Maple Ave. Eaton, CO Applicants selected to move forward in the process will be scheduled for a multi-station assessment, oral interview, and a Chief s interview; dates TBA. Work Schedule: 40-hour weekly schedule, flexible hours/days. May be required to be present for district training events and special events as directed by the Fire Chief. Eaton Fire is a combination department and has regularly scheduled district training on most Tuesday evenings. FLSA Status: Exempt Employment Start Date: January 6, 2015.
2 EFPD Training Officer/Coordinator Job Description This job description is established by the Eaton Fire Protection District (EFPD) to outline the basic requirements, duties and general responsibilities of the position of Training Officer/Coordinator. This position is full time and FLSA exempt. This position is At Will, which menas EFPD may terminate the employment relationship at any time and for no reason, subject to the requirements of applicable laws. Similarly, the employee may terminate the employment relationship at any time and for no reason, without prior notice. Position Summary: The Training Officer/Coordinator is a member of the department management team, leader of the EFPD Training Division, and an advisor to the Operations Division. This position directs, plans, organizes, evaluates, and coordinates training for the district and all of its members. During an emergency incident the Training Officer/Coordinator may be assigned operational roles or other duties related to the emergency incident unless directed otherwise by the Fire Chief or Deputy Chief of Operations. Immediate Supervisor: The Training Officer/Coordinator works directly under the supervision of the Fire Chief, and is evaluated by the Fire Chief. Supervisory Duties: The Training Officer/Coordinator creates, implements, and coordinates the district s training programs in collaboration with the Fire Chief, Deputy Chief of Operations, and three shift Captains. They are accountable for all of the District s training programs, activities, and budgets to ensure consistent high level training from entry-level to advanced command levels. They will evaluate the competency of all department members individually and as a team or company. The Training Officer/Coordinator is expected to work with all of the District s mutual aid partners to ensure regular crossagency training and operational familiarity; and to be highly involved in regional, County, State and National training organizations. Primary Duties: - Promote a professional image of EFPD at all times. - Participate effectively in EFPD meetings, planning sessions, AAR s and when assigned, similar activities with other agencies and the general public. - Demonstrate positive and effective communication skills with all members of EFPD, all public and private individuals; including constructive dissenting opinions. - Monitor, evaluate and make recommendations regarding equipment, apparatus, SOP s that ensure training programs meet operational objectives. - Prepare, monitor, and ensure the budget for the District s training division meets the operational objectives. - Demonstrate comprehensive knowledge of EFPD s rules and SOP s, and those of local and State agencies.
3 - Perform other duties, tasks, and projects as assigned by the Fire Chief from time to time. - Under the direction of the Fire Chief and in collaboration with the Deputy Chief of Operations, develops and directs training activities of the District. - Develop, maintain, and administer training and performance standards, training procedures, and training SOP s for the District. - Directs the training of career and volunteer members, and makes recommendations to the Fire Chief regarding training of all members. - Plans, coordinates, and evaluates all training activities of the District, including fire suppression (structural & wildland), EMS, hazardous materials, rescue, and all-hazard; including command level trainings. - Ensures consistent training delivery and performance across all operational shifts. - Prepare and conduct formal performance evaluations across all personnel directly supervised, and provide informational input to other supervisors related to training for performance evaluations. - Implements and assures compliance with training requirements as outlined by the District s Medical Director. - Responsible for creation, maintenance, and review of comprehensive records as related to training and certification tracking of all department members. Works in conjunction with administrative staff to maintain current and accurate records for all members. - Represent the District and act as liaison with other jurisdictional agencies for training. - Responsible for strategic planning, goal setting, and establishing objectives for the training division. - Responsible for purchasing and reporting purchase of all materials, equipment, and supplies used for training. - Functions as the District s Safety Officer, and works with all members to ensure adherence to SOP s and standard safety practices. - As directed by the Fire Chief may conduct investigations. - Creates reports as directed on periodic and annual training activities. - Initiate and develop special projects that improve or enhance operations, training, and the general welfare of the public. - Develop and facilitate new member orientation programs. - Develop and facilitate advanced training and certification programs for members. - May be required to perform duties of subordinates from time to time as necessary. - May attend remote meetings, conferences, and training events requiring reimbursed travel and possible overnight lodging. - May be required to work weekday, weekend, holiday, evening, nights as necessary to perform the duties and responsibilities of the training officer/coordinator. - Will be required to have ability to be contacted via telephone or other electronic device while off duty to assist with emergencies; emergency call-back of personnel; or consultation on District matters. Unless otherwise authorized by the Fire Chief must be available within 1 hour response time of the District.
4 Qualifications and Requirements: - Possess and maintain a valid Colorado Drivers license. - Possess and maintain a valid CDFPC FF-I or FF-II & HMO certifications. - Possess and maintain a valid Colorado EMT-B, NREMT-B or equivalent. - Possess and maintain Healthcare Provider CPR certification. - Complete NIMS 700, 800, 100, Minimum five years progressively responsible experience in the fire service. - Complete 50 hours of combined firefighting, hazardous materials, and EMS training each calendar year after hire. - Has ability to read, write, speak and understand English language at a level adequate to perform the job. Preferred Qualifications: - Associates Degree or higher in Fire Science, Management or related field. - Advanced ALS certification. - CDFPC Fire instructor-i. - CDFPC Live Fire Instructor (Fixed Facility) - CDFPC Fire Officer-I or higher. - IFSAC or State of Colorado Hazardous Materials Technician or other advanced hazardous materials certifications. - Knowledge of ERS (Emergency Reporting Systems) or other similar computerized record keeping systems. - Advanced NWCG Wildland firefighting training (above S130/190). - Knowledge of media presentation and other technical based training tools. - Experience with design, maintenance, and operations of fire training facilities. Working Environment/Physical Requirements: This position requires work in a variety of locations and conditions, including indoors, outdoors, around mechanical equipment, chemical products, and emergency situations of all types (including simulations). - A substantial portion of this job is administrative in an office environment; and does involve coordination with persons outside the District. - May be assigned tasks at, and during emergency operations, including extreme weather conditions and other hazards. - May be required to perform strenuous physical activity and under adverse conditions. - Must be able to lift and carry items in excess of 60lbs frequently, and occasionally move heavier objects. - Requires standing, running, walking, sitting, kneeling, stooping, bending, lifting, squatting, dragging, pushing, pulling, crawling, jumping, sliding, climbing, gripping, digging, spraying, and reaching overhead, or working in confined spaces, and involving repetitive motions; and public speaking. - Must be able to work safely in extreme, adverse, or hazardous conditions.
5 - May be exposed to smoke, gases, chemicals, fumes, odors, mists, dusts, and high temperatures requiring the use of District provided PPE and respiratory protection. - May be exposed to individuals or substances such as blood or body fluids carrying infectious disease requiring the use of District provided PPE. - May be exposed to high noise levels. - Position demands frequent use of sensory activities such as talking, seeing, hearing, smelling, feeling, depth perception, and color vision. Special Tools and Equipment: Must be able to properly operate apparatus, vehicles, equipment, fire training simulators, computers, telephones, copiers, fax machines, calculators, raiods, projectors, recorders, cameras, and other common tools and devices found in the fire service. Final selection and rank assignment will be determined by the Fire Chief, based on the successful candidate s experience, qualifications, and demonstrated ability to effectively plan, coordinate, and conduct fire service training programs visualize future considerations for the success of the District and all of its members.
