4 Zanesville City Council Meeting ZANESVILLE CITY COUNCIL MEETING - TUESDAY, OCTOBER 10, 2017 The Zanesville City Council met in regular session at 7:00 p.m. on Tuesday, October 10,2017 (due to the Columbus Day holiday) in the City Council Chambers, 401 Market Street, Zanesville, Ohio. Mr. Vincent led those present in the Lord's Prayer. We have Boy Scout Aaron Johnson who is from Troop 128. He will lead the Pledge of Allegiance to the Flag. The following members of Council answered Roll Call: Mr. Baker, Mrs. Gentry, Mrs. Norman, Miss Bradshaw, Ms. Gildow, Mrs. Osborn, Mr. Wolfe, Mr. Foreman, Mr. Roberts, and Mr. Vincent. APPROVAL OF MINUTES Mr. Roberts moved to approve the minutes of Septernber 25, 2017, seconded by Mrs. Osborn. Voice vote was held with all in favor. Motion carried. COMMUNICATIONS, REPORTS, AND RESOLUTIONS Comrnunication frorn Jay Bennett, Public Service Director - City of Zanesville: Cemetery Division rd Quarter Report. Mr. Wolfe moved to receive, seconded by Miss Bradshaw. A voice vote was held with all in favor. Resolution No Introduced by Council - A Resolution recognizing the City of Zanesville's Community Development staff during National Community Planning month. Mr. Baker moved to waive the readings and it was seconded by Mr. Foreman. Mr. Baker said this was approved unanimously by the Community Development Committee. Mr. Bennett's department has been doing a fantastic job and we believe that recognizing that fantastic job during the month of October is appropriate. Mr. Vincent: To waive then is to get it completed while we are still in October. Mr. Baker: Yes, that would be nice. Page 1 of 17

5 Roll call vote on waiving of the readings. Zanesville City Council Meeting Mr. Baker moved for passage, seconded by Mrs. Norman. Mr. Baker: Mr. Bennett would you like to inform the public just exactly what a great job your department is doing? Mr. Bennett: The staff is doing excellent work. October is the American Planning Association 's National Community Planning month. It specifically is trying to recognize that cities, counties, townships, and places are lost if not planned for and if not the work of those planners and the staff working in that profession. This just recognizes the staff of the City during that month. Mr. Vincent: Thank you, Mr. Bennett. Roll call vote for passage. Ordinance is passed. PROPOSED ORDINANCES Ordinance No Introduced by Council - An Ordinance authorizing the Proper City Official to provide funds to the Zanesville-Muskingum County Port Authority for organizational, promotional, and operational expenses during the year Mr. Roberts moved for first reading, seconded by Mr. Wolfe. All in favor of first reading signify by saying aye. All were in favor. None were opposed. Mr. Vincent: We have Mr. Abbott here. Can we invite you back to share some information at the next meeting? Are you prepared for this evening? Mr. Abbott: Yes, sir. Mr. Vincent: As a special guest, you can come forward please. Mr. Abbott: I am always prepared, right. Thank you. I appreciate the opportunity to give a brief update. For 2017 we were looking at some of the data today for Muskingum County. The employment has increased over the past four quarters 3.9% in our county while this easily adjusted unemployment rate is at 5.9%. One year earlier it was at Page 2 of 17

6 Zanesville City Council Meeting 6.2%. So, we are definitely seeing some of those numbers. We pay attention to those numbers. We look at wages on a daily basis. Some of the goals I think the Port Authority is three fold: business retention, business attraction, and some of the business cl imate goals. The business retention we have made over 40 business retention/expansion visits where we are out knocking on doors of businesses and talking with those businesses. From that we gather information working with corporations like Owens Illinois is in the middle of a thirteen million dollar ($13,000,000) investment in their facility. We are working with them on a rail spur investment of three hundred thousand dollars ($300,000) to make some improvements to their site. They employ 373 people here in Zanesville. The average salary is seventy thousand dollars ($70,000). We are working with them on a very consistent basis and we also have training grant opportunities available through our local Port Authority that is funded by the funds that are given here tonight, as well as, the funds from the County Comm issioners. We are excited about that. At Eastpointe, Avon, Dollar General, Haliburton, all are actively hiring as we speak. So, everything is pretty positive. A lot of investment continues to take place. Looking at the JEDD (Joint Economic Development District) revenues from 2015 to 2016 they were up a little over 17%. Those numbers we feel are going to continue to trend that way moving forward. Plaskolite at the Airport Business Park has acquired a building adjacent to their facility. They are looking at the future and their future here in Zanesville/Muskingum County. We are also working with companies: Creative Packaging, Hartstone Pottery, and companies that are looking to grow and do some different things. So, our business retention has been pretty excellent, here moving forward. Our attraction efforts we have seen 25 inquiries for new businesses since January. Probably most notably is at the former Longaberger Eco-Park. There was a public auction that was held the last week of September. There was a lot of interest in those facilities. You are looking at over one million square feet of space available up there. So, it is our hope that there is someone that occupies the building and will hire people here in Muskingum County and provide jobs and we will work as a conduit through that process. We worked hard and we talked last year about creating more shovel ready sites. The Airport site that we received a grant from Jobs Ohio is a 30 acre shovel ready site. We continue to market that site and we have had leads on that site. We continue to work with them on a regular basis. We need more buildings, more commercial buildings. We continue to hear that. A project just came today looking for a 300,000 square foot facility with 25 foot ceiling heights. We can't meet that in Zanesville/Muskingum County. That is something we need to continue to get really serious about making that investment or engaging with the private sector and assisting them to make that investment. We have identified some industrial space, as far as ground. We have optioned 200 acres since I spoke to you last year for continued and future growth on the east end of Muskingum County near Interstate 70. So it kind of hits all of those targets that Page 3 of 17

7 Zanesville City Council Meeting businesses are looking for. This is a green field site. We are not dealing with a formerly mined site, so fairly turnkey. There will have to be some enhancements with water and sewer and all of the infrastructure needs which you all know we are about, so during our due diligence period we have leveraged $41,000 in grants to do studies to make sure we are making a wise and conscious decision with the funds that we have. We are working with AEP. We recently received a grant for $10,000 for marketing. We are putting that marketing into these new sites and our existing sites to really market our community. The business climate is the third big rock that we look at and again, more shovel ready sites. We work with the City's water and sewer departments, with the County's water and sewer departments and are really talking serious about strategic planning with both and what direction and where we need to have capacity, and where we need to have investments. We will continue to work with those officials at the Port Authority so economic development is a side car to those decisions. So, I can take any questions if anybody has anything. I appreciate your time and this funding is critical to what we do on a daily basis. Being that leader out there in economic development and meeting with companies, and trying to engage new business, as well as, engaging with businesses that are here currently. Thank you. Mrs. Gentry moved for first reading, seconded by Mr. Baker. Mr. Roberts: Are we okay to take this to second reading and still meet the time lines? Mr. Vincent asked the Administration if they knew an answer. This event is on November 3,d and I assume we can just hold off on billing. Mayor Tilton: Yes, we would hold off on the billing. Mr. Vincent: To see what Council decides and then go from there and they are prepared, if Council doesn't pass it, to pay? I don't think that will happen, but we will be digging in our pockets. A voice vote was taken on first reading with all in favor. The motion carries.
