2 ANNUAL REPORT 217 The City of Oberlin Police Department presents its annual report for 217. Following on the heels of 216, the men and women of this police department have continued to work tirelessly to provide professional and quality service to the community of Oberlin. As in the past, we will continue to build an all inclusive relationship with our stakeholders. Additionally, another of our goals is to be more open and transparent to this community. This report contains statistical data regarding crime, arrests, and other police activities for 217. This detailed report provides only a snapshot of the programs and services provided by your police department. It is my hope that the information and data provided on these pages will help to increase your knowledge of the practices and procedures of this police department. 5 HISTORICAL Officer Bashshar Wiley helped to uncover the death of Oberlin Constable Franklin Stone who was shot and killed in the line of duty on June 5, Constable Stone will be added to the National Law Enforcement Officers Memorial in Washington, D.C., Ohio Peace Officers Memorial, Greater Cleveland Peace Officers Memorial and the Lorain County Memorial in 218.
6 Ohio Collaborative Law Enforcement Agency Certification In October of 217, the Police Department obtained final certification from the Ohio Collaborative Community Police Advisory Board. The comprehensive process included a complete update of the department policy manual, and meeting established standards including: Response to Resistance, Recruitment and Hiring, Community Engagement, Body Worn Cameras, and Telecommunicator Training. The Department will recertify annually and meet any additional certification standards implemented by the Ohio Collaborative. Our participation in the certification process promotes consistency in police practices and commitment to the tenets of community policing.

The use of force is dependent on a variety of factors and data can vary significantly from year to year as an officers force response is dictated by subject actions. However, the department data is in line with the expected trends nationally regarding police use of force, in that police use force in a small percentage of public contacts, and that when force is used it is typically at the lower end of the force spectrum.

24 STAFF CHANGES C. Ryan Warfield was appointed Chief of Police on November 2, 217. Prior to this appointment, Chief Warfield worked for Elyria Police Department for 23 years.
25 TRAINING This department strives to ensure all employees are offered both in-service and outside training to maintain current skills and further professional development. Employees continue to meet annual Ohio training requirements including: firearms qualification, Taser training, CPR/first aid, LEADS certification and Intoxilyzer certification. Ohio mandated 2 hours of Continuing Professional Training (CPT) for 217. Some of the training included Trauma Informed Policing, Blue Courage, Procedural Justice and Legal Update. Police personnel completed over 7 hours of training through outside training providers. Training highlights for 217 include: Sgt. Durica, Officer Feuerstein and Officer Shoemaker became certified in operating Project Lifesaver equipment. The program is used to help locate individuals who are at risk of wandering away due to dementia, autism, etc. Officer Kastanis attended a basic SWAT class and is now a member of the Lorain County SWAT team. All Dispatchers attended SWATTING: How to Identify & Respond class.
26 TRAINING HIGHLIGHTS Detective Beyer, Officer Wiley and Officer Kuduzovic attended Street Drugs Recognition class. Sergeants Durica and Chapman and Officers Sustarsic, Flesch and Ellis attended a Trauma Informed Policing class. Officer Kuduzovic attended a 4 hour Police Cyclist class. Sexual and Domestic Violence on College Campus class was attended by Dispatchers Stanley, Mullins, Paterchak and White. Sergeants Durica and Lett attended a 32 hour instructor class on Racial Intelligence and Engagement.
27 INVESTIGATIONS Jessica Beyer is assigned as Detective for the Department. Det. Beyer has been successful in closing several cases with arrests or indictments. Cases of Note are: Homicide: Following a homicide in 215, the case was investigated and a suspect was identified. The Grand Jury issued indictments for Aggravated Murder, Murder, Felonious Assault, Tampering With Evidence and Theft. Cultivation of Marijuana: Officers responded to a structure fire and received information regarding a marijuana grow operation inside the building. A search warrant was obtained and several items of evidence were seized. A suspect was identified and later charged in Oberlin Municipal Court. Fraud/Misuse of Credit Card: A local business reported an order had been placed using a stolen credit card. The investigation revealed that the order was place on-line in Georgia. It also appeared that the juvenile receiving the order was also a victim as part of an internet scam.
28 INVESTIGATIONS Burglary/Receiving Stolen Property: A resident reported his home was burglarized while he was on vacation. A suspect was identified and charged with Receiving Stolen Property related to this incident. Theft : A business owner reported he suspected an employee was stealing money from him. The suspect was identified and confessed to stealing money. The Grand Jury issued an indictment for Theft. This case is still pending in the Lorain County Common Pleas Court. Burglary/Misuse of Credit Card: A burglary was reported on Oberlin College Campus in which a wallet was stolen. The investigation identified a suspect. This case was presented to the Lorain County Grand Jury who issued an indictment against the suspect. A warrant was issued for the suspect s arrest. Voyeurism: A subject reported he observed an unknown male recording him while he was taking a shower in the locker room. A suspect was identified and charged in the Oberlin Municipal Court. Fleeing: Ptl. Kuduzovic attempted to make a traffic stop on a vehicle which fled from him and was unable to be stopped. The driver was identified and subsequently a warrant was issued for the arrest of the suspect.
29 CANINE UNIT K-9 Roky is assigned to Ptl. Jacob Crossan. For the year 217, they attended two classes of Safety Town in June. They continue to train with area K9 units. Ptl. Crossan and K-9 Roky achieved State certification and continue to train to maintain proficiency. In addition to regular patrol duties, the team performed the following duties: Assist Outside Agencies 1 K-9 Demonstrations (Public) 3 Drug Searches 5 vehicles (4 arrests) Residential Alarms 3 Building Searches Tracked Suspects
30 SCHOOL RESOURCE OFFICER Ptl. Billie Neadham continues to be assigned as our School Resource Officer, dividing his time between all the Oberlin Public Schools and also responding to the Lorain County Academy for disciplinary issues. In addition to his regular duties, Officer Neadham remained visible throughout the school district participating in many of the school activities. He has assisted school officials with field trips, participated in the Street Law class and continues to be involved in a mentoring program. SRO Neadham participated in several safety presentations, completed training for school staff on active shooter, attended a SRO conference and a Juvenile conference and assisted with regular calls for service.
31 COMMUNICATIONS UNIT The Communications Unit consists of eight Dispatchers and a Supervisor. Sergeant Melissa Lett is the Unit s Supervisor. The Unit is the primary public safety answering point for all emergency and non-emergency calls for service and the primary processing center for dispatching officers to calls for service. The Communications Center is staffed 24/7. The Communication Center received almost 9, calls in 217. All dispatchers were enrolled into a yearly subscription for online training through PowerPhone and completed courses. Hosted Sexual and Domestic Violence on College Campuses training at the Oberlin Fire Department. The WENS notification system and TrackStar GPS equipment are in the process of being implemented.
32 EXPLORER POST #2478 The Oberlin Police Department Explorer Post 478 has been in existence for 28 years. Explorers are open to males and females, ages 14-2, with interest in law enforcement and community service. In 217, the department has 16 active Police Explorers. The Police Explorers Program is supervised and coordinated by Officer Billie Neadham, Dispatcher Amanda Parrack and Auxiliary Officer Kayla Smith. In 217, the Explorers participated and assisted in numerous community events such as National Night Out, Bike Rodeo, Family Fun Fair, Homecoming football game, Oberlin College graduation, Safety Town, The Big Parade, East Oberlin Church Festival, Oberlin College Spring and Fall Break Meal, OLEEAA Conference, Lorain County Fair and Shop With A Cop.
33 JAIL OPERATIONS The Oberlin City Jail is classified by the State of Ohio as a Twelve Hour facility. The primary use of our jail is for short term incarceration of Oberlin arrests, until released on bond or transported to the Lorain County Correctional Facility. Other agencies utilize our jail as a holding facility when escorting prisoners to Oberlin Municipal Court or while awaiting paperwork to be processed. In 217, approximately 366 prisoners were temporarily held in the jail. This includes new arrests and prisoners held for court appearances at Oberlin Municipal Court. Six (6) juveniles were also temporarily held in the Oberlin City Jail or in a secure room of the police department. The Ohio Department of Rehabilitation and Correction conducted an inspection of the jail and found it to be in full compliance on all state standards for Twelve Hour facilities. The jail also passed an annual fire inspection conducted by the Oberlin Fire Department and a health inspection completed by the Lorain County Health Department.
34 CRIME PREVENTION EFFORTS The department was active addressing quality of life issues and addressing crime trends: Officer Feuerstein continues as an Advance Crime Prevention Specialist. He maintains his certification by attending the Ohio Crime Prevention Association conference. In August of 217, we hosted the National Night Out for Crime Prevention picnic.
35 ANCILLARY ASSIGNMENTS SWAT: Officer Kastanis attended basic SWAT school in 217. Officer Kastanis continues to train as a tactical robot operator. In 217 they responded to four (4) call-outs. Bike Unit: The Bike Unit logged 61 hours in 217. Segway Unit: The Segway was utilized at several City events and used to patrol the central business district, Tappan Square and Oberlin College. The Segway Unit logged 49 hours in 217.
36 ANCILLARY ASSIGNMENTS Abandoned Bike Unit: Officer Shoemaker continues to inventory the abandoned bicycles. Bicycles older than 9 days are either donated or scrapped. Project LifeSaver: Sgt. Durica, Officer Feuerstein and Officer Shoemaker are certified to operate Project Lifesaver equipment. The program is used to help locate individuals who are at risk of wandering away due to dementia, autism, etc. There are currently two (2) clients residing in the City of Oberlin who are participating in the program. Lost and Found: Dispatcher Paterchak is in charge of the Lost and Found Unit. A total of 66 items were turned into the Department and entered into the lost and found database. Of the 66 items, 6 have been disposed of. Disposal methods include destruction, donation, or returned to the rightful owner. The remaining 6 items are either pending review or contain currency which cannot be disposed of.
37 COMMUNITY OUTREACH The department continues to recognize the value of interacting with the community in non-enforcement situations. In an effort to enhance community policing, the department implemented the following strategies: Foot and Bicycle Patrol Areas Segway Unit was utilized during City events and is regularly used by Patrol Officer Neadham and CSO Wallace. Sergeant Lett, Officers Crossan and Wiley attended College Orientation and the Safety Fair at Oberlin College. Officer Neadham and Dispatcher Goul supervised Safety Town for children entering kindergarten.
38 COMMUNITY OUTREACH In addition, the department hosted or participated in the following community events: Right To Read Week Oberlin College Campus Safety Day National Night Out Event Kendal Ice Cream Social Oberlin College s Spring and Fall Break Meal Program Halloween Trick or Treat Shop With A Cop
39 MISCELLANEOUS CSO Wallace continues to handle code enforcement duties and oversees the Auxiliary unit. He and his officers are a huge asset to the department. Their regular duties include parking enforcement, vacation home checks, animal calls, lockouts, City Council security and the Check-Mate program. Our Department continues to reach out through social media. The Department historian posts retro photographs weekly along with posts regarding criminal suspects, lost dogs, safety tips, city ordinances and other newsworthy items. The WebCheck fingerprinting system continues to be utilized by the community. In 217, we received $1,74. in revenues. We have paid $8,22. to the State of Ohio for processing electronic fingerprints, leaving a reimbursement of $2,682. to the City.
