1 GENERAL DESCRIPTION/PURPOSE: The main focus of this position is to provide basic mental health services in order to treat the serious mental health needs of the inmate population. These services generally include stabilization and crisis management, through pharmacological and other therapeutic interventions. This position functions as a consultant to medical and mental health staff, and reports to the full-time Psychiatrist. ESSENTIAL FUNCTIONS: Essential functions are fundamental job duties. They do not include marginal tasks, which are also performed but are not incidental to the primary functions. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position, nor does every position allocated to the job necessarily perform every duty listed. The essential functions identified for this job are: Evaluates the mental health status of inmates upon referral; initiates and monitors treatment as required, based upon the guidelines set forth by the Pinellas County Sheriff s Office; Evaluates inmates on, or for psychotropic medications and conducts periodic medical reviews; assures consent for treatment is signed prior to initiation of medications; Remains fiscally responsible by determining/monitoring inmate compliance with the treatment regime, and suggesting alternative therapies for those who are not likely candidates for pharmacy; Makes daily rounds in mental health housing areas as assigned; documents all healthcare encounters in a clear and concise manner in the Electronic Medical Record (EMR); Reviews health records, diagnostic testing, etc., and makes necessary adjustments to treatment as indicated; documents justifications for change in treatment methodology; Assures any Emergency Treatment Orders follow policies and agency guidelines, as governed by the laws and applicable laws in the jurisdiction, and specify when, where, and how the psychotropic medication may be forced. Documentation shall also include the inmate's condition, the threat posed, the reason for forcing the medication, other treatment modalities attempted, treatment plan goals for less restrictive treatment alternatives as soon as possible, and monitoring for adverse reactions and side effects; Assists in the training of personnel as requested; assists in staff training on mental health topics; Participates in the development and evaluation of mental health policies and procedures; REV: 3/2012 1

2 Establishes and promotes a mental health team that collaborates in the monitoring of inmates requiring ongoing mental health services and the development of individualized mental health treatment plans; Monitors the utilization of health care resources to ensure a cost effective health care delivery system; Documents the provisions of mental health services in the health record and ensures all records are in compliance with acceptable practices. KNOWLEDGE, SKILLS, AND ABILITIES: Ability to diagnose and treat inmates with mental, emotional, and behavioral disorders; Ability to organize data concerning inmate s family, medical history, and onset of symptoms obtained from inmate and other medical professionals; Ability to examine inmate to determine general physical condition following standard medical procedures; Ability to determine nature and extent of mental disorder, and formulate treatment program; Ability to treat or direct treatment of inmate, utilizing a variety of psychotherapeutic methods and medications. EQUIPMENT: The position requires the use of a variety of office and computer equipment and related software, including equipment and software unique to job requirements and operational responsibilities. EDUCATIONAL REQUIREMENTS: Position requires a Doctoral Degree (MD or DO). EXPERIENCE REQUIRED: This position requires a minimum of 3 years experience in psychiatry. CERTIFICATIONS/LICENSES/REGISTRATIONS REQUIRED: Maintain appropriate, unrestricted credentials according to the licensure, certification, and registration requirements of the jurisdiction. Position requires a valid Florida Medical License (MD or DO), DEA Certification, CPR BLS or ACLS Certification by the American Heart Association; and a valid Florida driver s license. Position also requires Board Certification in Psychiatry. REV: 3/2012 2

3 JOB REQUIREMENTS: Problem-Solving Skills Required: Solve a wide range of highly complex, multidisciplinary problems, which must consider long-term, organization-wide planning. Writing Skills Required: Compose major reports, policy or procedure manuals, proposals, and brochures. Speaking/Presentation Skills Required: Answers questions with a brief response or provides standard information to customers/citizens, visitors, callers, supervisors, or other members; interviews or discusses detailed information, frequently involving customer/citizen problems or complaints; delivers informational speeches, reports, and orientation before audiences and groups that include people that are not organization members; delivers presentations regarding potentially controversial issues; negotiates with outsiders in sensitive and complex situations. Job Related Communication: The member has daily contact with members within their department and other agency departments and monthly contact with members in other organizations and the public. Planning and Scheduling: A substantial level of planning responsibilities exist, usually affecting numerous members and activities and requiring a significant amount of time. Difficulty of Work: Work consists of complex, varied, non-standardized tasks, requiring application of numerous laws, rules, regulations, and procedures. Assignment of Work: Supervisor provides general guidance allowing for member planning of procedures and methods to attain objective. Effects of Work Errors: Errors are detected within the office/work areas in which they occur, possibly affecting work of others, and requiring expenditure of time to correct. SUPERVISORY OR MANAGEMENT RESPONSIBILITIES: The position has no supervisory or management responsibilities.
