SWAD teams of Nueva Vizcaya and Quirino started their duty since 26 July to monitor possible effects of TS Juaning; SWAD Team and concerned LGUs are closely validating the number of affected and served after only 750 from the 1,500 food packs requested by Cong. Erin Tañada were made available at GMA, Cavite warehouse DSWD IV-A continuously monitored the five (5) provinces in the region for the number of municipalities/cities affected; stockpile of supplies are lodged at the SWAD Offices of 5 provinces for immediate provision of relief assistance to the affected families DSWD V served 93,299 families in Bicol Region as of July 28, 2911 Immediate Needs of flood victims in Bicol area (food and non-food items) Albay Camarines Sur Catanduanes Sorsogon drinking water, hygiene kit, housing materials, school supplies and uniform of school children; clothing to include underwears, kitchen utensils and cooking tools, tents relief goods and potable water relief goods and potable water relief goods DSWD CAR pre-positioned relief goods (family packs) to different provinces and 2,000 family packs in the regional office; placed on stand-by Quick Response Funds (QRF) worth PHP300,000.00; and activated their local QUART and SWAD teams; terminal report summed up a total of 601 families/3,576 persons coming from twenty nine (29) barangays of the eleven (11) municipalities in the provinces of Ifugao, Kalinga and Benguet were affected; 33 families / 153 7

8 persons opted to stay with their relatives/friends in the height of the storm and are now back to their homes; storm-ravaged houses were reconstructed thru bayanihan system DSWD- NCR served hot meals and breakfast PhP10, to the affected families on July 27, 2011 through Social Welfare Offices of Pasay City and Quezon City at Php5, each; four (4) evacuation centers intended for 73 families / 365 persons (Pasay, Las Piñas, Muntinlupa and Quezon) were closed DSWD X closely monitors and coordinates with their local counterparts for any significant report brought by Juaning Philippine Red Cross (PRC) PRC NHQ closely coordinated with PAGASA for weather updates and regularly provided updated weather advisories to all their Red Cross Chapters nationwide via Power Text; directed all Red Cross Chapters to closely monitor the situation and undertake precautionary measures in their respective areas of responsibility; coordinated with LGUs/PDRRMCs for appropriate actions/preparations in response to the typhoon while continuously monitoring the situation for any untoward incidents; activated 143 Volunteers for immediate deployment Camarines Sur Chapter Response Team together with LGU and AFP assisted families during evacuation RDRRMCs/PDRRMCs RDRRMC-OCD V coordinated with the DSWD regarding relief items for distribution to the affected provinces and requested for the assistance of the DPWH and the Philippine Army in transporting relief items to Camarines Sur; assisted the staff of Senator Bongbong Marcos in coordinating with PSWDOs of Albay, Camarines Sur and Catanduanes on the relief distribution PDRRMC Lanao del Norte distributed 2,156 family food packs to the affected families in four (4) barangays in Kapatagan; 623 families / 3,115 persons from Kapatagan, Lanao del Norte, took shelter at the Kapatagan Municipal Hall Filipino Chinese Chamber of Commerce and Industry in Region IV-A and Southern Luzon Command (SOLCOM) donated relief goods (assorted medicines, goods and used clothing), received by RD, OCD5 for distribution to the affected population HEALTH Department of Health (DOH) CHDs in Regions I, III, IV-A, IV-B, V, VI, VIII and CAR placed on standby alert their respective medical response teams; activated their respective HEMS Operations Centers; and mobilized teams to be on standby; activated CHDs OPCENs in the affected provinces; and conducted rapid health assessment in affected areas The following CHDs pre-positioned drugs and medicines in their respective areas: CHD I Php30,000 each to the four (4) provinces CHD III Php50,000 each to the seven (7) provinces CHD IV-B Php120, each to the affected provinces CHD V Php50,000 worth to Albay and Catanduanes CHD VI Php30,000 in CHD Office together with 90 pieces of first aid/ emergency kits to the affected provinces CHD CAR Php100,000 each to the six (6) affected provinces 8

9 CHD V augmented drugs and medicines and medical supplies to PHTs and PHOs worth PhP700, Health Conditions of Affected Population in Region V In Sorsogon, six (6) health facilities activated their Surveilance in Post Extreme Emergency Disaster (SPEED). Total Population: Bulan - 1,177 (> 5 years old) and 5,995 (> 5 years old) Casiguran 303 (< 5 years old) and 1,790 (> 5 years old) Common consultations reported were 124 (cough, colds, or sore throat with or without fever); 17 wounds and bruises; 10 loose stools with or without dehydration; 8 fever; and 7 high blood pressure Of the 181 consultations monitored, 44% (81) were children among 5 years of age and below WATER SANITATION AND HYGIENE (WASH) Polangui, Oas, Malinao and Libon have no water due to damaged main water pipeline at Ponso, Polangui and destroyed reservoir at Balogo, Oas. Residents were provided with chlorine and the WASH team will set up Water filtration system Daraga, Legaspi City, Sto Domingo, Manito, Tiwi and Jovellar have insufficient water supply due to minor repairs of pipelines and water sources CHD V deployed the PHT-PHO composite health rapid assessment team and composite WASH team to provide chlorine granules, jerry cans, services on RHA, WASH and MHPSS and health education and assisted the NAVFORSOL in operating the Water Purification System to be deployed in Malinao, Albay PHO provided chlorine granules and aquatabs, jerry cans and water purification system Manila Waters personnel with equipment arrived OCDRC 5 and distributed purified water to most affected areas in Malinao, Albay and served more or less 400 household PDRRMC Camarines Sur distributed potable water in Bato (20,000 liters and 95 pcs water containers) and in Minalabac (10,000 liters) SEARCH, RESCUE AND EVACUATION OPERATIONS Philippine Coast Guard (PCG) PCG I alerted its WASAR teams in all CG Stations and equipped them with rubber boats with outboard motor for possible resource mobilization; mobilized the following assets to wit: Ilocos (Norte and Sur) - three (3) rubber boats with WASAR teams La Union - one (1) M35 truck and one (1) rubber boat Pangasinan - three (3) WASAR teams, three (3) rubber boats, one (1) medical team, and one (1) M35 truck PDRRMC Pangasinan deployed two (2) WASAR teams with rubber boats, one (1) medical team, and one (1) M35 truck to Sual Coast Guard Detachment CG IV A directed TB Habagat to depart from her present station in Santa Clara Pier, Batangas City en route to the vicinity waters between Masbate and Sibuyan Island to conduct SAR operations; AE-891 joined TB Habagat for the rescue efforts 9

10 PCG V monitored the status of stranded passengers; conducted SAR operations for the missing fishermen in Catanduanes; placed its assets on standby and ready for deployment; maintains coordination with PDRRMCs/MDRRMCs; directed the CG Detachments of Calumpang and Mandaon to conduct SAR operations for the remaining 19 crew; conducted SAR operations for FB HOPE CRISTIE utilizing three (3) Coast guard vessels, one (1) fixed wing aircraft and one (1) PCG helicopter Update of SAR and retrieval operations for the missing crew of FB Hope Christie by CGS Masbate As of 0600H, 31 July 2011, personnel from CGD Calumpang conducted foot patrol at vicinity shorelines of Brgy Punta Dau and Brgy Guinbanauhan, Balud, Masbate retrieved two (2) dead bodies with the following physical identification Cadaver 1 at Brgy Punta Dau, male between yrs old with approximate height of 5 4 wearing brown shirt and blue underwear Cadaver 2 at Brgy Guinbanuahan, male between yrs old with approximate height at 5 5 wearing blue colored T shirt and brown sweater and blue underwear Cadavers are on its early stage of decomposition and were brought to Villanueva Funeral Homes for further identification and proper disposition CGDet Calumpang coordinated with CG Roxas to inform the owners/ operators of ill-fated FB Armed Forces of the Philippine (AFP) AFPCC placed the different DRTUs of NCRCOM, NOLCOM, and SOLCOM on standby alert NFNL implemented OPLAN DAGLI, a tool in mobilizing AFP resources during disaster response NFSL alerted all DRTs to include floating assets; dispatched 1 team to Polangui, Albay (on standby at Albay Provincial City Emergency Management Office) TOG5, PAF dispatched one (1) SAR Team composed of four (4) 505 th SRS and three (3) TOG5 personnel with SAR equipment and placed on standby alert for possible deployment and disaster operations in the AOR; CG, TOG, 2Lt Bernardo and Lt. Del Pilar coordinated with OCD 5 OpCen, NRDRRMC Member Agencies, and APSEMO re: Monitoring of TS Juaning ; One (1) SAR Team with th SRS and three (3) TOG5 Personnel conducted disaster operations at Legazpi using M35 Truck of 5FSSU, PA; another SAR Team with seven (7) TOG5 transported approximately 10 families from Brgy. Bañag, Daraga, Albay who were ferried to Daraga Albay Evacuation Center 9ID, PA deployed eleven (11) M35 Trucks with Personnel in Naga City (1), Nabua, Camarines Sur (2), and H9ID (8) for pre-emptive evacuation, disaster rescue, and to be on standby and dispatched seven (7) M35; ARESCOM assets (vehicle and personnel) was deployed at Malinao National High School in Albay to conduct clearing operations 901 DRTG dispatched two (2) M35 Trucks and 2 KM250 in Albay PDRRMC; Polangui, Albay; and Ligao City, Albay for disaster rescue operations 902 DRTG dispatched four (4) M35 Trucks in Labo, Bula and Nabua, all in Camarines Norte for pre-emptive evacuation and disaster rescue operations 10

Rangas, Juban, Sorsogon for pre-emptive evacuation Philippine Navy deployed two (2) disaster response teams with rubber boats and one (1) M35 truck to Bonuan PN Detachment and deployed one (1) team with 41 personnel to Ilocos Sur, one (1) team with 42 personnel to Ilocos Norte, one (1) DRT with rubber boat, and one (1) M35 truck in Ilocos Sur and Ilocos Norte, one (1) rubber boat and four (4) M35 trucks in La Union, and two (2) DRTs and two (2) rubber boats in Pangasinan PRC NHQ pre-positioned rubber boats in Batangas, Laguna, Isabela, Valenzuela, Pampanga, Nueva Ecija, Pangasinan, La Union, Isabela, Zambales, Olongapo and NHQ, aluminum boat in Tarlac and amphibious vehicle in NHQ as well as Rescue Trucks in NHQ and Quezon City Philippine National Police (PNP) Activated its PNP Sub-Committee on Disaster Management (PNP SCDM) and National Disaster Operation Center (NDOC) to monitor and coordinate with affected Regional Offices; directed its ground units to take precautionary measures to address the possible landslides and flashfloods; alerted its search and rescue (SAR) personnel for possible deployment PNP I placed all its police stations on alert status and emergency rescue equipment on standby and deployed police manpower teams to Ilocos Norte, Ilocos Sur, and La Union. Likewise, twelve (12) rubber boats with police SAR teams and two (2) motor boats were deployed to Pangasinan Provincial Police Offices of Pangasinan, La Union, Ilocos Sur, and Ilocos Norte activated their emergency response teams with rubber boats RDO 5 directed the Provincial Directors of the six (6) Provincial Offices and the Director of Naga City Police to monitor and take precautionary measures against possible flash floods and landslides; alerted their respective search and rescue teams for possible deployment; and coordinated with the media for immediate dissemination of the prevailing situation to the public of any significant incidents in their areas of responsibility Albay Police Provincial Office closed the traffic along Maharlika Highway, specifically at Brgy. Balangibang, Polangui, Brgy. Culiat and Bongalong, Daraga. Nagasgasan and Busak Bridge, Oas due to fallen trees and strong current respectively; deployed rescue teams from PRO5 and Albay PPO to Brgy. Cabangan, Legazpi City and Brgy. Nasisi, Ligao City PNP 5 Police Stations manned the flooded areas to ensure safe passage of commuters and No Travel to areas declared unsafe by PDRRMC Albay PNP CAR was placed on alert status and assisted OCD CAR in the dissemination of weather advisories at the local level through their radio communications system 5 Department of Interior and Local Government (DILG) DILG I directed the local LGUs to implement pre-emptive evacuation of residents in high risk areas if situation warrants CLEARING OPERATIONS Region X PDRRMC Lanao de Norte and MDRRMC Kapatagan assisted the clearing operations being undertaken by various AFP responders in Region X: 547 Eng g 11

12 Combat Team, 55 EBDE with payloader, dump trucks, 6x6 truck and prime mover; elements of 104 INF BDE, 35th IB-PA, 9 FA PA, 55 th Engineering Brigade and 104 th Infantry Brigade EDUCATION Department of Education (DepEd) DepEd ordered the suspension of classes on 26 July 2011 (primary and Highschool), on 27 July 2011 (at all levels including tertiary) and on 28 July 2011 in some flooded areas in Regions NCR Region I, II, III, IV-A, IV-B, V, and CAR based on the recommendation of PAGASA and warning signals STRANDED PASSENGERS (HEIGHT OF TROPICAL STORM JUANING) At the height of the typhoon, there were 1,600 persons, 10 trucks, 180 rolling cargoes, 14 vessels and 15 motorbancas stranded in various ports of Regions II, IV-A, IV-B and V PCG Unit Commanders in various ports closely monitored and rendered assistance in coordination with local port authorities and shipping companies and ensured the security and safety of stranded passengers and vessels.
