Likewise, those living in coastal areas under signals #3 and #2 are alerted against storm surges Estimated rainfall amount is from mm per hour (moderate - intense) within the 500 km diameter of the Tropical Storm Fishing boats and other small seacrafts are advised not to venture out into the Eastern seaboards of Luzon and Visayas The public and the Disaster Risk Reduction and Management Council concerned are advised to take appropriate actions and watch for the next bulletin to be issued at 11 PM today II. STATUS OF STRANDEES As of 4:00 PM, 14 July 2014, a total of 995 passengers, 146 rolling cargoes, 16 vessels and 12 motor banca s were stranded at the ports under AOR of Coast Guard District Bicol (CGD-BCL) and Coast Guard District Eastern Visayas (CGD-EV) 2

PREPAREDNESS MEASURES AND MONITORING ACTIVITIES A. NATIONAL / NDRRMC 1. NDRRMC Operations Center Continuously monitors and disseminates severe weather bulletins and 24-hour public weather forecasts to all RDRRMCs/OCDRCs through SMS, facsimile, and websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels; and directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibilities (AOR) On 13 July 2014, lead by Executive Director Pama, NDRRMC, ASEC. RaymundLiboro, DOST, member agencies convened at the NDRRMC Operations Center for a pre-disaster risk assessment meeting in anticipation to Tropical Storm RAMMASUN s entry to the Philippine Area of Responsibility (PAR) On 14 July 2014, NDRRMC OpCen is raised to BLUE Alert Status effective 8:00 AM On 14 July 2014, a pre-disaster risk assessment meeting was convened at 11:00 AM and was presided by the Executive Director, NDRRMC and at 2:00 PM, a Press Briefing re Preparedness and Updates on TS GLENDA was held at the NDRRMC Conference Room, NDRRMC Bldg., CGEA, Q.C. 2. Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) Continuously monitors of the situation and disseminate weather bulletins and flood advisories On 13 July 2014, conducted press conference to brief the public re TS Rammasun Provides media updates on TS GLENDA through series of briefings and interviews 3

Department of Agriculture (DA) DA I In continuous monitoring of regional command center for possible effect on the agricultural sector 8. Armed Forces of the Philippines (AFP) NOLCOM, SOLCOM and NCRCOM are on heightened alert NAVFORSOL Three DRU Team with 15 personnel on stand-by for possible deployment In continuous monitoring 9. Philippine National Police (PNP) Alerted Provincial Police Officers 6

National Grid Corporation of the Philippines (NGCP) Implemented the necessary preparations and precautions to minimize the impact of TS GLENDA on transmission operation and facilities such as ensuring the reliability of communications equipment, availability of hardware materials and supplies necessary for the repair of damages to facilities, as well as the positioning of line crews in strategic areas, to facilitate immediate restoration works Disaster Command Center continuously monitors all power restoration activities, reports, and updates from the Regional Command Centers in Northern Luzon, Visayas, and Mindanao B. REGIONAL DRRM Councils RDRRMCs I, II, III, IV-A, IV-B, V, VI, VII, VIII, and CAR Continuously disseminate weather bulletins to RDRRMC member-agencies, P/C/MDRRMCs, and local media (radio stations) thru OCDRC Infoboard Text Blast System, and upload the same to social accounts to effectively ensure public safety and achieve zero-casualty Alerted all PDRRMCs and RDRRMC member-agencies for possible rescue, relief, and other response operations relative to the present weather disturbance Continuously monitor situations in their respective AORs Raised status into BLUE ALERT on 13 July 2014 and maintain 24/7 duty personnel to continuously monitor LDRRMCs and concerned agencies for significant incident and actions taken 1. RDRRMC I Raised status on Blue Alert effective 8:00 AM, 14 July 2014 Held an Emergency Council Meeting at 1:00 PM, 14 July 2014 at the Coast Guard District Northwestern Luzon, to discuss preparations, risk assessment and other measures in preparations for TS GLENDA 8

9 Issued two (2) memoranda, namely: Strengthened Preparedness Measures for TS RAMMASUN for the PDRRMCs and Information Dissemination re-ts GLENDA for various media outlets, to enhance the readiness of the region Continuous redundant dissemination of weather forecasts, weather bulletins and advisories to all concerned local DRRMCs, RDRRMC member-agencies, the tri-media and to several fishermen associations through facsimile and SMS Alerted all PDRRMC and RDRRMC member-agencies for possible rescue, relief, and other response operations relative to the present weather disturbance 2. RDRRMC II PDRRMCs Cagayan, Isabela, Nueva Vizcaya and Quirino In continuous monitoring of the situation in their AORs Continuous dissemination of latest Weather Bulletins to PDRRMC members, MDRRMCs, and other stakeholders PDRRMC Isabela Convened a PDRRMC Meeting re Preparedness Measures for TS GLENDA on 14 July 2014, 9:00 AM In continuous monitoring of coastal municipalities (Palanan, Dinapigue, Divilacan, and Maconacon) Conducted inventory of existing relief goods/family packs Prepositioned family packs in the coastal municipalities PDRRMC Nueva Vizcaya Activated all Rescue Teams Prepositioned rescue equipment, heavy equipment for landslide prone areas, and relief goods Alerted all residents living near landslide and flood-prone areas for possible evacuation 3.
