2 Current Operations Tropical Storm Harvey Situation: Center located about 45 miles SSW of Cameron, LA, moving NE at 7 mph; maximum sustained winds 45 mph (Advisory 39A as of 2:00 a.m. EDT) Additional heavy rainfall expected mainly over far southeastern TX and southwest LA into Friday. Flash Flood Warnings/Watches continue in effect for much of this region over the next couple of days. Rivers and bayous will likely remain in major to record flood levels well into next week with catastrophic impacts expected to continue. Impacts: Texas: Fatalities/Injuries: No official reports (media reports up to 30 storm related fatalities) Evacuations: mandatory evacuations ordered for an estimated 725K people; additional 1M under voluntary evacuation orders Shelters: Over 142 shelters open with 6,000 occupants (ESF #6 as of 1:31 p.m. EDT, August 28) Power outages: 242.5k customers without power in Houston and counties along the southeast coast (DOE EAGLE-I as of 1:00 a.m. EDT) o Mutual assistance crews from at least 19 states & nearly 10,000 resources are being dedicated to the response effort Nearly 99,500 residential homes may be affected (up from previous estimate of 62K) out of 2,175,126 across 19 counties o Nearly 12,900 residential homes may have major damage (up from previous estimate of 5.5K) due to over 5 feet of inundation Hospitals/Nursing homes remain closed or operating under limited capacity; expect services to gradually resume once flood waters recede Survivors continue to require search and rescue via boat or helicopter throughout flooded areas Communications: Systems are out, including landline, cellular, internet, and mass media platforms Airports: George Bush IAP and William P. Hobby airports are closed but accepting limited relief flights Port Arthur refinery, the largest crude oil refinery in the US is in the process of shutting down Drinking and Waste Water systems continue to be evaluated for operational status o Drinking Water Systems: Total 4,421; not operational 18; no status 4,194; no issues 18 If the Northeast Water Purification Plant drops to below 20 percent capacity, the city might be forced to issue a notice to residents to boil their water All water boil notices have been lifted for Corpus Christi, TX and all Corpus Christi wastewater plants are operational Boil water notices and voluntary conservation measures are expected to remain in effect for Victoria, TX for another week o Wastewater Systems: Total 2,466; not operating to capacity 29; no status 2,293; no issues 124 Beaumont, TX: Tank farm waste water system overflowed with rain water; over 100 gallons of waste water outside of containment area; additional impacts unknown at this time 2 (Back to top)

3 Louisiana: Fatalities/Injuries: No official reports Evacuations: mandatory evacuations ordered for an estimated 6.8K people; additional 133K under voluntary evacuation orders Shelters: 224 sheltered within 3 shelters for the midnight count with the three shelters planned to be consolidated into 1 shelter tomorrow to be located at the Lake Charles Civic Center Power outages: 4,800 customers without power (DOE EAGLE-I as of 1:00 a.m. EDT) FEMA/State and Local Response: FEMA Headquarters: More than 2,000 FEMA employees are deployed in support of Tropical Storm Harvey response NRCC: Level I, 24/7 with all ESFs and LNOs; NWC: Steady State National IMAT West deployed to Austin, TX National IMAT East-1 deployed to Houston, TX Regional IMATs: R-II, R-V, R-VII, and R-VIII deployed to TX Mobile Emergency Response Support (MERS) fielded 22 teams and numerous communications capabilities throughout the impacted area is support of US&R, IMAT, ISB, and survivor assistance Urban Search & Rescue (US&R) deployed 28 Task Forces, one Incident Support Team (IST), and seven Hazardous Equipment Push Packages; 1,100 personnel working to save lives; As of 18:00 EDT System resources operating in theater have saved or assisted 2,813 people Three staging areas have been established to support rapid distribution in response to state requests: Seguin, TX; DC Ft. Worth, TX; Camp Beauregard, LA o More than 3.4M meals and over 3.2M liters of water, as well as 90 generators, blankets, cots, 32k tarps, plastic sheeting, and commonly used shelter items are staged National Flood Insurance Program has General Adjusters situated in Texas & LA Financial housing assistance, congregate sheltering, and Transitional Sheltering Assistance in execution Life Sustainment: Power, mass care, assessments, and other operations in the impacted area will begin following lifesaving priorities and as flood conditions improve FEMA Region VI: RRCC Status: at Level I (24/7); Watch: Steady State/Denton MOC (24/7) IMAT-1: Deployed to LA EOC IMAT-2: Deployed to TX EOC LNOs deployed to TX and LA Texas: EOC at Full Activation TX National Guard (12,000 members) activated Curfew in effect for the city of Houston until 6:00 a.m. EDT Louisiana: State EOC at Full Activation NOLA EOC at Full Activation LA National Guard (200) members activated with additional 230 full-time Guardsmen supporting Emergency services: State Police providing security for spontaneous volunteer boat teams operating within Calcasieu Parish.
