1 CEDAR FALLS HISTORIC PRESERVATION COMMISSION MINUTES Wednesday, January 11 th, 2017 Duke Young Conference Room, 220 Clay Street 4:00 p.m. 1.) Roll Call: Commission members Julie Etheredge, Tom Connors, Jeanine Johnson, Jake Moore, and Jeff Schlobohm, were present, as well as, Mayor James Brown, Karen Smith, Susan Card, eight other members of the public, and City staff member Iris Lehmann. 2.) Approve the Minutes of the December 14th, 2016 regular meeting: Chair Etheredge opened the meeting at 4:05 PM and asked if there were any corrections or additions on the Minutes from the December 14 th 2016 meeting. Jake moved to approve the Minutes as is. Jeanine seconded the motion. The motion was approved unanimously. 3) Old business: a) 501 W. 1 st Street National Register Nomination Review Susan Card presented her nomination proposal. She reviewed the reasons why the property would be eligible and the overall nomination process. The nomination will be officially presented to SHPO on February 10 th. Iris asked about the blueprints of the home. Susan responded that she has not been able to find them. Julie recommended checking the Grout Museum in Waterloo. Julie asked if the public had any comments or questions. There were none. Jeff made a motion to recommend approval of the nomination. Jeanine seconded. The motion was approved unanimously. Julie and Mayor Brown signed the review forms to submit to SHPO. b) Changing HPC Minutes: Iris presented the proposed changes to the Historic Preservation Commission Bylaws. The proposed amendment would officially change the Commission s regular meeting time from the fourth Wednesday of the month to the second. There were no objections. Jeff moved to approve the amendment to the bylaws. Tom seconded the motion. The motion was approved unanimously. Julie signed the amended bylaw document. c) Ongoing projects: i. Celebrating Local Authors: Rosemary presented the project s background and some of the planned activities. Tom will continue to work with the Celebrating Local Authors group to schedule interviews. It was noted that Robert Waller will be getting an award at UNI on May 5th.

2 ii. Downtown National Register Nomination project and CLG Grant update- review draft of the nomination: Iris provided background on the project. Commission members noted that they have been unable to fully review the nomination in detail and would like to discuss the nomination further at the next meeting. Some initial comments were: changing the title to the Cedar Falls Downtown District, changing the description of the district s location to centralized rather than north eastern, and on page 10 changing M. Rodenbach to N. Rodenbach. Susan Card noted that the content was consistent with her report. Mark asked about why the district has to be connected. Julie explained that the district needs to be coherent in order to be accepted by SHPO. d) 1st Street reconstruction project: Iris apologized for not having an update prepared. She will have information for the next meeting. 4) New business: a) Commission member upcoming terms: Iris shared that both Tom and Julie s commission terms would be ending in late March. She asked if they wished to continue as Commission members. Julie stated that she would like to stay on the Commission but Tom noted that he would like to step down. Iris will start advertising the one opening. b) Yearly CLG Report: Iris explained that SHPO requires every certified Historic Preservation Commission to submit an annual report. The report is due on February 18 th. She will work on the report and will reach out to Commission members for help or information as necessary. c) Review of at-risk and newly identified historically significant buildings and or sites: Julie shared that the new owners of the Sartori house have moved in. There was some discussion on possibilities for the Mandalay Mansion. No new information was available for the Sartori Hospital. d) Other: a. Susan Card shared that she had received an from SHPO asking her to submit a nomination for a preservation award for the work on her property. Susan asked for the Commission s support, noting that the Historical Society has agreed to help her with the nomination. Tom moved to support the nomination for the preservation award. Julie seconded the motion. The motion was approved unanimously. The deadline for submission is February 24 th. b. Susan Card shared that with the first street reconstruction project an inventory was done that found that the Wild neighborhood was eligible to be a historic district. She requested that the Commission submit a

3 grant request to hire a consultant to write the nomination. Iris noted that the Commission is already working on one CLG grant and that it would be better to take on this new project after the current grant is closed out of. Overall there was a favorable response from the Commission about the potential nomination. Susan noted that she would be happy to write the grant proposal for the Commission to submit. The Commission will discuss the potential nomination further. Iris will send Susan a completed grant application as an example. Susan thanked the Commission for their support and their efforts. 5) The next meeting date: February 8 th. 6) Tom moved to adjourn the meeting. Jake seconded the motion.
