5 NOPD launched the TIGER taskforce in July 2016 to tackle armed robberies across the City NOPDNews.com: Armed robberies have been consistently down since mid Here s how NOPD made it happen. TIGER is responsible for 79 suspects arrested involved in 108 overall crimes, including 59 serial armed robberies committed by multiple offenders Number of armed robberies decreased 9% from 2015 to 2016 In 2017, the number of armed robberies are down an additional 6% compared to this time last year City of New Orleans 5
6 Modeled on the success of the first TIGER, NOPD launched another taskforce to tackle shootings Launched in March 2017 to focus on shootings across the City Since its creation, the group has arrested 44 suspects in shooting and RICO investigations out of 80 overall crimes TIGER taskforces have also provided support in dozens of investigations and arrests made by Districts Violent crime in the 2Q of 2017 was down 8.2% compared to the 2Q 2016 due in large part to the efforts of the TIGER task forces City of New Orleans 6
7 NOPD initiated a Summer Surge Effort of additional law enforcement presence in the City from July Sept 2017 Coordinated Effort with State Police Proactive Patrols Directed Traffic Enforcement Undercover Narcotics Operations Warrant Roundups Worked with State Probation and Parole & US Marshals to locate and arrest 81 out of 100 individuals suspected of committing violent crimes who had active warrants Worked with State Police to identify 70 suspected drug dealers and to arrest 44 of the them NOPD task force and general assignment personnel on 6-daya-week schedules throughout the summer City of New Orleans 7

11 Made civilianization a priority to put more officers on the street and increase efficiency Since 2015, NOPD shifted more than 100 officers from administrative tasks to answering calls for service in order to improve response times. 12 NOPD is modernizing policing to streamline processes and free up officer time NOPD launched electronic warrants in 2016, allowing officers to file warrants without leaving the scene of the crime E-Citations and E-Summons are being piloted now in the 3 rd District with full deployment for all districts expected by the end of 2017 Fuse Corps Fellow begins in October 2017 to assist NOPD with moving to a paperless environment RFP completed and vendor selected to assist NOPD with handling minor traffic accidents (non-injury/non-dwi) and free up time that on-duty officers are spending responding to these calls Phase 1 of License Plate Readers (LPRs) have been purchased and are currently being installed throughout the City City of New Orleans 12
13 NOPD has expanded its Alternative Police Response (APR) Unit Hired 8 civilian personnel to complement the limited duty personnel currently staffing the unit APR is currently handling between 10% to 15% of all calls for service through telephone reporting NOPD will launch an online reporting system in November 2017 that will allow APR staff to review online reports submitted by citizens City of New Orleans 13
14 Recruitment outreach efforts are being tracked in real time with application data dashboard Dashboard managed by New Orleans Police and Justice Foundation measures up-to-date statistics on recruitment so that NOPD can direct resources on effective recruitment efforts City of New Orleans
15 Since 2010, NOPD has held 15 academy classes adding 420 new recruits to the force These classes are in addition to the 10 other academy classes that were held between which graduated a total of 301 recruits Class 177 graduated in February 2017 with 29 new recruits Class 178 graduated in April 2017 with 28 new recruits Class 179 graduated in July 2017 with 8 new recruits Class 180 started in June 2017 with 28 new recruits Class 181 started in Sept 2017 with 26 new recruits Class 182 will be held in December 2017 City of New Orleans 15
16 Major investments in the Police Academy ensure new recruits receive high-quality training Increased Police Academy staffing to a total of 19 full-time commissioned personnel, as well as a Director of Training, a dedicated Curriculum Developer, and Civilian instructors Made comprehensive revisions to new recruit and in-service training curricula which far exceeds Louisiana state requirements, with recruits receiving more than 900 hours of training at the Academy In-service training has expanded from 40 to 92 hours to include continuing education on community engagement, procedural justice, de-escalation, and crisis intervention City of New Orleans 16
17 Significant infrastructure improvements to build a stronger police force for the future Rendering of the new building for the 2 nd District station New construction has begun on 2 nd District station Renovations of the 3 rd District station have been completed Updates to the Police Academy have been completed 300 new take-home vehicles (1 st of 3 rounds on order currently) in addition to the 400 vehicles purchased from 2013 to new computers for the district offices in 2016 in addition to the 250 computers purchased in patrol rifles purchased in addition to the 100 rifles purchased in 2015 Crime Camera Command Center under construction (2017) These improvements are in addition the following capital projects that have been completed for NOPD: 7 th District Station Completed (2012) 6 th District Renovations Completed (2013) 5 th District Station Completed (2014) 1 st District Renovations Completed (2016) City of New Orleans 17
18 NOPD is modernizing police management with the Insight program In October 2016, NOPD launched Insight One of the most sophisticated early intervention systems in the country Personnel management tool helps supervisors identify and counsel officers before they exhibit problematic behavior or face disciplinary action Measures 18 different criteria across multiple systems operated by NOPD From Consent Decree Monitors Review of the Insight Program: When used properly by trained supervisors, an Early Intervention System like Insight, without exaggeration, will save officer and civilian careers and lives. NOPD s Insight project is one of the most important projects NOPD has undertaken under the Consent Decree. City of New Orleans 18
19 Curricula expanded to include Crisis Intervention and EPIC training Crisis Intervention Team (CIT) training NOPD maintains training for ~25% of patrol officers Training focuses on managing crisis due to mental illness or behavioral disorder Ethical Policing Is Courageous (EPIC) In 2016, NOPD launched one of the most comprehensive and innovative police peer intervention trainings in the country 60% of the force has received EPIC training EPIC is being incorporated into Academy and In-Service curricula to ensure all officers receive training by May 2018 International Association of Chiefs of Police selected NOPD to present on data-driven police reform and EPIC at its next conference this fall City of New Orleans 19
20 NOPD is providing departments throughout the country with technical assistance and advice NOPD has become a national model in policing practices and has provided technical assistance to the following cities and national organizations: Baltimore, MD Milwaukee, WI Pittsburgh, PA Memphis, TN Albuquerque, NM Chicago, IL San Francisco, CA US Virgin Islands Portland, OR US Customs and Border Protection Grapevine, TX Police Executive Research Forum Arlington, TX National Police Foundation Newark, NJ Gary, IN International Association of Chiefs of Police City of New Orleans 20
21 NOPD has successfully managed over a dozen protests, rallies, and demonstrations without incident Coordinated security for removal of 4 confederate monuments in 2017 Zero incidents of violence against citizens or officers Minimal enforcement actions taken overall NOPD has become a national model in handling large scale protests and demonstrations, providing technical advice to the US Conference of Mayors and the Major Cities Chiefs Association City of New Orleans
22 Career development and leadership training are a priority to ensure long-term continuity 12 Commanders have participated in Senior Management Institute for Police training provided by the Police Executive Research Forum 2 Lieutenants have participated in the School of Police Staff & Command hosted by Northwestern University NOPD s Compliance Bureau Commander has completed the 10-week FBI Specialized Training Academy and another Lieutenant will participate in the FBI Academy in fall 2017 City of New Orleans 22

24 Launched a new model in police management when it premiered the MAX Program In 2016, NOPD premiered its Management Analytics for excellence (MAX) program New management tool takes the place of the COMSTAT meetings that have dominated internal police management nationwide since the 1990s MAX goes beyond crime management and allows NOPD leadership to track personnel, discipline, compliance, service, work quality, and equipment issues NOPD recently co-authored a journal article with Federal Judge Susie Morgan, who presides over the Consent Decree, on police reform through data-driven management for Police Quarterly City of New Orleans 24
25 Superintendent Harrison committed to joining the Open Data Initiative Since 2015, NOPD has become one of the most open and transparent police departments in the country Working with partners in City ITI, NOPD has posted several full datasets online: Expanded call for service data Electronic police report data Stop and search data Use of force data Misconduct complaints (NEW) Field interview data (NEW) Body worn and in-car camera metadata (NEW) City of New Orleans 25
26 Public Information Office (PIO) launched Website is a single portal for getting information on NOPD events, publicly available data, community outreach, and other information about NOPD and its officers NOPD has expanded its outreach and recruitment efforts in partnership with NOPJF to include social media and online outlets: Facebook, LinkedIn, Twitter, etc. The PIO drastically expanded its footprint on social media and provides weekly updates on online traffic data to the Superintendent City of New Orleans 26

38 2018 Consent Decree Accomplishments NOPD is on target to achieve substantial compliance by May 2018 Judge Susie Morgan in her recent order stated: As the Monitoring Team s public reports have made clear, [NOPD] has made and continues to make tremendous progress in achieving the goals and mandates of the Consent Decree. The Monitoring Team s reports have highlighted significant improvements in almost every area of the Consent Decree. The OIG recently stated that NOPD was one of the most improved city entities during the last five years In order to ensure reforms remain beyond the consent decree, NOPD and the City Attorney are working with City Council in the coming weeks to put lasting regulations in place.
