5 MINUTES OF MEETING 1.0 Welcoming Address by 2014 Section Chair 1.1 The 2014 Section Chair, Dr Norliza Mohd Noor welcomed all members to the 25 th Annual General meeting. The 2014 Executive Committee was introduced to the members and the agenda of the meeting was informed to the members. 1.2 The Chair shared the vision of the Section for 2014 which emphasize on increasing memberships and their participation; enhancing Section and Chapter activities and visibilities; enhancing Student Branch activities, active participation with all level of communities and healthy financial standing. Dr Norliza highlighted that reflecting the global nature of IEEE, R10 and R8 are now the two largest IEEE Regions. 1.3 Members were informed that total grants awarded to IEEE Malaysia Section in 2014 are USD 4, for 13 different projects. These grants were distributed to successful chapters and members. 1.4 The chair also congratulates Dr Lee Yoot Khuan from Universiti Teknologi MARA recipient of R10 Educational Activities Award (Informal Education) for year The chair also announced that IEEE Malaysia hosted the IEEE Region 10 Meeting that has been held in Kuching, Sarawak on 2 nd and 3 rd March There are total of 42 conferences have been successfully organized by Malaysia Technical Chapters in Malaysia hosted the IEEE Region 10 Technical Symposium 2014 (TENSYMP). This conference was held from 14 th 16 th April There are 135 participants and delegates (55.7% overseas) with 156 accepted papers. 1.8 Future planning includes bidding for 2016 TENCON and setting up permanent office for IEEE Malaysia Section. 2.0 To accept minutes of the 24 th Annual General Meeting and matters arising The minutes of the 24 th IEEE Malaysia Section Annual General Meeting was presented to the members. The minutes proposed to be accepted with amendments by Michael Joseph and seconded by M. Zain Abdullah. 3.0 To receive 2014 Section Annual Report 3.1 The Section Chair, Norliza Mohd Noor presented the Annual Report. Among the highlights were: There was an increase in total number of active members by 9.97% compared to This is contributed from increases in the number of active members in all grades except Affiliate and Associate. In 2014, the Section and Chapters were very active in promoting conferences. A total of 42 sponsored conferences compared to 26 conferences in 2013 were held. 5

6 In addition, the section has also organized the following events: o Leadership Training Camp to provide the Chapter Chairs comprehensive information to run the chapters. o Workshops to assist members to elevate to Senior Member grade. As a result, the number of senior member has increased from 247 in 2013 to 291 in 2014 (17.8% growth). o IEEE National Final Year Project Symposium to provide opportunity for final year undergraduate students to showcase their projects and to engage industry participation in the activities of higher education institutions also observed the formation of one new chapter, two new student branches and four student branch chapters. There are IEEE Malaysia Section Computational Intelligence Society Chapter, Asia Pacific Univ of Tech and Innovation, INTI International University, Curtin EMBS Student Chapter, Asia Pacific Univ of Tech and Innovation Communications Society Student Chapter, INTI International University Computer Society Student Chapter and UiTM Power & Energy Society Student Chapter 3.2 Kalai Selvan Subramaniam proposed the 2014 Annual Report to be accepted and seconded by Razali Budin (TAMCO). 4.0 To accept 2014 Treasurer s Report 4.1 The treasurer, Badrul Hisham Ahmad presented the Financial Report for two accounts as follows: IEEE MALAYSIA SECTION ACCOUNT: The total cash in hand and bank balance ending 31 st December 2014 is RM IEEE MALAYSIA STUDENT ACCOUNT: The total cash in hand and bank balance ending 31 st December 2014 is RM A few comments were raised and they were as follows: Hamzah Asyrani proposed Section to list all the conferences that pay their conference surplus to the Section Christopher Chew raised concern about Section s fixed deposit income that is taxable as per public ruling Razali Budin enquired whether Section need to register for GST if section s revenue exceed RM Dennis M Wong (Swinburne) proposed the 2014 Treasurer s report to be accepted and seconded by Harun (UKM). 6

7 5.0 Amendment of IEEE Malaysia Section Constitution 5.1 Section Excom for Professional Activities, Franklin Joseph, presented the proposed amendments to the Section constitution. The proposed amendments cover the setting up of subsection, chapter, student branches, affinity group accounts and standard naming conventions to be adopted, new clause requiring compliance to prevailing tax laws, and revision to the election process. 5.2 Prof Burhanuddin (past chair) indicated that the amendments would need to be circulated at least 28 days before the AGM to allow members to read and comment. He suggested that the proposed amendments to be postponed until the next AGM and to comply with the early notification clause for amendments. 6.0 Dissolution of 2014 Executive Committee. Norliza Mohd Noor as the Section Chair thanked the Executive Committee for their hard work and untiring commitment. Over the 30 years we have held many major events ranging from conferences and technical talks to social events. From these activities, the presence of IEEE in the Malaysian public has been enhanced tremendously. has observed the formation of two new Chapters, Dielectrics and Electrical Insulation Society Malaysia Chapter (DEIS) and Oceanic Engineering Society Chapter (OES). In addition, petition request to form Nilai University Student Branch and UTM PES Student Chapter was approved in. With these additional chapters and student branch/chapter, there are 24 technical chapters, 2 affinity groups, 20 student branches and 5 student branch chapters as of end. IEEE Malaysia Section this year emphasized on the students activities and a big portion of the financial resources was spent on supporting 3 main events namely Leadership training camp for student volunteers, Malaysia Student Congress and Undergraduate Final Year Project Competition. IEEE Malaysia also provided support for 4 volunteers to represent IEEE Malaysia in R10 Student/Young Professional/WIE Congress in Sri Lanka. 19

20 It was also a great year for us since members of IEEE Malaysia received numerous grants as shown in Table A.1. Furthermore, our volunteers are recognised by the awards given either from Region 10 or IEEE as described in section B and B.6. In terms of membership, statistic for shows there was a decline in the number of active members. However, the number of senior members has increased from 291 in 2014 to 345 in (18.6% growth). This is due to efforts taken by Section and several chapters in organising a workshop to assist members to elevate to Senior Member grade. This initiative has enabled IEEE Malaysia Section to emerge as 3rd best Section in the Senior Member elevation category and receive USD150 from R10. Another initiative introduced in was the special corporate rates for IEEE members from Berjaya Hotel and Resorts. We are also proud of the appointment of our past chair, Dr Norliza Mohd Noor as R10 Individual Benefits & Services Coordinator, and MGA Unit Operation Support Committee Technical Chapter Representative. These appointments acknowledged her active participation and involvement in IEEE. Mahamod Ismail and Hafizal Mohamad continue to serve on the Technical Advisory Committee at the Multimedia and Communication Commission (MMCC). Franklin Joseph serves as the Vice Chair of the Sectorial Training Committee (STC) under the Human Resource Development Department for the electrical, electronics and machinery sub-sector. The STC is tasked to develop a common national standard of skill sets industry-wide. The proposed efforts for a joint award with Institute of Engineers Malaysia (IEM) with the purpose of recognizing and complimenting the efforts of young engineers and scientist in Malaysia who contributes to the betterment of humanity are ongoing. 28

29 B.3.2 Educational Activities IEEE Malaysia Section 26 th Annual General Meeting January 30, 2016 B IEEE Malaysia Section Leadership Camp for Chapter Leaders (Part I) was held with the aim to enhance leadership training and share experiences with new Chapter Chairs, Secretaries and Treasurers for running of the Chapters. This was held on the 14th March, Bluewave Hotel, Shah Alam, Malaysia. The speakers were Dr Norliza Mohd Noor, Dr Zuhaina Zakaria, Dr Rozita Jailani, Christopher Chew and Dr Syed Abdul Rahman Syed Abu Bakar. B IEEE Malaysia Section Leadership Camp for Chapter Leaders (Part II) was held at the 2nd Chapter Chairs Meeting, 15th August, Intekma Resort & Convention Centre, Shah Alam, Malaysia. This time, the training was targeted at Education Activities, Chapter Account and Amendment to Constitution. The speakers were Dr Zuhaina Zakaria, Christopher Chew, Franklin Joseph and Dr Lee Yoot Khuan. B B Promoting Education Activities has also been conducted for Student Leaders by Dr Lee Yoot Khuan, during IEEE Malaysia Section Leadership Camp for Student Leaders, 22nd August, Universiti Kebangsaan Malaysia, and for all IEEE Student Members at the IEEE Malaysia Student Congress, 7th November in Universiti Putra Malaysia. IEEE Malaysia Section has garnered 8 out of the 17 proposals being approved for R10 EAB Support Fund, Asia Pacific region. The total grant stood at USD2450, with projects falls into the Education Outreach (6) and Professional Activity (2) category. Proposals from Malaysia totalled at 13, which makes a remarkable success rate of 62%. This showed success of the Malaysia Section in raising awareness of the members of Education Activities. B.4 Students Activities B.4.1: With one new student branches formed in, there are now 20 Student Branches (SB) under IEEE Malaysia Section. The newly formed SB is Nilai University. There are now 5 Student Branch Chapters: i) Curtin EMBS Student Chapter, ii) Asia Pacific Univ of Tech and Innovation Communications Society Student Chapter in the Malaysia Section, iii) INTI International University Computer Society Student Chapter, iv) UiTM PES Student Chapter. 31 B.4.3: Student Activities IEEE Malaysia Section 26 th Annual General Meeting January 30, 2016 B IEEE Malaysia sends 2 Section Student Representatives to IEEE Region 10 Student/Gold/WIE Congress, Colombo, Sri Lanka from July 9 12,. The R10 Congress provides a platform for R10 students to network among fellow students volunteers in the region and at the same time explore and discuss knowledge, skills and ideas surrounding emerging technologies. IEEE Malaysia section is represented by i. Simon Yeoh, Section Student Representative 1 (Undergraduate student from Universiti Sains Malaysia, Penang) ii. Hussain Falih Mahdi, Section Student Representative 2 (Postgraduate Student from Universiti Kebangsaan Malaysia, Bangi) B Leadership Camp for IEEE Student Branch was hosted by UKM Student Branch. It was held at the Senate Hall, Chancellery, Universiti Kebangsaan Malaysia on 22 August. The aim of the camp is to provide information on the roles of student branch as well as sharing experiences between student branches. Over 48 representatives from 11 student branches in Malaysia Section attended the camp and shared their experiences in promoting IEEE and organizing activities in their respective student branch. Total expenditure paid by IEEE Malaysia Section: RM4, B The IEEE Malaysia Student Congress was hosted by UPM Student Branch. The Congress was held at the Faculty of Engineering, Universiti Putra Malaysia on the 7th November and participated by 134 IEEE Student/Postgraduate Members. Among the sessions are IEEE Talk by IEEE Malaysia representative, student leaders, IEEE Final Year Undergraduate Project Exhibition and award ceremony. Total expenditure paid by IEEE Malaysia Section: RM6, B IEEE Final Year Project (FYP) Competition was held between June-July This year is the 2nd edition which is initially initiated in The aim of the event is to provide opportunity for final year undergraduate students to showcase their research and development. This activity that has been successfully conducted with the cooperation between Malaysia Section and 13 IEEE Chapters. The activity is divided into two parts; i) FYP online Submission ii) FYP exhibitions. IEEE Malaysia Section has conducted online Final Year Project Competition in which students were requested to submit a softcopy of their A1 poster and short video explaining their final year project. Total expenditure paid by IEEE Malaysia Section: RM3, Prize money sponsored by chapters: RM 6, B The IEEEXtreme Global Programming Competition is a global challenge in which teams of IEEE Student members compete in a 24-hour time span against each other to solve a set of programming problems. The edition took place on 24 October. 114 students (38 teams) from various universities in Malaysia took part in the competition i.e. Curtin University-Sarawak (10 teams), IIUM (1 team), UKM(1 team), MMU(1 team), Nilai University (3 teams), UTP (3 teams), UPM (4 teams), Swinburne University Of Technology (3 teams), University of Nottingham - Malaysia Campus (1 team) and USM (11 teams). IEEE Malaysia sponsored food and beverage for each team for the 24 hour competition. Total expenditure paid by IEEE Malaysia Section: RM 2, B The IEEE Student Conference on Research and Development (IEEE-SCORED ) was hosted by Asia Pacific University (APU) IEEE Student Branch and coorganized by IEEE Malaysia Section. The conference was held at Berjaya Times Square Hotel, Kuala Lumpur, Malaysia between December. The conference has attracted more than 200 papers submission from locals and overseas. 145 papers were accepted and presented. 32

The Affinity Group has co-organized a number of technical, professional and educational talks at various Institute of Higher Learnings (IHLs) in Malaysia. The members have also been actively promoting IEEE via five different membership development programs targeting at the future young professionals and engineers. Together with other IEEE society, IEEE Malaysia YP has also involved in Final Year Project moderation at three different universities, namely UPM, UKM, and UTHM. In addition, two student visits to 35

36 the industries have been organised, each at every half of the year, in order to provide students with early exposures and realistic expectations from the actual work world. Apart from that, during the fasting month of Ramadhan, IEEE Malaysia YP has organized a charity event by visiting and celebrating young patients at Hospital Serdang, Selangor. The Affinity Group have also took the initiative to be the main organizer for IEEE Malaysia Bowling tournament which have brought together delegates from various IEEE societies in Malaysia in a fun social sport event. The members hope to ride on momentum and look forward to more exciting and beneficial activities in the year One of the main events planned for 2016 is to be the co-organizer for IEEE International Conference on Advances in Electrical, Electronics and System Engineering (ICAEESE 2016) which will be held at the end of the year 2016 at Putrajaya, Malaysia. International rapport with IEEE Region 10 representatives is formed by attendance to IEEE R10 SYW Congress in Sri Lanka and through this, more global impact activities will be organized in the future. B.5.2 Women in Engineering (WIE) There were two major events that were successfully conducted by IEEE WIE, which are the Hiking at Broga Hill and IEEE WIE Award and Essay Competition for High Schools. The Hiking activity at Broga attracted non-wie members. The IEEE WIE Award and Essay Competition for High Schools were aimed at high school students. The theme of the essay completion is on famous female scientists or engineers. A participant is required to select a female scientist/ engineer that has inspired her. The project was awarded the R10 fund. B.6 Awards & Recognition Activities B.6.1 Award constituted by the R10 - IEEE R10 Outstanding Individual Award for Humanitarian Technology Activities (HTA) This is a new R10 award introduced in to recognize professional members of IEEE who have made an outstanding contribution to the society through their dedicated work in supporting the livelihood of the people through humanitarian technologies. The award winner was presented to Dr Lee Yoot Khuan from Universiti Teknologi MARA. B.6.2. B.7 Communication Activities (Newsletter, Home Page, etc.) B.7.1 Home Page IEEE Malaysia Section s homepage was given a facelift to align with that of R10. The website, is being improved for easy navigation and userfriendliness. There are nine tabs: Home - Besides the general information, contains upcoming events and the latest posts; Events & Activities; Chapters - 15 with links to respective websites; IEEE Students - 19 student branches yet to be linked to their respective websites; Executive Committee; Membership - key values of IEEE membership; Organizing Conference - IEEE Malaysia Conference Procedure for Chapter Chairs; and Contact. IEEE Malaysia Section's homepage has been updated with 231 new contents including announcement, events and activities. Through 1 Jan to 31st December, the website has been visited 21,902 times. The most visitors are from Malaysia (64.46%) and followed by India (6.77%), USA (3.63%), Indonesia (1.7%), Japan (1.31%), Singapore (1.23%) and etc. The source of website visitors are from search engine (57.68%), direct (32.57%), refferal (7.59%) and social media (2.14%). The section also provides hosting for 11 chapters and student branches. 9 conferences website also utilizing section hosting. Total bandwidth usage for all website hosting is Gig. The section hosting also has been upgraded in May to higher hosting plan to meet the demand. 37

38 B.7.2 Facebook IEEE Malaysia Section 26 th Annual General Meeting January 30, 2016 IEEE Malaysia Section s Facebook page is another channel for section intent to reach the audience. From Jan to Dec, total new likes is 1,588. Total post is 127 new posting that includes announcement, events and activities. All post have total reach and has been engaged by 3022 users. B.7.3 Newsletter Quarterly newsletter functions as a touch-base with the activities of section, student branches and chapters primarily for the awareness of all members in the Malaysia section. The newsletter reflected news that was either covered first-hand by the editor or contributory news from the chapter representatives and student counselors. The quarterly newsletter can be downloaded from (tab Events & Activities, Navigation Panel - Newsletter). Members were also informed of the quarterly newsletter through IEEEMY@listserv.ieee.org B.7.4 Articles to R10 Quarterly Newsletter The following Section activities have been reported in The IEEE Region 10 Newsletter ( Malaysia section hosts the annual appreciation award night (page 2, March ) IEEE Malaysia volunteersfor flood relief mission (page 4, March ). IEEE Malaysia WIE Affinity Group awarded best projects at UNITEN and UTP and social awareness activities (page 6, June 2014) B th Anniversary Commemorative Publication IEEE Malaysia Section is publishing a special 30 th Anniversary Commemorative Publication this year. Data compiled include the historical data on Malaysia section, specifically on the leadership portfolios and achievements. Data collected are from three main sources. IEEE Asia Pacific database. The individual section chairs past and current. Various annual reports available in the archive and on the web. The publication also features the 25 active technical chapters in Malaysia. Each chapter history is compiled and edited by an appointed associate editor. This special publication will be made available in softcopy form (PDF) to all members. 38

39 B.7.6 Communication Points IEEE Malaysia Section 26 th Annual General Meeting January 30, 2016 The following are key communication points with their respective group. Chapter Chairs: Executive Committee: Members: and PART C - OTHERS C.1 Special Events a) IEEE Universiti Kebangsaan Malaysia Students branch and IEEE Malaysia Communications & Vehicular Technology Joint Chapter celebrate IEEE Day with poor kids at Pangsapuri Seri Mawar.Jalan Seri Putra 4 Bandar Seri Putra Kajang Selangor. b) IEEE UKM Student Branch, have been sending volunteers to clean and replenish the Limau Kasturi National School at Gua Musang, Kelantan which affected most by the current floods in Kelantan last year. A small library and a computer lab have been established by UKM sponsorship at this school to support the children and student for the continuation of the learning process. C.2 Relationship with National Societies The Section has good relations with national professional bodies or societies. Several conferences organized by the Section were either co-organized with these bodies or participated by their members. IEEE Malaysia Section and the Institute of Engineers Malaysia (IEM) has already agreed on a joint awards IEEE-IEM to recognized individuals and corporations contribution for the betterment of the engineering community. C.3. Collaboration with other IEEE Sections There is no collaboration with other IEEE Sections in. C.4 Support extended to Sub-sections & Society Chapters within the Section IEEE Malaysia Section conducts 5 meetings in a year with the Section Executive Committee and twice a year with Chapter Chairs. During the meeting with chapter chairs at the beginning of the year, all chapters are required to present their plans and financial standing. At the second half of the year, chapters are required to report their activities. 39

40 Section will distribute grant of amount RM1000 to all chapters, which will be disbursed RM500 each in two installments. All Student Branches will also receive financial incentives from section. C.5 Best Practices of your Section (which you would like to share with other Sections for the benefits of members) Each year, IEEE Malaysia organized a leadership camp for new chapter chairs, secretaries and treasurers. In this camp, the volunteers were given training on section management, vtools, SAMIEEE and other key information to assist them in organizing their activities. C.6 Problems anticipated and suggestions for solutions, if any The decrease in membership especially members needs to be addressed more aggressively by all concerned. All chapters also need to be more pro-active in attracting members by increasing their presence through organizing more high-impact activities. PART D - GOALS AND PLANS D.1 Continuation of project/activity in progress and their implementation plans The Section will continue to support all activities that already in the pipeline from the previous years. The Section will monitor the activities to ensure that the implementation of all activity is according to the IEEE By-laws and benefits the members. At the same time the Section will continue with activities that will nurture the IEEE Malaysia Student Branch so that they remain active and relevant to their community. Section will encourage more participation from Student Branches in embarking community work and social responsibility especially to the underserved community. D.2 Goals and Future Plans The IEEE Malaysia Section goal is to be the leader of technical society for electrical and electronic engineers in the country. We hope to increase the visibility of IEEE among the public and to enhance benefits to members by providing members with access to high quality technical information through lectures, short courses, workshops and conferences. We are also putting more efforts in promoting community services Malaysian-wide by increasing cooperation with the industry and society at large. Section has embarked on IEEE SIGHT project with the underserved community in the local area, and will continue 40

41 to do so and expand the effort to the regional area. The Section also plans to attract more members and upgrade the membership status of its members. Efforts to increase student members and student branches will be carried out more actively. D.3 Any innovative ideas to make IEEE more creative and value added for sustaining the membership retention and recruitment goals. Sharing stories in social media on why an individu joined IEEE such as #IEEEMyStory could attract new members in knowing more about IEEE.
