3 OPS001 Date: 1 July 18 Company Apparatus Response Policy Volunteer Response Policy Members are to adhere to the policies for each apparatus as appropriate. Members must be on the eligible to ride list to staff apparatus. Members on the in-eligible to ride list are qualified as Observers. Volunteer crews are to respond to all calls dispatched for the unit they are staffing. Crews may respond in place of a career staffed unit for calls when both units are available. Units available for responses are to be put in service in the appropriate status. When the unit is no longer available for responses the unit must be placed back out of service in the appropriate status. Units in service may be added to calls within our primary first due area. U27 & B27 may be utilized as a first responder unit if no other units are available within the station. During up-staffing events for severe weather B27 is to be staffed first by a qualified firefighter driver. If enough staffing is available U27 can be staffed by any available qualified driver. U27 s crew can be made up with Observers, if so it is not to be utilized as a first responder unless a certified EMT on the active database is part of the crew.

4 Ambulance Response Policy A279 is to be staffed by at least 2 available EMT Certified Members who are in a riding status. A279 is to handle all appropriate medical call responses within the First Due area. A279 may be added to calls in the First Due when going in addition to or in place of the dispatched units. A279 is available for dispatch to other areas as needed due to call volume and is available for transfer by Fire Alarm when needed to help cover gaps in coverage due to high call volume. E27 Response Policy E27 is to be staffed by a FADO qualified driver and at least 1 available FFI or higher Certified Member who are in a riding status. E27 is to handle all appropriate Fire or EMS First Responder call responses within the First Due area. E27 is available for dispatch to other areas as needed due to call volume. E27 when in service is available for transfer by Fire Alarm when needed to help cover gaps in coverage due to high call volume. Must have 3 qualified Firefighters to transfer unless directed by Fire Alarm. E27 may be added to calls in the First Due when going in addition to the dispatched units. Brush Truck Response Policy B27 is to be staffed by at least 1 available FF Certified Member who is in a riding status. B27 is to handle all appropriate Fire or Service Call responses within the First Due area. B27 is available for dispatch to other areas as needed due to call volume. B27 when in service is available for transfer by Fire Alarm when needed to help cover gaps in coverage due to high call volume. B27 may be added to calls in the First Due when going in addition to the dispatched units and other units are not already on location. B27 is to respond to all outside fires, wires down, pump-outs, and fire calls in the Laurel Race Track stable area. B27 is to be upstaffed for all severe weather events.

5 OPS002 Date: 1 July 18 Company Apparatus Staffing Policy Volunteer Staffing Policy All Members on the eligible to ride list may ride on any apparatus in the Station they are qualified to ride. Members must report to the Duty Crew Chief as to their riding status when arriving at the station. If the Duty Crew Chief is not available report to the senior Volunteer in the station at the time. If riding on the Career staffed engine you must report to the Driver that you are riding. If riding on the medic unit you must report to the medic on duty and request to ride. Duty Crew Members are required to staff A279 prior to staffing other apparatus. Volunteer drivers are primary for U27 & the Ram Fan when in the station. Volunteer Drivers who are firefighters are primary for B27 when in the station. Staffing Policy for A279 A279 is to be placed in service in ether a dependent or independent status when riding members are in the station available to staff apparatus. A279 is to be in-service before E27 is placed in service unless filling in for Career staffed engine. The Duty Crew is responsible for placing A279 in service before staffing suppression units. Non-Duty Crew Personnel can place A279 in a dependent status with suppression units. Staffing Policy for E27 All FF Certified Members on the active riding database are eligible to staff E27. E27 staffing must consist of a minimum of 2 Firefighters, a cleared FADO, a FFI min (FFII preferred), Probationary FF s count as the third FF for transfers. E27 must be staffed with at least 3 Firefighters to be able to transfer unless ordered to transfer by Fire Alarm. Staffing Policy for B27 B27 staffing must consist of at least a cleared Brush Driver. B27 can staffed with observer s or EMT s when up-staffing due to weather events.

6 OPS003 Date: 1 July 18 Operational Duty Crew Policy Duty Crew The Operations side of the Company is established into Duty Crews with each crew having a Crew Chief. All Operational Members are required to have a duty day and pull their required duty time on their day. Duty Crew Members have priority in riding assignments & bunk room availability. The Duty Crew is responsible for conducting the PM checks on A279, U27 & the Ram Fan. Duty Crew Chiefs Each day will have a designated Duty Crew Chief who is responsible for overseeing the daily operations of the Company on their respective day. Duty Crew Chiefs unless a County recognized Officer hold the rank of Sergeant within the Company. Crew Chiefs have the authority to enforce Company rules regulations & policies on their duty day. Crew Chiefs will complete a daily log entry of activities during their respective duty day. Crew Chiefs will conduct a Station Security & Safety check during their day.

7 OPS004 Date: 1 July 18 Company Volunteer Observer Program Volunteer Observer Apparatus Riding Policy All Members on the in-eligible to ride list may ride as Observers. Members must report to the Duty Crew Chief as to their riding status when arriving at the station. If the Duty Crew Chief is not available report to the senior Volunteer in the station at the time. Observer eligible riding members are authorized to only ride on Volunteer staffed apparatus unless authorized by the Chief & on duty Career Officer. Observers must wear the red Company shirt and ensure they have a traffic vest when riding. Observers Must notify the Duty Crew Chief, Driver & Officer prior to riding. Observers are to remain with the apparatus until directed by either the officer or driver. Observer Ride-A-long Policy for A279 A279 is available for Observers to ride when properly staffed. Observer Ride-A-long Policy for E27 E27 is available for Observers to ride when properly staffed and in service with a Volunteer crew. Observer Ride-A-long Policy for B27 B27 is available for Observers to ride when in service with a volunteer crew.

8 OPS005 Date: 1 July 18 Company Student Ride-A-Long Policy Volunteer Staffing Policy Students are to wear the red Company shirt identifying them as a student/observer. Students are to ride on A279 if available before riding on MU27. Student Ride-a-Long Policy for A279 If a student is in the Station for rides any Certified EMT members on the active riding database present in a riding status are required to place A279 in service before staffing suppression units. A279 when in service is available to assist with Students required assessment ride-a-long s. Students must complete an Ambulance familiarization/introduction facilitated by an EMS Field Training Officer prior to riding. Observer Ride-A-long Policy for MU27 MU27 is available when A279 is not in service or if more than 1 student is in the station for rides. Students riding on MU27 for their rides are to get permission from the on-duty Medic prior to riding.

9 OPS006 Date: 1 July 18 Company Report Writing Policy Volunteer Incident Report Policy All Drivers are to insure Operative IQ inspections & checks are done for their respective apparatus. All incident related reports generated due to an incident responded to must be properly documented and filed in the station office & advise the Station Officer of any reinspection s required. Ambulance Reports The Primary Care Provider is required to complete a Patient Care Report for all responses, all riding members staffing the unit are to assist the Primary Care Provider with completion of the Patient Care Report. The Driver is responsible for completing the Tiburon Fire Incident Report, all riding members staffing the unit are to assist the driver with completing the Fire Incident Report. The Duty Crew is required to complete the Operative IQ Preventative Maintenance & Inventory Checks. The Driver is responsible for filling out the Call Log for all incidents A279 has responded to. Engine Reports The Member riding seat is responsible for completing the Tiburon Fire Incident Report and all other incident related reports for all responses, all riding members staffing the unit are to assist with completion of reports. The Driver is responsible for completing the Operative IQ Preventative Maintenance & Inventory Checks. The Driver is responsible for filling out the Call Log for all incidents E27 has responded to. B27 Reports The Driver is responsible for completing the Tiburon Fire Incident Report and all other incident related reports for all responses, all riding members staffing the unit are to assist with completion of reports. The Driver is responsible for completing the Operative IQ Preventative Maintenance & Inventory Checks. The Driver is responsible for filling out the Call Log for all incidents B27 has responded to.

10 OPS007 Date: 1 July 18 Volunteer Bunkroom Policy Operational Bunkroom Usage The bunkroom is available for use on a first come first serve basis with the duty crew having priority. Operational members on the active riding database while in a riding status have first priority. Operational Observer members are authorized to use the bunkroom while staffing apparatus in accordance with the Observer Policy. No probationary members are authorized to spend the night unless doing ridea-longs for EMT or with prior approval of the Chief on a case by case basis. Duty Crews are to check the cleanliness of the bunkroom during their duty day. Any member who is using the bunkroom is to keep their bunk neat and the area around it clean. Linens are provided for use. All bunks must be made prior to sleeping on them. Members caught not using linens will be ordered to leave the bunkroom immediately and have their bunkroom privilege suspended. Food is not to be stored in the bunkroom. No open containers of food are to be left in the bunkroom.

11 OPS011 Date: 1 July 18 Volunteer Active Operational Member Requirements Active Operational Member Requirements All Operational members to be considered an active member eligible to ride are required to maintain active status. Listed below are the Active Riding Member requirements. Must be an Active Member considered to be in Good Standing within the Company in accordance with the Company s by-laws. Attend 50% of Company General Meetings Participate in at least one Committee Must provide at least 24 hours of service a month as follows: Select a weekly Duty Day Provide at least 4 hours of staffing apparatus during their 24-hour duty day 16 hours a month minimum of station/apparatus staffing Staff 1 8-hour weekend shift a month If Member normally works weekends the 8-hour shift can be on a weekday during daytime hours (before 1800) If absent for more than 2 weeks member must submit an absentee request stating the reason for absence from duty Other than medical or family emergencies Members must submit notification in advance of their absence While on an extended absence the member must communicate with their respective crew chief as to their status & are still required to complete all training requirements Participate in Operational Events as follows: Participate in at least 1 of the following each quarter Station upstaffing event, weather or call volume related Community Relations or Fire Prevention event Run at least 25 calls a year. - Approximately 2 calls a month Maintain training & certification standards as follows: Maintain current certifications in the following: CPR/AED EMT SCBA fit-test, for all Firefighters Must not be delinquent with the following Training: County s annual training requirements Mandated AACOFD training as applicable EMT Annual Protocols Members who do not meet these standards are removed from the eligible to ride list and placed in a probationary status. Members who do not comply with requirements after being placed in a probationary status are removed from Operational status and considered Administrative Members of the Company.

12 OPS012 Date: 1 July 18 Volunteer Operational New Member Requirements Operational Probationary Member Requirements All new members are to complete the following membership in-processing steps within the time line listed below. The Following must be completed in the first 7 days of membership, prior to the next Tuesday: All Company membership paperwork County New Member Packet for Operational Members New Member Orientation The Following must be completed in the first 30 days of membership, prior to the next General Company meeting: County physical started NIMS / ICS200 NIMS / ICS700 Bloodborne Pathogens The following must be completed in the first 60 days of membership, prior to the second Company meeting: County physical completed Registered for ether MFRI FFI or EMT (unless already certified) CPR/AED - BLS for healthcare providers After being cleared as an Observer pick a duty crew and start pulling duty on that day. While in a probationary status are not authorized to spend the night unless completing ride-a-longs for the EMT course. Must pull duty when other volunteers are available in the station. Must attend at least 4 of the 6 meetings while in probationary status, absences must be authorized by the Chief. No member while in a probationary status will be authorized to take any driving classes. Members in a probationary status will not drive any apparatus without express written consent of the Chief. Non-cleared members are not authorized to use any operational computers, radios or other equipment without authorization from the Duty Crew Chief.

13 OPS013 Date: 1 July 18 Operational Members Rank Structure Rank Structure All Operational Members of the Company will be classified by their respective title with an associated rank. All new Operational Members will hold the rank of Probationary Administrative Member until they have successfully completed their physical & background. All rank positions except Sergeant must be County recognized in accordance with Anne Arundel County Fire Departments Qualification Standards. Sergeant is a Company rank given to non-line Officer Duty Crew Chiefs. Observer Operational Members who have completed their new member operational requirements, physical & background and are on the in-eligible to ride list. Probationary Firefighter Red Stripe members will be considered Observers. Probationary Fire Fighter PFF Members who have completed Fire Fighter I & Hazmat Ambulance Technician AT Emergency Medical Technician Fire Fighter I FFI Firefighter I level Ambulance Technician Driver Attendant ATDA Emergency Medical Technician with Emergency Vehicle Operator Fire Fighter II FFII Firefighter II with Emergency Vehicle Operator & Rescue Technician Paramedic PM Advanced Emergency Medical Technician Fire Apparatus Driver Operator FADO Pump Operator Sergeant SGT Non-Line Officer Duty Crew Chief Lieutenant LT Appointed by the Chief & approved by the MCVFD Board of Directors Captain CAPT Appointed by the Chief & approved by the MCVFD Board of Directors Assistant Chief A Chief Appointed by the MCVFD Board of Directors Chief Chief Chief of MCVFD elected in accordance with the MCVFD by-laws

14 Requirements: OPS014 Date: 1 July 18 Volunteer Operational Member Uniform Policy Volunteer Uniform Policy for Riding Members Operational Members Members must be in a proper uniform while in a riding status. All active riding members are required to have at least 1 class C uniform. Members while on a transfer may be in a relaxed uniform as long as requirements described below are met. Members will ware an official MCVFD tee shirt or polo shirt as part of the primary uniform while riding. Shirts must be appropriate to the rank of the member. Tee/Polo Shirt Red Probationary & Students Navy Blue Operational Ride Eligible Members White or Gray Line Officers Class C Shirt Light Blue Operational Ride Eligible Members White or Gray Line Officers Rank Insignia: Duty Crew Chiefs Sergeants Chevrons Lieutenant One Bugle Captain Two Bugles Assistant Chief 3 Bugles Chief 5 Bugles Pants must be ether issued by the County Quartermaster or conform to uniform standards as described. Must be dark blue or black in color Made primarily of fire resistive material Blue Jeans, Scrub paints, kakis are acceptable as long as meeting the color requirements for transfers, fill-in s or immediate incident staffing Class C uniform shirts must have the appropriate patches & rank insignia s. Job shirts are authorized for use and issued by the Company. Shoes must be made of leather or other suitable fire & water resistive material, black in color & steel toed.

15 OPS015 Date: 1 July 18 Volunteer Locker & Gear Rack Policy Operational Members Locker Usage Lockers are provided for use by Operational Riding Members. All lockers are assigned by the Chief. Operational Members who on a regular basis spend the night are authorized to be assigned & use one of the 6 lockers in the bunkroom. Female Operational Members are authorized to be issued and use the lockers in the female locker room. No male Operational Members are to use any of the lockers in the male locker room without express written consent of the Chief. Blue lockers are available in the laundry room & are issued to Operational Members on a first come first serve basis. Operational Members Gear Rack Usage Gear racks are available for Operational Members who have been issued gear and are on the active riding database. All riding members will be assigned a gear rack and are responsible for keeping it clean and orderly.

16 OPS016 Date: 1 July 18 Volunteer Training & Certification Policy Operational Members Training Requirements All Operational Members are required to take the baseline minimum classes as required by Anne Arundel County to become a riding member. IS 200 & 700 CPR/AED Hazmat Upon completion of the baseline classes all riding members are to continue working on their primary courses to become active riding members. Members who enroll in courses are to keep their Duty Crew Chief informed as to their status with the class. Members are required to notify the Training Officer for the following involving courses they are registered for: Withdrawal from Fail Incomplete Successful completion Members who are taking classes must complete their homework assignments on time and only Company Officers or Field Training Officers are authorized to sign off for completion. EMT Students are to make every effort to complete their required rides in a timely manner. Failure to complete rides will result in suspension from operational activities and the member being placed in a probationary status. Operational Members Certification Operational Members after completing a course are to apply for any certifications that they may qualify for. All fire related certifications should be acquired via both of the following: MFSPQB Maryland Fire Service Professional Qualifications Board NBFSPQ National Board on Fire Service Professional Qualifications

17 OPS021 Date: 1 July 18 Company Apparatus Staffing Voucher Program Volunteer Staffing Voucher Policy All Operational Members eligible to ride qualify for participation in the voucher program. Each staffing credit is worth $1 towards items available through the Company Store. While staffing A279 for a 6-hour block of time members are eligible for a meal voucher. All forms are available via the Company Watchdesk website Meal Vouchers for Staffing A279 Members are authorized a $10 meal voucher for staffing A279 A279 must be placed in service in ether a dependent or independent status for a period of at least 6 hours. Crew members who staff A279 must report to the Crew Chief that the unit is in service & must remain in service for a full 6-hour period of time. The Crew Chief is responsible for logging A279 in Service via the crew log. The driver is responsible for logging the date/time and crew members on the Voucher Form. Company Store Credit To earn credit Member must provide a consecutive period of at least 8 hours of duty staffing apparatus with the apparatus being in service. For each 4-hour block of time staffing apparatus 1 credit will be issued. Duty Crew Chiefs are responsible for logging the times for credit via the Company 78 Store form. Members are to notify the Duty Crew Chief of the day when they staff apparatus. Items available thru the Company Store are the only authorized use of the store credit.
