HUMANITARIAN ASSISTANCE A. NDCC 1. NDCC facilitated the release of 100 sacks of rice worth P91, to CDCC Pasig to augment relief operations being undertaken by the local officials for the 426 families affected by flooding 4

DSWD DSWD s disaster management teams (DMTs) from the regional down to the provincial levels have been activated to provide technical assistance to the concerned local government units (LGUs) whenever necessary DSWD Field Offices in Regions I, II, CAR and NCR prepositioned stand-by funds worth Php1,073,322.59; 5,894 family food packs; food commodities worth PhP 785, and non-food worth PhP 1,998, with a total amount of PhP 3,857,717.25, as augmentation support to the LGUs whenever necessary C. DOH The Center for Health and Development (CHD) in NCR, Regions I and prepositioned drugs, medicines and medical supplies worth P291, as augmentation support if the need arises. D. AFP The AFP- NCRCOM dispatched 1 SQD 51DRC to conduct search and rescue, libreng sakay and evacuation operations in Malabon City; two (2) M35 trucks in Taguig City and 1 SQD 2DRU in Caloocan City to transport 267 families /895 persons to the different evacuation centers AFP Assets deployed six (6) units M35 trucks, 1 military jeep, two (2) rubber boats and 31 personnel from ARESCOM JTFL-NCR established TCP at HYFN, PKOC Barracks, Camp General Emilio Aguinaldo, Quezon City DRRU, NCR-RCDG and ARESCOM composed of 6 Officers and 33 EPs were placed on standby at HNCRCOM, Camp Aguinaldo for possible DRRO deployment AFP alerted NCRCOM for possible rescue and evacuation of residents living along the river banks that maybe affected by flood water flowing from the Wawa Dam 5

Regional Actions Disseminated weather advisories, gale warnings, flood bulletins and general flood advisories to concerned RDCC member-agencies, local DCCs and local radio stations thru facsimile and SMS NCR Only the R.P. Cruz Elementary School in Taguig City is open and serving 26 families with 130 persons. The Taguig Social Welfare Office in coordination with the barangay officials is continuously serving cooked food to the evacuees The LGUs provided undetermined amount of cooked food, mats and blankets to the affected population OCD-NCR team conducted site inspection of evacuation centers in Brgy Santolan and Maybunga to assess ongoing relief efforts being undertaken by the local government units and along Mangahan floodway to monitor the status of residents in the area OCD-NCR coordinated with NCRCOM and MMDA to facilitate the request of Taguig City for two (2) units M35 trucks utilized in the evacuation of residents affected by flooding; placed the CDAG on stand by for possible deployment and response operations; notified the Quezon City, Valenzuela, Malabon and Caloocan through their respective local Civil Defense Deputized Coordinators on the current level of La Mesa Dam and to take appropriate actions CDCC Quezon City conducted ocular inspection in the barangays likely to be affected by the overflowing La Mesa Dam and swelling of the Tullahan river particularly Brgys. Sta. Lucia, Talipapa, Gulod Nagkaisang Nayon and North Fairview. Also conducted ocular inspection in areas in District IV namely: Tatalon, Damayang Lagi, Roxas District and Dona Imelda The DSWD NCR provided relief assistance to the evacuees of Pasig City, Marikina City and Taguig City CAR CRDCC-OCD has been activated since July 16, 2009 and alerted concerned local government executives (LCEs), Civil Defense Coordinators, Communications Group, PNP R3, AFP Unit Commanders to be prepared for any possible deployment Engineering crew of DPWH-CAR with heavy equipment were placed on stand by for immediate deployment AFP-513rd Army Engineering Battalion prepositioned one (1) unit of Pay loader at Lamut Ifugao for immediate deployment PDCC Abra prepositioned its heavy equipment for clearing operations Region I RDCC OpCen had been activated since 16 July hence, officers from response agencies are rendering duty at the OPCEN to ensure prompt action and deployment of resources Naval Forces Northern Luzon provided 1 M35 truck for hauling and delivery of relief goods AFP (PN, PA and PAF) assets were placed on standby for possible rescue operations and humanitarian response MDCCs affected by the overflowing of rivers prepositioned assets in anticipation of possible evacuation PNP Paoay, 505 th Rescue Squadron PAF and Brgy Officials of Brgy Monte 30, Paoay conducted rescue to a certain Richard Makaisa whose tractor was swept by floodwater The 505 th Rescue Squadron rescued five (5) students from Brgy 3, Banna, Ilocos Norte who were trapped in a tree house surrounded by raging floodwaters 6

7 OCDRC I coordinated the deployment of heavy equipment and manpower from 54 th Ebde to assist the DPWH and PDCC Pangasinan in the temporary restoration of the damaged dike along Bued River in Brgy Artacho, Cauringan and Poblacion Norte in Sison, Pangasinan Region II RDCC II and local Disaster Operation Centers (DOCs) in the provinces have been activated since July 16 to monitor any possible effects of Tropical Storm Isang in their respective AORs Region III There were 1,660 families / 8,262 persons affected in Region III: 1,425 families / 6,947 persons in Masantol, Pampanga and 235 families / 1,315 persons in Masinloc, Zambales who were from the coastal and low-lying areas and were affected by high tide and strong winds SWAD teams in the 7 provinces of the region is continuously monitoring the effects of TS Isang in their respective areas Disseminated General Flood Advisories to PDCCs Aurora, Zambales, Bataan, and Pampanga thru SMS and Region DPWH, PNP, SOLCOM, DSWD, BFP, DOH and LGUs concerned monitored the effects of tropical storm Isang DPWH conducted declogging of canals and temporary patching of potholes at the road sections of I - Manila Road (km km17+512), - Batangas Road (km Km23+500), Quezon II (MSR Daang Maharlika-Tiaong Section, Candelaria Section (km km ), Sariaya Section (km km ) and Diversion Road Lucena City (km km ). Also conducted clearing operations along Bauan-Mabini Road in Batangas. PNP Rodriguez, Rizal conducted site inspection in Wawa Dam on 17 July 2009 to monitor the water level and warned residents in low-lying areas. Composite team of PNP and BFP San Mateo; and Sta. Ana Rescue conducted SAR and recovery of Arnold Julian who was earlier reported missing and whose body was found on 18 Jul. MDCC San Mateo warned the residents at Purok 2 of Brgy Buntong Palay MDCC Bacoor deployed a team to monitor flooded areas in Bacoor, Rescue teams from Imus-PNP, Imus-BFP, MDCC Bacoor and Rescue 161 conducted SAR and recovery operations for Jonathan Urmeneta whose body was recovered in Bacoor,. Region VI Disseminated bulletins and warning advisories to its six (6) provincial disaster coordinating councils (PDCCs), two (2) city disaster coordinating councils (CDCCs), R3-Operations-Police Regional Office (PRO) VI and concerned members of RDCC VI- CWG and alerted all DCCs concerned especially those situated in low-lying areas to take precautionary measures for possible flooding 7
