Attendance of Bappeda for future discussions and coordination is very important to give the feedback and response on some questions from community and NGOs. Bappeda were not available for this meeting due to other commitments. 2. In principle, the red, yellow and green stickers are just the first response of government as an indicator of safety. There is no relation with the damage category or amount of grant that will be received. 3. Re verification of damages houses is very important by competent teams with the involvement of the head of Korong and Nagari. 4. University of Bung Hatta, through Construction Clinic is ready to provide the training for facilitators, including NGO staffs on technical items. 5. Government request NGOs to share details of programmes with Bappeda Province to ensure good coordination and best use of resources.

Training for masonry, labors and Mandor 4. Questions and Answers Question 1: Klaus from IFRC According to BPRR Institutional Diagram, where is the position of cluster lead or international agencies? Which part of government BPRR structure can be as counterpart of international agencies or NGO to discuss, consult or coordination with? Answer 1: Pa Eko Alvares as BPRR expert team For a while, before decided officially by legislative, discussion, consultation and coordination can be done to BPRR Padang City Expert team. Questions 2 : Zulfa from UN OCHA About availability and the housing damage assessment related to Red color paper (for heavy damage), Yellow (for moderate) and Green (for lightly damage) How was the assessment done? Who has done the assessment? Are their expertise already tested in the field? Answers 2: Mr Eko There are 3 categories of housing damage signed by Red, Yellow and Green paper. At the beginning, the function of those color papers was only to assure community on safety after earthquake and which buildings were safe to enter. There is no relationship with category of grant or amount of money. Questions 3: Mr. Indra Farni (University) BPRR planning looks like very good and ideal, even to plan the relocation of Padang city facilities. But we have to think and plan what people really need, that is their houses. How will BPRR plan on this issue? Construction clinics are needed to help people with the early recovery for their houses. Answer 3. Mr. Eko. This plan is results of an expert team. Initially from seven prioritized early recovery plan, there was no priority for community housing and settlement. I then put it as one of the priorities too.
4 Related to construction clinics, Bung Hatta University, through its construction clinic has already built some models for T Shelter, funded by PMI. After that, UBH have no information about progress and construction of T Shelter until now. Comment 4: Klauss from IFRC Until now, there is plan to build approximately 30 thousands T Shelters by NGOs, but not in Padang City. It is difficult to know the exact numbers of T Shelter needed in Padang?. There is an estimate that total T Shelter needed is about 140 thousands, 80 thousands at rural area and 60 thousands at urban area. Questions 5: Mr Eric from Island Aid. 1. Who decided to put Red, Yellow and Green color stickers for houses? 2. Does government has plan to demolish the houses at Red Zone of Tsunami? Answer 5: Mr. Eko 1. Related to Red, Yellow and Green papers, it is only to give the safety advice for people 2 days after the earthquake as a first and emergency response. Those activities were run by special teams, including from universities. Questions 6: Mr Wiyono from UNDP What had been done by government of Padang City is very good. My questions are: 1. Do you have an idea on budgeting of those prioritized plan? 2. How to solve the problem of local budget that already decided to fund the prioritized actitivies on 2010? How to review the local budget plan? 3. What is the ideal role of Provincial government on rehabilitation and reconstruction process? Answer 6: Mr Eko This is our challenge: budget. We hope it can be discussed and decide by DPR. Questions 7: Mr Fachrudin from Public Works (PU) Province 1. According to plan for early recovery for community housing and settlement; I think it is also important to improve the human resources, not only regulation of building permits. 2. Public Works want to provide the carpenter toolkits for communities and is now in the process of bidding. 3. At the meeting like this, it is important to invite and attend Bappeda (planning Board). They have a lot of information on this. Public works concern is primarily on technical issues. 4. Related to earthquake resistant house, it is needed to provide consistent information and if needed, officially regulate this.
5 Answer 7 : pa Eko 1. Agree with Mr. Fachruddin comment on importance of human resources increase, beside regulation of building permit issue. 2. According to Bappeda participation on the meeting, The Team both UN HABITAT and UBH will invite and attend them for next meeting. They were unavailable this week. Comment from Mr Fachruddin (Public Works Province) Bappeda is important on this coordination and consultation meetings for rehab recon. Through Bappeda coordination, NGOs and international agencies can arrange and provide various trainings for community on capacity building and technical assistance. Comment from Mr. Bruno Dercon UN HABITAT Some important things should be improved on rehab recon activities related to capacity building through 1). Training for sub district and Nagari officers at sub district level, 2).Supervision and monitoring; 3).Community empowerment. The roles and responsibilities of community facilitators have to be optimized. Questions 8: Yopie from Padma Indonesia There are some NGOs advising on housing repair in the field, with limited skills and knowledge. Is it possible for the University to provide the training on this issue so NGO staffs can improve their skill and knowledge? Answer 8 : Bp. Indra from Bung Hatta University In principle, UBH construction clinic is ready to provide the training on technical aspects for facilitator including NGO staffs. Eventually, UBH already detailed the category of housing damage in 5 categories. Only houses in the fifth category need to be demolished, others should be repaired or retrofitted. According to Red, Yellow and Green paper, facilitators will be trained to re verify and re assess the damage houses. The experiences for 2007 recovery from Solok District can be used as lessons learnt. Question 9; Zulfa from UN OCHA On the process of sticker displayed, there was a team but they were not able to explain the reasons for that. Answer 9. Mr Indra from UBH and Construction Clinic Actually, the previous function of sticker is to provide the safety indication for people. But then the changes happen. People thought the stickers relate to the amount of grants that will be received; Red sticker will received the most grants, Yellow for moderate and Green is just a little. Based on this reason, house owner then want to get Red color stickers for their house in order to get the big amount of grant.
6 In this situation, the team (especially students) just follow what house owners wants. They were not able to assess the house damage objectively. Questiona 10. Mr Firman from Bappeda Padang Pariaman district 1. There is difference between the explanation of University and the reality on the field. The team explained that the sticker related to amount of grants. 2. According to the data of house damage, is it possible to overlap with the JICA data on the field? Answer 10. Mr Fachruddin from PU 1. Final data is already there, even for the budget is decided. There is 2.8 billion IRD for housing. Heavy damage houses; Moderate damage houses and lightly damage houses. Heavy and moderate will be funded by national budget. Light damage will covered by district government budget. 2. Bappeda can coordinate the program; NGOs can arrange the training activities for community groups. Question 11. Popo from Mercy Corps 1. How about rental houses, will the beneficiary be the house owner or the rental? 2. How about the training for masonry, Mandor and Labor? Answer 11. Mr Fachruddin from PU 1. Data is finished. Whether for rental or house owner depend on the district request. 2. Training will start soon. There are 1842 unit tool kits for carpentry and masonry to improve their activities. Questions 12: Yeka from Ibu Foundation How about house shop (RUKO)? Are they included in beneficiaries list? Answer 12: Mr Eko from BPRR Concern of rehab recon for housing and settlement is the house, not house shop, but this issue is not finalized. Questions 13 : Firman from Bappeda Padang Pariaman district 1. On the process of house assessment, the team did not involve the head of Korong or Nagari. For re verified, it should be involved. 2. If there is a training, Head of Korong and Nagari need to participate so they can understand the grand scenario of rehab recon process; if it is possible, training also on their roles and responsibilities for rehab recon be trained too.
7 Comment Ibu Zulfa from UN OCHA If there is the re verification for damage house, please come with the capable team who can assess and explain the detailed of damage house. Comment Lora from UNDP Until now, Bappeda have no information on NGOs activities; what they are doing, where and how much money they spend for early recovery and other activities. Comment from Ibu Zulfa, UN OCHA UN OCHA have some data on NGO and other agencies. It can be accessed through internet on website: west sumatera earthquake. All participants agreed this meeting is very useful and it is important for coordination that Bapedda and humanitarian organizations share information on plans and progress. 5. Follow Up a.
