CITY OF ROHNERT PARK CITY COUNCIL AGENDA REPORT Meeting Date: November 25, 2014 Department: Development Services Submitted By: Marilyn Ponton, Development Services Director Prepared By: Eydie Tacata, Management Analyst Agenda Title: Endorsing the Alicia and Colegio Vista Parks Restrooms Project for Community Development Block Grant Program Funding Application RECOMMENDED ACTION: Consider adoption of a resolution endorsing the Alicia and Colegio Vista Parks Restrooms Project for a funding application of FY Community Development Block Grant Program funds administered by the Sonoma County Community Development Commission. BACKGROUND: The Community Development Block Grant ( CDBG ) Program was created by the federal Housing and Community Development Acts of 1974 and 1987, with its primary objective being the development of viable communities through the provision of decent housing, a suitable living environment and the expansion of economic opportunities, primarily for lower income persons. The Sonoma County Community Development Commission ( SCCDC ) is the designated local administrative body for the CDBG Program. All funding proposals from municipalities must be submitted to the SCCDC with city/town council resolutions endorsing proposed projects. Staff seeks Council endorsement of one project, Alicia and Colegio Vista Parks Restrooms Project, which is estimated at a total cost of $227,000 and for which staff has also prepared a draft funding application (Exhibit A to the Resolution) requesting $147,000 in CDBG funds. DISCUSSION: The Alicia and Colegio Vista Parks Restrooms Project will rehabilitate existing restrooms at Alicia Park and demolish and replace the existing restrooms in Colegio Vista Park. The upgrade includes redesigning the restrooms for ADA accessibility and installing new ADA-compliant fixtures, lighting, and enhanced security features (auto locking doors, alarms, surveillance and exterior lighting). The project also includes path-of-travel improvements from the playgrounds and parking lots. The parks are used by nearby residents and the community-at-large who enjoy the play structures, ballfields and picnic grounds. The project will remove blight and provide improved basic facilities for these popular parks. The project cost is estimated to be approximately $227,000 for all costs, including design, bid, construction, construction management, inspection and contingency. The project will be 1
2 ITEM NO. 6.C.3 partially funded up to $80,000 by excess bond funding from the former City of Rohnert Park Community Development Commission, as authorized by the City of Rohnert Park Successor Agency. This means that $147,000 remains to be funded from other sources. The CDBG Program is an appropriate source for funding all or a portion of this gap. The program aims to develop viable urban communities principally for low-income persons by providing a suitable living environment; improving the safety and livability of neighborhoods; eliminating blighting influences and the deterioration of property and facilities; increasing access to quality public and private facilities and services (from Sonoma County Community Development Commission Funding Policies, Sec. II: Funding Goals and Objectives). The two parks are located in older, more socioeconomically-challenged neighborhoods in Rohnert Park, characterized by household incomes below 80% of the Rohnert Park median income of $57,387 and in which 16%-26% of households live below the poverty line. In recent years, about $490,000 in CDBG funds has been available for allocation among projects submitted by the 7 participating municipalities of Rohnert Park, Cotati, Sebastopol, Cloverdale, Windsor, Healdsburg and Sonoma. Last year, the funding awards for capital facilities projects ranged from $24,176 awarded to Cloverdale, which requested $25,000 for their South Cloverdale Boulevard ADA Improvements project, up to as much as $154,806 awarded to Cotati, which requested $210,000 for their ADA Sidewalk Ramp Improvements project. The last projects for which Rohnert Park was allocated CDBG funds were two phases of Sidewalk Ramps ADA Upgrades, with award amounts of $74,581 in FY and $65,983 in FY The Alicia and Colegio Vista Parks Restrooms Project is tentatively scheduled for construction in summer of 2016, subject to obtaining adequate funding and approval of the project in the City s capital improvement program budget. Obtaining an endorsement of the project from the City Council is a requirement of the funding application. The endorsement of the project does not constitute an obligation to construct the project should grant funding not be obtained or in sufficient amount to make the project feasible. OPTIONS: The Council may direct staff to put forward a different project for endorsement of CDBG funding. Staff would prepare a new application and return to the Council to seek an endorsement of the alternate project. One possible alternate project could be another phase of sidewalk ramps ADA upgrades, as the project is very scalable to the amount of available funding, and it is a typical CDBG-funded project. FISCAL IMPACT: The Sonoma County Community Development Commission Funding Policies do not require a funding match for the capital projects applications for CDBG funds. However, the SCCDC staff has stressed that the CDBG funding is not meant to be the only funding source for projects, and the amount of match offered by funding applicants has been a consideration in the funding allocation process in the past. Excess bond funding from the 2007R TAB Bonds is identified as this project s funding match. The Alicia Park restroom renovation was included as 2
3 ITEM NO. 6.C.3 part of a larger project, A, B and L-Park Restroom Renovation, on the Public Improvements List approved by the Rohnert Park City Council on February 11, 2014 and on the expenditures list on the for the January-June 2015 Recognized Obligation Payment Schedule (ROPS 14-15B) approved by the Rohnert Park Successor Agency Oversight Board on September 29, The Alicia Park restroom portion of the A, B and L-Park Restroom Renovation is estimated to be $80,000 of the $101,000 in excess bond funding on the ROPS. Should only a portion of the funding requested from the CDBG Program be awarded to this project, the project may be scaled back to match available funding, or other funds may be identified when the City s capital improvement program budget is updated for FY CONCLUSION: Staff recommends the City Council approve the resolution endorsing the Alicia and Colegio Vista Parks Restrooms Project for a funding application of FY Community Development Block Grant Program funds administered by the Sonoma County Community Development Commission. 4 RESOLUTION NO A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK ENDORSING THE ALICIA AND COLEGIO VISTA PARKS RESTROOMS PROJECT FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING APPLICATION WHEREAS, the Community Development Block Grant ( CDBG ) program was created to develop viable communities through the provision of decent housing, a suitable living environment and the expansion of economic opportunities, primarily for lower income persons; and WHEREAS, City of Rohnert Park staff have identified the Alicia and Colegio Vista Parks Restrooms Project as an appropriate project that meets the goals of the CDBG program, including eliminating blighting influences and the deterioration of property and facilities; increasing access to quality public and private facilities and services as stated in the Sonoma County Community Development Commission Funding Policies, Sec. II: Funding Goals and Objectives. WHEREAS, City staff have prepared an application requesting grant funding from the FY Sonoma County Community Development CDBG Program for the Alicia and Colegio Vista Restroom Project, which will rehabilitate the restrooms at Alicia Park and demolish and replace the restrooms at Colegio Vista to provide upgraded restroom facilities and path-oftravel improvements that meet current Americans with Disabilities Act (ADA) accessibility standards; and WHEREAS, the Sonoma County Community Development Commission ( SCCDC ) as the designated local administrative body for the CDBG Program requires that a municipality submitting CDBG program funding applications must include a City/Town Council Resolution endorsing the project for which the funding is being sought. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert Park that it does hereby endorse the Alicia and Colegio Vista Parks Restrooms Project for a request of funding from the 2015/2016 Sonoma County Community Development CDBG Program. BE IT FURTHER RESOLVED that the City Council approves the attached application (Exhibit A) for CDBG funds and authorizes the City Manager or his designee to submit the application in substantially similar form and adjust the funding request based on any new information that may be submitted prior to the decision of the Sonoma County Board of Supervisors
