Pledge of Allegiance, Roll Call, Public Comment As Chairman Bob Mezzo was delayed, Treasurer Bob Chatfield called the meeting to order at 12:07 p.m. Those in attendance recited the Pledge of Allegiance and the roll was called. Chatfield introduced State Representative Elect Lezlye Zupkus. There was no public comment. 2. Administrative Items a. Minutes of the November 9, 2012 Meeting On a motion by Ron Pugliese, seconded by Ray Primini, it was unanimously To approve the minutes of the November 9, 2012 meeting. b. Financial Report Peter Dorpalen reported that as of November 30, 2012, COGCNV was 42% through the fiscal year and had expended 34% of its operating budget. Including pass through funds, 34% of the total budget has been expended. On a motion by Ed Edelson, seconded by Gerard Smith, it was unanimously To approve the financial report. c. COGCNV Dues: FY Peter Dorpalen said that since fiscal year , COGCNV dues have been set at 42.7 per capita. For the present fiscal year (FY13), the dues were calculated based on the 42.7 per capita dues times the 2010 U.S. Census population counts. For fiscal year he recommended keeping the dues the same. As in prior years, the institutional populations for Cheshire and Southbury are removed from the totals. On a motion by Ray Primini, seconded by Ron Pugliese, it was unanimously

Household Hazardous Waste Administrative Fees Joe Perrelli said the household hazardous waste fees, for the ten participating municipalities, will remain the same, with an administrative fee of $12,000 allocated based on the 2010 U.S. Census population. On a motion by Ed Edelson, seconded by Gerard Smith, with Bob Chatfield and Tom Dunn abstaining, it was To approve the FY 2014 HHW program administrative fees at a total of $12,000 for the region s ten participating municipalities, with each municipality s fee based on 2010 U.S. Census population, as presented in Memorandum H. e. COGCNV Meeting Schedule Peter Dorpalen presented the proposed schedule of meetings for On a motion by Tom Dunn, seconded by Ed Edelson, it was unanimously To approve the 2013 COGCNV meeting schedule. f. New Office Lease Status Peter Dorpalen said the lease for 49 Leavenworth Street has been signed, and remodeling of the space has begun. The current landlord has been notified that COGCNV will be leaving in two months. As part of the move, three authorizations are needed: Authorization for computer networking and phone wiring up to $4,400; authorization for a moving contractor for up to $5,000; and authorization for the executive director to enter into an agreement with Northeast Utilities for an energy conservation program. Energy Conservation Incentive Programs a. DEEP, Energy Savings Performance Contracting Lynn Stoddard of DEEP s Lead by Example Program spoke about an Energy Saving Performance Contracting program for municipalities and state agencies. The basic concept is taking multiple energy measures in multiple buildings and bundling them together in a large contract. The future savings from these measures will pay for the upfront costs. Initially, an energy company will do a comprehensive review of buildings and possible energy saving measures, calculate the projected savings of doing retrofits, and guarantee the actual savings. These energy companies are providing a performance guarantee that must be met each year. DEEP has developed a standardized energy savings performance contracting process, as required by Public Act The state s program resources provide a streamlined, transparent process with a consistent, level playing field for vendors, and is designed to mitigate risk for agencies and municipalities. The program s resources include a pre qualified vendor list, standardized contracts, financing technical support, and energy technical support. It is also possible to combine two or more towns and/or school districts into one project. A question and answer period followed. b. CEFIA, Property Assessed Clean Energy Program for Commercial Properties (C PACE) Jessica Bailey, Clean Energy Finance and Investment Authority Director, spoke about CEFIA s Commercial and Industrial Property Assessed Clean Energy Program and reviewed Connecticut s legislation. C PACE creates a financing structure that funds RE&EE upgrades in buildings with private capital, defines energy upgrades as a public benefit that can be financed through the same property tax collection mechanism used to finance sewers and sidewalks, provides 100% low cost, long term funding for qualified energy upgrades, and allows repayment of energy loans through property tax bills over a 20 year period. A Senior PACE lien stays with the property if it changes owners and does not accelerate in case of default. C PACE, administered by CEFIA, offers financing to commercial, industrial, and multi family property owners. Interested municipalities can opt in through an agreement with CEFIA. Eligible upgrades will reduce energy consumption and/or provide clean energy to the property. Municipal benefits from C PACE include: allowing building owners in enabled municipalities to access financing to upgrade their buildings, as an economic development tool (energy upgrades create a more competitive environment for businesses by lowering energy costs); the creation of jobs through energy upgrades; pollution reduction, and attracting new businesses to town. C PACE offers a way for building owners to finance the commitments communities make to clean energy. CEFIA 3

4 works with municipalities to reimburse for costs associated with joining the program. Ms. Bailey also outlined how building owners benefit from PACE, the benefits of PACE financing, and CEFIA s role in PACE. A question and answer period followed. 4. Transportation Improvement Program Amendments Joe Perrelli summarized the December 2012 amendments to the Transportation Improvement Program as listed in Memorandum On a motion by Bob Chatfield, seconded by Ron Pugliese, it was unanimously To approve the December 2012 amendments to the Transportation Improvement Program listed in Memorandum Regional Business Peter Dorpalen spoke about the Celebrate CT event held in early December, at which Beacon Falls was recognized for its portion of the Naugatuck River Greenway. Dorpalen also said that open space grant applications are under consideration right now, including those of four towns in the region. Applications may be affected if there are cutbacks in the program. At the request of Ed Edelson, Joe Perrelli spoke about the recent Public Works Group meeting. Topics discussed at the meeting included response to Storm Sandy, benefits, from a public works standpoint, of the GIS regional performance incentive proposal COGCNV is submitting to OPM, and the possibility of the purchase of regional equipment or the regional contracting of services. 6. Other a. Emergency Planning Joe Perrelli said CT DEEP awarded a planning grant to Watertown, Woodbury, and Oxford to update their Hazard Mitigation Plans. Watertown will administer the grant on behalf of the three towns. They will be the first group to update their plans. The other municipalities in the region applied for funding to update their plans through two grant applications to FEMA earlier this year. As the fiduciary for DEMHS Region 5, the Litchfield Hills Council of Elected Officials (LHCEO) is collecting MOAs from each municipality as a condition of receiving funds under the FY11 Homeland Security Grant Program. DEMHS ed the documents to each CEO in late November. LHCEO has received funding to expend towards the FY09 supplemental HSGP grant for Region 5. The grant funds were released to the region to spend within a short time frame. The grant went towards the purchase of items such as light towers, thermal imaging cameras, and communications trailer equipment approved by the REPT in September. At the recent meeting of the CNV Emergency Planning Commission/CERT Committee, three CERT Applications were approved and will be submitted to the Citizen Corps Council at their December meeting. 4

5 b. RPIP Applications GIS Mapping Upgrade, Economic Strategic Plan Peter Dorpalen said most town resolutions for these grant applications have been received. As part of the application process, state legislators were notified of the proposals. On a motion by Tom Dunn, seconded by Ed Mone, it was unanimously To authorize Executive Director Peter Dorpalen to execute and submit two proposals to the Office of Policy and Management for funding a Regional GIS Data Development and Web GIS Enhancement project and a Regional Economic Strategic Plan, under the Regional Performance Incentive (RPI) Program. c. Regional Animal Shelter Study Update Peter Dorpalen said an RFP for this project has been prepared and will be sent out in January On a motion by Ed Mone, seconded by Gerard Smith, it was unanimously To proceed with and distribute the Regional Animal Shelter Study Request for Proposals. d. Legislative Agenda Peter Dorpalen reviewed the legislative agenda from last year. He will update the agenda and submit it to the Executive Committee for approval.
