1 Council Agenda Information [El Regular Council February 27, City of Port Moody Date: February 16,2018 File No /2018 Submitted by: City Manager Subject: Purpose I Introduction To provide Council with a draft copy of the Factual Information Communication Campaign literature. Recommended Resolution THAT the Factual Information Communication Campaign literature be endorsed as recommended in the report dated from City Manager regarding Draft Factual Information Communication Campaign Literature. Background At the November 14, 2017 Regular Council meeting, Council passed the following resolution: RC17/478 to 479 THAT staff be directed to draft a communication campaign that provides factual information to the residents and businesses of Port Moody regarding the following: 1. the most recent census information regarding Port Moody as well as the statistics related to regional growth that has occurred to the east of Port Moody along the Barnet Highway and Highway 7 corridors; 2. information regarding the Port Moody Regional Context Statement, including resultant projected growth numbers; 3. an overview of the current housing needs in the Lower Mainland related to all forms of housing per BC Housing and Metro Vancouver statistics and publications; 4. an overview of Transit Oriented Development per recent Metro Vancouver and TransLink documentation; 5. the status of development applications in the City, including the number of approved developments, projected build-out, number of units, and any resultant projected population increase; 6. any adopted OCP amendments since 2016 and the projected build-out of any potential development and population changes that may result; EDMS#
2 RC - Agenda the current and projected regional developments and their impacts to Port Moody traffic; and 8. the list of traffic improvements scheduled for 2018 and the funds dedicated to the TransPort Moody Master Transportation Plan from ; AND THAT staff report back on the cost of this draft communication campaign by January 2018; AND THAT any unbudgeted resources to accomplish this community strategy be referred to the Finance Committee to determine a funding source; AND THAT this factual information campaign literature be completed in draft for Council's endorsement by the end of February 2018; AND THAT, once endorsed, this official communication be communicated to the general public by providing it on the City website, to all civic committee members, in all civic facilities, and as an inclusion in any communication sent to residents in 2018 via mail, beginning in March 2018 except during the election. At the January 23, 2018 Regular Council meeting, Council passed the following resolution: - RC18/020 and RC18/021 THAT the proposed Factual Information Communication Campaign costs be approved as recommended in the report dated January 12, 2018 from Corporate Services Department - Communications and Engagement Division regarding Proposed Factual Information Communication Campaign Costs; AND THAT this item be referred to the Finance Committee for identification of a funding source. Discussion The goal of the draft Factual Information Communication Campaign literature (Attachment 1) is to provide Port Moody residents and business owners with clear and transparent information about recent growth and development in Port Moody. The draft literature responds to Council's direction and includes Port Moody census data and projected population growth; the status of development applications, projected build-out, and resulting population growth estimates; regional growth and traffic impact projections; housing needs in the Lower Mainland; an overview of Transit-Oriented Development; Port Moody OCP amendments adopted since 2016; and information about Port Moody's Master Transportation Plan, including funding requirements and traffic improvement projects scheduled for EDMS#
3 RC - Agenda In some cases, the information requested by Council may relate to more than one area of the materials. The following is a reference guide corresponding to the original Council motions of November 14, 2017: Motion Reference 1. The most recent census information regarding Port Moody as well as the statistics related to regional growth that has occurred to the east of Port Moody along the Barnet Highway and Highway 7 corridors. 2. 4 RC - Agenda Communications / Civic Engagement The following table outlines the proposed communication campaign: Communication Tactics Spring Focus Newsletter Special Feature Insert 4 pages 12,000 copies distributed to Port Moody residents and businesses in mid-march Special Feature Insert as a stand-alone publication 4 pages Full-page advertisement in the Tri-City News Social media posts (Facebook and Twitter) Dedicated web page on City website E-notifications Targeted s (Committees, Citizen Advisory Group, and Stakeholders) Display Special Feature stand-alone publication at Civic facilities Ongoing referral to the dedicated web page for factual information about growth and development in Port Moody included in print publications where appropriate Council Strategic Plan Objectives The recommendation in this report aligns with the Council Strategic Plan objective of developing responsive and sustainable service excellence, community engagement, and a culture of transparency.
