Incident : Incident Summary (ARC ICS 201) Administrative Notes: All times Eastern - For each IAP, new items will be in red font At 6:30pm 10/01/2015, Governor Haley declared a state of emergency for South Carolina for impending heavy rainfall throughout the state from a low front system coming moving east as well as Hurricane Joaquin effects from off shore. Heaviest rain during the event occurred in coastal counties, specifically between Charleston and Horry, with some areas receiving up to 11 inches. Upstate South Carolina also reported between 3 and 4 inches of rainfall. State Red Cross leadership has convened in Columbia to commence a regional operation. Local and national news has descended on South Carolina, referring to this as a 1000-year storm. 10/5/15 Weather across South Carolina is improving, generally, the rain is ending this evening, rivers are expected to crest, then start to fall over the next day or two. Unexpected events are still possible, as evidenced by the dam failure in Columbia this afternoon. Shelters in both districts are still open, with populations generally constant. 10/6/15 Weather has improved. Next chance of rain is Friday, limited to light showers. High pressure area bringing more rain-free days. Flooding continues to be major concern, as northern and western rivers continue to move inland water towards the sea. The area bounded by Columbia, Myrtle Beach and Charleston seem to be at the greatest risk. We continue to support clients with sheltering, and are progressing with DA, starting up Bulk Distribution and recovery planning. 10/7/15 Weather is sunny and warm. Elevated river stages continue along the upper Congaree River in the wake of the major rain event which took place Friday through Monday. 32 counties affected. SCDOT and FHWA damage assessments have begun in upstate, will progress to midlands and coastal regions as soon as safe access for volunteers is possible. Two districts are in operation (See District Map). 24 open shelters housing 300+ residents, feeding and bulk distribution activities continue in both districts. 11 Counties officially declared eligible for Individual Assistance by FEMA; Sumter, Berkeley, Clarendon, Charleston, Dorchester, Georgetown, Horry, Lexington, Orangeburg, Richland, Williamsburg. Additional 5 counties anticipated to be declared; Calhoun, Darlington, Florence, Kershaw, Lee. 10/8/15 22 Shelters opened between two districts, 11 in each. Over 500 overnight stays. Feeding shelter residents and Bulk Distribution continues. Southern Baptist kitchen opening in District 1. Weather is stabilizing with expected rains over the weekend. Rivers are being closely monitored including the North Fork of Edisto River at Orangeburg, Wacamaw River at Conway, Lynches River at Effingham, Edisto River at Givhans Ferry, and Black River at Kingstree as water flows towards the coast. Incident : 10/9/15 FEMA added three additional counties to the IA Declaration: Bamberg, Colleton, and Greenwood bringing the total IA declared counties to 19 with a likelihood of an additional 3 counties to be added. River flooding continues moving towards coastal areas in District 2 with 5 rivers closely monitored. Sheltering continues in D1 with projection of ramping down as clients are able to return home. District 2 is ramping up operations with anticipated flooding. Feeding and Bulk operations are increasing in quantity, reach and frequency in both districts. 884 homes without power according to FEMA. Sumpter and Richland counties on boil order. RCCO INTENT Safety of our responders is our first priority! We will stay focused on meeting client s basic needs, (food, water, shelter and medical/mental health care) by continuing our sheltering and bulk distribution operations. We will ensure we have the appropriate number of shelters and staff/supplies to meet the current need and be prepared to respond to unexpected events. We are implementing bulk distribution as safety allows. Service Delivery Planning will continue and we will begin to focus on Recovery planning. Reporting and cost control remain of critical importance to allow effective management of the operation. 72 hour projection 1. WE are both moving out of evacuation phase (D1) and into evacuation phase (D2). This is reflected in our activities 2. Situational Awareness and readiness in monitoring river levels 3. 17 1. Incident : Safety Message Safety Message Be especially careful working around flooded areas. Wildlife may have been displaced by rising waters. Travel in pairs whenever possible. Make sure your supervisor(s) know(s) where you are, and contact him/her if you have to change plans Report in at the end of your shift. Report hazardous conditions to county emergency communications offices (9-1-1) Stay hydrated if working in the field. Turn around, Don t Drown! Do not enter flooded areas with a vehicle or on foot. Listen for announcements to see if your water has been contaminated. Beware of sharp objects under water than can injure you. If you are cut or scraped in the flood waters, you will need a new tetanus shot booster. If water is cloudy or dark, do not drink. Boiling the water may be necessary or drink bottled water. My goal is to make sure all staff read this message. Thank you! Director's Letter DR South Carolina Flood October 4, 2015 To the Disaster Relief Workforce, Welcome to this Disaster Relief Operation! I know each of you responded to this operation with compassionate hearts and helping hands eager to help the people impacted by the catastrophic flooding of the past few days and for that you have my deepest appreciation. The days ahead will be complex as we work together to assess the needs of the affected communities and provide services they need. I want you all to be aware of the stress and emotional affects of working on a DRO. Local Red Cross members are juggling family and work life with helping their neighbors and have been working many long days already. Visiting staff have left their families and livelihoods to come and help. Some of you are seasoned disaster veterans and others are here for the first time. I ask that you all treat each other with the kindness and compassion that you brought to give to our clients, recognizing that each of you is affected by this disaster also. Please lend a helping hand to each other and help the new folks navigate the world of a Red Cross DRO. Each of you should have a supervisor that you are reporting to and a team that you are part of. Please make sure you have all the information you need to stay safe and healthy on this operation. Everyone should have a place to stay every night, if you do not please contact Staff Services. On DRO's misinformation runs rampant. Please make sure that the information that you receive and that you share is accurate and valid. There is no "they" or "someone" on this operation. Each day my staff will produce a Information and Planning Report (IAP) for field distribution with important information you will need.
