Schindler II Sec./Treasurer Bob Raymond The Fort Myers Beach Fire Department Board of Fire Commissioners wants to thank our community for their ongoing support for our District. As you know, we have been making several great changes for our community and our team! This past year we have hired a new Fire Chief as well as several Firefighter/Paramedics to provide the best service possible to our community. This year we have also added two new Commissioners to our team and we are excited to get to know them and to have their expertise! Please join us in welcoming the new members to our organization. We have had several new things happening in our department this year including the new rescue vehicle Rescue 31 hitting the street and big changes to the roadways on Fort Myers Beach. Although it has been a challenge for our department with the lane closures, barricades, alternating lane changes, and ongoing construction, our members have proved to be prepared to tackle whatever comes their way. We are eager to see what the next year will bring and hope that you will continue to follow the progress of our community and our department. 4 We are honored and excited to announce the arrival of our new Fire Chief Matthew Love! With his experience and knowledge we look forward to the progression he will bring to our District. Fire Chief Matthew Love has served the emergency services community since 1997 with the support of his wife Kristen and sons, Tyler & Noah. Chief Love has served as a Fire Chief since 2009, and has also served as a Deputy Fire Chief of Operations and Division Chief of Training. He has worked for many emergency service agencies to include the City of Colorado Springs Fire Department. Chief Love has earned the distinguished Chief Fire Officer Designation by the Center for Public Safety Excellence, and he is a proud graduate of the United States Fire Administration s National Fire Academy Executive Fire Officer Program. Chief Love holds a Master of Science Degree in Leadership with an Emphasis in Disaster Preparedness and Executive Fire Leadership, graduated Summa Cum Laude with a Bachelor of Science degree in Public Safety and Emergency Management, holds an Associate Degree in Fire Science Technology, and an Associate Degree in Wildland Fire Science. Chief Love spent several years as an adjunct professor for the Colorado Community College system, teaching a variety of Fire Science courses. He also teaches courses in Leadership, Customer Service, and Firefighter Safety throughout the Nation. Chief Love speaks nationwide at various leadership events and has had the honor of being a reoccurring speaker for United States Air Force Academy Character and Leadership programs. In addition, Chief Love has written for National leadership publications, and many of his research papers have been published by the United States Fire Administration. Chief Love was awarded by the Colorado Springs Fire Department for his creation of the Firefighter Seatbelt Safety Program, 25 Percent- Simply Preventable. This program gained national attention after delivery at the National Fire Academy, and a subsequent collaboration effort with Dr. Burton Clark of the U.S. Fire Administration resulted in the promotion of the National Firefighter Seatbelt Pledge. Chief Love s career has been strongly focused on Firefighter Training, Departmental Training Program Management, and building training programs for several fire agencies. He is a strong believer in the power of an organization s Mission, Vision and Values, and provides presentations on Shared Vision and Creating Motivation in Leadership for both fire and non-emergency service agencies. Chief Love has made it a priority for team members to share in organizational vision and to take ownership of the organization s values and mission creation. We hope that our annual report will be a valuable resource for you to learn about our organization and the services provided to our community. The Firefighters of the Fort Myers Beach Fire Department are proud to be at the center of the community s protection by providing emergency and non-emergency services daily. The Mission of the Fort Myers Beach Fire Department is to honorably serve our community by providing caring, compassionate service through devoted professionals. This concept is embraced by our members and leadership, as we are dedicated to providing services of all types to the great community members and visitors of our area. 6 Fort Myers Beach Fire Control District The Fort Myers Beach Fire Control District is located in Southwest Lee County, Florida, covering the islands of Estero and San Carlos, as well as nearby areas. Our team provides services to a population of approximately 9,000 full time residents, over 40,000 peak season residents, and over 1.8 million visitors each year. In addition to a significant population increase in peak season, Estero Island is a well-known and highly frequented Spring Break destination for visitors around the world. The Fort Myers Beach Fire Control District covers a 10 square mile area out of 3 fire stations strategically placed within the District, as well as responds to many areas of Southwest Florida through an automatic aid and closest unit response system. The District began as a volunteer fire department in 1949 by the Beach Improvement Association, Inc. The District incorporated as the Fort Myers Beach Fire Control District in 1950 with an estimated population of only 2,500 residents. Since, the Fort Myers Beach Fire Control District has become a fullservice career and emergency response organization protecting the residents and visitors of this highly sought after and growing location. The Fort Myers Beach Fire Control District provides a variety of services to include a multitude of fire suppression activities, Emergency Medical Advanced Life Support (ALS) on all apparatus, ambulance transport, technical rescue, hazardous materials incident response, and a variety of other emergency and nonemergency services. 6
7 Organizational Structure The Fort Myers Beach Fire Control District is a Special District of Florida, which operates by the governance and leadership of a five-member Board of Fire Commissioners. The Board of Fire Commissioners are residents of Fort Myers Beach and are elected by the Fort Myers Beach Community to serve the District for a four-year term. The Board works with the Fire Chief and Administrative staff in establishing vision for the organization, strategic and long range planning objectives, as well as overseeing financial activities. The Fort Myers Beach Fire Control District uses a variety of positions to achieve the mission of serving our residents and visitors alike in any time of need. Our staffing structure includes a variety of operational, command staff, and administrative positions that operate on a full-time basis. 7
8 Administrative services manage everything from payroll and payables, to budgeting and forecasting finances for future sustainability and growth. The Fire Chief works with the Fire Board of Commissioners, administrative staff, legal counsel, finance, and fire department officers to manage administration functions. The Administrative Branch is overseen by the Director of Finance and Administrative Services and provides support to all Fort Myers Beach Fire Control District divisions and programs through document and policy management, benefit administration, purchasing processes, and budgeting. The administration also provides the organization s Human Resources department, risk management coordination, and Strategic Planning Section. 10 Administration Highlights We held two Chat with the Chief sessions this year, striving to meet with each member of the organization. This year s topics included Organizational Mission Brainstorming and Firefighter Cancer Initiatives. The FMBFD Advisory Group was implemented to steer many projects and initiatives such as Mission, Vision, and Value establishment and re-branding implementation. The Scoop was created as a weekly community information publication. Chief Love was a guest speaker at the 1 st Annual Lee County Emergency Services Conference Leadership classes were held throughout the year led by our new Fire Chief We once again were heavily involved in the Spirit of the Holidays events to serve those in need in conjunction with the Beach Kids Foundation. We held our 1 st Annual Firefighter Appreciation Family Picnic with Bayside Estates The FMBFD hosted a Holiday Luncheon at Station 32 for our partners in public safety and families of FMBFD. Our Board of Fire Commissioners held a Meet and Greet for our new Fire Chief at Bonita Bills Our team participated in the St. Baldrick s Foundation events Members of our organization received the Phoenix Award for successful lifesaving of cardiac arrest victims. FMBFD Firefighters participated in the Make a Wish Foundation event and were recognized with an E-Award! Our Budget Process was Re-Vamped and our Budget Packet was created. Our District established a financial Re-Capitalization & Sustainment Plan Fire Chief Love attended the State of Our Schools Partners in Education Event We held our own 9/11 Memorial Event, as well as participated in the Lee County Events We implemented the rank of Lieutenant and Updated many Job Descriptions in the organization. 10
11 General Operations The Fort Myers Beach Fire Control District Operations Division manages all operational aspects of the organization, to include emergency response. The Operations Division is overseen by the Assistant Fire Chief, who works closely with the three (3) Battalion Chiefs, Captains, Driver Engineers, Paramedics, and Firefighters to execute the operational mission of the organization. Emergency Medical Services (EMS) Division The Fort Myers Beach Fire Control District EMS Divisions responsibilities include the management and planning of all levels of EMS delivery to include Advanced Life Support (ALS) transport ambulances, as well as fully staffed ALS fire apparatus to ensure ALS care is provided by the closest unit responding. The EMS Division also oversees education, training, equipment, supplies, and administration of all medical services as it relates to the mission of the organization.
