14 HEALTH CLUSTER DOH MONITORING AND COORDINATION ACTIVITIES: Needs: Need of generators sets for response operations Need of various medicines and potable water in Typhoon Lawin affected areas Responses: Continuous coordination with the Regional Offices through the Health Emergency Management (HEM) Unit, NDRRMC Health Cluster member agencies through the representative at the NDRRMC Response Cluster, and DOH Hospitals through the HEM/Emergency Medicine Unit. Continuous monitoring of the status of the weather disturbance through PAGASA and quadmedia. A total of PhP 100,274, worth of commodities are available at the DOH Central Office. Prepared CAMPOLAS Plus, First Aid kits, Hygiene kits, Troclosene Sodium and Water Drinking Container worth Php 1.474, to be delivered to Region II Allocated water filtration units to Regions I, II, Iii, Vi, VIII IX, X and XI worth Php 4,800, Provided 200 Pneumococcal vaccines to the staff of NDRRMC Deployed 2 HEMB personnel on 24/7 duty in NDRRMC Response Cluster and 1 HEMB to be deployed in Villamor Air Base to facilitate delivery of logistics Regional Office Regional Offices I, II, III, CAR, CALABARZON, MIMAROPA and V prepositioned drugs, medicines, medical supplies and other logistics in their respective Provincial DOH Offices amounting to PhP 22,212, DOH Medical and Public Health Teams are on standby for Rapid Health Assessment (RHA) Survey and for other response operations. DOH has three (3) standby water filtration units (ready for deployment) positioned at DOH Regional Offices in I, II, and III. Moreover, water filtration units from Regions VI, VIII, IX, X, and XI are available for augmentation to the affected regions. DOH CAR is accounting generators sets for possible use during response operations. DOH Regional Offices continuously coordinates with Provincial DOH Offices for any untoward incidents and existing evacuation centers. Philippine Coast Guard Thirty (33) Deployable Response Groups (DRGs) with medical personnel on standby in Northwestern Luzon, Northeastern Luzon, Southern Tagalog, and Bicol. Bureau of Fire Protection Paramedical teams are on standby for possible response operations in the affected regions. Armed Forces of the Philippines (AFP) One (1) KM451 and Field ambulance on standby at Southern Luzon Command and 18 ambulances with EMS personnel and Medivac on standby in NCR. Disaster Response Teams on standby for possible deployment from regions 1,2, 3,4A, 4B, 5 CAR and NCR. 14

15 Philippine Red Cross (PRC) Water filtration units are available at their WASH hubs in Dagupan, Pangasinan and Nueva Vizcaya. WASH technicians are also on standby and ready for deployment. One (1) Emergency Field Hospital is prepositioned at Subic Logistics Hub with deployment needs. Psychosocial Support Teams including Hot Meals on Wheels are on standby and ready to use for deployment. Emergency Response Teams from each local chapter are on standby and ready for deployment. 18 LAW AND ORDER CLUSTER COR The DRDO have pre positioned SAR equipment and trained alert teams in the PPOs as well as at the regional office with 2 satellite phones, 2 fiber boats and blue boxes. PRO1 PRO 2 1. PPOs were directed to preposition their disaster response teams particularly in the disaster prone and low-lying areas in coordination with their respective PDRRMC; 2. Directed all PPOs for the readiness of the SRR equipment and supplies in coordination with PDRRMC and MDRRMC to support the operational requirements (eg. Rubber boat, utility rope, floating device, multi-tool items, 30L of GOL generator, flashlights with extra battery, communication equipment, first aid kit, MRE, etc) 3. Residents living in low lying areas and mountainous areas were alerted against possible flashfloods and landslides. Likewise, those living in coastal areas under public storm warning signal were alerted against huge waves or storm surges generated by this tropical cyclone; 4. Fishermen using fishing boats and other small sea crafts were advised not to venture out into the seaboards due to tropical storm; and 5. All PPOs were directed to monitor overflow bridges and water level of bridges. 1. Continuous dissemination of latest weather bulletin and typhoon warning signals to all PPOs and SCPO. 2. All PDs and CD, SCPO ensures readiness of the SAR equipment and supplies in coordination with PDRRMC and MDRRMC to support the operational requirements (eg. Rubber boat, utility rope, floating device, multi-tool items, 30L of GOL generator, flashlights with extra battery, communication equipment, first aid kit, MRE, etc); i. Residents living in low lying areas and mountainous areas are continuously alerted and monitored against possible flashfloods and landslides. PNP personnel were deployed to areas left by the evacuees to conduct patrol and security to those houses left by evacuees to prevent looting; v. PNP personnel providing assistance to the returning evacuees to their respective houses; and vi. Assisted in the clearing of roads from debris. 18

25 PHILIPPINE INTERNATIONAL HUMANITARIAN ASSISTANCE CLUSTER DFA instructed to document and report offers of international humanitarian assistance to NDRRMC Response Clusters are requested to document gaps in resources for possible requests from the international community. Offers are to be matched with request for international humanitarian assistance by national government agencies. Matching of requests and offers to be done with the Philippine Humanitarian Assistance Registry being operated by OCD. Acceptance of offers of assistance depends on call for international humanitarian assistance by the President. PIHARC (OSS) members have been instructed to be on standby alert for possible activation. NDRRMC is reminded of chain of requests need to be followed - barangay - municipal - provincial - regional - national - clusters. PIHAC also notes that the principle to exhaust all national resources before seeking international humanitarian assistance should be exercised Reminder to all LGUs again to channel all offers of international humanitarian assistance (in country and abroad) through channels, particularly through NDRRMC and Response clusters. DFA - UNIO coordinating with UNHCT on coordination with NDRRMC on activities of UN agencies. Avoid unwarranted reports/ criticisms of unheeded requests for assistance being broadcast to the international community by forwarding resource gaps through proper channels for action or remedial measures. In times of emergencies, it must be noted that DFA augments NDRRMC/OCD s coordination resources particularly with international stakeholders with its networks, institutional knowledge as head of the PIHAC. (For DFA s attention) DFA has been requested to send duty officers to EOC-OCD starting on 19 October

26 GENERAL COORDINATION Members of each Response Cluster Leads shall consolidate all reports of their members prior to submission to the Response Cluster Secretariat.
