The PD does not have resources to facilitate a bomb squad detail. More training will be conducted with SEB to ensure interoperability with their bomb technicians. Cost analysis almost complete. Met with the Santa Monica Police Department SWAT Commander. We are planning a joint training day with the full SWAT teams for May. The sniper cadre has completed a joint training day with their SMPD counterparts. Currently drafting a contract for the City Attorney to review. Waiting on final report and recommendations before proceeding. NEW SYSTEM TO INVENTORY, TRACK AND REPLACE SAFETY SUPPLIES % ON TARGET FOR COMPLETION BY END OF
5 SIGNIFICANT EVENTS 3/1/217 At approximately 9:4AM, the lock down alarm sounded at Horace Mann School for unknown reasons. The school initiated a lock down while officers set up containment and searched the campus. Officers found nothing unusual and it appears a 3rd grader found the lock down code hidden underneath a phone, then entered the code which activated the alarm. 3/12/217 3/14/217 3/1/217 3/19/217 3/21/217 3/23/217 3/28/217 At approximately 1:1PM, units responded to Rexford Drive and Olympic Blvd regarding a brandishing of a firearm from a vehicle. The suspect vehicle was located a short time later and a high risk traffic stop was conducted. The field investigation revealed that the subject had a paintball gun secreted under the driver seat. The reporting party refused to cooperate. The driver was cited for a traffic violation and an incident report was taken. At 9:AM, a robbery and domestic violence incident occurred between a cohabitating couple in the 1 block of South Roxbury Drive. When officers arrived the male suspect fled to a second floor balcony and threatened to jump off of the balcony. Officers were able to convince the suspect to come back into the apartment where he was arrested without further incident. At 1:AM, in the 8 Block of North Elm Drive, a resident called 911 to report that a suspect was seen on live video feed inside of her residence. Officers arrested the suspect for burglary. At 11:AM, a group calling itself IF NOT NOW assembled approximately 1 marchers at Roxbury Park bringing attention to current Jewish social issues. They marched through the south part of the city eventually going westbound Olympic Boulevard into Century City. No significant issues to report. The group was monitored by patrol personnel. At approximately 3:3AM, a citizen reported seeing 4- suspicious male subjects on bicycles, wearing dark clothing and backpacks riding in the alley in the 3 block of North Oakhurst Drive. Officers quickly arrived in the area and located the described subjects riding in the area. The on-scene investigation lead to the arrest of four (4) subjects on various charges including narcotics violations, possession of stolen property, possession of burglary tools and a dangerous weapons charge. At 1:4PM, a suspect was seen on the property of the residence via remote CCTV. Officers arrived and were able to locate and detain the suspect as he was leaving. Using photos and statements from the investigation officers were able to gain sufficient probable cause to arrest the suspect at the scene for burglary. At approximately 7:3PM, officers were dispatched to a report of a man walking down the 3 block of North Canon Drive brandishing razor blades. Officers safely detained him inside of a pharmacy. At the conclusion of the investigation he was taken into custody transported to a mental health facility. DETECTIVE BUREAU 3/2/217 At an unknown time during the day, a Beverly Hills resident had mail stolen from their mailbox. As a result of that event, Detective personnel, utilizing investigative resources, identified the suspect. The suspect was located, and arrested in the City of Los Angeles. Upon submitting the arrest package to the District Attorney's Office thirteen (13) felony and misdemeanor counts were filed on the suspect. 3/9/217 Quinnel Johnson was arrested after striking his five () month pregnant girlfriend. The altercation occurred as the result of an argument they were in. Johnson was charged with one (1) count of Spousal Battery; one (1) count of Criminal Threats; and one (1) count of Witness Intimidation upon detectives presenting the case to the District Attorney's Office.
6 3/1/217 While out on bail on charges of child abduction and child concealing, Maha Visconti attempted to abduct her biological child yet again. Visconti also violated an active court order. As a result of her actions, a warrant was obtained and Visconti was arrested for attempted child kidnapping. 3/3/217 A total of ten (1) BHMC violations were presented to the District Attorney's Office for filing consideration. The violations included acts of soliciting; unlawful camping; scavenging; and unlawful storage of property. TRAFFIC BUREAU 3/1/2 Traffic Bureau Supervisors met with Metro Purple Line expansion project representatives, regarding the construction timeline, construction related activities, and construction traffic plans on Wilshire Blvd between San Vicente and La Cienega Blvd. 3/19/217 The 217 Los Angeles Marathon raced through Beverly Hills. Traffic Bureau personnel, other Department personnel and volunteers successfully implemented an Event Action Plan and Event Traffic Plan. No major incidents, related to the race, were reported. 3/31/217 Traffic Bureau conducted a DUI checkpoint at Sunset Blvd. and Sierra Drive. 2,77 vehicles drove through the checkpoint; 33 of those vehicles were screened. 3/31/217 Traffic Bureau Supervisors met with project representatives from the Santa Monica Blvd Reconstruction Project, several times during the month to: determine TCO/Officer deployment related to the project; discuss safety issues; and discuss traffic issues and community impact concerns. 3/31/217 Parking Enforcement Officers wrote 1,11 citations during the month. PERSONNEL & TRAINING BUREAU 4/12/217 During the month of March, staff processed eighty-nine (89) entry-level and seven (7) lateral police applicants for the police officer position and four (4) applicants for the police cadet position. In addition, two (2) lateral police officers were hired during the month of March.
