3 2015 DATA REQUEST/ DATA PORTAL

4 2015 Data Request DRCOG sent a data request to member jurisdictions on January 21, 2015 asking for the following nine datasets: Open Space Zoning Employment/Business Data Building Permits Bikes/Trails County and Municipal Boundaries Special District Boundaries Parcels Buildings/Addresses

5 2015 Data Request The 2015 request was unique in three ways: 1. We utilized a new application - the Data Portal - for the collection effort. 2. We built a link to Open Colorado from the Data Portal, thereby incentivizing jurisdictions to make their data free and open to the public. 3. We partnered with the Governor's Office of Information Technology (OIT) to gather and pass along the data that is mutually beneficial to both agencies.

6 The Response* DRCOG contacted 52 jurisdictions via in January with the data request. Based on previous experience, we expect 38 jurisdictions to have GIS and to maintain some or all of the data that we've requested. As of this report, 38 jurisdictions have provided data. On average, we saw a 24% increase in the amount of requested data that was submitted, when compared to the response in * Analysis was conducted on 3/18/2015. DRCOG has received notifications that more data will be added soon.

7 The Data Portal The Data Portal is an online, secure site that DRCOG built to facilitate data exchange with member governments. The goals of the application are to: Increase the number of data submissions Improve the tracking of data, licenses, and commentary Obtain data sharing restrictions by dataset Increase transparency and improve communication

8 Using the Data Portal The Data Portal currently has 80+ registered users. The vast majority of jurisdictions adopted the Data Portal submission method.

9 Licensing and Restrictions The Data Portal defaults to making datasets "closed" but gives the jurisdiction the opportunity to make them "open (willing to share with public). Of the 298 datasets provided in the Data Portal, 234 (79%) were categorized as "open." 31 out of 38 jurisdictions (82%) took the initiative to make some or all of their data open.

10 Partnership with Open Colorado 12 DRCOG member governments contribute to Open Colorado. 2 may have joined because of the DRCOG data request and the link with the Data Portal. 5 others added to their Open Colorado contributions to accommodate the DRCOG request.

12 What s next? Create regional datasets for Zoning, Bike/Trails, Open Space, Parcels, Municipal Boundaries, and County Boundaries Use Employment/Business, Buildings/Addresses, and Building Permits to QAQC DRCOG data used for UrbanSim and Metro Vision metrics. Continue to pursue a regional open data policy. A regional zoning map will be created once we receive the final local-to-regional zoning crosswalk from Logan Simpson (expected July 2015).

Each agency must continue to purchase the data from the DLE (~$230/year). We suggest you buy Each agency must abide by the license agreement which protects information tied to individual businesses.

21 InfoGroup Data DRCOG purchased IG business and residential data for internal use (Land Use Modeling and Metro Vision Goal measurement). It is available for member jurisdictions to download via the Data Portal with a license agreement in place. 27 entities have signed license agreements
