14 Designation of MPOs Federal law and rle: Designate a MPO for each rbanized area 50,000 or more (as defined by Censs) To extent feasible, only one MPO per rbanized area and grop of contigos rbanized areas More than one MPO may be designated de to size and complexity MPO designation/redesignation based on agreement between Governor and local elected officials Designation of an existing MPO remains in effect ntil the MPO is redesignated 14

State law: MPO voting membership: between 5 and 19 members - Exact nmber determined on eqitable geographic-poplation ratio by Governor, based on agreement among affected local governments - Other MPO voting memberships provisions: minimm nmber of conty commissioners, alternate members, etc. Governor reviews MPO membership in conjnction with decennial censs and reapportion it as needed - Special provisions: charter conty over 1 million in poplation After each censs, existing MPOs: Reassess their metropolitan planning area bondaries, voting membership 15
16 Upcoming Events/Isses The U.S. Censs Brea to release the list of rbanized areas based on the 2010 Censs by Spring 2012 If new rbanized area identified, a MPO mst be designated to represent it Can be an existing MPO Review changes to rbanized bondaries Shold some existing MPOs merge? Planning area bondaries need to change? Changes to voting membership needed? 16
17 Upcoming Events/Isses Next steps Reach agreement on planning bondaries of MPOs and enhanced regional coordination/planning - Based on new, expanded, merged rbanized areas Reqest MPOs board membership apportionment plans and interlocal agreement be prepared/sbmitted - For Governor approval: ensre compliance with state and federal reqirements Revise formlas for federal MPO planning fnds - FDOT prepares in consltation with MPOs 17
