6 President s Message ISSDA Training Schools Moving to Holiday Inn; Join ISSDA Credible Leadership Development I am honored to begin my year as President of the Iowa State Sheriffs & Deputies Association. The theme of my speech at Winter School was the increasingly negative perception towards law enforcement that is spreading across the country right now. I truly believe that this is something we all need to work on together. I can assure you that this issue is extremely important to me. I take my new position and responsibilities very seriously, and intend to do all I can to help all of our members. One way to improve our image is by providing proper training, which can improve our professionalism and the perceptions of those we encounter. ISSDA has provided excellent training for many years, and we are committed to continuing that tradition as we move all of our schools to the Airport Holiday Inn complex in Des Moines. There, we will have more room for training thanks to their ongoing remodeling. And we will be able to accommodate more vendor space and classroom size at an affordable cost, which will help us continue to provide quality training to as many members as possible. Along with our emphasis on quality training, I am very pleased to announce that ISSDA is in the process of finalizing an agreement to provide valuable leadership training to all ISSDA members statewide! After an affirmative membership vote at our Annual Business Meeting, we are partnering with Dr. Mitch Javidi, co-founder of the Sheriffs Institute for Credible Leadership Development (ICLD) a five-phase, Major John Godar Linn County Sheriff s Office in-depth leadership development program designed to develop leadership, character, ethics, emotional intelligence, decision making skills, and related competencies specifically geared toward law enforcement personnel. Phases I through III of the ICLD each include 60 hours of training and are delivered on-line and accessible 24/7. Phase IV is delivered through on-site classroom training. Phase V is delivered through both on-line and on-site classroom training. Phase I: Foundations & Principles of Leadership; Phase II: Theories & Practices of Leadership; Phase III: Application & Advancement of Leadership; Phase IV: Competency & Mastery; Phase V: Command College. Successful participants earn a certificate of completion for the Credible Leadership Development Course at the conclusion of each phase. They would then be eligible to apply for national certifications through the Criminal Justice Commission for Credible Leadership Development for a minimal fee. Currently, there is no other body that provides leadership certification. ISSDA is funding phases I, II and III in an effort to make this leadership training available to those who are unable to leave work for extended periods of time to attend on-site training. Thanks go to ISSDA Past- President Brian Gardner for the considerable time and effort he put forth on this project. We will provide more information on this training as soon as we work out the details. We all have a busy year ahead of us. We will keep you posted on our events, projects and issues of concern. Meeting agendas and minutes will be ed out to all members who have registered on our website. This information and more will also be posted on the website for review any time. 7 Secretary s Message Legislative Issues We Need Your Help to Pass: Distracted Driving, Prisoners Medical Services Happy New Year to all of you. It is now 2016 and this is my first article for The Gold Star as secretary for this great organization. I do not feel prepared. There have been so many articulate and thoughtprovoking predecessors in this position I find it a little intimidating but will try my best to serve up some thought-provoking articles this year. Since it is January, we all know that the Iowa Legislature is getting started again with their legislative session. I think for most people, unless there is an issue that you are really passionate about, it is easy to just not pay attention to what they are doing in Des Moines. This is a feeling I really wish I knew how to overcome, and knew a magical way to persuade more people to pay attention to and get involved on behalf of your association. It is really important that we pay attention. I find it amazing how often legislation can come about because one or two constituents have the ear of a legislator and something gets drawn up. Then, when there is legislation out there that really makes sense and we have a major organization like ours that is pushing it, we often times struggle to get any traction. There are a couple issues I want to draw your attention to that will come up this year. One is distracted driving. I know this frustrates all of you, as it does me, when you drive down the road and see one person after another on their phone or putting their lipstick on. I use these specific examples to draw your attention to this issue and Sheriff Lonny Pulkrabek Johnson County Sheriff s Office remind you it is much bigger than just making texting and driving a primary offense rather than a secondary offense. The fact of the matter is the problem is bigger than that. There are several other things that can be handheld, such as an ipod, lipstick, and electric razor and such. The problem is when someone has some sort of device in their hands while they are driving. They are a greater risk to themselves, to us, and to our families that are driving down the road. We want to address distracted driving this year and cover more of the problem than just driving down the road texting and driving. When you have opportunities, please remind your legislators that distracted driving is a huge public safety problem and it needs to be addressed. The other issue I want to discuss is inmate medical fees. Our legislative team led by Susan Cameron met with the Iowa Police Chiefs Association (IPCA), Iowa State Association of Counties (ISAC) and with the help of some attorneys developed some language that we will push in hopes of forcing the hospitals to put the burden on the arrestee. We hope to put an end to the days when people are arrested needing medical attention and the hospital tries to put the burden on the Sheriff to pay the bill. If a person feels he was injured wrongfully by a law enforcement officer, then he can litigate. As for the hospital, they can look at other ways of getting paid such as Medicaid, Blue Cross, or insurance from the affordable care act. This was a very difficult challenge to find common ground on, and we will need help on it because the hospital association will fight this tooth and nail. We hope with ISSDA, The Chiefs, the Joint Public Safety Board, ISAC, and League of Cities all on board that we might finally put to rest the problems created in the decision that came out of Woodbury County years ago. Sheriff s Office Helps Operation Santa Deliver Toys Woodbury Co. S.O. learned Santa s sleigh broke down on the way to deliver toys to little ones in the Siouxland area. Sheriff Drew dispatched patrol cars to help get Santa and his toys to their intended destinations. Thank You Women Aware for letting us help with this project. 8 Winter School 2015: Fire Marshal s Office, Ofc. Jamie Buenting, Violent Death Reporting by Major John Godar Linn County Sheriff s Office December s Winter School was a huge success, and offered excellent training opportunities provided by our Schools Committee. The weather was unusually cooperative for us this year, which certainly is not the norm. Sheriff Richtsmeier from Franklin County collected donations from attendees for Camp Courageous again. This is an excellent charity and our members showed, once again, how caring and generous you all are by filling the trailer with an abundance of donations! Thank you Sheriff Richtsmeier for the work you put into this project, and thank you all for donating! Our Sunday night banquet went very well and the food was excellent. We enjoy having this banquet as it promotes networking of members who come the night before classes, giving them a quality meal and entertainment to socialize with their neighbors and fellow ISSDA members. If you ve never attended the Sunday night banquet before, I highly encourage you to do so. The entertainment for this banquet was provided for by the Hot Rod Lincoln Band headlined by Billy Heller, who has performed for us before and they put on an awesome show. Opening ceremonies started bright and early Monday morning with a great attendance by our members. It is good that we are having large turnouts at our schools, but that is also why this will be our last year, for a while at least, at Embassy 8 The Gold Star Suites. They are not increasing their classroom sizes as we want them to, so we are outgrowing their facility. They have nice rooms but we need more room for people to attend the training sessions. The ISSDA Board has signed a three-year agreement with the Airport Holiday Inn to hold our next three Winter Schools there, along with Jail and Civil Schools. Their newly built convention center should more than meet our needs going forward. The ISSDA Honor Guard did a wonderful job posting the Colors for our opening ceremony to start Winter School. It is great that we can have our own Honor Guard doing this for our schools, and we appreciate all the members who volunteer to be a part of our Honor Guard. They look great and well-rehearsed! Training this year consisted of excellent courses of instruction to include: State Fire Marshal s Office, Iowa Violent Death Reporting System, Safe at Home Victim Services and a briefing on the tragic death of Officer Jamie Buenting during the Rockwell City Stand-Off. Many vendors helped us with Winter School by sponsoring breaks, meals and hospitality events. We will be listing more vendor information on our website but a quick list of vendors that helped with Winter School are: Securus Technologies, Telespan Communications Inc, Stew Hansen Dodge City, Zuercher Technologies, Thrifty White Pharmacy, Keltek Inc, Karl Emergency Vehicles, CTS Cleaners, Shive-Hattery and Wes Ehrecke from the Iowa Gaming Association. Thank you to all who attended this year. These schools are completely for the benefit of our members so please be sure to provide input to the Schools Committee for training or changes you would like to see in the future. Also please let them know what you liked about the school so that they know what to continue doing for future events. Lastly, thank you to the School s Committee for all the hard work you do, putting these schools together. 10 Patrol/ Narcotics-Trained K-9 Heky Assigned to Ringgold County SO Deputy Landon White In November 2015, the Ringgold County Sheriff s Office added another Deputy, K-9 Heky an 18-month-old German Shepherd/ Belgian Malinois cross assigned to Deputy Landon White, who has more than 15 years experience working K-9s. Heky was imported from Slovakia by Excel K-9 in Hiram, Ohio, and was trained in patrol and narcotics detection. Deputy White and Heky attended four weeks of training in Ohio, and are certified by both The North American Police Work Dog Association and Ohio Police Officers Training Academy. Spencer Rider Hired by Henry County Spencer Rider is a new deputy sheriff who was hired on October 26, Deputy Rider is originally from the Farmington, Iowa, area. He is a graduate of Harmony High School, Southeastern Community College with an AA degree in law enforcement, and Western Illinois University with a B.S. degree in Law Enforcement and Justice Administration. Deputy Rider also served an internship with Lee County Sheriff s Office and worked in the Lee County Jail. He will be attending the Iowa Law Enforcement Academy in January 2016 in the 267th Basic Class. Alex Bovy Hired as Buchanan County Deputy Sheriff in Dec. Following the employment application and testing process, Buchanan County Sheriff Bill Wolfgram has selected Alex Bovy to fill the position of deputy sheriff. This position was opened after the retirement of Lt. Jerry Furness in September. Deputy Bovy is originally from Reinbeck, Iowa, and previously work as a police officer for the City of Jesup. He graduated from the Iowa Law Enforcement Academy in May of Deputy Bovy s first day with the Buchanan County Sheriff s Office was December 14, 2015, and he serves as a patrol deputy. 10 The Gold Star

11 Linn County Correctional Center First in Iowa to Achieve Full Prison Rape Elimination Act (PREA) Compliance The Prison Rape Elimination Act (PREA) was passed unanimously by the U.S. Congress and signed into law by President George W. Bush on Sept. 4, In June 2012, the PREA national standards were published and became binding on correctional facilities. PREA is a federal law seeking to detect, prevent, and respond to incidents of sexual abuse and sexual harassment in correctional facilities. The PREA onsite audit of the Linn County Correctional Center was conducted by an independent auditor on April 6-7, The PREA Auditor (certified by the United States Department of Justice) spent two days at the Linn County Correctional Center reviewing documents, interviewing staff and inmates, and reviewing policies and procedures. The Auditor also spent numerous hours offsite reviewing policies and procedures as they related to the PREA standards. The final compliance report was received by jail administration on May 4, The report advised that the Linn County Correctional Center met 39 PREA standards and exceeded 3 PREA standards, with 1 PREA standard not applicable. The Linn County Correctional Center is committed to ensuring that those in custody are protected from sexual harassment and abuse during their incarceration, stated Major Peter Wilson, Jail Administrator for the Linn County Correctional Center. Per standards, a re-audit of the Correctional Center is required in three years. Pottawattamie County Lt. Pat McGinn Retires After 31 Years Serving the County s Residents Deputy Dominic Wheeler (70-23) began employment with the Muscatine County Sheriff s Office as a corrections officer in January of 2011, and started service as a deputy in August Deputy Wheeler is married to Nichole Wheeler and father to Gabriel and Dawson. Before Corrections Officer Dominic Wheeler Became Muscatine Deputy in 2015 working with the Muscatine County Sheriff s Office, Dominic was employed for two years as a satellite technician for DirecTV. Deputy Wheeler graduated from Muscatine High School in Muscatine County would like to welcome Deputy Wheeler to the Office. Lieutenant Pat McGinn retired August 21 after 31 years of Service. Lt. McGinn started with the Sheriff s Office in 1984 as a corrections specialist. In September 1988, he was sworn in as a deputy sheriff, attended the Iowa Law Enforcement Academy and worked as a court deputy. In January 1990, Pat McGinn transferred out to the Road Patrol Division. In January 1999, he was promoted to corporal and continued to work the Road Patrol. In September 2001, he was promoted to the sergeant and supervised a road patrol shift. In June 2009, he was promoted to lieutenant and supervised the Uniform Division. In April of 2013, Lt. McGinn took over supervising the Civil and Records Divisions of the Sheriff s Office. While working in the Road Patrol Divisions, Lt. McGinn was appointed to K-9 Patrol as a handler working with a blood hound certified in tracking, Sara. Lt. Mc- Ginn was also certified as firearms instructor, CPR instructor, Technical Accident Investigator, he supervised the Sheriff s Office Technical Accident Investigators, was a Liaison with the Special Deputies Unit, served on various Iowa State Sheriffs and Deputies Association committees, and was a Board member. Pat and his wife, Tammy, have been a fixture at the Sheriff s Office for many years, and are looking forward to spending a lot of time traveling. They have sons Alex and Kean. The Sheriff s Office hosted a retirement party for Lt. McGinn on August 21. 1st Quarter

12 IOWA STATE SHERIFFS & DEPUTIES ASSOCIATION 2016 LEGISLATIVE PRIORITIES & POLICY STATEMENTS MAKE OUR ROADWAYS SAFER DISTRACTED DRIVING AS PRIMARY OFFENSE Distracted driving, inexperienced and impaired driving and other factors result in hundreds of deaths on Iowa roadways each year. While there is no simple solution to reduce the number of highway fatalities, ISSDA supports efforts to enhance awareness of the dangers of distracted and impaired driving. ISSDA supports legislation to define distracted driving as it relates to using hand-held electronic communication devices while operating a motor vehicle, requiring them to be in hands-free mode. Distracted driving under this definition would become a primary offense. PROTECT E911 FUNDING FOR LOCAL PUBLIC SAFETY ANSWERING POINTS (PSAP) The E911 surcharge that telephone customers pay for emergency 911 service delivery should be maintained for that purpose; it should not be a funding source for a new statewide interoperability system. While ISSDA supports the State s effort to build a statewide system, it does not support using E911 surcharge funds for that purpose. ISSDA supports using E911 surcharge dollars, not local property taxes, to fund emergency 911 services. And if data supports an increased need for E911 funding going to the local public safety answering points to relieve the burden on taxpayers, ISSDA supports increasing the percentage of the current E911 funds that go to the local PSAPs. ISSDA supports alternative funding sources, such as state ending balance Rebuild Iowa Infrastructure Funds to fund the statewide interoperability system. MAKE PRISONERS RESPONSIBLE FOR THEIR OWN MEDICAL COSTS Individuals who commit a criminal act and are sentenced to jail shall be responsible for their own medical costs. Currently, counties and cities are being held liable for self-initiated injuries or pre-existing conditions of arrestees. Because all individuals in the United States are required to have health insurance beginning in 2016 due to the Affordable Care Act, hospitals shall bill the individual and/or the individual s insurance, Medicaid, Medicare, etc. for these injuries and/or conditions. Iowa property taxpayers should not pay the medical costs of criminals who make the decision to break the law and are sentenced to jail. Currently, counties are paying hundreds of thousands of dollars a year for inmate medical costs, that prior to the individual entering jail, were being paid by the individual or his/ her third party payor. Being sentenced to jail should not shift these medical costs to county taxpayers. This proposal is supported by ISSDA, the Iowa Chiefs of Police Association, the Iowa State Association of Counties, and the Iowa League of Cities. REDUCE COST TO LOCAL TAXPAYERS FOR CIVIL PRO- CESS SERVICE ISSDA supports adjusting specific civil process user fees that have not been adjusted for more than a decade. The actual costs for performing these duties, which are set in the Code of Iowa, do not cover actual costs of transport and personnel time for service. ISSDA PROPOSES USER FEES MORE ADEQUATELY COVER ACTUAL COSTS TO REDUCE THE BURDEN ON TAXPAYERS. SUPPORT SF 503 THAT PASSED THE SENATE IN Other issues of importance: Support changing the definition of drug-endangered children to ensure proper safety; Extend the statute of limitations for sexual exploitation; Include jailers to protections under interference with official acts; Monitor all firearms and weapons permit legislation; Monitor all legislation related to illegal substances; and Monitor all pension legislation. 12 The Gold Star

Siouxland Spouses Behind The Shield supported the Woodbury County S.O. recently by making a cake and cake pops for our personnel. In the left photo are Sgt. Mary Feiler, Sgt. Jim Bauerly, and Deputy Nate Sands. The center photo is Sheriff Dave Drew holding their logo, and the right is Major Todd Wieck ready to enjoy cake pops while adding inches to his waistline. Sergeant Bluff Volleyball Team Delivers Gift Bags, Tours LEC and Meets K-9 Diezel On September 20, 2015, the Sergeant Bluff, Iowa, Freshman Volleyball Team met K-9 Diezel and handler Deputy Troy Tadlock at the Woodbury County Law Enforcement Center. The volleyball team put together gift bags for the deputies to show their support for local law enforcement, and the girls were given a tour of the Law Enforcement Center by Major Greg Stallman. The gift bags were greatly appreciated! In the left photo are Deputy Troy Tadlock, Diezel, Major Stallman, the girls volleyball team and Major Todd Wieck. Woodbury County Sheriff s Office Receives Goodies, Thank You Cards from Students More goodies and a show of support were given to local law enforcement from Paige De Groot and Jayme Chwirka, along with thank you cards from 3rd, 4th, and 5th grade Unity Point Elementary students. The show of support from our community has been overwhelming. It makes us all proud to serve. 1st Quarter

14 Muscatine County Sheriff s Office News Sheriff s Office Staff Members Join Local Businesses in Providing More Than 300 Bicycles to Kids in the County Again in 2015, the Muscatine County Sheriff s Office took part in providing over 300 bicycles to local area children. The project is spearheaded by Viola Werner, the wife of former Muscatine County Chief Deputy Daryl Werner. The Muscatine County Sheriff s Office raised enough money to purchase bikes for 27 children which were delivered with help from the Salvation Army. Muscatine County Sheriff s Office along with many other local business like Krieger s Auto Group, Voice of Muscatine KWPC, Harper s Cycling and Fitness, Boonies on the Avenue, Jody s and many other gracious individuals, gathered to load the bikes and other toys into the Hawkeye Hauler courtesy of TanTara Transportation. So before the truck was used by the Iowa Hawkeyes to make a trip to the granddaddy of them all, The Rose Bowl, it assisted in making many children in Muscatine County very happy on Christmas morning. Doug Krieger along with Santa Claus in the showroom of Krieger s Auto Group. In the photo above are just a few of the helpers with the toy and bike drive for the children of Muscatine County. Zach Lane Hired as Muscatine County Deputy Sheriff In December 2015, the Muscatine County Sheriff s Office hired Zach Lane of Muscatine to be their next Deputy Sheriff. Deputy Lane is currently assigned to the Muscatine County Courthouse, and will attend the Iowa Law Enforcement Academy in the spring of Before working as a Muscatine County Sheriff s Deputy, Zach Lane was employed at HNI Inc. as a Production Team Lead. Deputy Lane served in the U.S. Army for four years as a forward observer and team leader while stationed at Schofield Barracks, Hawaii, and Ft. Bliss, Texas. 20 Growing Community Transition Program Reduces Recidivism of Mentally Ill Inmates By Sheriff Jim Sholl Lee County Sheriff s Office We have been busy in southeast Iowa with strategic planning sessions to broaden our Community Transition program. Lee and Des Moines Counties began planning and partnering in 2012, hoping to implement a jail diversion program. The Southeast Iowa Regional Planning Commission (SEIRPC) has provided strategic planning throughout the process. We finally implemented the position of Community Transition Coordinator, and the individual works within the two jails preparing inmates suffering from mental illness for re-entry to the community with appropriate services in place. The program was successful within the first year, reducing the rate of recidivism of those with mental illness. Southeast Iowa Link (SEIL) took notice of the program and results. Collaboration with SEIL, SEIRPC, and the other counties in our mental health region has led to an interest from Henry, Louisa and Washington counties in our region to model a similar program in their jails. We are currently accepting applications for another full-time person to assist our Community Transition Coordinator as this program grows. Our Community Transition Coordinator has taken the lead in exploring a Medication Initiative to bolster the transition program. This medication program is run through the Iowa Prescription Drug Corporation (IDPC) in an attempt to lower recidivism rates. Any person released from jail who is unable to pay for their behavioral/mental health medication is eligible for the program. Eligible persons can receive up to 90 days of prescription drug coverage, in the form of three 30-day prescriptions. Individuals in the program are given a voucher for their medication by the FQHC which they are to present to a local 340B contract pharmacy. Those pharmacies will submit a monthly invoice to the FQHC, who in turn submits documentation to be reimbursed by the IDPC. The jails will work with a local Federally Qualified Health Center (FQHC) by identifying potential offenders that would qualify for this program and referring them to the FQHC. Community Health Centers in our area are qualified. The jail will provide the FQHC with records, with written consent of the individual, so the individual can receive their medication refill as soon as possible once they are released. Those eligible for the program are assisted in arranging appointments for medical health purposes at the FQHC. Further referrals to additional mental health providers will be made when necessary, along with assistance in establishing insurance if applicable. Funds for this Medication Initiative come from a State of Iowa settlement with a prescription drug corporation. On-going data is being collected by the IDPC to monitor recidivism rates for those active in the program. This initiative has been piloted in several counties and proven effective in reducing recidivism. Woodbury Co.
