Doré Commanding Officer ROUTINE ORDER NO 03/ (J1 Executive Svcs) 1 March2018 Distr List Table of Contents J1 ADMIN J5 SEA TRG PLANS J5 AIR TRG PLANS J6 INFORMATION MANAGEMENT MEDICAL PUBLIC AFFAIRS J1 ADMIN VCDS Group Command Badge 1. The National Cadet and Junior Canadian Rangers Support Group (Natl CJCR SpGp) has been presented with the first authorized Command Badge officially designating our Formation as a member of the VCDS Gp (images attached). 2. Effective 2 Feb 18, the Commander Natl CJCR SpGp authorizes the issue and wear of the Command Badge across the Formation. This significant milestone in the development of our identity symbolizes the important role the Natl CJCR SpGp has in providing a nationwide youth development program as part of the Canadian Armed Forces and the Department of National Defence. Commanding Officers are to ensure the issue of the Command Badge within their region is conducted in a manner befitting this occasion where ever practical. 3. The VCDS Gp has ordered 11,000 Command Badges and they are arriving in phases. Guidance for initial issue of the Command Badge was to the NCR and HQs within the NCR, OUTCAN groups and L2s. Due to the large quantity of Command Badges that are required across the VCDS Gp, delivery will be completed in stages and dates for delivery of follow-on orders are to be confirmed. 4. Delivery will be actioned upon receipt of the Command Badges to this HQ and distribution will be through the Natl CJCR SpGp HQ J4 Supply to the Regional Supply reps and QMs. The Command Badge is an accountable item and will be signed for by each member upon issue. The long term plan for issuing of the Command Badge will be through the CAF supply system at QMs or through LogistikUnicorp - TBD. 5. The Command Badge will only be worn on DEU tunics IAW A-DH /AG-001, Canadian Armed Forces Dress Instructions. 1/7 RO 03/18 (Mar)

2 6. The OPI for this activity is the Natl CJCR SpGp HQ J4 Supply, MWO Boisclair. VCDS Gp Command Multiple Badges - Badge- Insigne de CPlusieurs insignes.jp Regional Ethic s Coordinator Refs: A. National Cadet and Junior Canadian Rangers Support Group 2017 Defence Ethics Implementation Plan B. RCSU Central Ethics Plan, 17 Nov 17 Terms of Reference RCSU Ethics Coordinator Ref A, Annex B outlines the responsibilities of the Regional Ethics Coordinator. 7. Serving as the initial point of contact for members of the RCSU who may wish to discuss ethical issues. In general terms, the coordinator will attempt to resolve problems at the lowest possible level and in an anonymous manner to protect the individuals involved. Depending on the situation, the coordinator can refer individuals to appropriate avenues or agencies better suited for resolution. Other avenues for dealing with ethical dilemmas are as follows: a. the member's supervisor or chain of command; b. the Member Assistance Program (MAP) for CAF members or the Employee Assistance Program (EAP) for civilian personnel; or c. local/regional Complaint Management Services (CMS). Ethics Training 8. A key element to the sustainment of an ethical culture within RCSU Central is annual training. The annexes at ref A outline the different groups that exist within the Region, each of them having different requirements for training: a. ethics training requirements for full-time Class B CAF members (in excess of 180 days) and DND employees, (Annex F); b. ethics training requirements for short-term Class B CAF members (less 180 days) and casual DND employees, (Annex G); c. ethics training requirements for Class A CAF members and civilian instructors, (Annex H); and d. ethics training requirements for cadets, (Annex I). 9. A national Ethics Coordinators conference will be conducted in early-march to review best practices and update ethics training presentations. Following this meeting direction for Central Region Ethics training sessions will be released. Ethics Coordinator 10. 3 J5 SEA TRG PLANS Ref: CATO 14-10, Scuba Diving as Optional Training for Cadets 11. RCSU Central intends to conduct a Regionally Directed Activity (RDA) to provide selected Sea Cadets with the opportunity during the Sea Cadet Centennial year to enhance their scuba diving skills with specialist diving training, and provide them the opportunity to participate in consolidated training with peers from different cadet corps. 12. This RDA is intended to provide SCUBA specialty training and certification to eight cadets in the SCUBA modules of Wreck Diving, Underwater Digital Photography and Underwater Navigation, 2 6 July This activity will occur during the HMCS ONTARIO CTC work ups period. CADET SELECTION CRITERIA 13. Maximum eight billets (M/F) are available for this activity. Selected cadets must meet the following: a. phase four qualified prior to activity start date; b. possess/provide copy of a valid Professional Association of Diving Instructors (PADI) Open Water Qualification or an industry recognized equivalent; c. meet the medical requirement of PADI/equivalent; d. minimum 16 years on the activity start date; e. able to attend the entire course (5 days); f. be recommended by the corps Commanding Officer. (If recommending more than one cadet, the CO must prioritize in Fortress); and g. submit participation application through FORTRESS, serial SCUBA2018. As the Flying Scholarship exams and National Course interviews have now been completed, Sqns start to inquire as to when they will know who has been selected. As per; CATO 51-01, Annex B, all National Course selections will be announced NLT 31 Mar 18. At that time, all selections will be posted in FORTRESS as one of three responses: a. SELECTED Cadet has been selected for subject course and will have an offer of participation standing by for an answer; b. STANDBY Cadet has not been selected for subject course, but remains on the merit list in case of a potential backfill; or c. CANCELLED Cadet has been deleted from the merit list, as the cadet has not achieved a minimum overall merit score of 60%. 15. No new National Course applications will be accepted. Sqn COs are to ensure that no further applications for a National Course will be submitted in FORTRESS for any cadet, as in previous years, applications have been submitted for cadets well after the selection process had been completed. 3/7 RO 03/18 (Mar)

4 16. Once the National Course selections have been released, sqns will have until 15 Apr 18 to respond to the offer of participation in FORTRESS. Cadets that are selected for a Flying Scholarship and require a Transport Canada Category 3 (TC Cat 3) medical exam, should book their medical as soon as possible, as it can take up to a few months to get an appointment with a Civil Aviation Medical Exam (CAME) physician. Once the CAME has been completed, it can take up to a few months to receive the TC Cat 3 medical certificate in the mail from Transport Canada. This is the cadet/parent responsibility to have completed and submitted to the sqn for furtherance to RCSU/RCA Ops for their file, as the sqn staff cannot inquire to Transport Canada as to the status of their cadet s TC Cat 3 medical certificate. 17. Once the TC Cat 3 medical certificate has been received by the sqn, it must be forwarded to Capt Ken Reid, J5 Plans O (Air Cdts), NLT 1 Jun 18, via token.reid@forces.gc.ca. Please do not mail or fax to the RCSU. A scan or clear photo will be accepted for submission. ONLY A TC CAT 3 MEDICAL CERTIFICATE WILL BE ACCEPTED as proof of an approved medical by Transport Canada. Do notsend a copy of the CAME medical report, as this is a Protected B document once completed and cannot be transmitted via standard . Do not send a copy of a receipt for a medical exam, as this only confirms that a medical was paid for and does not confirm if a cadet was successful or for what category of medical was completed. Any questions regarding the National Course selections can be forwarded to your J3 ZTrg O. Triple AAA Career Expo - Air Cadet League of Canada 18. The Air Cadet League of Canada (National) (ACL National) is conducting an aviation expo being held in Ottawa at the Nepean Sports Complex on Sunday, 15 Apr 18 from hrs. This event is open to all squadrons in Central Region and is free to all cadets, officers and SSC members that register with the ACL National office NLT 9 Mar In collaboration with a number of the ACL s partners, the Triple AAA Career Expo is an opportunity to provide Air cadets with exposure to the many career and job opportunities available in aviation and aerospace. As part of the ACL National s strategic plan development, and our involvement with national organizations, such as the Canadian Council for Aviation and Aerospace and the Aerospace Industry Association of Canada, their goal is to establish new initiatives that can link Air cadets with the many partners and opportunities that exist in the aviation industry. 20. Squadrons that are interested in attending must register with the ACL National office NLT 9 Mar 18. Bus transportation will be provided by the ACL National for cadets up to 200 kms away from the event, in order for cadets to be able to return on the same day. A bus plan will be arranged and provided after the registration date, as the amount of squadrons registered will confirm how many buses are needed and from where they will start. Currently, we are projecting to start bus routes from the following locations: Cornwall with potential stops in Alexandra and Lancaster; Brockville with potential stops in Prescott and Smith Falls; Pembroke with stop in Renfrew; and Kingston direct to Ottawa. 21. Squadrons that are near the starting locations could meet the bus at the bus pickup point and travel to Ottawa. All other squadrons that are further than 200kms and are interested in attending would be on their own for travel. Squadrons could inquire as to overnight accommodations at Connaught CTC at a cost to the Squadron Sponsoring Committee. Squadrons would have to book with Connaught CTC to inquire about space available, as RCSU Central or Connaught CTC is not providing or setting any accommodations aside for this event and would depend on if any space is available on that weekend. 22. As the Triple AAA Career Expo is open to all cadets, the target age would be from 14 to 18 years of age that are looking for information on education and a potential career options. Information regarding registering was provided to all SSC Chairpersons through the ACL- Ontario Provincial Committee (ACL-OPC). Information has been attached to this order and can be found on SharePoint. Registration - Sqns ( J6 INFORMATION MANAGEMENT CCO Net Accounts: 23. An updated CCO Net Account Request Application has been placed in the File Repository > IMIT-GITI > CCO Net Access Control Form English. Please delete any local copies of the old form and only submit the new form from this point forward. Accessing the CCO Net Intranet (SharePoint): 24. To access the CCO Net Intranet, also referred to as SharePoint from a personal computer go to under the Access CCO Tools header, select the Continue to Web Access Login. From here you will need to log in to the sra.cadets.forces.gc.ca site using your CCO Net account credentials. 25. The SharePoint link has the Microsoft SharePoint icon and says Intranet below it. Access the Central Region SharePoint site by selecting Home under the Region crest. 26. To access CCO Net from various devices such as an ipad or android device, go to the IMIT-GITI Self-Help Centre in the Extranet (the same location as the File Repository). Select the ITIM-GITI link along the top banner and select Self-Help Centre. This is located at the following location: Receiving Notifications from SharePoint: 27. Members can set up specialized alerts to get forwarded to their CCO Net when content is updated in SharePoint. Follow the Intranet SharePoint Quick Reference Guide for directions on how to set up these alerts. Receiving Notifications from CCO Net Mail to Personal Follow the below steps to have alerts sent to personal accounts when s are received (ie. SharePoint notifications) to your CCO Net account. Please note the following must be completed on a CCO Net computer: a. at the top of MS Outlook, select File; b. under the Account Information heading, open Manage Rules and Alerts; c. in the Rules tab, select New Rule; d. the Rules Wizard will open, under the heading Start from a blank rule, select Apply rule on messages I receive; e. select Next; f. in the Which condition(s) do you want to check? section, under Step 1: Select condition(s), select where my name is in the To or CC box; g. select Next; h. in the What do you want to do with the message? section, under Step 1: select action(s), select have a server reply using a specific message; 5/7 RO 03/18 (Mar)

6 i. under Step 2, select the a specific message link that is underlined in blue; j, a new window will appear, in the To line, type the address you wish to receive alerts to; k. in the Subject line type Alert ; l. in the body of the , type a message that you and the sender will see, for example, An alert has been delivered to the recipient. The recipient will respond as soon as possible. Thank you for your patience. m. select Save & Close at the top left hand corner of the message; n. select Next; o. in the Are there any exceptions? Section, under Step 1: Select exception(s) (if necessary), add any address that sends an automatic reply; p. select Finish; and q. select Apply and OK. 29. Note that the alert is sent to both the recipient and the sender. Any that is sent with an automatic response should be added to the exceptions section to avoid crashing an server from sending s back and forth. MEDICAL 30. All cadets with any type of life threatening allergy (food, drugs, insects, substances) are required to fill out the new anaphylaxis forms during their annual medical validation. The anaphylaxis paperwork (consent forms, emergency plan) can be found on the SharePoint site under Forms/Reginal Forms/Medical Forms. 31. As FORTRESS does not identify which cadet requires these forms, corps/sqn staff will need to canvass all cadets to determine who has a life threatening allergy and who does not. Once it is determined that a life-threatening allergy exists the cadet s parent is to be given the forms to fill in and submit. As a guideline, if questions 1 and/or 4 in Section 7 (Health Information) of the CF 1158,Application for Membership in the Canadian Cadet Organizationsis answered yes then the anaphylaxis forms are to be provided. These forms must accompany the DHQ in order to complete the medical validation. 32. Presently there are hundreds of DHQs sitting at the RCMLO s office that cannot be validated because the anaphylaxis forms were not sent with the DHQ or the forms sent were incomplete. It is important to review all of your cadet s file in FORTRESS to ensure their medical validation has been completed. If the validation is not complete then determine what is required and submit it to the RCMLO. To assist you, a note from the RCMLO can be found amongst the Participation Limitations in FORTRESS detailing what is required. 33. Unfortunately cadets that have not been medically validated cannot participate in any cadet activities. This includes LHQ training, RDAs, NDAs and CTCs. Remember to ensure safe participation in the program and to mitigate liability, as corps/sqncos it is your responsibility to ensure cadets do not attend activities until their validation has been completed. 34.
