA program and oversees the continued needs of the consortium members. Continues development of new consortium partnerships with CAP. Collects flight school training proposals to determine scholarship values accordingly and coordinates this information with the NAFA Program Manager (CP- Cadet Programs). Coordinates donor funding to the CAP Foundation. AIL Executive Assistant (new) Assists the National Aviation Industry Liaison with all duties regarding the consortium partners and their needs, coordinate with NHQ to process finances through the CAP Foundation, and coordinates efforts with the National Headquarters Staff including the NAFA Program Manager (CP) in all aspects of this program. 11
14 NAFA Program Manager (new) Works with Aviation Industry Liaison and AIL Executive Assistant to determine how many scholarships are to be provided, given the CAP Foundation s maximum authorization. Announces the NAFA scholarship winners, via the affected wing commanders. Coordinates contact between the awardee and the flight school/ residence to provide a smooth transition. Collects end-of-program surveys from participants. CAP Legal Officer Responsible for coordinating any Agreements with NAFA partners (training facilities and financial donors) National College and Flight Scholarship Committee Reviews and scores applications. Interviews semi-finalists via the Web. Rank orders the applicants. a) Composed of 3 volunteer members b) Assisted by 2 Cadet Program s staff members c) Can manage about 400 total applications without additional members. d) Create new 3-4 person committee to review NAFA only beginning FY18 e) Ensure NAFA committee has members with strong aviation background National Stan/Eval Team Will assist applicants, as practical, relative to taking the FAA Private Pilot Airplane Knowledge Exam Prep Course on a wing by wing basis. 12

16 Costs Scholarships will provide 100% of the flight training and ground school expenses as well as the Private Pilot Airplane Practical (Certification) Test if taken at the training facility. Scholarships will also cover residential packages (a supplemental amount will be determined by the NAFA Program Manager to those locations which do not include a meal plan). Flight training and residential expenses which the cadet incurs will be submitted to the CAP Foundation via electronic invoice/voucher. jdotherow@capnhq.gov and paid accordingly by the Foundation. The cadet will pay for the FAA Private Pilot Knowledge Exam Prep Course and the exam. Airplane Each cadet will pay for his/her own Class III Medical and obtain a student pilot certificate. Costs for medical certification will vary. The cadet will also be responsible for transportation costs to and from the training facility. Efforts will be made to assign scholarships to nearby schools when practical. The cadet will be responsible for obtaining a valid US Passport prior to flight training. 18 ATTACHMENT #1 APPLICANT SCORING Round 1 Application Review Aviation Preparation 40% Proof of basic eligibility for flight training is a non-negotiable pre-requisite. Our scoring system reflects our strong belief in prior flight experience being correlated with success in formal flight training. Applicants self-report their academic qualifications, but if selected for a scholarship, they must provide official transcripts proving their qualifications. Cumulative GPA 0 to 2 points (3.0 = 1, 3.50=2) Completion of AP Courses 0 to 3 points (1 per course) AP Exam 3 or Higher 1 point 6 points CAP Qualifications 20% We give preference to individuals who have proven themselves through active, successful participation in the CAP Cadet Program. 19 Personal Qualifications 16% Recognizing that each individual is unique, our scoring system allows for special qualifications, as expressed in a personal statement and resume with higher scores for aeronautical experience outside those noted above in Aviation Preparation. 20 ATTACHMENT #2 TSA Requirements for Flight Training Applicants The Transportation Security Administration (TSA) has issued regulations that require flight schools to verify students of U.S. citizenship, or ensure that TSA approval to train is received prior to beginning training (Flight or Simulator). To satisfy the requirements of this regulation: US Citizens Must bring a valid, unexpired United States Passport to the training center. Per the regulation, the training center is required to make a copy of each pilot s Passport and store the copy for 5 years. This requirement has been placed on all Flight Schools. If you do not have an unexpired US Passport, you may use an Original or Certified copy of your US Government issued Birth Certificate provided it meets acceptable criteria. Non-US Citizens Must comply with TSA requirements. Contact internationally ) to obtain the latest prerequisites for your training program. Please Note A U.S. Military ID does not constitute proof of U.S. Citizenship for the purposes of the TSA regulation. Do not bring a Birth Certificate as proof of U.S. Citizenship without first verifying that it meets all of the acceptable criteria. Obtaining Proof of United States Citizenship Passport (6 Weeks Normally; 2 Weeks Expedited) If time permits, ATP recommends obtaining or renewing your U.S. Passport as soon as possible. For more information, please see the U.S. Department of State web site. Every U.S. pilot should have a passport airlines and corporate operators require a U.S. Passport prior to employment. 17
21 Birth Certificate (2 Weeks Normally; 3-5 Business Days Expedited) If you do not have time to receive your passport before the date you need to train, you may obtain a new certified copy of your state-issued birth certificate from VitalChek, a private company that expedites obtaining records from local agencies. The cost for this service is approximately $40 for the fastest processing. Regulation Excerpt The following excerpt of the regulation describes acceptable forms of proof of U.S. Citizenship. Please carefully follow the recommendations above to ensure compliance and a trouble-free experience upon arriving for training. 49 U.S.C. 114, 44939, (h) U.S. citizens and nationals [...] A flight school must determine whether an individual is a citizen or national of the United States [...] prior to providing flight training to the individual. (1) U.S. citizens and nationals. To establish U.S. citizenship or nationality an individual must present to the flight school his or her: (i) Valid, unexpired United States passport; (ii) Original or government-issued certified birth certificate of the United States, American Samoa, or Swains Island, together with a government-issued picture identification of the individual; (iii) Original United States naturalization certificate with raised seal, or a Certificate of Naturalization issued by the U.S. Citizenship and Immigration Services (USCIS) or the U.S. Immigration and Naturalization Service (INS) (Form N-550 or Form N-570), together with a government-issued picture identification of the individual; (iv) Original certification of birth abroad with raised seal, U.S. Department of State Form FS-545, or U.S. Department of State Form DS- 1350, together with a government-issued picture identification of the individual; (v) Original certificate of United States citizenship with raised seal, a Certificate of United States Citizenship issued by the USCIS or INS (Form N-560 or Form N-561), or a Certificate of Repatriation issued by the USCIS or INS (Form N-581), together with a government-issued picture identification of the individual; or (Excerpt from ATP Flight School online) 18
