1 ASSOCIATE DIRECTOR OF NURSING 1. PURPOSE OF POSITION The Associate Director of Nursing has nursing professional, management and leadership accountability for the provision of safe clinical care, quality and safety, workforce development, practice standards and the development and implementation of strategy for designated services. This role provides clinical and nursing leadership and management to ensure the effective and efficient operation of services that contributes to the oveall TDHB strategic plan, Hospital Services plan and the TDHB strategic nursing direction. The Associate Director of Nursing will work collaboratively and in partnership with the Service Managers, Senior Medical, Nursing and Allied Health leaders to support, co-ordinate and monitor the performance of the services they lead. 2. ACCOUNTABILITIES Key area of responsibility Leadership and Management Effective, visible and accessible professional nursing leadership which actively strengthens frontline leadership to pursue excellence in nursing care delivery and best practice standards. Works in partnership with Service Managers and Clinical Leads. Management of Resources Work in partnership with Service Leads to deliver high quality nursing care within budgeted cost structures Expected outcomes Accountable for the delivery of safe nursing care, safe environments of care and ensuring the most cost effective nursing models are implemented. Identify and encourage nursing innovation and service enhancements and assist with business case progression. Lead in partnership service transformation initiatives and change. Work successfully in partnership with the Service Director, Service Manager and Clinical Leads to coordinate a team approach to service development initiatives and the ongoing financial viability of the nursing service. Provides advice on performance and disciplinary matters relating to nursing staff as per TDHB HR policies. Assist staff with ethical and professional issues and escalate as necessary. Maintain an overview of clinical trends and professional issues affecting nurses within their service and escalate as required. Provide leadership to Nurse Specialists and those working in expanded practice roles. Provide professional advice to the DHB management team and DoN around nursing sector issues. Provide coaching, supervision and mentorship to nurses within various services. Actively enhance TDHB s nursing practice and performance by participating in appropriate local, regional, national, and international forums. Role model culturally safe nursing practice. Undertake or lead specific nursing organisational portfolio responsibilities as required. Deputises for the Director of Nursing as requested. Leads workforce development strategies. Provide clinical input to budget planning to reflect service requirements. Monitor nursing expenditure, FTE and develop risk mitigation strategies to account for variance. Assist with performance appraisals to senior nursing staff. Support Unit Managers with recruitment of quality nursing staff. Professional Development Professional development enhances nursing leadership. Provide leadership to senior nursing staff to ensure nursing care is optimised through effective team practices, best practice standards and delivered to ensure optimal patient flow. Initiate, lead and contribute towards Sentinel Event Case Reviews, and case conferences as required. Oversee the review of all clinical reportable events and monitor trends. Oversee the review and resolution of complaints that are clinically focused and monitor trends. Identify, mitigate and escalate clinical risk. Ensure ongoing evaluation of the effectiveness of nursing practice in response to patient/client needs. Promote the professional image of nursing. Ensure all nursing documentation across the service is accurate and best practice based. Ensure data collected is timely and meets service requirements. Maintain best practice policies and guidelines relevant to nursing practice at TDHB. Work in partnership with Unit Managers and Nurse Educators to ensure a service based nursing education plan is in place. In conjunction with the nurse educators, coordinate and facilitate relevant education programmes including ward based clinical simulation. Monitor and assess the effectiveness of education programmes. Develop and implement a knowledge and practice facilitation framework for nursing across the service. Participate in research as appropriate to projects undertaken. Lead assigned projects and work collaboratively to actively problem solve service quality issues. Assist in the implementation and management of initiatives to address differential access to healthcare services for Maori. Practise in accordance with legal, ethical, culturally safe and professional standards. Maintain and develop own expertise and knowledge in nursing/midwifery leadership through continuing professional development Pro-actively participate in own performance development and review. 4 Organisational Accountabilities Health Equity Health and Safety Expected Outcome for all employees The TDHB strives to eliminate health inequalities and achieve health equity for the Taranaki population. In practical terms this means all Managers, Team Leaders and roles with responsibility for managing staff, are required to implement relevant health equity policies, procedures, approaches and guidelines issued from time to time including: Implementing the Pae Ora Framework which requires: o Demonstrating the principles of Partnership, Participation and Protection under the Treaty of Waitangi; o improving understanding of the determinants of ethnic inequalities in health, in particular the Drivers of ethnic inequalities in health and the Pathways to Inequalities both of which are referenced in the TDHB Pae Ora Framework, Appendix 1; o Enabling Māori participation in design and delivery of services; o Ensuring Health Equity assessment is undertaken with appropriate input where services, policies or programmes are expected to improve outcomes for Māori; o Ensuring appropriate health literacy responses are developed and implemented to support effective engagement with and delivery for Māori and high needs communities; Taking affirmative action to increase the Māori workforce within your team according to the Māori workforce targets set for the TDHB; Providing leadership for self and team to: o Review clinical practice and those of your peers, through a health equity and quality lens; o ensure collection of high-quality ethnicity data according to the TDHB Ethnicity Data Collection Policy and procedures; o audit, monitor and evaluate health impact and outcome data to improve the delivery of high-quality health care for Māori; Provide critical analysis of those organisational practices that maintain disparities in health care. All Team Leaders and Managers will support the DHB s health and safety culture by: Planning, organising and managing health and safety activities directed at preventing harm and promoting health and wellbeing in the workplace. Following, implementing and ensuring compliance of all Health and Safety policies, procedures and processes. Working closely with and supporting the Health and Safety Representative(s) role. Ensuring a safe working environment and work practices through risk and hazard identification and management. Ensuring health and safety is a standard agenda item in all meetings. Ensuring health and safety reported events are followed up and closed off within required timeframes. EDUCATION New Zealand Nursing Council registration and Annual Practising Certificate A relevant Post Graduate Qualification, Masters desired. 9. EXPERIENCE Minimum 5 years post graduate nursing experience. Advanced nursing leadership experience. Sound understanding of the legislation that underpins nursing practice in New Zealand. Change Management experience Project management experience Quality Improvement knowledge. Knowledge of the implications of Treaty of Waitangi with a commitment to bi-culturalism. Level 4 PDRP RN Ability to work in a complex changing environment and able to juggle multiple competing priorities. Ability to work collaboratively in an interdisciplinary team.
