19 Resolution No. RESOLUTION AUTHORIZING COUNTYWIDE IMPLEMENTATION OF HEALTHY HIGHWAY PROGRAM By Legislator John Proud: December 14, 2017 WHEREAS, the Oswego County Health Department worked with two elementary schools in 2015 to implement a Healthy Highway Pilot program, and WHEREAS, initial findings indicate clear promise for this program in changing knowledge and behavior, and WHEREAS, the Oswego County Health Department would like to implement a three-year countywide Healthy Highway Program through a collaborative effort with Oswego Health and the Shineman Foundation at a total cost of $90,000, and WHEREAS, funds are available in the Development Efficiency Project budget to cover the County s portion of $30,000 NOW, on recommendation of the Health Committee of this Legislature, with the approval of the Finance and Personnel Committee, be it RESOLVED, that the Oswego County Health Department is hereby authorized to enter into an agreement with Oswego Health and the Shineman Foundation to implement a Countywide Healthy Highway Program. 20 OSWEGO COUNTY JIANCHENG HUANG, DIRECTOR OF PUBLIC HEALTH PHONE HEALTH DEPARTMENT 70 BUNNER STREET, OSWEGO, NEW YORK FAX INFORMATIONAL MEMORANDUM Subject: Summary: Resolution authorizing countywide implementation of Healthy Highway Program. In 2015, Oswego County Health Department (OCHD) worked with two elementary schools to implement a Healthy Highway (HH) Pilot study. Healthy Highway uses traffic themes and traffic metaphors to teach students a common language regarding healthy choices in food and physical activity. The initial findings indicate clear promise for this program in changing knowledge and behavior. OCHD is requesting $30, for the expansion of the Healthy Highway Project into all 9-school district s elementary schools. In the initial pilot 800 students received the intervention in two schools in the county. The pilot proved a significant increase in knowledge of healthy foods. Equally as important, the research demonstrated behavior change - students significantly chose and ate more healthy options in the lunchroom, when compared with those that had not received the Healthy Highway intervention. Funding for this $90, three-year project will be a collaborative effort. One third of the funding will be provided by Oswego County. One third of the funding will be provided by Oswego Health and if approved, one third of the funding will be provided by the Shineman Foundation. The application will be submitted to the Shineman Foundation in February. Recommended Action: Authorize Oswego County Health Department to enter into an agreement with Oswego Health and Shineman Foundation to implement a countywide Healthy Highway Program.
