1 JOURNAL OF PROCEEDINGS REGULAR MEETING City Council of the City of Calumet City Cook County, Illinois MAY 23, 2013 CALL TO ORDER Pledge of Allegiance The City Council of the City of Calumet City met in the City Council Chambers at 7:34 p.m. on Thursday, May 23, 2013 with Honorable Mayor Michelle Markiewicz Qualkinbush, present and presiding. ROLL CALL PRESENT: 5 ALDERMEN: Wosczynski, Williams (7:36), Munda, Manousopoulos, Collins ABSENT: 2 ALDERMEN: Schneider, Jones Also present was City Clerk Figgs, City Treasurer Tarka, City Attorney Richard Bruen, Police Chief Gilmore and Deputy Clerk Bonato. There being a quorum present, the meeting was called to order. Approval of minutes Alderman Wosczynski moved, seconded by Alderman Munda, to approve the minutes of May 9, 2013 as presented. REPORTS OF STANDING COMMITTEES Finance Public Safety Public Utilities Alderman Woscyznski had no report. Alderman Manousopoulos had no report. Mayor Michelle Markiewicz Qualkinbush: Alderman Jones is absent tonight, but he has submitted a report. He asked that I read it. The Public Utilities meeting will be held on Wednesday, June 5, 2013 at 6:00 p.m. He did not provide an agenda, but will forward it to the city clerk s office. Regular Mtg. 5/23/13-1-
2 Public Utilities (cont d) The Third Ward Crime Watch meeting is scheduled for Tuesday, June 4, 2013 at 6:30 p.m. The Third Ward Volunteer meeting is Saturday, June 22, For more information contact (708) Public work began grass cutting at abandoned and foreclosed homes in the third ward. If you are aware of a house in this category please call Alderman Jones at (708) or him. Soil replacement began on Prairie Avenue and on streets that had work done last; if you are on the list and it is not completed, please Alderman Jones at calcity3@yahoo.com Tree trimming list was done at council meeting; if you want a tree trimmed on city property only please Alderman Jones on or before June 1. The sidewalk list can be ed to Alderman Jones on or before June 1 to calcity3@yahoo.com Ord. & Res. Alderman Collins had no report. Ald. Williams entered Mayor Michelle Markiewicz Qualkinbush: I would like the record to reflect 7:36 p.m. Alderman Williams is present at the meeting. H.E.W. Alderman Schneider was absent. Send letter to IDOT/parking Alderman Manousopoulos moved, seconded by Alderman Williams, to direct the requirement signs City Clerk to send a letter to IDOT requesting information on informational signs on state roads and Alderman Schneider will provide any information needed to the Clerk s Office to determine the requirements. Public Works Committee assignments Alderman Munda: The public works department is out cutting grass in foreclosed homes. There are a number of empty lots that need to be cut. I would ask that the residents be patient and notify their aldermen of any foreclosures or any high grass areas in your neighborhood. Mayor Michelle Markiewicz Qualkinbush: For the aldermen s information, I am sorry that I did not get a chance to get the committee assignments. I wanted an opportunity to talk to everyone. Hopefully by the next meeting, I will have that complete so that the new alderman knows what committee he is going to be put on. Regular Mtg. 5/23/13-2-
3 CITY COUNCIL REPORTS Mayor s report Mayor Michelle Markiewicz Qualkinbush: I just want to congratulate all of our graduating students. I had the opportunity to attend the T.F. North graduation with City Clerk Nyota yesterday. There were over 300 students that graduated. We are very proud of them. They received 3.5 million in scholarship opportunities and one student from T. F. North High School received a full ride scholarship to Notre Dame. We have some wonderful kids in our community. Calumet City is very proud of each and everyone of them. Congratulations to all of our 2013 graduates. Ald. Wosczynski - report Alderman Woscyznski thanked all the residents that attended the Second Ward Health and Wellness Fair on Saturday, May 18, She thanked all the volunteers and a special thanks to her daughter Claudia who organized the Health Fair. nd 2 Ward Sidewalk Alderman Wosczynski encourages residents to contact her office for sidewalk work, alleys graded or tree trimming at (708) Send letter to Nicor Gas Alderman Woscyznski moved, seconded by Alderman Manousopoulos, to request the Mayor s office to send a letter to Nicor Gas asking them to restore grass on the areas while they were repairing the gas line in the second ward. (She will provide addresses to the Mayor s office) Memorial Day Ceremony Alderman Wosczynski announced a Memorial Day Ceremony on Monday, American Legion May 27, 2013 at 12:00 p.m. at American Legion Post #330 honoring all Veterans. She encourages residents to attend and fly the American Flag to show their patriotism Ald. Williams Alderman Williams acknowledged his Savior Jesus Christ. Fourth Ward event schedule Alderman Williams announced his fourth ward event schedule will be coming out soon and will be distributed by June 1. Crime Watch Meeting Alderman Williams reminded the residents that the Crime Watch Meeting is the first Tuesday of month first Tuesday of the month for the west side of Calumet City. Expungement Seminar Alderman Williams announced an Expungement Seminar sponsored by the Cook 6/8/13 - New Faith Baptist County Clerk s Office Dorothy Brown at New Faith Baptist Church located at 25 Church Central Avenue in Matteson on June 8, Doors open at 8:00 a.m. Regular Mtg. 5/23/13-3-
4 Fourth ward street resurfacing Alderman Williams announced that the fourth ward streets that need resurfacing the streets in the worst condition will take priority. th 4 Ward sidewalk list Alderman Williams stated that the sidewalk list is being evaluated and those projects will be starting soon. Contact his office at (708) or (708) Thank volunteers Bernadine Manor dinner Alderman Williams thanked the volunteers that assisted him during the Bernadine Manor Senior and Mother s Day Appreciation dinner. He thanked the Focus Group, the Next Athletics and students from Christ Our Savior that came out to assist at the event. th 4 Ward Meeting - 6/25/13 Alderman Williams announced the first Fourth Ward meeting on June 25, River Oaks town homes at River Oaks town homes in the clubhouse at 6:30 p.m. Report suspicious activity to police department Alderman Williams encourages residents to report suspicious activity to the police department. Congratulate 2013 graduates Alderman Williams congratulated the 2013 Graduating classes and his son who will be graduating from Christ Our Savior on May 31, Amend handicap parking deleting tth St. Alderman Manousopoulos moved, seconded by Alderman Wosczynski, to amend the handicap parking ordinance by deleting: th Street. Sidewalk list Report grass properties Sidewalk list Congratulate graduating T. F. North High School Alderman Manousopoulos encourages residents to contact his office regarding sidewalk or curb replacement at (708) Alderman Collins encourages residents to contact their aldermen to report grass that need to be cut throughout the city. Alderman Collins stated residents should contact his office at (708) to be place on the sidewalk list. Alderman Collins congratulated the 2013 graduating class at T. F. RESOLUTIONS AND ORDINANCES Ord. #1: handicap parking Ordinance amending Chapter 90 of the Municipal Code of the City of Calumet by adding: 442 Yates & City, Cook County, Illinois, by adding: 442 Yates Avenue and 456 Manistee 456 Manistee Avenue Avenue. (see attached page 6A) Adopt Ordinance (Ord. #13-16) Alderman Wosczynski moved, seconded by Alderman Manousopoulos, to adopt the ordinance as presented, without the necessity of prior posting. ROLL CALL YEAS: 5 ALDERMEN: Williams, Munda, Manousopoulos, Collins, Wosczynski NAYS: 0 ALDERMEN: None ABSENT: 2 ALDERMEN: Schneider, Jones FINANCIAL MATTERS Award Salt Bid/North American Salt Co/$189,024 Accept the recommendation from Robinson Engineering for Rock Salt Bid and award the bid to the low bidder North American Salt Company in the amount of $189, and direct the City Treasurer to remit payment and charge to MFT account. Remit payment/south Approve the city s membership in the South Suburban Housing Center in the Suburban Housing Center/ amount of $4,500 for the Foreclosure/Assistance/Homeownership Preservation $4,500 Counseling and Fair Housing Enforcement Programs and direct the City Treasurer to remit payment and charge the appropriate account. (This is the recommendation of the Committee that consisted of City Attorney, Purchasing Director Vallis, City Treasurer Tarka, Finance Director Kasperek and Police Chief Gilmore) the RFP s were referred to the review committee on 12/27/12. Alderman Munda requested a moment of silence to remember the fallen soldiers that have fought for our country. Alderman Collins wished all the residents a Happy Memorial Day and remember all who serve our country. th Alderman Collins wished his daughter Taylor a Happy 11 Birthday. Alderman Collins wished all the graduating students well in their future endeavors.
