1 Page 1 Dear Neighbor, Thank you for your interest in volunteering with the Manlius Fire Department. Since 1813, members of our community have stepped forward to provide emergency services. We welcome you to join that tradition of nearly 200 years! Being an effective emergency service provider involves dedication and training. Carefully review all the information in this application packet including the minimum first-year training requirements and our expectations of volunteers. Be sure to consider other commitments in your life as you read through this packet. If you feel you will not be able to meet the requirements at this time in your life, you are welcome to apply at a later date. Review the application procedure listed in this packet. After you submit your application and other paperwork, an interview will be scheduled. If, for some reason, you do not hear from us within two weeks of submitting your completed application, call Station 1 at and leave your name and phone number for the committee. 2 Page 2 Our Organization This fire department serves the entire Village of Manlius as well as parts of the Towns of Manlius and Pompey. Our total primary response area is about 27 square miles. We also provide mutual aid for surrounding fire departments when requested. Recently, we have averaged about 600 fire calls and 1500 EMS calls each year. We operate out of 2 fire stations: Station 1 is on Stickley Dr. (fire and EMS) and Station 2 is on Pompey Center Rd. near Enders Rd. (fire only). There are both career members and volunteer members of the Manlius Fire Department. You are applying to be a member of the Manlius Volunteer Fire Company, Inc. and will volunteer to the fire department as a member of the company. Expectations of Our Volunteers Always prioritize your family first, your employment second, and the fire department third. Meet the minimum first year training requirements as specified (i.e. state courses). Seek out additional training as appropriate in the future. Take all your training seriously and represent this department well. Attend drills to develop and practice your skills. Respond to emergency calls and use your skills for the benefit of others. Sign on the appropriate schedule for at least the necessary time each week (EMS 12 hrs, Fire 24 hrs). Attend meetings to be current on issues in the fire department and the volunteer company. What You Can Expect From Us You will have a mentor assigned to you during your first year. Monthly meetings with your mentor and officer during the first 6 month probationary period to discuss your progress. Quarterly meetings with your officer once you are released from probationary status The opportunity to participate in local, state and national training seminars and classes The opportunity to participate on committees (i.e. Recruitment, Purchasing, History etc.) The opportunity to participate in the many fun and exciting retention activities provided each year (i.e. summer picnics, holiday parties, group trips, golf tournaments and more!) 3 Your Orientation Manlius Fire Department Page 3 Orientation to the Manlius Fire Department begins shortly after your application is accepted by the current membership. The orientation covers the basic requirements that must be completed before you may fully participate as a member. Your attendance at all scheduled sessions is vital to your membership. All new members must complete the orientation program as scheduled before proceeding to other training. Membership Orientation... 6 hours Hazardous Material Awareness... 3 hours OSHA Training... 6 hours NIMS & ICS Online Courses... 4 hours CPR & First Aid... 6 hours Intro to Critical Incident Stress Management...1 hour Workplace Violence/Sexual Harassment..1 hour After orientation, you will be placed on a probationary status for the first 6 months. During this time the following criteria must be met in order for you to be removed from probationary status: EMS (Drivers, Attendants, EMTs) Drivers must successfully complete drivers training program Attendants must successfully complete location tests and associated EMS performance evaluation EMTs must successfully complete a) state exam, b) locations test, c) EMS performance evaluation, d) complete 10 rides with patient contact Must attend a minimum of 6 hours of drill per month subsequent to the completion of your state class (if applicable) and be on the schedule for at least 12 hours per week. Must attend 1/3 of the company meetings during the 6 month period Fire (Interior, Exterior, Operators, Fire Police) Must complete applicable state course(s) (i.e. Fire Police, Scene Support, FF1) Must respond to a minimum of 20% of the calls subsequent to the completion of the state class (if applicable) and/or be scheduled at least 24 hours per week Must attend and participate in 1 live fire (dependant on availability) Must attend a minimum of 6 hours of drill per month subsequent to the completion of the state class Must attend 1/3 of the company meetings during the 6 month period Department Drills Regular attendance at weekly drills is the best opportunity to train with your fellow firefighters and accrue time for yearly training requirements. Each drill usually lasts about 2 hours. For fire members, drills are held on Tuesdays at 7 pm. Occasionally, additional drills are available on weekends. This is usually dependant on the resources available to use such as acquired structures, burn towers, etc. Weekday drills are held by on-duty crews for those available.
4 Page 4 For EMS members, drills are held Wednesdays at 7 pm. Occasionally, help is needed during special drills for firefighters. EMS members may setup rehabilitation units at drills at acquired structures, burn towers, etc. to ensure the continued health and safety of our firefighters and other personnel. Meetings 1. A fire department operations meeting is held on the first Tuesday of each month at 7 pm at Station 1 for all members. This is in place of the regular weekly drill. The meeting is important to communicate various changes to the operations of our department. It is time for discussion of any response or operational related topic. 2. A volunteer company meeting is held on the second Thursday of each month at 7 pm at Station 1. This meeting brings all volunteers members together to discuss company issues. 3. The volunteer company has an annual meeting immediately following the regular monthly meeting in January. Annual elections for company and volunteer offices of the fire department are held during this meeting. Application Process There are a few basic steps that you must complete before we consider your application. You need to have a physical examination performed by a physician. We must ensure our members are fit to serve in their various roles. Schedule a physical for yourself with a physician. Complete your sections of the Fit to Serve form and Medical History form. Have your physician review and complete their sections of those forms. Return the forms, plus a copy of your physical, to the Membership Committee mailbox at Station 1. You need to complete the criminal background check form and have it notarized. A notary is often available at local banks and government offices. You should not sign the form until you are with the notary. To review, you need to submit the following to the Membership Committee mailbox at Station 1: o completed and signed Application Questionnaire o completed, signed, and notarized Onondaga County Criminal Background Check form; o completed and signed Fit to Serve form, o completed and signed Medical History form, and o a copy of the physician s physical examination. After we receive those documents, we will proceed with your application. We will contact you to schedule an interview. The interview is informal, so please be relaxed and be yourself. During the interview you will complete the Arson History Check (state law).
5 Page 5 After the interview is completed a representative from the Recruitment and On Boarding Committee will conduct reference checks and secure the results from the Onondaga County Criminal Background Check and Arson History Check. Your application is then reviewed by the Recruitment and On Boarding Committee members for approval to present at the next Manlius Volunteer Fire Company Meeting. The Recruitment and On Boarding Committee Chairperson will present your application for membership during the next available Manlius Volunteer Fire Company meeting, where the Company members will vote to accept your membership. This is contingent on a negative arson report per state law. Once you have been accepted you will receive a phone call from a member of the Recruitment and On Boarding Committee, which will be followed up with a formal acceptance letter. POSITION DETAILS EMERGENCY MEDICAL TECHNICIAN (EMT) Job Description - Emergency Medical Technician Basic Competency Areas: Must demonstrate competency is assessment of a patient, handling emergencies using Basic Life Support equipment and techniques. Must be able to perform CPR, control bleeding, provide non- invasive treatment of hypo perfusion, stabilize / immobilize injured bones and the spine; manage environmental emergencies and emergency childbirth. Must be able to use a semi-automatic defibrillator. Must be able to assist patients with self-administration or administer emergency medications as described in state and local protocol. Qualifications: Must know how to maintain their composure at all time given uncommon, stressful situations with multiple environmental distracters Understands and utilizes body substance isolation procedures and understands basic medical-legal principles Functions within the scope of care as defined by state, regional and local regulatory agencies; Ability to interpret oral, written and diagnostic instructions via 2-way radio, telephone or face to face with other medical professionals Must be physically fit with the ability to lift, carry and balance up to 125 lbs (250 lbs with assistance) Ability to bend, stoop and crawl on uneven terrain, work in low light conditions and confined spaces Responsible for continued emergency medical care while enroute to the medical facility. Constantly assesses the patient during transport, providing care as outlined in NY State & Regional EMS Protocols, or directed by medical control, Reports verbally and in writing, their observation and emergency medical care of the patient at the emergency scene and in transit, to the receiving medical facility staff Ambulance Attendant Training hours (depending upon prior experience)
6 Page 6 EMT Basic Certification Course hours - Demonstrates competence in NY State & Regional EMS Protocols semiannually - Upon certification Minimum of 24 hours/year training - Recertification as a NY State EMT every 3 years AMBULANCE OPERATOR Functions as a primary part of a 2-person EMS Crew Drive ambulance in emergency mode to incident scenes and to area hospitals. Take active part in patient care responsibilities including, lifting and carrying the patient and/or equipment, loading and unloading patient in ambulance. Emergency Vehicle Operation Course hours, additional in-house training Ambulance Attendant Training hours (depending upon prior experience) Ambulance Driving Practice... until proficient in Ambulance Operation (usually several months) FIRE POLICE Ensure a safe scene for firefighters and medical personnel by controlling traffic and crowds. Respond directly to scene utilizing your personal vehicle. Fire Police Training Course... 9 hours INTERIOR FIREFIGHTER Responding immediately and safely to emergency calls and requests for assistance; Attending emergency incidents including, but not limited fires, road accidents, floods, bomb incidents, and spillages of dangerous substances; Some specific tasks include roof ventilation, ground and aerial ladder use, power and hydraulic tool operation, and forcible entry. Rescuing trapped people and animals; Minimizing distress and suffering, including giving first aid before ambulance crews arrive; Safeguarding their own and other people's personal safety at all times; Responding quickly to unforeseen circumstances as they arise; Cleaning up and checking the site after dealing with an incident;
7 Manlius Fire Department Page 7 Taking time to become familiar with local streets, roads and buildings around their own and nearby fire stations in order to respond to emergency calls with the utmost speed and efficiency; Inspecting and maintaining the appliance (fire engine) and its equipment, assisting in the testing of fire hydrants and checking emergency water supplies; Undertaking drills and physical training and taking part in training on techniques, use of equipment and related matters; Maintaining the level of physical fitness necessary to carry out all the duties of a firefighter; Maintaining links with the local community and educating and informing the public to help promote Firefighter I Course hours Firefighter Survival Course... 9 hours Future years require 75 hours per year of drills; further training through state courses is highly encouraged. SCENE SUPPORT (Exterior Firefighter) Perform fire scene operations outside of structures. Place water on fire from outside of structure, connect hoses to hydrants, place ladders and lighting around a scene, perform some rescue operations with additional training. Scene Support Course hours Future years require 55 hours per year of drills; further training through state courses is highly encouraged. FIRE APPARATUS OPERATOR Drive fire apparatus in emergency mode to incident scenes and provide water supply to fire hoses. Control all aspects of the apparatus including rescue tool pumps and scene lighting. Perform as a Scene Support Firefighter when not operating apparatus. Scene Support Course hours Emergency Vehicle Operation Course hours Pump Operators Course hours Apparatus Driving & Pump Practice... until cleared for that vehicle Future years require 55 hours per year of drills.
