Public Assistance (PA) (Cat. A-G) for: Alaska Gateway REAA, Copper River REAA, Lower Yukon REAA, Yukon Flats REAA, and the Yukon Koyukuk REAA. All boroughs and REAAs in the State of Alaska are eligible to apply for assistance under the Hazard Mitigation Grant Program. 8. Current Situation: On 7/08/2013, the Operations Section Chief established Division A in Branch II to directly support one of the most impacted areas of this event. A Division Supervisor will be the lead coordination element for FEMA in Galena in partnership with the State. The Green Sheet for Galena (Yukon Koyukuk REAA) was published 7/07/2013. Green Sheets for the other communities were published 7/08/2013. Individual Green Sheets were created for each community given the nature of this disaster. 9a. Fatalities: One fatality associated with this event was reported by the State. 9b. Hospitalizations: None 10a. Structures Damaged (Include major and minor damages): Homes with major damage Homes with minor damage b. Structures Destroyed: 15 10c. Power Outages: The City of Galena (Yukon Koyukuk REAA) hired Northern Power line Constructors Inc. to assist their force account employees in restoring basic electrical service. The corroborative effort resulted in them being able to restore the power distribution grid to a point where the homes that appeared to be salvageable had power capability restored up to the power meter at the individual residence. Those homes that appeared to be completely destroyed (mostly in Old Town) or unsafe had their power systems disconnected. It is estimated there remains approximately $680,000 of damage yet to be addressed throughout the community. As the linemen were addressing the immediate concerns, they noted some possible 406 Mitigation potential adjacent to Alexander Lake alongside the Tiger Freeway. Per DHS&EM request, the supervisors estimated costs to repair to pre-disaster and costs for post mitigation measures. If Mitigation is determined to be cost effective, their proactivity in assessing the pre disaster and post mitigation measures could pay large dividends in the future. 11. Evacuation Status: See ESF #6 for information on shelters. 12. Significant Impacting Weather in the past O-Period: A dense smoke advisory was issued 07/08/2013 for the Middle Tanana Valley, including Fairbanks (Fairbanks North Star Borough. A flood advisory was issued 07/08/2013 until 1030 AKDT 0709/2013 for the Middle Tanana Valley, Upper Tanana Valley and the Fortymile Country AK Yukon Flats and surrounding uplands. Heavy rainfall was predicted to be significant to small streams. 13. Threats to Human Life: None at this time 14. Threats to Structures: None at this time 15. Threats or Disruptions to Infrastructure, Significant: Currently the water system in Galena (Yukon Koyukuk REAA) is offline pending repairs of broken and displaced pipes. The water line was buried but floodwaters exposed it and floated it up to the surface in multiple locations. Alaska Native Tribal Health Consortium (ANTHC) evaluated the line conditions and has developed a three phased approach to return the system to its pre-disaster function and capacity. The amount of funding set aside for the entire water and sewer project come to $5.8 and has ICS 209-A-FEMA: Incident Status Summary

3 been captured under a State Project Worksheet (PW) pending the formulation of a corresponding PW drafted under the federal declaration FEMA-4122-DR-AK. Flooding in Galena (Yukon Koyukuk REAA) deposited silt on roads in depths from 1-6 inches or more in some areas. Hundreds of orphaned oil drums and containers of known and unknown hazmat, vegetative debris, miscellaneous household debris and cleaners, white goods containing refrigerant, materials for cars, tanks and other items floated by flood waters have been deposited in public areas and rights of way. The state DHS&EM has funded both the Debris Removal and Emergency Protective components of the City s recovery through two PWs totaling $830,000 to date. 16. Critical Resource Needs: Housing for survivors with major damage and destroyed homes 17. Operations: On 7/08/2013, the Operations Section Chief established Division A in Branch II to directly support one of the most impacted areas of this event. Division Supervisor will be the lead coordination element for FEMA in Galena (Yukon Kiyukuk REAA) in partnership with the State. 17a. Operations Infrastructure Public Assistance (PA) The State/FEMA PA Task Force (PATF) #1, supported by Environmental and Historic Preservation (EHP) and Hazard Mitigation (HM), conducted four Kickoff Meetings and site visits of damaged facilities in Galena (Yukon Koyukuk REAA). State/FEMA PATF #2 is staged in Copper River REAA and State/FEMA PATF #3 in Fairbanks (Fairbanks North Star Borough) in preparation of conducting Kickoff Meetings and site visits. 17b. Operations Hazard Mitigation (HM): Branch Management: Staff processed the request for the US Army Corps of Engineers (USACE) proposal for baseline elevations in Galena (Yukon- Koyukuk REAA). Staff coordinated with Individual Assistance (IA) on programmatic delivery to National Floodplain Insurance Program (NFIP) communities. Staff also met with the State NFIP Coordinator and State staff to develop talking points for the town hall meeting for Galena (Yukon Koyukuk REAA) survivors in Fairbanks (Fairbanks North Star Borough). Floodplain Management & Insurance (FPM&I): An NFIP Technical Specialist was deployed to Galena (Yukon Koyukuk REAA) to provide technical assistance to the local floodplain administrator in performing post-flooding permitting. He also met with an Insurance Specialist in Galena to provide insurance technical support. Floodplain management staff assisted in the development of the HM Implementation Strategy. Insurance staff continued to provide support to the NFIP hotline. Hazard Performance Analysis (HPA): HPA staff formulated the Frequency Analysis and continued to assess Preliminary Damage Assessment (PDA) data for potential 406 projects. Community Education & Outreach (CEO): Staff continued to provide technical assistance to Individual Assistance (IA) Task Forces in Fairbanks (Fairbanks North Star Borough), Circle and Fort Yukon (Yukon Flats REAA), and Galena (Yukon Koyukuk REAA). Grants and Planning Group (G&PG): Members coordinated with the State for deployment of staff to affected communities to provide HM technical assistance. Grants staff continued to research the Advanced Assistance Pilot Program. Planning Group reviewed completed sections for the State HM plan and coordinated with FEMA Region 10 and the State NFIP Coordinator on mapping options for Galena (Yukon Koyukuk REAA). 17c. Operations Environmental Historic Preservation (EHP): The Green Sheet for Galena (Yukon Koyukuk REAA) was published 7/07/2013. Green Sheets for the other communities were published 7/08/2013. Individual Green Sheets were created for each community given the nature of this disaster. A National Environmental Policy Act Specialist was deployed to the Joint Field Office (JFO) in Anchorage to draft the Programmatic Environmental Assessment for Galena (Yukon Koyukuk REAA) recovery activities. A tracking mechanism has been established to document call activity and to facilitate accurate and detailed reporting. Information from a variety of sources (FEMA, SBA, American Red Cross, Preliminary Damage Assessments (PDAs), and registration and inspection data) has been combined into a Geographic Information System (GIS) mapping tool and database to assist with home identification and determination of applicant needs. 5 Small Business Administration (SBA): SBA field representatives continued to support the Disaster Recovery Center #1 (DRC) in Galena (Yukon Koyukuk REAA). Staff traveled to Tok (Alaska Gateway REAA), Circle (Yukon-Flats REAA), and Hughes (Yukon Koyukuk REAA) to explain SBA programs and assist survivors with the completion of applications. An SBA loss verifier continued to perform damage verifications in Galena (Yukon Koyukuk REAA). Human Services Other Program Deadlines and Information Program Deadline Crisis Counseling Immediate 07/09/2013 Service Program (ISP) Application Crisis Counseling Regular Service 08/26/2013 Program (RSP) Application Disaster Unemployment 07/29/2013 Application Crisis Counseling Program (CCP): CCP staff is awaiting a decision from the State regarding the Immediate Services Program (ISP). Disaster Unemployment Assistance (DUA): Nothing Significant To Report Disaster Legal Services (DLS): The Alaska Legal Services Corporation is hosting a helpline for survivors from 0900 AKDT 1700 AKDT, Monday to Friday. Other Needs Assistance (ONA): Staff monitored cases that could potentially be eligible for ONA. Disaster Case Management (DCM): Nothing Significant to Report Voluntary Agency Liaison (VAL): The Mission Assignment for AmeriCorps was approved. Two teams of four each are scheduled to arrive in the Municipality of Anchorage on 07/11/2013. VAL staff coordinated with Logistics the transportation of tools for volunteers to Galena (Yukon Koyukuk REAA) and the purchasing of items not donated to warehouse, such as bug spray and mosquito nets. Presbyterian Disaster Agency (PDA) along with VAL provided a long-term recovery presentation to agencies that are part of the North Alaska Regional Voluntary Organizations Active in Disaster (NARVOAD). The Mennonites participated in a training held by PDA, in preparation for travel to Circle (Yukon Flats REAA) and Galena (Yukon Koyukuk REAA). Staff coordinated the outreach with American Red Cross (ARC) for encouraging registration to residents who have applied for assistance from the ARC and have not yet registered with FEMA. 17e. Operations Disability Integration: Staff coordinated the attendance of an American Sign Language (ASL) interpreter for the town hall meeting in Fairbanks (Fairbanks North Star Borough) on 07/09/2013. They established contact with the Tanana Chiefs Conference disability partners via the State contacts and researched local American with Disabilities Act (ADA) technical assistance partners. 17f. Operations - Air Operations: Staff arranged six charter flights from Fairbanks (Fairbanks North Star Borough) over the past 48-hour period; two flights to Fort Yukon (Yukon Flats REAA), two to Eagle (Alaska Gateway REAA), and two to Galena (Yukon Koyukuk REAA). DSA Specialists continued to canvass the area in support of Assess, Inform, and Report (AIR) mission. They conducted community and business outreach and provided residents with disaster assistance information in Eagle and Tok (Alaska Gateway REAA), Fairbanks (Fairbanks North Star Borough), Circle and Fort Yukon (Yukon Flats REAA) and the Disaster Recovery Center #1 (DRC) in Galena (Yukon Koyukuk REAA). 19a. ESF #3 Public Works/Engineering: FEMA has requested USACE assistance with drafting a scope of work providing technical support and long-term project management for reconstruction of the Galena (Yukon Koyukuk REAA) infrastructure. Staff met with State Operations Section to review debris mission in Galena (Yukon Koyukuk REAA). 19d. ESF #4 Firefighting: N/A 19e. ESF #6 Mass Care: The State-led Mass Care Task Force procured 1,545 pounds of donated king salmon and halibut. They coordinated with the Salvation Army to deliver the fish to Galena (Yukon Koyukuk REAA) on 07/08/2013. ESF #15 - External Affairs: External Affairs is transitioning survivor messaging from Registering to Recovery. Planning and Products (P&P): P&P staff distributed flyer #003 Apply for Disaster Assistance at Willow House. In addition, staff reviewed a feature article regarding the delivery of fish to Galena (Yukon Koyukuk REAA). Joint Information Center (JIC): JIC staff captured Federal Coordinating Officer (FCO), State Coordinating Officer (SCO), and Tribal Liaison Meetings with community leaders in Circle and Fort Yukon (Yukon Flats REAA), and documented community recovery efforts in Hughes (Yukon Koyukuk REAA). Congressional Affairs (CA): CA staff scheduled a group meeting with the Congressional Delegation offices in Fairbanks (Fairbanks North Star Borough). An inquiry from Senator Lisa Murkowski s office regarding registering an individual in Tok (Alaska Gateway REAA) was received. Staff referred an inquiry regarding the National Flood Insurance Program (NFIP) group policies to Congressional Affairs at FEMA Headquarters. Tribal/Intergovernmental Affairs (IGA): IGA staff provided technical assistance at the Congressional Briefings and town hall meetings in Fairbanks (Fairbanks North Star Borough). Small Business Administration Public Information Officer (PIO): Staff contacted one radio station and one TV station. They also called the Alaskan Congressional Delegation. 20. 8 21. Logistics: In collaboration with Safety and Security, Logistic staff conducted site surveys at five locations in Fairbanks (Fairbanks North Star Borough) for an Area Field Office (AFO). Staff coordinated the rescheduling of the cargo flight transporting the all-terrain vehicles (ATVs), chairs, tables, and safety items to Galena (Yukon-Koyukuk), which was cancelled due hazardous weather conditions. Four Logistics staff members were deployed to Galena (Yukon-Koyukuk) to provide logistical support. 22. Planning: GIS is supporting IA with mapping of the affected households in Galena (Yukon Koyukuk REAA) by matching registered applicants with numerous data inputs to determine actual house locations. This project is made more difficult by the lack of specific addressing in Galena and the use of Post Office Box numbers as addresses in many cases. 23. Safety: Nothing significant to report 24.
