Morale, Welfare and Recreation invited the tattoo artists to the island in an effort to improve morale and bring residents a service they do not normally have access to at Gantanamo s isolated location. We re here to give yo yor GTMO Ink tattoo, said Kevin Bleifss, a professional tattoo artist from Port of Worcester Tattoo in Worcester, Mass. Yo can t really leave a place like this [freqently], so we bring the tattoo to yo. Bleifss said he and the other tattoo artists have visited Gantanamo several times. This is the seventh year MWR has invited tattoo artists to the base. I coldn t say no to something like this, said Bleifss. I m one of the only gys who has professionally tattooed in GTMO. The National Fire Protection Agency (NFPA) is the official organization for Fire Prevention Week. NFPA establishes the theme each year. Unlike other commnities, if a fire here gets a head start on or firefighters we are not calling in second and third alarms for additional firefighter spport, we have Naval Station firefighters and resorces and that is it. What events are being held this year in honor of Fire Prevention Week? t Monday, Oct. 4 and Tesday, Oct. 5: Firefighters and the Fire Prevention Chief will be at the NEX handing ot items with fire safety messages and literatre and will be condcting live-fire fire extingisher training. Don t be shy and walk by withot stopping and taking a trn practicing sing the fire extingisher trainer. t Thrsday, Oct. 7: 5:30 to 9 p.m.: The Gantanamo Bay Fire Department is inviting all base residents to come ot and join s for this year s main event which is being held in the parking lot area adjacent to the base library. There will also be an naffiliated hambrger and hot dog stand from 5:30 to 7:30 p.m. followed by the Aircraft firefighting display. t Friday Oct. 8: Firefighters, Sparky and the Fire Prevention Chief will be at the W.T. Sampson elementary school teaching fire safety and what children need to do in the event of a home fire. What are some of the cases of fires in the homes and offices in GTMO? Home fires are mostly associated with nattended cooking. It is important to note that improperly discarded cigarettes are another leading case of home fires. Office fires are mostly electrical in natre. Falty extension cords which have been damaged in one way or another and with the lack of an over abndance of otlets, especially in older bildings, the overse of power strips and mlti plg otlets taxes the electrical circits.

Sotheast region s glf oil spill response det demobilizes By Stephen Strickland, Navy Region Sotheast Pblic Affairs JACKSONVILLE, Fla In Glfport, Miss., Navy Region Sotheast personnel are preparing the last skimmers and tility boats for retrn to their home installation following their se in cleanp of the Deepwater Horizon oil spill in the Glf of Mexico. Rear Adm. Tim Alexander, Commander, Navy Region Sotheast, reflected on the spport the region received from Navy commands arond the contry. From Pget Sond to Key West, and San Diego to Rhode Island, installations and Navy regions stepped p to help s in or efforts to clean p oil in the Glf region, Alexander said. The professional response we had from so many commands nationwide ensred the sccess of the Sotheast Oil Spill Response Detachment. The Sotheast Oil Spill Response Detachment (SE OSR DET) was created nder the cognizance of Navy Region Sotheast in Jne when the Coast Gard asked the Navy for assistance in the cleanp efforts. The Navy s response was to bring 27 skimmers, 35 tility boats, and for Harbor Bster skimmers into the Glf region from installations arond the contry. Navy Region Sotheast broght these boats and nearly 200 crew members and spport personnel to the Glfport, Miss., laydown area. Moving all these assets took a lot of cooperation and hard work by so many organizations and people, Alexander said. Environmental departments had to coordinate with state agencies to ensre that we weren t leaving other areas vlnerable. Alexander said the Fleet Indstrial Spply Center coordinated transportation and a myriad of other things to stand p the detachment. Or Port Operations folks were the experts on the grond, said Alexander. And SUPSALV gave s great spport in the Glf region, from helping with maintenance contracts to giving s the lay of the land in oil spill response. Crews qickly started operating in Pensacola, Fla., Perdido Pass, Ala., Myrtle Grove, La., and Bay St. Lois, Miss. After initially recovering oil and tar balls, the crews fond that oil was becoming harder and harder to find. I think we all feel very fortnate that the amont of oil to be recovered was less than expected, Alexander said. Thogh we were prepared for a worst-cast scenario, thankflly it didn t come to pass. I hope we broght some measre of assrance to the people of the region with or presence, bt the Coast Gard has released s from or mission, and it s time to get or people and assets home. In addition, Naval Air Station Pensacola and Naval Spport Activity Panama City are serving as incident spport bases, providing spport to the Coast Gard and BP. As the last of the skimmers is prepped for transportation back home, the nowdemobilized Sotheast Oil Response Detachment will serve as an example of Navy teamwork, professionalism, and rapid deployment. 4 e-leave the By MC3 Leona Mynes Starting Oct. 1, Naval Station Gantanamo Bay, Cba will implement electronic leave reqests throgh the Navy Standard Integrated Personnel System (NSIPS) online. E-leave is a program where we re switching over to from paper, said Chief Yeoman Loring Walker, the Command Leave Administrator (CLA) and leading chief petty officer at the Naval Station administrative department. For the first week, the administrative department will be testing isses with the program and ensring it works properly. Immediately following these tests, Admin will begin processing leave reqests throgh individal electronic service record (ESR) self-service acconts via NSIPS. According to NAVADMIN 103/10, once prepared, the leave reqest will electronically rote throgh the chain of command for 4 begins approval. This process streamlines the leave reqest process and atomates the command s leave control log, ensring the proper nmber of days is taken. Walker said the process makes it mch easier to check ot on leave and check in from leave. Normally, yo d have to come in to me and I d have to write a letter to [the Personnel Spport Detachment] reqesting them to adjst the nmber of days in yor leave and earnings statement, said Walker. Now, it s all atomatically done by yo logging into NSIPS. The Swift is crrently deployed in Spport of Sothern Partnership Station (SPS) 2010, an annal deployment of varios specialty platforms to the U.S. Sothern Command (USSOUTHCOM) area of responsibility (AOR) in the Caribbean and Latin America. The mission s primary goal is information sharing with navies, coast gards, and civilian services throghot the region. 5 Defense Department Lanches Absentee Voting Week By Karen Parrish, American Forces Press Service WASHINGTON, Sept. 27, 2010 The Department of Defense today annonced Absentee Voting Week, Sept. 27 to Oct. 4, to help servicemembers and civilians serving otside their home states make their votes cont. With all U.S. Hose of Representatives and some U.S. Senate seats at stake dring the mid-term elections Nov. 2, the department s Federal Voting Assistance Program has lanched a new set of tools to connect voters with their state election processes. Bob Carey, FVAP director, said the program s online electronic voting spport program and federal write-in absentee ballot are designed to ensre voters get the appropriate ballot and can sbmit it before deadline. FVAP s voting spport program, lanched this year, offers precinct-specific online ballots and sbmission instrctions for the 19 states so far participating: Virginia, Utah, Montana, New Jersey, Nevada, Kansas, Mississippi, Washington, New Mexico, Indiana, Nebraska, Missori, New York, Delaware, West Virginia, Idaho, Arkansas, Colorado and Tennessee. Throgh the online program, located at We can actally give yo a direct link to yor state s ballot delivery system, Carey said. Or if yor state doesn t happen to have that, then we have an online ballot that has all yor federal candidates. Yo can select online and print ot the ballot online. It will give yo a pre-addressed envelope and complete instrctions abot how to get the ballot back home. Some states allow ballots to be retrned by fax or online, Carey said, bt the military postal service will express-mail any ballots military members or their sposes sbmit from overseas. In the past, ballots were sent by mail, which slowed the voting process and meant some absentee ballots weren t received before voting deadlines, Carey said. Now they re being sent by or being posted online. We ve taken a 30-day transmission process and redced it to 30 milliseconds, he said. Hopeflly that s going to be one of the biggest things we can get ot there let people know they don t have to wait. For troops deployed to remote locations where compters and printers aren t generally available, Carey said, nits may need to make special arrangements. What we re rging all the nits to do dring Absentee Voting Week [is] to maybe set p one day where they have a compter available that has a printer available, he said, so anyone can come on in and at least get their ballot printed ot if it s being delivered by or online delivery. Carey said FVAP also is sing social networking tools to reach potential voters. FVAP is on Facebook, and we have a tool, an invitation for people to send to all their friends to say, Hey, here s how yo can get yor ballot now. And if they go to the Federal Voting Assistance Program Facebook page, they can find ot all that as well, he said. The program s goal is to make the FVAP Web site the only tool that Defense Department absentee voters need, he said. We re trying to make the FVAP Web site the single portal to be able to go to any state, any system, and it will be seamless and intitive for the voter, Carey said. The experience of a California voter may be very different than the experience a New York voter has, becase of the technology sed.
