2 THE COMMUNITY. Jackson County is one of the most beautiful and desirable areas in the Pacific Northwest. Jackson County borders California to the south and is nestled between the majestic Cascade and Siskiyou mountain ranges. It is conveniently located along Interstate 5 between Portland and San Francisco. Southern Oregon is home to the legendary Rogue River where you'll find jet boating, rafting, and fishing; beautiful mountains for skiing, biking and hiking; and green valleys that produce award-winning wines. Jackson County is home to a pair of well-known attractions: the Britt Music Festival and Ashland's Oregon Shakespeare Festival. The valley is also home to dozens of museums, art galleries, theaters, antique malls and golf courses. History buffs will recognize the region as the site of Oregon's 19th-Century gold rush, an era preserved within the boundaries of Jacksonville, a National Historic Landmark town. In addition to the scenery and activities, Jackson County offers a growing economic base, moderate weather, a state university, an international airport, and cultural attractions that all add to the incomparable quality of life. THE DISTRICT. Jackson County Fire District 3 was first organized in 1952 as a rural fire protection district. The District provides fire suppression, emergency medical, and rescue services to the 48,000 residents living in the communities of Central Point, White City, Eagle Point, Gold Hill, Sams Valley, Dodge Bridge, and Agate Lake. 61 full-time employees and 30 volunteers working from three career stations and four volunteer stations provide the coverage to the 167 square miles that encompasses the District. The District responded to 6,517 emergency incidents in The District s services include structural and wildland suppression; ALS/BLS medical response with backup transport capability; high angle, swift-water, and confined space rescue. Fire and Life Safety services include code enforcement, plans review, fire investigation, community development, and public education. District activities are driven by its vision and values of providing high quality services at all times. In February 2012, the District adopted a new strategic plan designed to guide the District for the next 3-5 years. The plan is vision driven and focused on the work that we see as necessary to advance that vision. The plan is based on community and organizational planning sessions that identified the strengths and weaknesses of the organization and the opportunities and challenges the organization faces. ESSENTIAL FUNCTIONS Responds to emergency alarms including fires, calls for emergency medical assistance, rescues, hazardous material incidents, and a variety of other calls for emergency assistance. Conducts firefighting, emergency medical procedures, rescues, and other emergency procedures. Performs strenuous lifting and moving activities under routine and hazardous conditions; climbs ladders and stairs; performs bending, twisting, carrying, and/or other physically demanding activities. Drives and operates fire apparatus and other emergency vehicles. Assists in the maintenance of firefighting and emergency medical apparatus and equipment. Conducts station and grounds maintenance activities and other special projects as assigned. Participates in both classroom and practical training. Participates in simulated exercises and field training. Supports all volunteer firefighter programs, assisting in training and participating in volunteer activities. Performs fire prevention inspections and prepares pre-fire plans. May assist in fire investigation activities. Participates in public education and/or information programs. Fills out accident reports, incident reports, training records, inspection notices, and other required forms. Writes memos and/or reports. Practices safe work habits and reports unsafe conditions to the Company Commander. WORK ENVIROMENT Regular work schedule is a 56-hour work-week with 24 hour shifts. Work activities vary widely and will include general station, emergency scene, and indoor and outdoor activities. Work assignments and response to emergency alarms may occur at any time under any climatic conditions. Work is highly physically demanding, requiring strength, agility, and aerobic and anaerobic endurance. Emergency work may be hazardous. Page 3
4 MINIMUM QUALIFICATIONS Minimum age of 18 years old Graduation from high school or equivalent GED NFPA Firefighter I or equivalent Licensed as an Oregon Emergency Medical Technician (EMT) in good standing, or ability to obtain reciprocity Valid driver s license COMPENSATION $5,267 - $6,402 per month (starting salary is dependent on experience and qualifications) EMT incentive: (percentage based on flat amount of $6,402) o 5% per month for Oregon EMT-I o 11% per month for Oregon Paramedic Education incentive: (percentage based on flat amount of $6,402) o 3.5% per month for an Associate s Degree o 5% per month for a Bachelor s Degree BENEFITS Represented by the International Association of Firefighters Local 1817 Labor Agreement Accrued vacation and sick leave; holiday time-off/pay Fully paid family medical, dental, vision, and prescription insurance Oregon PERS member Employee pays their 6% contribution Page 4
5 THE PROCESS. Fire District 3 will conduct a Written Exam, Physical Agility Test and Assessment Center. WRITTEN EXAMINATION Candidates that meet the minimum requirements will be invited to participate in a written exam. There will be a $25 exam fee (see below for more details). PHYSICAL AGILITY The top 60 candidates (48 primary and 12 alternates) from the combined score of the Supplemental Questionnaire and the written exam will be invited to the Physical Agility Test. Upon completion of the Physical Agility Test, the top 48 candidates will be invited to the Assessment Center. HIRING REGISTER: Civil Service Meeting Certification of Register Names of candidates will be placed on a certified register in rank order based on the examination process scores. In the event of tied scores refer to Civil Service Rule 10.3 Order of Names, Candidates of equal standing shall take rank upon the register according to the order in which their applications were filed. FIRE CHIEF S INTERVIEW: The District has one current opening; the Fire Chief will interview candidates as defined in Civil Service Rule 11.3 Entrance Positions. BACKGROUND INVESTIGATION: Candidates who are considered for a position will be subjected to an indepth background investigation. MEDICAL PHYSICAL AND PSYCHOLOGICAL EXAM: Candidates who are extended conditional job offers of employment must pass a psychological exam, medical physical and drug screen prior to final employment.
