Roberts Road Palos Hills, Illinois ) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00 p.m. 2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag. 3) ROLL CALL: Upon roll call the following Aldermen responded as present: Knox, Brachman, Lebarre, Marrotta, Schultz, Kleefisch, Stratton, Pasek, Moore and Nowak 4) QUORUM: Mayor Bennett declared a quorum was present. 5) READING OF THE PREVIOUS MEETING MINUTES: Ald. Kleefisch, I MOVE to approve the City Council Meeting Minutes dated August 18, 2016 as presented. SECONDED by Ald. Moore. Upon roll call the following Ald. voted: AYE: Brachman, Lebarre, Schultz, Kleefisch, Stratton, Pasek, Moore, Nowak and Knox ABSTAIN: Marrotta Mayor Bennett, Ladies & Gentlemen this is a special evening for the City of Palos Hills because we have with us tonight some very special people who did some very special things over the last year and that is regarding maintenance of their properties. The City of Palos Hills started this program 12 years ago with the Beautification Awards and each year it keeps continuing to grow and I think as we tour our neighborhoods we can see the cooperation and certainly the participation of residents into that program to make our city and neighborhoods beautiful. We appreciate and thank all of you for participating in the program but more importantly the work and effort that you put into your properties. There were no comments or questions from the public; the public portion of the meeting was closed. 8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS: A. CITY CLERK: No report. B. CITY ATTORNEY: No report. C. MAYOR: No report. 9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS ORDERS AND ORDINANCES BY ALDERMEN: A. BUILDING & LICENSE: Ald. Lebarre presented and read the Building Department Report for the month of August 2

3 2016 as follows: total permits issued 58, total permit fees $5,024.00, total security deposits, total security deposits received were zero and total security deposits refunded were zero. B. CITY ADMINISTRATION/GOLF: Ald. Moore, the 3 way stop signs that I talked about and want to go in at 98 th St. & 81 st Ct. I MOVE to authorize the Attorney to draft that Ordinance. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted: AYE: Lebarre, Marrotta, Schultz, Kleefisch, Stratton, Pasek, Moore, Nowak, Knox and Brachman The County is holding its 6 th Annual Salute to Arm Forces. We want all Cook County Veterans, Reservists and Military personnel to attend this celebration. All branches of service men and women will get honored at the ceremony and celebration to be held on Thursday, Oct. 13, Also, I have a golf report as follows: March 1 st through August 31, 2015 sales was $91, and the same time period in 2016 we are at $102,884.00; we are still on the up. Also, at this time I am scheduling a Golf Meeting for Thursday, Oct. 20 th at 5:30 at City Hall. C. COMMUNITY RESOURCES: Ald. Marrotta, the Illinois Secretary of State s office will be coming to the Community Center on September 16 th for their Super Seniors Day. Super Seniors brings the State of Illinois driving resources and services into your community, offering a convenient way for people to renew their driver s license. Participate in the Rules of the Road review course and receive a complimentary vision-screening exam. Also on September 9 th the Community Resource Department will be hosting a Cup of Joe & Conversation Veteran Talk. Veterans are invited to come and enjoy the camaraderie of other veterans, tell stories, and share wartime experiences and photos over the coffee and cookies. This is a free event. For information on these two programs, please call Community Resource Supervisor, Sandy Demoor, at (708) State Representative Kelly Burke and Mayor Bennett will be hosting a paper-shredding day at the Palos Hills Community Center. The date for this event is Saturday, October 1 st from 9:00 am to noon. Thee is a 2-box limit. For further information please contact the Community Resource and Recreation Department at ( D. ECONOMIC DEVELOPMENT: No report. E. FINANCE: Ald. Knox stated you all have before you a Vendor Warrant dated September 1, 2016 in the amount of $355, I MOVE to authorize the expenditure of same. SECONDED by Ald. Marrotta. Upon roll call the following Ald. voted: 3

4 AYE: Marrotta, Schultz, Kleefisch, Stratton, Pasek, Moore, Nowak, Knox, Brachman and Lebarre F. LEGISLATION & ORDINANCES: Ald. Knox, I MOVE to authorize the City Attorney to draw up the Ordinance Amending the Chicken Ordinance based upon the conclusions of the Committee Meeting, which our City Attorney has those notes. SECONDED by Ald. Lebarre. Upon roll call the following Ald. voted: AYE: Schultz, Kleefisch, Stratton, Pasek, Moore, Nowak, Knox, Brachman, Lebarre and Marrotta Ald. Knox, can I ask also that we have the City Attorney draw up a stop sign ordinance; it is the stop sign leading out from the shopping center where the Ace Hardware is, 76 th Ave. I put that in the form of a motion. Stratton, the 2016 fall recreation brochure has been delivered to Palos Hills residents and registration for recreation programs is now taking place at the Community Center. There are programs for all ages and holiday special evens that fill up fast to make sure you sign up soon! The Community Resource and Recreation Department is looking for volunteers for its annual Halloween event. If you are an individual or group looking to volunteer, please contact Ed or Jen at the Community Center, (708) H. PLANNING & ZONING: No report. I. PUBLIC SAFETY: Ald. Kleefisch, we received a check recently from Consolidated High School District 230 for 2 months of service in the amount of $22, J. PUBLIC WORKS/SEWER & WATER: Ald. Brachman, at the Committee Meeting I reported to the City Council bids had been opened for 2016 Motor Fuel Tax street resurfacing program. The low bidder was Gallagher Asphalt in the amount of $128, The Commissioner and City Engineer have reviewed the bids for IDOT and City compliance and recommend the City accept the low bid from Gallagher Asphalt for the 2016 Motor Fuel Tax street overlay program. 4

5 Ald Brachman, I MOVE that the Mayor and City Clerk be authorized to sign the paving contract with Gallagher Asphalt in the amount of $128, Sanitary Sewer Smoke Testing Inspection: The Public Works Department along with the contractor Sewer System Evaluation, inc. will be performing smoke testing of sanitary sewer system south of 111 th St. and west of 84 th Ave. Smoke testing is an inexpensive evaluation tool used to locate sources of storm water infiltration into our sanitary sewer systems. Theatrical smoke is blown into the sanitary sewers using blowers to force smoke into sanitary sewers and out of cracked and broken piping in both the public and private sectors of the sanitary sewer system. The idea of smoke testing is quite simple if smoke can come out of the sanitary sewers, storm water can leak in. Areas where smoke is emitted from the sanitary sewers will be investigated for follow up repairs. Door hanger notices will be posted on properties and our fire and police departments will notified prior to the start of any testing. Street Light Request 96 th St. and 87 th Ave.: The Commissioner received a quote for a solar street light as a possible alternate to a Rate 23 street light supplied by ComEd. The cost of the solar street light with wood pole if $4, The monthly cost of the Rate 23 street light is approximately $38.12 per month or $ per year. The cost benefit ratio for this purchase is 9.76 or 9.6 years to break even. While this is a rather high ratio of cost to benefit we do have 10 years of good history with this solar project. Our history indicates maintenance costs associated with this product are low. We purchased the first solar powered unit in March To date we have not had any problems. The decision is the City Council. If asked the commissioner would recommend the solar powered unit because we do not have a good history with this product and the product if green and clean. Ald., Brachman, I MOVE to go with the Commissioners recommendation with the solar power light. SECONDED by Ald. Lebarre. Upon roll call the following Ald. voted: AYE: Pasek, Moore, Nowak, Knox, Brachman, Lebarre, Marrotta, Schultz, Kleefisch and Stratton 10) REPORTS OF SPECIAL COMMITTEES: None. 11) UNFINISHED BUSINESS: Ald. Marrotta, the other thing I want to bring up is the 102 nd Street house again more problems and I promised the resident even though I went back and forth with Paul I would make it a matter of record because he asked me to. The branches are piled up 10 feet high in the front, public works will not take them from a vacant lot, nor and if I am mistaken please correct me, would you ever take it from any house of that magnitude of waste? Comm. Weakley, I would currently (inaudible) residential homes. Ald. Marrotta, but you will not take branches from a vacant lot. 5

6 Comm. Weakley, we will not take it from a vacant lot or not approved for occupancy property. Ald. Marrotta, then Paul contacted the owner and he said he would try to get it done by Friday. Comm. Hardison, yes. Ald. Marrotta, I promised the resident I would put it on record and I did. Ald. Marrotta, we have a resident Leslie Cichocki who participated in Brazil in the Para Olympics. I will read the article; a U S swimmer set 5 new American records on the final day of the 2016 US Para Olympic team tryouts. Mayor Bennett, I kind of went back and did a little history on her. She is a resident of Palos Hills, her parents still live here but she has moved to Arizona and she over the last 4 or 5 years was a National Champion in swimming as a paraplegic. She will be participating in the real games for the Para Olympics next month; she has set some national records. We are proud and obviously her parents are proud and we wish her the best of luck. 12) MISCELLANEOUS BUSINESS: None. 13) ADJOURNMENT: No further business, Mayor Bennett entertained a motion to adjourn.
