1 Carnarvon Medical Service Aboriginal Corporation Job Description Job Title Work Unit Practice Manager Primary Health Care Reports To Direct Reports 1 General Manager Award Approved by CEO Nurses Award 2010 (Cth) 3 July 2017 (Des Martin) POSITION OVERVIEW The Practice Manager will report to and be directly accountable to the General Manager and is responsible forcoordinating and managing the provision of high quality and culturally appropriate primary health care services to the clients of the Carnarvon Medical Service Aboriginal Corporation (CMSAC). The occupants primarily responsibility is the provision of clinical leadership, direction and support to all CMSAC clinical employees, overseeing the smooth day to day running of the clinic and all client services. DUTIES AND RESPONSIBILITIES Lead, manage and support a multidisciplinary team to provide high quality, consistent and culturally appropriate primary healthcare services; Mentor, lead and support the Senior Registered Nurse in fulfilling their duties; Develop and implement a coordinated clinical services strategy that focuses on client focussed high quality care; In collaboration with the Senior Medical Officer, develop and monitor clinical governance and compliance; Develop and manage the implementation of coordinated General Practice and Allied Health & Specialist Services throughout CMSAC; Diversify clinical services and maximise clinic performance; Monitor Medicare Benefits Scheme (MBS) claiming to ensure maximum Medicare income is claimed whilst maintaining desired patient/client outcomes;
2 Review all Medicare billing fortnightly and provide a monthly report to the Senior Management Team for review; Develop and manage a new model of client service delivery based on multi-disciplinary teams; Promote a new corporate culture that focuses on meeting the needs of clients as the highest priority; high levels of productivity; referrals and service coordination between clinic and programs staff; Understand the reporting requirements for each program against CMSAC funding and program agreements and communicate these effectively to employees; Provide ongoing support and education to employees on the use of the health data management system; Conduct audits on client data quality that CMSAC employees are inputting; Oversee and supervise employee s responsibilities in respect to reporting requirements, providing support and assistance as required; Establish systems for measuring client outcomes against the contractual objectives, including using client feedback; Develop and oversee the implementation of an Action Plan with quantitative and qualitative targets for numbers of clients and Medicare income; Oversee the development and maintenance of effective Infection Control Standards; Manage a safe and healthy workplace environment; Work in conjunction with the Human Resources department for the recruitment, management and development of staff; Supervise and/or conduct regular performance appraisals of all clinical staff in a timely manner; Achieve and maintain AGPAL Accreditation; Oversee a program of visiting Specialist services; Promote & maintain CMSAC to be a provider of choice to both the funding bodies and the community; Oversee the effective provision and maintenance of the Equipment and Clinic Treatment/ Consulting areas to meet the business objectives; Oversee Client satisfaction within the clinic i.e. manage feedback and organisational response to Client Surveys/ Feedback/Suggestions; Contribute to the development of the annual budget for CMSAC and Allied Health & Specialist Services in consultation with the CEO; Develop and maintain effective collaborative partnerships and strategic alliances with key external stakeholders, in particular other service providers and suppliers;
3 Ensure the completion of all compliance, accreditation and funding reporting requirements relating to performance, including adherence to National KPI s; Ensure the application of frameworks for ethical practice, quality standards, peer review, clinical skills assessment and professional development; Promote continual quality improvement in the service; Perform duties as permitted under s100 of the Health Act 1911 (WA) and Poisons Act 1964 (WA) and as per the policies of CMSAC. ORANGISATIONAL EXPECTATIONS Comply with all CMSAC policies and procedures; Display and maintain the highest standards of professional conduct at all times; Participate in continuous quality improvement activities and apply quality improvement principles to all duties performed; Attend and participate in professional development activities including workshops and training as required; Attend and participate in staff development days; Identify and assist to reduce Work Health & Safety hazards and risks; Follow the reasonable direction of Work Health & Safety representatives; Contribute to the achievement of the objectives of CMSAC by providing a positive work environment; Participate and comply with all Work Health & Safety responsibilities as per the Occupational Health and Safety Act (WA) SELECTION CRITERIA Essential: Current registration with the Australian Health Practitioner Regulation Agency as a Health Professional (Registered Nurse; Aboriginal Health Practitioner or Medical Practitioner etc); At least 5 years experience in practice/clinical management, demonstrating a sound professional background; Demonstrated experience in coordinating and managing a multidisciplinary clinical team; Demonstrated ability to communicate effectively and sensitively with Aboriginal people;
4 A demonstrated understanding of the unique issues effecting and impacting on the health and wellbeing of Aboriginal people; Experience, skills and knowledge working in a multidisciplinary team, including teamwork and conflict management; Excellent written and oral communication skills; Demonstrated organisational and time management skills along with an ability to adapt to changing needs; Sound working knowledge of computer software packages, including Medical Director and Prac Soft; A leadership style that develops, coaches and empowers employees, with a focus on accountability, initiative, service improvement and community satisfaction; Demonstrated understanding and commitment to the principles of the Aboriginal Community Controlled Health Sector and demonstrated history of working with Aboriginal People. Desirable: Knowledge of the community and local Aboriginal cultural issues; Experience in Aboriginal Health; Demonstrated knowledge and experience in all areas of a clinical environment; A good working knowledge and expertise in the use of Communicare or a similar patient information & recall system; Demonstrated knowledge and experience in chronic disease management.
