EMERGENCY MANAGEMENT 3.1 WARNING DISSEMINATION / ACTIVATION / PREPAREDNESS PHIVOLCS, Sorsogon PDRRMC and concerned MDRRMCs are maintaining close coordination to continuously monitor Bulusan Volcano activity The local Chief Executives in Casiguran, Juban and Irosin conducted meetings regarding their plans to ensure the safety/welfare of their constituents and a 24-hour duty were also assigned. DOH HEMS coordinated with CHD V RHEMS Coordinator to monitor status of evacuation centers and lifelines DOT issued an advisory on the suspension of eco-tourism around Mt Bulusan DPWH prepared alternate roads in case national roads become impassable PCG HQ prepositioned the following assets: CG Station Sorsogon Seven (7) man DRG team on stand-by ready for dispatch Floating Assets SARV-002 Mission ready (OPCON under CGDNCRCL) SARV-3502 Mission ready (OPCON under CGDSTL) Air Assets Two (2) PCG Aircrafts (Islander) Deployable Response Group Four (4) teams on stand-by at HPCG ready for dispatch/deployment Land Mobility Assets Two (2) PCG Bus Mission Ready and two (2) Coaster Bus Mission Ready OCD RC V immediately coordinated with Provincial Disaster Risk Reduction and Management Council (PDRRMC) Sorsogon, PHIVOLCS, 9ID, and SOLCOM on the updates of the status of the volcano and possible actions to be undertaken in connection with its recent activity PNP V provided police security coverage in various evacuation centers and established an Advance Command Post under PSUPT Enrique Ramos Sr, DPD Sorsogon PPO at Brgy Gulang-gulang, Irosin, Sorsogon PNP Regional Director, PRO 5 directed the Provincial Director of Sorsogon PPO to coordinate with the Local DRRMCs to activate the Area Disaster Incident Management Task Group (ADIMTG) for pre-emptive evacuation of residents in the affected areas. PRO 5 upgraded the alert status of PPO Sorsogon from heightened to full alert with preparations to include conduct of timely and rapid disaster response according to the needs of the affected areas, search and rescue operation, evacuation and relief operation, emergency medical services and security/traffic management operation in support to the LDRRMC Joint RDRRMC V PDRRMC Sorsogon conducted an Executive Meeting on November 9, 2010 at 2:00 PM in preparation for Bulusan Activity. During the meeting, RDRRMC V reiterated to the PDRRMC members the need to have a ready Contingency Plan for Bulusan. RDRRMC V presented a strategy to achieve zero casualty for Bulusan thru the following measures: Strict enforcement of 4 km PDZ for eco-tourism, livelihood and settlers Education Campaign on health advisory and efforts and define roles of all concerned and awareness 2
3 Responsive Contingency Plan which is community- based ready at all levels CHD V alerted the Municipal Health Office of Irosin, Juban, Casiguran, Bulusan, Barcelona and the COH of Irosin District Hospital re Bulusan activity PDRRMC Sorsogon revisited its contingency plan in case Alert Level 1 is further raised MDRRMC Casiguran maintains its 24 hour duty operation to ensure safety/welfare of their constituents and to monitor any eventualities that may occur OCD V coordinated with PHIVOLCS re installation of signages indicating the extent of the 4 km Permanent Danger zone areas Updated list of evacuation centers in the following municipalities/city with corresponding capacity: Breakdown: Juban (12 centers with 8,791 persons capacity); Gubat (15 centers with 5,750 persons); Casiguran (5 centers with 1,900 persons); Irosin (5 centers with 4,500 persons ); Bulusan (11 centers with 9,739 persons); Barcelona (4 centers with 2,538 persons) and Sorsogon City (8 centers with 16,000 persons) Total = 52 centers with 49,218 persons Transportation and mobility assets in Bulusan, Barcelona, Gubat, Juban, Irosin and Sorsogon = 51 trucks (23 government and 18 private); 66 jeeps; 133 tricycle; 27 motor cycle ; 2 ambulance; 2 Van; and 1 bus DSWD-FO V through its SWAD team is closely working with PDRRMC Sorsogon and with concerned MDRRMCs as well as with other agencies and organizations for the necessary preparatory activities in case of heightened seismic activities or possible explosions 3.2. ADVOCACY PROGRAM DOH V released Advisory in Bicol An Abo Kan Bulkan ; HEMS Manual and HEMS Hospital manual to Joint Command Post Dep Ed Sorsogon initiated the Bayanihan on Clean up Drive para Iwas Dengue MHO Juban intensified its health education program by conducting health teachings and distribution of IEC materials in Escuala Elementary School in Casiguran CHD Bicol conducted orientation to joint Health Command Post on the template for WASH rapid assessment. RD, OCD V provided daily media interview re Bulusan latest development OCD RC V together with NAVFORSOL conducted information drive to prevent health hazards and distributed dust masks and informative materials to students and residents of barangays affected by ashfall 3.3. RESPONSE AND RELIEF OPERATIONS The estimated cost of assistance from the combined resources of DSWD, DOH, LGUs and Other GOs/NGOs in the form of food and non-food items and drugs and medicines, and dust masks amounted to PhP1,426, broken down as follows: DSWD (PhP463,961.21); LGUs (PhP174,658.25); Other GOs/NGOs (PhP249,227.00); DOH (PhP536,169.20); and Dep Ed PhP2, LGU Irosin declared the municipality under a State of Calamity through Resolution No dated 21 November 2010 AFP provided one (1) Heli to conduct aerial survey around Bulusan Volcano per request of PHIVOLCS and OCD Region V BFP Irosin conducted road flushing of ashes at Maharlika Highway 3
4 Senator Francisco Pangilinan visited Sorsogon for a briefing on the status of Mt Bulusan and conducted consultation meeting with PDRRMC, other agencies and farmers on the extent of damage of Mt Bulusan s seismic activities, specifically on livelihood sector PDRRMC and PEO Sorsogon has been conducting dredging of Rangas River utilizing 1 back hoe and 1 bulldozer but the rains caused some delay in the operations since materials dredged were once again eroded DSWD- CO provided non-food items (mosquito nets, bed sheets, comforters and water jugs) amounting to PhP51, to the municipalities of Casiguran and Juban The DSWD-FO V has sufficient stand by funds worth PhP279, and stockpile of relief commodities composed of 2,197 family packs (PhP354,404.12), food (Php163,686.96) and non-food (PhP16,450,412.73) ready for augmentation assistance Also earmarked PhP500, as additional standby funds for the purchase of emergency relief supplies Non-food items distributed by DSWD consisted of family food packs used clothings, mats, blankets, comforters, mosquito nets, water jugs, dust masks and sleeping bags DSWD 5 and Ako Bikol conducted relief distribution in Juban DSWD 5 provided relief supplies to the following municipalities as augmentation support: LGU Juban (1,600 pieces dust mask, 342 food packs and 114 packs used clothing) LGU Irosin (1,344 pieces dust mask, 162 food packs, 54 packs used clothing and sleeping bags Irosin LGU and DRRMC conducted community kitchen installed on November 21, 2010 which served breakfast to evacuees who returned home. Two (2) trucks were utilized during the evacuation: one (1) on stand-by at the municipal building and one (1) at Brgy Cogon Dep Ed V also served hot meals and bread to 140 persons amounting to PhP2, LGU Casiguran, provided relief assistance worth PhP10,000 in the form of family packs, 1 and ½ kilos of rice, 2 tins of sardines and 2 packs of noodle and served food, mats and beddings to families who evacuated last November 9, 2010 CHD Bicol provided 2 light bulbs for Escuala Elementary School evacuation center Provincial Government of Sorsogon distributed 150 sacks of rice to the following LGUs: Casiguran (50 sacks ); Juban (50 sacks ); and Bulusan (50 sacks ) GMA Kapuso Foundation provided 2 tents and food packs consisting of food and nonfood items to Escuala Health Center in Casiguran, and Aniog Day Care Center in Juban Health and Water Sanitation and Hygiene (WASH) Health Expenditures (Logistics Augmented ) PhP 536, Health NDRRMC sent 100,000 pieces dust mask to OCD Region V via JRS Express for distribution in Sorsogon. RD OCD 5 turned over the 35,000 pieces dust masks to PDRRMC Sorsogon DSWD V provided 600 pieces dust mask worth PhP6, to LGU Casiguran and additional 1,008 dust masks worth PhP10,080 to LGU Juban DOH HEMS augmented 5,400 pieces (N95) face mask to DOH V distributed to the people in affected municipalities; provided additional medicines and supplies to Sorsogon Provincial Hospital and medicines to LGU Hospitals (Irosin District, Bulan District, Donsol District and Gubat District Hospitals) 4
5 MHO Juban conducted immunization on Nov 18, Fifty nine (59) under 5 years old children were scheduled for immunization: Forty three (43) were already fully immunized while 16 are still for immunization Local health workers manned the evacuation centers in Juban, Irosin and Casiguran with stand-by ambulance, medicines and supplies replenished by the Joint Health Command LGU has an available stand-by medical teams at the evacuation centers during night time The Irosin DRRMC is still conducting a 24 hour duty together with Rural Health personnel for the medical check up of the evacuees A total of 54 cases of acute respiratory Infection (ARI) were reported in the evacuation centers of Irosin There were seven (7) individuals brought to RHU due to acute respiratory infection but they were sent home after treatment with 2 admitted due to abdominal pain CHD V provided assorted drugs and medicines, chlorine granules, medical supplies, 50 hygiene kits, nebulizer kits salbutamol nebulas, face mask, jerry cans and others worth PhP105, to PHO through PHT Sorsogon LGU-MHO conducted medical mission and provided medicines amounting to PhP 2, OCD RD 5 turned over 5,000 pieces dust mask to Naval Forces Southern Luzon (NAVFORSOL) for distribution in Sorsogon. NAVFORSOL distributed dust masks to 198 students and 200 residents of Brgy Gogon 91 ID, PA conducted medical mission in brgys Buraburan and Puting Sapa in Juban; Escuala in Casiguran and distributed 5,000 oresol and 40 kilos (70%) chlorine The Rural Health Unit (RHU) of Irosin is continuously conducting community health checkup to the residents in said municipality WASH Environmental Sanitation - LGU Irosin installed portalets at Gallanosa National High School to augment sanitary facilities for proper hygiene and prevention of illnesses inside evacuation centers. AFP is helping LGU Irosin dig up for the latrines to be set up in Gallanosa HS. The Municipal Engineer is preparing a proposal for additional budget for toilet construction The municipal water system provided water to all evacuation centers. Each classroom in Gallanosa High School was provided with 4 jerry cans filled with purified water for drinking Water supply in Escuala Elementary School in Casiguran was shut off due to leaks in the pipelines and still for repair LGU initiated garbage collection at Gallanosa National High School CHD Bicol provided 15 jerry cans worth PhP7, The Salamat DOC of ABS-CBN conducted medical mission to children, elderly and lactating mothers who are suffering from sore eyes, allergies, lung problems and other illnesses brought by excessive ash explosions 5
