Call to Order: Daryl Bishop, Acting Chair, called the meeting to order at 8:33 a.m. in BW Rockledge Boardroom. Public Comment: Introductions were made and there was no public comment. Presentations: Presentations were made by Erika McLaren of Brevard Public Schools on CAPE Academies, Glenn Anderson of Space Coast Technology Network on his BizLaunch Success Story, Ron Caswell and Loretta Kish of SeaWatch, Inc. on an Entrepreneurial Work Experience (EWE) in Action. Action Discussion and Information Items Approval of E 3 Committee Meeting Minutes of December 15, 2011 A Motion to approve the Minutes from the December 15, 2011 E3 Committee Meeting was made by Dan Rodgers, seconded by James Roberts. Motion passed unanimously. Goal 3 Plan Updates Staff reviewed the strategies and updated the Committee on the current status of BW Corporate Goal 3 Enhance the E3 concept (Employment, Education and Economic Development) for the emerging and transitional workforce. Measure 1D: Disconnected Youth Referrals Data analysis was shared regarding Disconnected Youth Referrals. The Board goal for service to special populations for PY is 25%. Actual enrollments currently exceed 25%. The Board has also maintained a 70% funding mix requirement for service to out of school youth which data shows has been exceeded. 1 of 18

3 Measure 5B: Entrepreneurial Work Experience Updates Entrepreneurial Work Experience is an opportunity being offered to former aerospace workers and those secondarily affected by the layoff. The program places an aspiring entrepreneur in an established small business to learn from a successful entrepreneur. There are currently eight individuals participating in EWEs with seven businesses in Brevard County. Proposed Measure 5D: Strengthen Business Customer Relations In order to fully implement the Business to Jobs (B2J) model of service delivery, staff recommends adding a new measure Strengthen Business Customer Relations along with proposed activities to be monitored as outlined in the package. Dan Rodgers made a motion to accept staff recommendations as written. James Roberts seconded the motion. Motion passed unanimously. Adjourn: Daryl Bishop, Acting Chair, adjourned the meeting at 9:40a.m. Youth Council 2012 RFP One Stop Career Center Operations and Management Under WIA Title I, Section 117, a Youth Council should be established as a subgroup within the Local Board. In the past the E3 Committee has served as the Youth Council subgroup but had not formalized and specifically noticed the meeting as the Youth Council. A formalized subgroup of the Board, the Youth Council, will meet at the end of every E3 meeting to discuss youth issues. At the first meeting of the youth council, members were briefed on the upcoming One-Stop Service Provider RFP. Members were asked for input on service providers who would be interested in submitting proposals to provide delivery of a broad range of federally mandated one-stop workforce services that includes services to youth in the region. Discussion ensued. There were no suggestions of additional vendors to add to the RFP to provide youth services. Staff asked for volunteers who would be interested in being a part of the rating team to review the youth portion of the RFP. Dan Rodgers agreed to volunteer and Mike Menyhart agreed to serve as a backup. NextGen Discussion and Q & A Staff discussed the NextGen program. NextGen is the Brevard Workforce Program addressing WIA eligible youth aged A minimum of 70% of NextGen customers must be out of school youth. In school youth must face at least one additional barrier to employment including: having a disability, aging out of foster care, youth offender, or TANF eligible. The NextGen program design offers foundational and advanced services. Advanced services follow a training track or an employment track. 6 Mentor database for streamlined job seeker/ employer matching Strategy 4: Partner with stakeholders in K-14 to increase awareness of emerging careers and career paths based on Industry growth. Measure 4A: Technical Assistance Workshops Allocate up to 20 hours of staff time to facilitate workshops to educate school district teachers and counselors about career awareness strategies that complement college and career readiness curriculum. Measure 4B: Career and Professional Education Academies (CAPE) The E3 Committee will review and provide input on the progress of the CAPE Strategic Plan and accompanying recommendations made by the CAPE Strategic Planning committee. BWDB will facilitate biannual meetings with the CAPE Strategic Planning Committee to monitor plan progress Allocate up to 40 hours of staff time to serve on one Career Academy Advisory Committee relevant to BWDB identified Key industries. Measure 4C: Career Readiness Engage in Career Readiness seminars and career days for local high schools to prepare students for the realities of the world of work. Engage community partners on funding opportunities to provide career readiness education to underprivileged youth 5 of 18

7 Measure 4C: NextGen- Strategic Partnerships Engage in strategic partnerships with agencies that either serve the neediest youth including offenders, youth aging out of foster care, and youth with disabilities OR agencies with the resources to provide education to these youth to support effective workforce development programs and increased access to workforce development services. Reach out to the faith community via the Faith in the Future Initiative to connect youth to the NextGen Program - inclusive of on-site youth job clubs and career exploration. The E3 Committee will review and provide input on quarterly status reports on the NextGen program. 6 of 18

Partner with business, economic development organizations and young professionals groups to attract and retain more young professionals to Brevard Strategy 1: Work with education and business to create quality programs for students choosing to enter the workplace or technical school upon high school graduation. Staff conducted Mock Interview sessions for both the Viera and Melbourne High School Academies of Goal 3 Enhance the E3 concept (Education, Employment and Economic Development) for the emerging and transitional workforce. 7 of 18 Measure 1A: Work Readiness Curriculum / Certification Measure 1B: Career Academy Advisory Committee Involvement and Finance. Allocate up to 40 hours of staff time to serve on one Career Academy Advisory Committee relevant to BWDB identified Key Industries including Health Care, Aerospace, Manufacturing and Construction to educate academy faculty about career awareness strategies complementary to SSNP curriculum as well as local labor market and industry trends. Staff will annually provide to the committee, beginning Sept. 2008, a report that summarizes career awareness activities and education engaged in. Annually December 2011 No Staff time Staff joined the advisory committee for the Melbourne High School Business and Finance Academy in October. Academy is currently working towards holding mock interviews for students seeking internships. BW Staff performed a ½ day work readiness seminar for students of the Viera Business and Finance Academy on January 13 th. Mock interviews are scheduled for March for the Melbourne Academy of Business

9 Business and Finance; Staff participated in the end of year banquet and awards ceremony for the Melbourne HS Academy of business and Finance. 8 of 18 Measure 1C: Career and Professional Education Academy (CAPE) Strategic Plan The E3 Committee will review and provide input on the progress of the CAPE Strategic Plan and accompanying recommendations made by the CAPE Strategic Planning Committee. Recommendations will be presented to the full BW Board will review recommendations for approval. Strategy 6: Partner with business, economic development organizations and young professionals groups to attract and retain more young professionals to Brevard. BW will institute BizLaunch, a job-club like gathering for aspiring entrepreneurs and status this committee on outcomes that occur from this job club. These strategies will be investigated further as the Business Process Reengineering project unfolds. A Professional community will be implemented through the BPR process as one of several communities providing sector specific services.
